Creation and Legal Mandate<br />

The National Maritime Polytechnic is <strong>the</strong> only<br />

government maritime training and research<br />

center in <strong>the</strong> Philippines established on May 1,<br />

1978 by virtue of Presidential Decree 1369. It<br />

became an attached Agency to <strong>the</strong> Department of<br />

Labor and Employment in 1987 with <strong>the</strong> signing<br />

of Executive Order 126.<br />

REPORT FROM THE OFFICE OF THE<br />

EXECUTIVE DIRECTOR<br />

The National Maritime Polytechnic, thirty-three (33) years since its creation, has once again looked into and<br />

evaluated its existence, leading towards its recent adoption of <strong>the</strong> <strong>Blue</strong> <strong>Ocean</strong> Strategy as a guiding principle<br />

in setting future directions. Created on May 1, 1978 by virtue of Presidential Decree 1369, <strong>the</strong> NMP became<br />

an attached agency of <strong>the</strong> Department of Labor and Employment in 1987 with <strong>the</strong> signing of Executive<br />

Order 126. Since its creation, it has faced <strong>the</strong> challenge of excellence in <strong>the</strong> delivery of public service given<br />

<strong>the</strong> constraints common to all government agencies, such as limited resources, bureaucratic policies and<br />

processes and unstable political environment. Despite <strong>the</strong>se, however, <strong>the</strong> NMP managed to raise its torch<br />

high and bright for <strong>the</strong> Filipino seafarers, rising above hurdles and growing to become <strong>the</strong> only governmentowned<br />

premier maritime training, research and assessment center in <strong>the</strong> country.<br />

Looking back on <strong>the</strong> underlying principles that spurred <strong>the</strong> creation of <strong>the</strong> NMP in <strong>the</strong> first place, <strong>the</strong> provision<br />

of maritime training and research, reaffirms <strong>the</strong> Agency’s relevance at present times. This, as well as<br />

<strong>the</strong> dynamism of <strong>the</strong> industry in which <strong>the</strong> NMP moves, is taken into consideration in its current stance of<br />

navigating towards <strong>the</strong> blue ocean. To survive and flourish in an increasingly ever-changing market, at<br />

<strong>the</strong> core of <strong>the</strong> blue ocean strategy is innovation in all aspects, with primacy on value innovation. Indeed,<br />

as <strong>the</strong> NMP navigates into <strong>the</strong> blue ocean, it will work for <strong>the</strong> continual improvement of its core services<br />

in anticipation of imminent changes while discovering new ways to be truly relevant and responsive to <strong>the</strong><br />

industry it serves. It will be mindful of critical issues facing <strong>the</strong> industry to include, among o<strong>the</strong>rs, <strong>the</strong><br />

recurrent shortage of management level officers, compliance with <strong>the</strong> 2010 STCW Manila Amendments,<br />

ratification of <strong>the</strong> Maritime Labor Convention 2006, escalation of piracy at sea, and lack of technical resources<br />

of government regulatory bodies to implement standards on maritime training and assessment.<br />

All <strong>the</strong>se while staying on course to <strong>the</strong> basic fact that <strong>the</strong> betterment of <strong>the</strong> Filipino seafarer will always be<br />

<strong>the</strong> ultimate reason for <strong>the</strong> NMP’s creation and continuing existence. Consistent with its first mandate, which<br />

is to train globally competitive seafarers, <strong>the</strong> Agency once again maintained its excellent performance in<br />

maritime training with a total of 19,346 certificates issued to merchant marine officers and ratings, cadets,<br />

maritime faculty, trainers and o<strong>the</strong>r personnel in <strong>the</strong> maritime industry. This represents a remarkable<br />

accomplishment<br />

<strong>the</strong> original annual target of 18,634.<br />

Significant progress was similarly made in <strong>the</strong> area of maritime research with three (3) studies and two<br />

(2) proposals completed as of yearend. True to its second mandate on <strong>the</strong> conduct of research, NMP’s<br />

work on this hugely important aspect takes off from <strong>the</strong> dynamic characteristics of <strong>the</strong> industry and <strong>the</strong><br />

resulting demand for timely, accurate, and informed data as basis for program and policy development. For<br />

