Council sets vending policy;<br />

An ordinance regulating newspaper<br />

vending machines on the<br />

Pedestrian M<strong>al</strong>l was approved<br />

Tuesday by the Iowa City City<br />

Council, despite protests from area<br />

newspaper publishers.<br />

The city now has the authority to<br />

place a centr<strong>al</strong>, city-owned news<br />

rack on the Pedestrian M<strong>al</strong>l. Space<br />

would be provided on a first-come,<br />

first-served basis with a minim<strong>al</strong><br />

fee for administrative costs. If<br />

demand exceeds apace, a lottery<br />

system will be used.<br />

Modular racks, costing between<br />

$8,500 and $11,900, were considered<br />

as well as wooden frames<br />

which would be cheaper. Design of<br />

the racka has not been decided<br />

upon.<br />

Three newspaper publishers contested<br />

the ordinance at a public<br />

hearing Nov. 9, saying there were<br />

implementation problems that<br />

hadn't been considered such 8S<br />

whether a paper would be reimbursed<br />

for lost s<strong>al</strong>es if a rack got<br />

jammed.<br />

Council members Bruno Pigott<br />

and Jim Throgmorton opposed the<br />

ordinance. and Karen Kubby<br />

elderly and disabled. The current<br />

system does not comply with the<br />

which requires service within one<br />
