Here we are now with our sixth edition of the<br />
“Shooting Romania” brochure. The brochure was<br />
a first step of an ambitious plan designed by<br />
ROMANIAN FILM PROMOTION to spread information<br />
about the growing local film industry. Romanian Film<br />
Promotion also edits an annual brochure entitled<br />
“Romanian Films”, presenting relevant info about<br />
the latest years’ Romanian feature productions.<br />
As you all know, in the last few years Romania<br />
became a favorite location for many foreign directors<br />
and producers. Beautiful locations, low-costs budgets<br />
or high standard equipment and personnel were some<br />
of the main reasons that made them consider Romania<br />
a good host for their future projects. Moreover, the<br />
international success of increasingly more local<br />
film productions is another sign that Romanian film<br />
industry is at the beginning of a new way.<br />
Romanian Film Promotion, organizer of the<br />
renowned Transilvania International Film Festival,<br />
became a member of the European Film Promotion in<br />
2006. Over the last years, Romanian Film Promotion<br />
has been involved in developing a series of projects<br />
to support and promote the local film industry; since<br />
2006, Romanian Film Promotion has been organizing<br />
annually the first Romanian Pavilion in the Village<br />
International at the Film Festival in Cannes and in<br />
2008 it has organized the first Romanian Booth at The<br />
Berlinale Film Market.<br />
Moreover, since 2007, Romanian Film Promotion<br />
organizes the Gopo Awards, a yearly event designed<br />
as the Romanian correspondent for the French<br />
Cesars, the Spanish Goyas, the British BAFTAs or the<br />
American Oscars.<br />
Our aim is to continue promoting Romanian film<br />
industry and the national cinematography, through<br />
active participation at a growing number of film<br />
markets and festivals.<br />

We are positive that this year’s edition will be<br />
ruled, as always, by Jean Cocteau’s words about the<br />
festival, “an apolitical no man’s land, a microcosm of<br />
what would be the world if people would have direct<br />
contacts and could speak the same language.”<br />