<strong>the</strong> year, <strong>the</strong> studies on 1) Supply of and Demand for Filipino Seafarers; 2) Decent Work in <strong>the</strong> Maritime<br />

Industry: Focus on Filipino Seafarers On Board Domestic Vessels; and 3) Challenges Facing <strong>the</strong> Welfare of<br />

Filipino Seafarers—An Analysis of Current Welfare Services vis-a-vis Seafarers’ Needs all recorded 100%<br />

accomplishment. It is worth noting that <strong>the</strong> latter was completed through a research collaboration with<br />

<strong>the</strong> Overseas Workers Welfare Administration and <strong>the</strong> Associated Marine Officers and Seamen’s Union of<br />

<strong>the</strong> Philippines. Similarly, in <strong>the</strong> case of <strong>the</strong> second research, <strong>the</strong> assistance of <strong>the</strong> Philippine Coast Guard<br />

became highly instrumental in <strong>the</strong> speedy completion of its data ga<strong>the</strong>ring activities.<br />

With regards to administration and finance, ano<strong>the</strong>r significant accomplishment is <strong>the</strong> solid financial results<br />

posted as of yearend. Worth noting is <strong>the</strong> Agency’s total generated income of P37.1M, an impressive<br />

14.5% increase from <strong>the</strong> P32.2M revenues in 2010. Again, because of <strong>the</strong> NMP’s efficient budget spending<br />

performance, <strong>the</strong> Agency has sustained <strong>the</strong> budget flexibility granted by <strong>the</strong> DBM since 2003. Ano<strong>the</strong>r<br />

healthy indicator is fund utilization with a total obligated amount of P103.2M, equivalent to 97% of <strong>the</strong> total<br />

allotment of 106.5M.<br />

All <strong>the</strong>se accomplishments,<br />

ultimately, are rooted on<br />

adding value to <strong>the</strong> services of<br />

<strong>the</strong> NMP. Navigating towards<br />

<strong>the</strong> blue ocean is about value<br />

innovation, and this occurs<br />

only when organizations align<br />

innovation with utility, price<br />

and cost positions. It is about<br />

strategy that embraces <strong>the</strong><br />

entire system of <strong>the</strong> NMP’s<br />

activities. It requires <strong>the</strong> NMP<br />

to orient <strong>the</strong> whole system<br />

towards achieving a “leap” in<br />

value for both its clientele and<br />

<strong>the</strong> organization. In navigating<br />

towards <strong>the</strong> blue ocean, we<br />

are proud to initiate such<br />

improvements in 2011. Among<br />

<strong>the</strong>se is <strong>the</strong> development of<br />

new courses that address <strong>the</strong><br />

requirements of <strong>the</strong> 2010 STCW<br />

Manila Amendments, such as<br />

<strong>the</strong> Basic Training for Oil and<br />

Chemical Tanker Operations and<br />

Security Awareness Training,<br />

completed in cooperation with<br />

<strong>the</strong> Maritime Training Council.<br />

Also worth noting is <strong>the</strong><br />

initial implementation of <strong>the</strong><br />

Practical Assessment Center<br />

for Officers in partnership with<br />

<strong>the</strong> Professional Regulation<br />

Commission. Special attention<br />

was likewise given to <strong>the</strong><br />

implementation of <strong>the</strong> National<br />

Assessment Center with <strong>the</strong> MTC. Structurally, <strong>the</strong> revision of nomenclatures no longer attuned with current<br />

policies and procedures in <strong>the</strong> bureaucracy, organizational structure, and staffing pattern were all given due<br />

focus.<br />

We, at <strong>the</strong> NMP, will always improve, innovate, seek new ways in discovering unknown territories to exhaust<br />

all possibilities for <strong>the</strong> betterment of <strong>the</strong> Filipino seafarer. We invite you to join us as we venture, with faith<br />

MARITIME TRAINING SERVICES<br />

As <strong>the</strong> sole government maritime training center<br />

in <strong>the</strong> country, <strong>the</strong> NMP vigorously conducted in<br />

