FELLOW FILMMAKERS<br />

Here we are now with our third edition of the<br />

“Shooting Romania” brochure. The brochure<br />

was a first step of an ambitious plan designed<br />

by <strong>ROMANIA</strong>N FILM PROMOTION to spread<br />

information about the growing local film industry.<br />

From this year on, Romanian Film Promotion will<br />

also edit an annual brochure entitled “Romanian<br />

Films”, presenting relevant info about the latest<br />

years’ Romanian feature productions.<br />

As you all know, in the last few years Romania<br />

became a favorite location for many foreign directors<br />

and producers. Beautiful locations, low-costs<br />

budgets or high standard equipment and personnel<br />

were some of the main reasons that made<br />

them consider Romania a good host for their future<br />

projects. Moreover, the international success<br />

of some local film productions was another sign<br />

that Romanian film industry is at the beginning of<br />

a new way.<br />

Our aim is to continue promoting Romanian film<br />

industry and the national cinematography, through<br />

active participation at a growing number of film<br />

markets and festivals.<br />

Romanian Film Promotion<br />

Romanian Film Promotion, organizer of the<br />

renowned Transilvania International Film Festival,<br />

became a member of the European Film Promotion<br />

in 2006. Over the last years, Romanian Film<br />

Promotion has been involved in developing a<br />

series of projects to support and promote the<br />

local film industry and since 2006, Romanian Film<br />

Promotion has been organizing annually the first<br />

Romanian Pavilion in the Village International at<br />

the Film Festival in Cannes.<br />

The second half of this list entitles us to assert<br />

that the Romanian cinema is, nowadays, one of<br />

our best cultural ambassadors.<br />

This year’s edition invited in its Official Competidear<br />

endeavoured to create and strengthen connections<br />

between the cinematographies of our century.<br />

Major Productions Shot in Romania<br />

Central European countries, with their low costs,<br />

beautiful locations, and skilled workforce, have<br />

attracted many Hollywood moviemakers over<br />

the past decade. But the film industry appears<br />

to be looking even further east to countries like<br />

Romania, where the same benefits can be had for<br />

even less.<br />

Known to the Western film industry more as the<br />

birthplace of the vampire Count Dracula, Romania<br />

has rapidly gained a new reputation as a desirable<br />

Equipment<br />

CASTEL FILM offers 8 modern sound stages on<br />

a 9,590 sq m (104,352 sq ft) back lot. Stage 5 is<br />

the largest sound stage in continental Europe, at<br />

over 3,354 square meters (over 36,100 sq feet).<br />

They also provide production offices, gated parking,<br />

make-up rooms, dressing rooms, wardrobe<br />

rooms, storage facilities, and a full-service catering<br />

area.<br />

MediaPro Studios offers 15 sound-proof stages,<br />

4 water tanks, production offices with complete<br />

communication and IT facilities, fully equipped<br />

make-up and dressing rooms, conference rooms,<br />

and 35mm screening rooms accommodating up to<br />

3 split soundtracks.<br />

All standard camera equipment can be rented in<br />

Romania.<br />

Starting with 2005 MediaPro Studios have become<br />

the official representatives in Romania of industry<br />

premier’s equipment supplier Panavision/Lee<br />

Lighting.<br />

The studio’s Camera Department is mainly<br />

equipped with ARRIFLEX and MOVIECAM - AR-<br />

RIFLEX 535 B, ARRIFLEX 435 ES, ARRIFLEX 35III,<br />

ARRIFLEX 35 BL IV, MOVIECAM SUPER AMERICA<br />

- completed with the entire range of lenses and<br />

filters, heads and tripods for both film and advertising<br />

productions.<br />

An extensive inventory of hardware is also available:<br />

Super Panther III, Panther Foxy Crane, Super<br />

Jib II, Steadicam Master Film, Lightweight Dolly,<br />

Super Vario Tracks and lighting package as well as<br />

location sound services through Audio Development<br />

AD 149 8 ch (filed audio mixer) and<br />

DEVA II, 4ch.<br />

KENTAUROS offers an 82713 sq m (app 890309<br />

sq ft) fenced high security lot.<br />

CASTEL FILM offers ARRI 535 and 435, Moviecam<br />

Compact, Moviecam Super America, Mitchell/<br />

Fries packages.<br />

Local technicians use modern lighting equipment<br />

packages such as: ARRI Sun HMIs, flicker-free<br />

HMIs, a full range of incandescent lights, such as<br />

Mole-Richardson and DeSisti tungsten lights, and<br />

silent generators featuring crystal lock. Different<br />

kinds of par lights, KINO-FLOs, chimera banks<br />

and tungsten floodlights are available also on the<br />

market.<br />

Among the grip equipment used here, we can<br />

mention dolly packages like the SUPER PANTHER<br />

EVOLUTION with its super jib arm 2 and U-bangi<br />