Equipment<br />
Castel Film offers 8 modern sound stages on a 9,590<br />
sq m (104,352 sq ft) back lot. Stage 5 is one of the<br />
largest sound stages in continental Europe, over<br />
3,354 square meters (over 36,100 sq feet). They also<br />
provide production offices, gated parking, make-up<br />
rooms, dressing rooms, wardrobe rooms, storage<br />
facilities, and a full-service catering area.<br />
MediaPro Studios is the largest production facility<br />
in the country, able to provide full production and<br />
post-production services. The Studio has 19 sound<br />
stages, including the largest in Romania and Continental<br />
Europe with 4,200 sq m (over 45,200 sq ft), 4<br />
indoor water tanks, a 100 acre back lot with various<br />
standing sets, fully equipped production offices,<br />
make-up and dressing rooms, conference rooms, and<br />
a 35mm screening room.<br />
All standard camera equipment can be rented in<br />
Romania.<br />
Starting with 2005 MediaPro Studios is Panavision/<br />
Panalux official representative in Romania.<br />
The studios’ Equipment Department is mainly<br />
equipped with 35 mm and High Definition cameras<br />
– ARRIFLEX 535 B, ARRIFLEX 435 ES, ARRIFLEX 35III,<br />
ARRIFLEX 35 BL IV, MOVIECAM SUPER AMERICA,<br />
SONY CINEALTA HDW-F-900R, SONY CINEALTA HDV<br />
PDW-F350L – completed with all range of lenses<br />
and filters, heads and tripods for both film and<br />
advertising productions.<br />
Also, an extensive inventory of hardware is<br />
available: Steadicam Master Film System; Panther<br />
Foxy Carne, Panther Dolly, Super JIB II, mini JIB,<br />
Western Dolly, Panther Light Dolly, Kinetic Support<br />
vehicle camera mount, Movie Tech Sprinter2 Kit,<br />
P+S Tehnik Mini Skater, SuperVario Tracks, Precision<br />
Vario Tracksand and lighting package as well<br />
as location sound services.<br />
Panalight Romania can provide also an important<br />
and modern selection of equipment for cinema, specialized<br />
technical assistance and excellent services.<br />
They are also located in Rome, Milan and inside the<br />
Cinecitta’ Studios.<br />
Castel Film offers ARRI 535 and 435, Moviecam<br />
Compact, Moviecam Super America, Mitchell/<br />
Fries packages.<br />
Local technicians use modern lighting equipment<br />
packages such as: ARRI Sun HMI s, flicker-free HMI s,<br />
a full range of incandescent lights, such as Mole-<br />
Richardson and DeSisti tungsten lights, and silent<br />
generators featuring crystal lock. Different kinds of<br />
par lights, KINO -FLO s, chimera banks and tungsten<br />
floodlights are available also on the market.<br />
Among the grip equipment used here, we can mention<br />
dolly packages like the SUPER PANTHER EVOLU-<br />
TION with its super jib arm 2 and U-bangi arm; the<br />
SUPER PANTHER III with jib arm 2; the MATA DOR cart;<br />
and the VIP CRANE with a maximum height of 9 meters.<br />
Location sound departments provide services for<br />
stage and outdoor shooting, and complete post-production<br />
services. The most common sound recording<br />
equipment here are the time-code FOSTEX DAT, the<br />
Nagra 4-S, and the 12-channel COOPER mixers. A<br />
wide range of boom and wireless microphones are<br />
available so that all productions meet the required<br />
international standards.<br />
MediaPro Studios offers a complete range of SFX<br />
services through its Special Effects workshop. Thanks<br />
to the partnership with Effects Associates, London,<br />
the Studios have the largest inventory of special<br />
effects equipment available in Romania and Eastern<br />
Europe, as well as a highly skilled team of young professionals.<br />
Alongside Nick Allder’s (Academy Award<br />
winner) expertise, the Romanian team provides the<br />
best SFX services in the Region.<br />
The facilities of Abis Studio include a package<br />
of state of art post production technology, all the<br />
services handled by a fully qualified team of top<br />
experienced professionals: Editing – 4 editing workstations,<br />
Telecine / Color grading (Spirit Datacine, a<br />

application in modern post-production facility, Visual<br />
effects (the visual effects department can handle<br />
complex compositing with two Flame 2K systems,<br />

the possibility to have your film material scanned<br />
on the ARRISCAN for later digital post production.<br />
ARRISCAN is suited for almost any scanning application<br />
including Digital Intermediate, visual effects,<br />
restoration and archival.), 2K recording (they offer<br />
film recording on the ARRILASER, transforming your<br />
finished digital data back to the analogue level. ARRI<br />
– LASER Film Recorder bridges the gap between digital<br />
film production and analog film projection.) and<br />
high definition projection. Providing all the services<br />
in one place gives their customers the most efficient<br />
solution, great flexibility and control over the whole<br />
production and postproduction process.<br />
Personnel<br />
Cinematographers, set and costume designers, key<br />
technicians, animators, puppeteers, stunt performers,<br />
production and location managers continue to<br />
develop their experience with the increasing volume<br />
of international productions shot in Romania. Many<br />
are on the regular staff of the two major studios,<br />
Castel Film and MediaPro Studios, and there are<br />
many good freelance crew people also on the market.<br />
During the last years, teams of experienced electrical<br />
and grip personnel set up their own companies,<br />
and are now offering their services to the interested<br />
producers.<br />
Casting<br />
Local casting agencies maintain exhaustive photo<br />
files for principal talent and extras. Romania can offer<br />
experienced English, French, German and Italian<br />
speaking actors. Among our internationally-recognized<br />
stars are such familiar faces as Marcel Iures<br />
(with main roles in THE PEACEMAKER and HART ’S<br />
WAR),Maia Morgenstern (in ULYSSES’ GAZE and THE<br />
PASSION OF THE CHRI ST) and Oana Pellea (CHIL-<br />
DREN OF MEN, I REALLY HATE MY JOB).<br />
CDF Casting Services and EXIT FILMS have in<br />
their portfolio professional actors as well as amateurs,<br />
and lots of choices of extras for feature films<br />
or commercials.<br />
Larger studios (Castel Film or MediaPro Studios)<br />
have their own in-house casting departments.<br />
Costumes<br />
Romania has one of the biggest textile industries<br />
in Europe. Working at the highest standards, local<br />
teams of costume designers and seamstresses can<br />
make the best costumes to order. From military to<br />
civilian, men and women, ancient to contemporary,<br />
you can find here a vast collection of costumes with a<br />
complete assortment of accessories: wigs, bonnets,<br />
belts, hoods, handbags, fur adornments, boots,<br />
bowlers, umbrellas or walking sticks. Low labor costs<br />
allow artists to fully explore their passion and most<br />
foreign designers who have worked here had the time<br />
of their lives.<br />
Post-Production<br />
Romania offers post-production services and fully<br />
integrated facilities, allowing further cost control for<br />
producers. Most of the studios offer complete editing,<br />
transfer, titles and CGI effects.<br />
The largest CGI facility in Romania is located at MediaPro<br />
Studios, where the latest technology in terms<br />
of Computer Generated Imagery is operated by highly<br />
trained personnel. The facility includes: 30 graphics<br />
workstations, an ultra-fast fiber optic network<br />
to serve large graphics files, 160-terabyte servers, a<br />
“render farm” – the latest Blade enclosure from HP<br />
with 32 8-core processor blades installed.<br />

