(e) “appointing authority” means the appointing authority of<br />

the Board as specified under rule 6 to these rules;<br />

(f) "Chairman" means the Chairman of the Board;<br />

(g) “Commission” means the Haryana Public Service<br />

Commission or Haryana Staff Selection Commission , as<br />

the case may be, constituted by the Government;<br />

(h) "direct recruitment" means an appointment made<br />

otherwise than by promotion from within the Service or<br />

by transfer or deputation of an official already in the<br />

service of the Government of India or any State<br />

Government;<br />

(i) "Education Board" means the Board of School Education,<br />

Haryana, established under the provisions of the Haryana<br />

Board of School Education Act, 1969 (Act 11 of 1969), or<br />

any other Education Board established by law in any of<br />

the States of India;<br />

(j) "Government" means the Haryana Government in the<br />

Administrative Department;<br />

(k) "Managing Director" means the Managing Director of the<br />

Board;<br />

(l) "non technical post" means a post which does not require<br />

technical qualifications;<br />

(m) "recognized university" means-<br />

(a) any university incorporated by law in India; or<br />

(b) any other university which is declared by the<br />

Government to be a recognized university for the<br />

purpose of these rules;<br />

(c) "Chief General Manager" means the Chief General<br />

Manager of the Board;<br />

(d) "Service" means the Haryana State Agricultural<br />

Marketing Board Service; and<br />

(e) "technical post" means a post which requires technical<br />

qualifications;