2011 training courses for merchant marine officers,<br />

ratings, cadets, maritime instructors and o<strong>the</strong>r<br />

personnel in <strong>the</strong> industry. The NMP caters its training<br />

services to clients from all over <strong>the</strong> Philippines.<br />

As an International Standards Organization (ISO)<br />

certificated institution, NMP’s training course<br />

offerings are developed and implemented under a<br />

Quality Management System (QMS).<br />

CONDUCT OF MARITIME TRAINING<br />

The NMP exceeded in 2011 by 3% its annual<br />

seafarers/ trainees trained of 8,756 and surpassed<br />

by 10% <strong>the</strong> previous year’s output of 7,953. Going<br />

by monthly performance showed May as <strong>the</strong> peak<br />

month with <strong>the</strong> highest number of seafarers/<br />

trainees trained. This is accountable to special<br />

classes conducted for courses such as 1) Ratings<br />

Forming Part of Engineering Watch; 2) Safety,<br />

Medical and Security Courses; and 3) MARPOL<br />

Annexes III, IV, V, VI.<br />

The total number of 19, 346 certificates issued to<br />

trainees in 2011 surpassed <strong>the</strong> annual target of<br />

18,634 translating into a 104% accomplishment.<br />

Compared with <strong>the</strong> performance output in 2010,<br />

<strong>the</strong>re is an increase of 1.5% in 2011. Among <strong>the</strong><br />

training courses, <strong>the</strong> Safety, Medical and Security<br />

Courses have <strong>the</strong> highest performance output of<br />

10,802 certificates or 56% of entire accomplishment.<br />

CONDUCT OF COMPETENCY ASSESSMENT<br />

As <strong>the</strong> only TESDA-accredited Assessment Center<br />

for deck and engine ratings in <strong>the</strong> region, <strong>the</strong><br />

NMP conducts performance and revalidation<br />

assessments. For <strong>the</strong> year, a total of 1,091 qualified<br />

ratings were assessed and endorsed to TESDA for<br />

issuance of Certificate of Competency (COC).<br />

Beginning January 2011, <strong>the</strong> Competency<br />

Assessment for Officers was implemented. A total of<br />

eighty-one (81) qualified merchant marine officers<br />

were assessed and endorsed to <strong>the</strong> Professional<br />

Regulation Commission (PRC) for having successfully<br />

passed <strong>the</strong> written and practical assessment for<br />

officers as one of <strong>the</strong> requirements for issuance of<br />

COC for officers and updating of license.<br />

Also beginning July 2011, <strong>the</strong> NMP was recognized to<br />

conduct Assessment for <strong>the</strong> Issuance of Certificate<br />

of Proficiency by <strong>the</strong> Maritime Training Council<br />

(MTC). In this respect, a total of 1,840 qualified<br />

seafarer-applicants both on-site and walk-in were<br />

assessed and endorsed by <strong>the</strong> NMP for <strong>the</strong> issuance<br />

of COP.<br />

For <strong>the</strong> first time in years, <strong>the</strong> total batches conducted<br />

of 954 in 2011 exceeded <strong>the</strong> target for <strong>the</strong> period of<br />

917 or equivalent to a 104% accomplishment. Of<br />

this number, 934 were conducted in Tacloban while<br />

<strong>the</strong> 20 were in Manila. Included in <strong>the</strong> total number<br />

are nine (9) offsite batches conducted in different<br />

venues in <strong>the</strong> country. Again, May proved to be<br />

<strong>the</strong> highest performing month in terms of batches<br />

conducted due to <strong>the</strong> offering of Consolidated<br />

MARPOL. There were also special batches conducted<br />

on courses such as 1) Ratings Forming Part of<br />

Navigational Watch, 2) Gender Sensitivity Training,<br />

3) Training Program for Instructors Conducting<br />

Simulator-based Training and <strong>the</strong> 4) Anti-Piracy<br />

Basic Training for Oil and Chemical Tanker Cargo Operations Course Pilot Class<br />

conducted on November 22-30, 2011 at <strong>the</strong> NMP Training Complex<br />