arm; the SUPER PANTHER III with jib arm 2; the<br />

MATADOR cart; and the VIP CRANE with a maximum<br />

height of 9 meters.<br />

Location sound departments provide services for<br />

stage and outdoor shooting, and complete postproduction<br />

services. The most common sound<br />

recording equipment here are the time-code<br />

FOSTEX DAT, the Nagra 4-S, and the 12-channel<br />

COOPER mixers. A wide range of boom and wireless<br />

microphones are available so that all productions<br />

meet the required international standards.<br />

Personnel<br />

Cinematographers, set and costume designers,<br />

key technicians, animators, puppeteers, stunt<br />

performers, production and location managers<br />

continue to develop their experience with the<br />

increasing volume of international productions<br />

shot in Romania. Many are on the regular staff of<br />

the two major studios, Castel Film and Mediapro<br />

Studios, and there are many good freelance crew<br />

people also on the market. During the last years,<br />

teams of experienced electrical and grip personnel<br />

set up their own companies, and are now offering<br />

now their services to the interested producers.<br />

Casting<br />

Local casting agencies maintain exhaustive photo<br />

files for principal talent and extras. Romania can<br />

offer experienced English, French, German and<br />

Italian speaking actors. Among our internationally-recognized<br />

stars are such familiar faces as<br />

Marcel Iures (with main roles in THE PEACE-<br />

MAKER and HART’S WAR), Maia Morgenstern<br />

(in ULYSSES’ GAZE and THE PASSION OF THE<br />

CHRIST) and Oana Pellea (Children Of Men, I<br />

really hate my job).<br />

Rodeo casting services and EXIT FILMS<br />

have in their portfolio professional actors as well<br />

as unprofessionals, and lots of choices of extras<br />

for feature films or commercials. Libra has worked<br />

for films such as Michael Haneke’s WOLFZEIT<br />

and Veit Helmer’s TUVALU. Larger studios<br />

(Castel Film or MediaPro Studios) have their own<br />

in-house casting departments.<br />

Costumes<br />

Romania has one of the biggest textile industries<br />

in Europe. Working at the highest standards, local<br />

teams of costume designers and seamstresses<br />

can make the best costumes to order. From<br />

military to civilian, men and women, ancient to<br />

contemporary, you can find here a vast collection<br />

of costumes with a complete assortment of accessories:<br />

wigs, bonnets, belts, hoods, handbags, fur<br />

adornments, boots, bowlers, umbrellas or walking<br />

sticks. Low labor costs allow artists to fully explore<br />

their passion, and most foreign designers who<br />

have worked here had the time of their lives. Nic<br />

Ende, costume designer for the BBC period film<br />

GUNPOWDER, TREASON AND PLOT, declared:<br />

“Normally I cannot afford, on my budget, to make<br />

the quality and quantity of principals’ costumes<br />

that I’m making on this“. More than 300 costumes,<br />

including boots and shoes, were made<br />

for the film in the MediaPro Studios by a team of<br />

twenty.<br />

Post-Production<br />

Romania offers post-production services and<br />

fully integrated facilities, allowing further cost<br />

control for producers. Most of the studios offer<br />

complete editing, transfer, titles and CGI effects.<br />

Modern post-production equipment is available,<br />

as the AVID 9000 Media and Film Composer, the<br />

X-PRESS editing suites, AVID Audio Vision and<br />

PRO TOOLS suite, Discreet FLAME suites, FLINT<br />

suites, 3-D animation and modeling suites. ABIS<br />

STUDIO also offers the SPIRIT transfer system.<br />

where to shoot<br />

Nature has been particularly generous with the<br />

land of Romania, a country whose relief is not only<br />

varied, but also harmoniously distributed. There<br />

are three major, well-differentiated relief steps: the<br />

highest is represented by the Carpathian Mountains,<br />

the middle by the Sub-Carpathians, the hills<br />

and the tablelands, and the low one by the plains,<br />

the river meadows and the Danube Delta. The<br />

main characteristic feature of the relief components<br />

is their proportional distribution, in the form<br />

of an amphitheater.<br />

Sighișoara<br />

The mountains trenching in the shape of an arch<br />

in the central part cover 31% of the country’s<br />

area. The hills and the tablelands that descend<br />

from them occupy 36%, and the plains, extending<br />

towards the southern and western borders, take<br />

up 33%. Encircling like a crown the Transylvanian<br />

tableland (400 – 600 m altitude), the Carpathian<br />

Moldoveanu Peak in the Fagaras Massif – 2,544<br />

m), are in turn surrounded by a belt of hills and<br />

elevations which rise no higher than 100 meters.<br />

To the east and south, the Carpathians are continued<br />

by the Sub-Carpathians with a similar genesis,<br />