where to shoot<br />
Nature has been particularly generous with<br />
the land of Romania, a country whose relief is<br />
not only varied, but also harmoniously distributed.<br />
There are three major, well-differentiated<br />
relief steps: the highest is represented by the<br />
Carpathian Mountains, the middle by the Sub-<br />
Carpathians, the hills and the tablelands, and<br />
the low one by the plains, the river meadows<br />
and the Danube Delta. The main characteristic<br />
feature of the relief components is their<br />
proportional distribution, in the form of an<br />
amphitheater.<br />

The mountains trenching in the shape of an arch<br />
in the central part cover 31% of the country’s area.<br />
The hills and the tablelands that descend from them<br />
occupy 36%, and the plains, extending towards the<br />
southern and western borders, take up 33%. Encircling<br />
like a crown the Transylvanian tableland (400 –<br />
600 m altitude), the Carpathian Moldoveanu Peak in<br />
the Fagaras Massif – 2,544 m), are in turn surrounded<br />
by a belt of hills and elevations which rise no higher<br />
than 100 meters.<br />
To the east and south, the Carpathians are continued<br />
by the Sub-Carpathians with a similar genesis,<br />
but having lower altitudes (100 – 500 m), and to the<br />
west by the Western Hills, which do not rise beyond<br />
300 – 400 meters. To the east and southeast lie the<br />
two plateaus, the Moldavian tableland and the Dobrudja<br />
tableland with altitudes of 400 – 600 meters.<br />
The plains – formerly sea and lake bottoms – cover<br />
the southern and western parts of the country and<br />
are low and extremely flat. Between the Carpathians<br />
and the Danube lies the Romanian Plain, the principal<br />
granary of the country and to the west stretches the<br />
Western Plain, which is crossed by many rivers. The<br />
multi-tiered relief brings about a similar disposition<br />
of the climate, the soil, the vegetation and the fauna,<br />
and implicitly of the human settlements.<br />
Besides beautiful landscapes, one can find a<br />
variety of architectural styles, from historical vestiges<br />
reminiscent of Greek, Roman, Saxon and Byzantine<br />
influences, to the French and German style that made<br />
Bucharest the “Paris of the East” in the 1930s. Castles,<br />
medieval farmhouses and picturesque inns can be<br />
found in great number, as can industrial landscapes<br />
and imposing buildings from the Ceausescu period.<br />

when to shoot<br />
Romania has a temperate climate, similar<br />
to the northeastern United States, with four<br />
distinct seasons. Spring is pleasant with cool<br />
mornings and nights, and warm days. Summer<br />
is quite warm, with extended sunny days. The<br />
hottest areas in summer are the lowlands in<br />
southern and eastern Romania, where 37o C is<br />
often reached in July and August. Temperatures<br />
are always cooler in the mountains. Autumn is<br />
dry and cool, with fields and trees producing<br />
colorful foliage, much like New England. Winters<br />
can be cold, especially in the mountains.<br />
While not the rule, abundant snowfalls may<br />
occur throughout the country from December<br />
to mid-March. There are significant regional<br />
differences in the climate between different<br />
regions of Romania.<br />