COURSE DESIGN AND DEVELOPMENT<br />

To ensure relevance and responsiveness of <strong>the</strong><br />

NMP’s training programs, existing courses were<br />

reviewed and revised to address maritime industry<br />

needs in consonance with international and national<br />

developments. For <strong>the</strong> year, <strong>the</strong> review of five<br />

(5) courses was completed. These included 1)<br />

Radar Navigation, Radar Plotting and Use of ARPA,<br />

2) Electronic Chart Display Information System<br />

(ECDIS), 3) Ratings Forming Part of Navigational<br />

Watch, 4) Ship Simulator and Bridge Teamwork<br />

with BRM and 5) Basic Safety Training for Motorboat<br />

Handlers/ Operators and Fishermen.<br />

The revision of five (5) courses was also completed:<br />

1) Operational Use of ECDIS, 2) General<br />

Operators Course for Global Maritime Distress and<br />

Safety System, 3) Personal Safety and Social<br />

Responsibility, 4) Radar Navigation, Radar Plotting<br />

and Use of Automatic Radar Plotting Aid, and 5)<br />

Medical Emergency First Aid.<br />

Moving towards <strong>the</strong> establishment of <strong>the</strong> NMP as a<br />

laboratory center for <strong>the</strong> design and development<br />

of maritime training courses that will be adopted<br />

by <strong>the</strong> industry, in collaboration with <strong>the</strong> MTC, two<br />

(2) new training courses were developed and pilot<br />

tested. These included <strong>the</strong> following:<br />

Basic Training for Oil Tankers and Chemical<br />

Tanker Cargo Operations<br />

The course aims to provide marine officers, ratings<br />

and would-be seafarers of <strong>the</strong> required knowledge,<br />

understanding and proficiency requirements to<br />

comply with <strong>the</strong> Manila Amendment to <strong>the</strong> Convention<br />

and Code of <strong>the</strong> STCW 1978 as amended. These<br />

requirements pertain to responsibilities on loading,<br />

care in transit, discharging or transfer of cargo,<br />

tank cleaning or o<strong>the</strong>r cargo-related and equipment<br />

operations on board tankers.<br />

In addition to <strong>the</strong> amended STCW requirements, this<br />

course was also developed taking into consideration<br />

that seafarers who work on board oil and chemical<br />

tankers need to keep abreast with o<strong>the</strong>r latest<br />

developments in <strong>the</strong> tanker shipping industry, as<br />

provided in <strong>the</strong> updates of <strong>the</strong> International Safety<br />

Guide for Oil Tankers and Terminals (ISGOTT) and<br />

<strong>the</strong> Tanker Safety Guide (Chemicals), <strong>the</strong> basic<br />

references of <strong>the</strong> tanker shipping industry in terms<br />

of oil and chemicals, respectively, which keep track<br />

of <strong>the</strong> changes in vessel design, operating practices,<br />

latest technology and regulations.<br />

To ensure <strong>the</strong> effective and efficient delivery of<br />

<strong>the</strong> course in accordance with <strong>the</strong> NMP’s approved<br />

policies and procedures, pilot-testing of <strong>the</strong> course<br />

was done last November 22-30, 2011 with 13<br />

participants.<br />

Security Awareness Training<br />

The course aims to impart <strong>the</strong> mandatory minimum<br />

standard of competence in <strong>the</strong> 1978 International<br />

Convention on Standards of Training Certification<br />

and Watchkeeping for Seafarers, as amended,<br />

for knowledge, understanding and proficiency of<br />

masters, officers, ratings and would-be seafarers<br />

without designated security duties in connection<br />

with a Ship Security Plan (SSP) to enhance ship<br />

security in accordance with <strong>the</strong> requirements of<br />

Chapter XI-2 SOLAS 74 as amended, <strong>the</strong> ISPS code<br />

and section A-VI/6-4 of <strong>the</strong> STCW Code.<br />

TOWARDS BECOMING A MARITIME FACULTY DEVELOPMENT ACADEMY:<br />

A Look at NMP’s Offering of <strong>the</strong> Training Course for Instructors<br />

