Such treatment is inhuman and totally<br />
unacceptable to a <strong>UPP</strong> administration. We<br />
believe that people are products of their<br />
environment and if you incarcerate someone<br />
under inhumane conditions that person will<br />
eventually acquire inhumane characteristics.<br />
The United Progressive Party believes that our<br />
Prison and homes for delinquent children are in<br />
need of special attention.<br />
A nation without respect for the Rule of Law is a<br />
nation destined to chaos and mayhem. The ALP<br />
has time and time again flagrantly flouted this<br />
country’s laws, treated court orders with<br />
contempt and ignored the rule of law in reaching<br />
decisions.<br />
No other CARICOM country has had a<br />
government that has shown more disrespect for<br />
the law than the <strong>Antigua</strong> Labour Party. In<br />
addition, the ALP has deliberately handicapped<br />
the police force making it a less effective and<br />
responsive, law enforcement agency.<br />
The <strong>UPP</strong> is committed to improving the quality of<br />
justice, especially within the criminal justice system.<br />
We commit to the development of an inclusive<br />
national security programme that embraces<br />
disaster preparedness.<br />
A <strong>UPP</strong> government will endeavour to arrest the<br />
decline in people’s faith and confidence in our<br />
legal and political institutions and will encourage<br />
greater participation in all aspects of nation<br />
building by all sectors in the society.<br />
A <strong>UPP</strong> administration will :<br />
upgrade the present prison facility to attain<br />
basic standards of sanitation in a modern<br />
society.<br />
Construct a new Prison.<br />
Law Reform<br />
Renovate the existing prison while we<br />
construct a new prison.<br />
Reform the prison service and<br />
implementprogram of corrections reform<br />
with rehabilitation as the central goal of the<br />
prison term.<br />
A <strong>UPP</strong> government will:<br />
Increase the number of magistrates and<br />
increase their monetary jurisdiction to<br />
facilitate speedy resolution of summary<br />
disputes.<br />
Phase in legal practitioners to lead all<br />
police prosecutions in conjunction with the<br />
Director of Public Prosecution.<br />
Establish a cache of legal officers specific to<br />
the administration of the High Court, the<br />
Industrial Court, and the Magistrate Court in<br />
order to achieve efficient and speedy<br />
delivery of justice.<br />
Increase the training of Police Officers<br />
with particular attention to white collar crime<br />
and require a higher educational benchmark<br />
for entry into the Force; reinforce internal<br />
discipline, higher professional standards,<br />
greater personal commitment and pride,<br />
while fostering a healthy respect for the<br />
public.<br />