How to Come to Romania<br />
Romania is easily accessible by plane, train and boat.<br />
There are plenty of scheduled flights to Romania from<br />
almost anywhere in the world, including direct flights<br />
from several European cities. Most flights arrive at<br />
Bucharest’s Henri Coanda International Airport (OTP),<br />
about one-half hour’s drive north of Bucharest. Other<br />
cities in Romania including Timisoara, Cluj, Sibiu,<br />
Oradea, Arad and Bacau are connected with destinations<br />
in Austria, Germany, Italy and Hungary by flights<br />
with Austrian Airlines, Lufthansa, Malev, Alitalia and<br />
Tarom. Also, in the last 3-4 year, many important low<br />
cost airlines have opened their offices in Romania. You<br />
can book a flight online via Tarom at www.tarom.ro.<br />
Traveling by train from Europe to Romania takes<br />
between 6 hours (Budapest to Timisoara) to about 46<br />
hours (London to Bucharest). Most train tickets allow<br />
several stopovers en route, so train travel can be an<br />
affordable and relaxing way to come to Romania.<br />
The Romanian National Railways (SNCFR) operates<br />
service from Bucharest to many European cities. First<br />
and second-class sleepers are available for journeys<br />
longer than 10 hours and for overnight trains. Information<br />
on train schedules and fares can be found<br />
at http://www.cfr.ro. Several river cruise companies<br />
based in Germany and Austria offer cruises on the<br />
Danube River, through to the Danube Delta, and<br />
along the Black Sea Coast.<br />
Visas<br />
Since the 1st of January 2007, Romania is a full<br />
member of the European Union. The citizens of EU<br />
and NATO member states do not need an entry<br />
visa to visit Romania. A valid passport or ID card is<br />
required. Citizens from other countries should check<br />
the visa regulations that apply to them with the nearest<br />
Romanian diplomatic office. There is no arrival<br />

Customs Regulations<br />
Romania’s customs authorities may enforce strict<br />
regulations concerning temporary imports into or exports<br />
out of Romania of items such as firearms, antiquities<br />
and medications. Romanian law allows foreigners<br />
to bring up to US$10,000 in cash into the country,<br />
and no amount in excess of that declared upon<br />
entry may be taken out of Romania upon departure.<br />
Sums larger than this must be transferred through<br />
banks. No more than 100 Romanian lei (RON) may be<br />
brought into or taken out of the country.<br />
Items prohibited from import include ammunition,<br />
explosives, narcotics, pornographic materials,<br />
uncanned meat and animal and dairy products.<br />
ATA Carnet<br />
Romanian customs authorities encourage the<br />
use of an ATA (Admission Temporaire/ Temporary<br />
Admission) carnet for the temporary admission of<br />
professional equipment, commercial samples, and/or<br />
goods for exhibitions and fair purposes.<br />
Permits and Authorizations<br />
To film in private locations it is necessary to contact<br />
the owner and ask for all the needed approvals.<br />
For shooting in public locations it is necessary<br />
to obtain permission from the local city district<br />
or county authorities. If you want to film on the<br />
streets or in places requiring temporary traffic<br />
control, it is necessary to inform the local district<br />
police and ask for their help.<br />