As <strong>the</strong> government’s premier training center<br />

for maritime manpower and in pursuit of <strong>the</strong><br />

Agency’s thrust of establishing a Maritime Faculty<br />

Development Academy, <strong>the</strong> NMP continuously<br />

assists <strong>the</strong> academe and private training centers<br />

in upgrading <strong>the</strong> knowledge and skills of maritime<br />

instructors, assessors, supervisors, and course<br />

developers.<br />

The 10-day Training Course for Instructors or <strong>the</strong><br />

IMO Model Course 6.09 is intended to provide<br />

participants <strong>the</strong> techniques in planning and preparing<br />

for an effective teaching and instruction; selection<br />

of appropriate methods of instruction; preparation<br />

of instructional materials; and evaluation of <strong>the</strong><br />

teaching and learning process.<br />

After taking 6.09 at <strong>the</strong> NMP, Capt. Eddie Gamale of<br />

O<strong>the</strong>llo Micomar Shipping expressed a strong surge<br />

of confidence to face challenges that lay ahead, as he<br />

feels fully equipped with <strong>the</strong> knowledge gained from<br />

training. He looks forward to apply <strong>the</strong> techniques<br />

he learned when he teaches his crew on board ship.<br />

Also, Captain Emerico B. Gepilino of Sea Crest<br />

Marine Services Inc. shared <strong>the</strong> same confidence.<br />

He said he had walked into <strong>the</strong> NMP’s ‘boot camp‘<br />

as a raw instructor yet will depart as a competent<br />

and ‘polished‘ instructor. Chief Engineer Jose Ramir<br />

D. Delantar. 2011 Jr. Annual of Hanseatic Report Shipping Phils., Inc.<br />

added, “As we continue our journeys towards<br />

finding true passion in teaching; wherever we may<br />

be drifted by <strong>the</strong> waves of opportunity and wind of<br />

chance, may we all be reminded that we were once<br />

here toge<strong>the</strong>r at <strong>the</strong> National Maritime Polytechnic<br />

shaping our vision for a better nation.‘<br />

Capt. Gamale, Capt. Gepilino and Chief Engineer<br />

Delantar are among <strong>the</strong> 2,241 total trainees that<br />

completed 6.09 in <strong>the</strong> NMP. It is worth noting that<br />

<strong>the</strong>re was sustained growth in <strong>the</strong> offering of <strong>the</strong><br />

course from an initial two batches in 1996 to 18<br />

batches in 2011.<br />

IMO Model Course 6.09 Implemented<br />

The offering of <strong>the</strong> Training Course for Instructors<br />

saw its beginnings way back in 1996 when <strong>the</strong><br />

NMP conducted a series of professional seminarworkshops<br />

to provide information and recommend<br />

guidelines on <strong>the</strong> amended International Convention<br />

on Standards of Training, Certification and<br />

Watchkeeping’s (STCW) mandatory requirements.<br />

This exercise had <strong>the</strong> ultimate goal of revising <strong>the</strong><br />

training courses offered that time by <strong>the</strong> NMP using<br />

<strong>the</strong> IMO model course format.<br />

It can be recalled that <strong>the</strong> revised STCW was<br />

calendared to come into force by February 1997.<br />

To implement <strong>the</strong> amended convention, especially<br />

on <strong>the</strong> training aspect, <strong>the</strong>re arose <strong>the</strong> urgent need<br />

to review and revise <strong>the</strong> contents and procedures<br />

related to education and training. Consequently,<br />

<strong>the</strong>re was also <strong>the</strong> necessity to look into specific<br />

training activities including methods, media delivery,<br />

course materials, all with <strong>the</strong> targeted end result of<br />

achieving <strong>the</strong> prescribed standard competence.<br />

Ms. Presca Lee B. Lugo, one of NMP’s Lead Trainers<br />

for 6.09 since 1998, was among <strong>the</strong> understudies<br />

during that time. She recounts, “Ano<strong>the</strong>r trainer,<br />

Dennis Tan and myself completed three (3) phases<br />

Engr. Ronnie D. Gernato, one of <strong>the</strong> NMP’s lead trainers for <strong>the</strong> conduct of Training Course for Instructors,<br />

engages trainees with discussions on latest IMO updates in conformance with STCW requirements for<br />

an improved maritime education, training and assessment system.<br />

Present and Future Commitments<br />

With <strong>the</strong> recent adoption of <strong>the</strong> amendments to<br />