but having lower altitudes (100 – 500 m), and to<br />

the west by the Western Hills, which do not rise<br />

beyond 300 – 400 meters. To the east and southeast<br />

lie the two plateaus, the Moldavian tableland<br />

and the Dobrudja tableland with altitudes of 400<br />

– 600 meters.<br />

The plains – formerly sea and lake bottoms<br />

– cover the southern and western parts of the<br />

country and are low and extremely flat. Between<br />

the Carpathians and the Danube lies the Romanian<br />

Plain, the principal granary of the country,<br />

and to the west stretches the Western Plain, which<br />

is crossed by many rivers. The multi-tiered relief<br />

brings about a similar disposition of the climate,<br />

the soil, the vegetation and the fauna, and implicitly<br />

of the human settlements.<br />

Besides beautiful landscapes, one can find a<br />

variety of architectural styles, from historical<br />

vestiges reminiscent of Greek, Roman, Saxon and<br />

Byzantine influences, to the French and German<br />

style that made Bucharest the “Paris of the East”<br />

in the 1930s. Castles, mediaeval farmhouses and<br />

picturesque inns can be found in great number, as<br />

can industrial landscapes and imposing buildings<br />

from the Ceausescu period.<br />

when to shoot<br />

Romania has a temperate climate, similar to the<br />

northeastern United States, with four distinct<br />

seasons. Spring is pleasant with cool mornings<br />

and nights, and warm days. Summer is quite<br />

warm, with extended sunny days. The hottest<br />

areas in summer are the lowlands in southern and<br />

eastern Romania, where 37o C is often reached in<br />

July and August. Temperatures are always cooler<br />

in the mountains. Autumn is dry and cool, with<br />

fields and trees producing colorful foliage, much<br />

like New England. Winters can be cold, especially<br />

in the mountains. While not the rule, abundant<br />

snowfalls may occur throughout the country from<br />

December to mid-March. There are significant regional<br />

differences in the climate between different<br />

regions of Romania.<br />

How to Come to Romania<br />

Romania is easily accessible by planes, trains and<br />

boats. There are plenty of scheduled flights to<br />

Romania from almost anywhere in the world, including<br />

direct flights from several European cities.<br />

Most flights arrive at Bucharest’s Henri Coanda<br />

International Airport (OTP), about one-half hour’s<br />

drive north of Bucharest. Other cities in Romania<br />

including Timisoara, Cluj, Sibiu, Oradea, Arad and<br />

Bacau are connected with destinations in Austria,<br />

Germany, Italy and Hungary by flights with<br />

Austrian Airlines, Lufthansa, Malev, Alitalia and<br />

Tarom. You can book a flight online via Tarom at<br />

http://www.tarom.ro.<br />

Traveling by train from Europe to Romania takes<br />

between 6 hours (Budapest to Timisoara) to about<br />

46 hours (London to Bucharest). Most train tickets<br />

allow several stopovers en route, so train travel<br />

can be an affordable and relaxing way to come<br />

to Romania. The Romanian National Railways<br />

(SNCFR) operates service from Bucharest to many<br />

European cities. First and second-class sleepers<br />

are available for journeys longer than 10 hours and<br />

for overnight trains. Information on train schedules<br />

and fares can be found at http://www.cfr.ro.<br />

Several river cruise companies based in Germany<br />

and Austria offer cruises on the Danube River,<br />

through to the Danube Delta, and along the Black<br />

Sea Coast.<br />

Visas<br />

The citizens of EU and NATO member states do<br />

not need an entry visa to visit Romania. A a valid<br />

passport or ID card is required. Citizens from<br />

other countries should check the visa regulations<br />

that apply to them with the nearest Romanian<br />

diplomatic office. There is no arrival or departure<br />

Customs Regulations<br />

Romania’s customs authorities may enforce strict<br />

regulations concerning temporary imports into or<br />

exports from Romania of items such as firearms,<br />

antiquities and medications. Romanian law allows<br />

foreigners to bring up to US$10,000 in cash<br />

into the country, and no amount in excess of that<br />

declared upon entry may be taken out of Romania<br />

upon departure. Sums larger than this must be<br />

transferred through banks. No more than 100<br />

Romanian lei (RON) may be brought into or taken<br />

out of the country.<br />

Items prohibited from import include ammunition,<br />

explosives, narcotics, pornographic materials,<br />

uncanned meat, and animal and dairy products.<br />

ATA Carnet<br />

Romanian customs authorities encourage the use<br />

of an ATA (Admission Temporaire/ Temporary<br />

Admission) carnet for the temporary admission<br />

of professional equipment, commercial samples,<br />

and/or goods for exhibitions and fair purposes.<br />