Accommodation<br />
Bucharest, Romania’s capitol, has international<br />
standard hotels such as Marriott, Hilton, Radisson,<br />
Sofitel, Crowne Plaza, Novotel, Ibis, NH Hotels, Best<br />
Western and Howard Johnson’s. In other major<br />
cities and resorts, there are many hotels updated to<br />
international standards. Most hotels are simple, but<br />
also very inexpensive. Quality and rates are in line<br />
with those across Europe; cheaper but comfortable<br />
hotels, private guesthouses, hostels and campsites<br />
are also available.<br />
Hotels outside Bucharest range from US$50 to<br />
US$120 per night for a double room, with full breakfast<br />
and taxes included. A three-course dinner for<br />
two, with wine and tip starts at US$35, and can go<br />
up to US$110 or more in some of the more upscale<br />
restaurants in Bucharest.<br />
Car Rental<br />
One of the best ways to travel around Romania is by<br />
car. Most major international auto rental companies<br />
and several local companies offer cars in the major<br />
cities and airports. Renters must be over 21, and<br />
have a valid driver’s license and an internationally<br />
valid credit card. Romania’s major roads are safe and<br />
well maintained.<br />

International direct dialing service is available<br />
throughout Romania. Most public phones require the<br />
use of a calling or phone card. It is very easy to rent<br />
or buy a cellular telephone in Romania.<br />

Between 2003 and 2009, The National Film Centre<br />
(CNC) supported more than 80 feature-length films,<br />
many of them made by first time directors, and several<br />
short films. In 2008, Marian Crisan’s short, MEG-<br />
ATRON Palme d’Or in Cannes while Radu Mustata’s, A<br />
Good Day for a Swim took home the Golden Bear in<br />
Berlin. Moreover, BOOGIE, Radu Muntean’s third feature<br />
was selected in the Directors’ Fortnight section<br />
of Cannes and, in February 2009, Romanian-British-<br />
Hungarian coproduction KATALIN VARGA, the debut<br />
film by Peter Strickland, won a Silver Bear at the Berlinale.<br />
4 MONTHS, 3 WEEKS AND 2 DAYS by Cristian<br />
Mungiu won the Palme d’Or in the official competition<br />
of the 2007 Cannes Film Festival; CALIFORNIA<br />
DREAMING (ENDLESS), by late Cristian Nemescu,<br />
won the Un Certain Regard Prize the same year. Going<br />
back in time, in 2006, 12:08 EAST OF BUCHAREST<br />
by Corneliu Porumboiu won the Camera d’Or (also<br />
in Cannes), while LOVE SICK, Tudor Giurgiu’s debut<br />

at the Berlin Film Festival. CNC organizes funding<br />
sessions for film projects by granting producers with<br />
reimbursable credits in 7 years from the National<br />

Currency and Taxation<br />
Romania’s currency is the Leu (plural “Lei”). Notes<br />
are currently issued in the following amounts: 1; 5; 10;<br />
50; 100; 200 and 500 lei (RON). Foreign currency<br />
may be exchanged at banks or authorized exchange<br />
offices. International airports and larger hotels<br />
also offer currency exchange services. For current<br />

The Gross Domestic Product of Romania in 2008 was<br />
503.9 billion RON.<br />
Unique Tax: 16%.<br />
Value Added Tax (VAT) is currently 19%.<br />
Major credit cards including Visa, MasterCard<br />
(EuroCard) and American Express are accepted in<br />
most large hotels, car rental companies and stores in<br />
the main cities.<br />
Telecommunications<br />
Romanian telecommunications includes nationwide<br />
land-line and cellular phone coverage, internet<br />
modem access nation-wide, and high speed cable<br />
internet in Bucharest and most major cities. Domestic<br />
telephone service is good, with an automatic (direct<br />
dial) network in 90% of the country. International<br />
service is good, with one earth-to-satellite<br />
telecommunication system in operation.<br />
Mobile Communications<br />
In addition to the analog mobile phone network, four<br />
digital mobile phone networks (GSM) were licensed<br />
at the end of 1996 and are now in operation in<br />
Romania: Vodafone, Orange, Zapp and Cosmote. To<br />
place a call from a standard phone to a GSM network<br />
subscriber, you must dial:<br />