Permits and Authorizations<br />

To film in private locations it is necessary to contact<br />

the owner and ask for all the needed approvals.<br />

For shooting in public locations it is necessary<br />

to obtain permission from the local city district<br />

or county authorities. If you want to film on the<br />

streets or in places requiring temporary traffic<br />

control, it is necessary to inform the local district<br />

police and ask for their help.<br />

Accommodation<br />

Bucharest, Romania’s capitol, has international<br />

standard hotels like Marriott, Hilton, Sofitel,<br />

Crowne Plaza, Ibis, NH Hotels, Best Western<br />

and Howard Johnson’s. In other major cities<br />

and resort, there are many hotels that have been<br />

updated to international standards. Most hotels<br />

are simple, but also very inexpensive. Quality and<br />

rates are in line with those across Europe; cheaper<br />

but comfortable hotels, private guesthouses, hostels<br />

and campsites are also available.<br />

Hotels outside Bucharest range from US$20<br />

to US$90 per night for a double room, with full<br />

breakfast and taxes included. A three-course dinner<br />

for two, with wine and tip starts at US$12, and<br />

can go up to US$100 or more in some of the more<br />

upscale restaurants in Bucharest.<br />

Car Rental<br />

Car is one of the best ways to travel around<br />

Romania. Most major international auto rental<br />

companies and several local companies offer cars<br />

in the major cities and airports. Renters must be<br />

over 21, and have a valid driver’s license and an<br />

internationally valid credit card. Romania’s major<br />

roads are safe and well maintained.<br />

After 1989, local film production diminished<br />

abruptly, though some Romanian films were being<br />

honoured in important film festivals (TERMINUS<br />

PARADIS by Lucian Pintilie, Special Jury Award in<br />

Venice, 1998; CIGARETTES AND COFFEE by Cristi<br />

Puiu, Golden Bear for best short film in Berlin,<br />

2004; TRAFFIC by Cătălin Mitulescu, Golden Palm<br />

for best short film in Cannes, 2004; THE DEATH<br />

OF MR. LAZARESCU by Cristi Puiu, Un Certain<br />

Regard Prize in Cannes, 2005).<br />

During this period, the Romanian film industry<br />

could not compete at the same level as those in<br />

Poland, The Czech Republic and Hungary, but<br />

Between 2003 and 2005, The National Film Centre<br />

(CNC) supported more than 50 feature-length<br />

films, many of them made by first time directors,<br />

and several short films. FOUR MONTHS, THREE<br />

WEEKS AND TWO DAYS by Cristian Mungiu was<br />

selected in the official competition of the 2007<br />

Cannes Film Festival, CALIFORNIA DREAMIN’<br />

(endless), by late Cristian Nemescu is being<br />

shown in the Un Certain Regard section of the<br />

same festival; LOVE SICK, by newcomer Tudor<br />

Giurgiu was selected in 2006 in the Panorama<br />

section at the Berlin Film Festival; and MARIA,<br />

by newcomer Călin Netzer, was awarded several<br />

prizes at Locarno, in 2003 (Special Prize of the<br />

Jury, Bronze Leopard and Youth Jury Aaward).<br />

Every year CNC organizes funding sessions for<br />

film projects by granting producers with reimbursable<br />

credits in 7 years from the National Fund for<br />

Romania is part of the European film structure,<br />

like Eurimages, Europa Cinemas or SEE Cinema<br />

Network.<br />

International Cooperation<br />

Romania has ratified the European Convention for<br />

Mobile Communications<br />

In addition to the analog mobile phone network,<br />

four digital mobile phone networks (GSM) were<br />

licensed at the end of 1996 and are now in operation<br />

Libra is currently developing the debut feature of the<br />

world-acclaimed theater director Silviu Purcarete,<br />

“Conversation with Serafim”, winner of the Balkan<br />

Fund Award for script development in 2005. A fascinating<br />

story about a hallucinating time and place in<br />

Romania and about human failure, aimed to be an<br />

international coproduction to be shot in 2007.<br />

“Delta” is a co production of PROTON CINEMA<br />

(Hungary) and ESSENTIAL FILM (Germany) with the<br />

service support of LIBRA FILM. Director Kornel Mundruczo<br />

shot the entire film in the Danube Delta and<br />

production will be finished in fall 2007.<br />

“Love Sick” the feature debut of the director Tudor<br />

Giurgiu. The film is entirely produced by Libra Film,<br />

with the support of National Center of Cinematography<br />

(Romania), Creative Sound (France), SEE Cinema<br />

Network and Global Film Initiative.<br />

Documentary “The Great Communist Bank Robbery”<br />

(2004) is a co-production between Libra Film, Les<br />

Films D’Ici (France), ZDF/ARTE, BBC, France 2 and<br />

Eurimages. The project was supported by Jan Vrijman<br />

Fund and Discovery Campus Masterschool. The film<br />

was selected to several festivals and won 4 important<br />

awards.<br />