<strong>the</strong> STCW Convention and Code in June 25, 2010<br />

following its last major amendment in 1995, <strong>the</strong><br />

Philippines as a Party-state is again faced with a<br />

challenging task ahead. The times now call for<br />

instituting necessary adjustments in maritime<br />

education, training and certification systems to<br />

fulfill new requirements contained in <strong>the</strong> amended<br />

Convention. The STCW 2010 Manila Amendments<br />

entered into force on January 2012.<br />

The professional development of <strong>the</strong> country’s pool<br />

of maritime instructors and assessors is foremost<br />

among <strong>the</strong> list of concerns in reformulating<br />

<strong>the</strong> country’s maritime education, training and<br />

certification system. Being <strong>the</strong> only governmentowned<br />

maritime training and assessment center<br />

in <strong>the</strong> country, <strong>the</strong> NMP is currently authorized<br />

to conduct three (3) of <strong>the</strong> training courses for<br />

maritime instructors and assessors— Training<br />

Course for Instructors (IMO Model Course 6.09);<br />

and <strong>the</strong> Assessment, Examination and Certification<br />

of Seafarers (IMO Model Course 3.12); and Training<br />

Program for Instructors Conducting Simulatorbased<br />

Training.<br />

Talking about her years of experience as lead trainer,<br />

Ms. Lugo narrates, “I have realized that instructors<br />

need serious mentoring because <strong>the</strong>se are technical<br />

people. We always say that you may be a subject<br />

matter expert, but that will not be enough. The first<br />

attribute that a person should possess in wanting<br />

to become a maritime instructor is <strong>the</strong> passion for<br />

teaching.”<br />

She fur<strong>the</strong>r stresses, “The efforts of our faculty<br />

and trainers, no matter how small <strong>the</strong>y think <strong>the</strong>y<br />

might seem, have <strong>the</strong> potential to truly change <strong>the</strong><br />

maritime industry. Good trainers do more than just<br />

train well, <strong>the</strong>y instill an attitude of professionalism,<br />

best practices and responsibility in <strong>the</strong>ir trainees.<br />

This is powerful because having done this, it affects<br />

not only his or her direct trainees, but also <strong>the</strong><br />

people that eventually work with those trainees<br />

when <strong>the</strong>y go on board ship. Having competent<br />

seafarers starts with having competent instructors.<br />

And that is where <strong>the</strong> NMP comes in.”<br />

Establishing <strong>the</strong> Maritime Faculty Development<br />

Academy is NMP’s strategic stance in taking <strong>the</strong> lead<br />

to develop <strong>the</strong> competences of <strong>the</strong> country’s pool<br />

of maritime instructors, assessors and supervisors.<br />

Navigating Towards <strong>the</strong> <strong>Blue</strong> <strong>Ocean</strong><br />

MARITIME RESEARCH SERVICES<br />

Consistent with its second mandate on <strong>the</strong> conduct<br />

of maritime research, significant progress was<br />

made by <strong>the</strong> NMP in 2011 with three (3) studies<br />

and two (2) research proposals completed as of<br />

yearend. Being <strong>the</strong> only government maritime<br />

research center in <strong>the</strong> country, NMP’s work on this<br />

hugely important aspect stems from <strong>the</strong> dynamic<br />

characteristics of <strong>the</strong> industry and <strong>the</strong> consequent<br />

demand for timely, accurate, and informed data as<br />

basis for program and policy development.<br />

CONDUCT OF RESEARCH<br />

1. Study on <strong>the</strong> Supply of and Demand for<br />

Filipino Seafarers<br />

The research undertaking aimed to generate and<br />

provide a coordinated and coherent maritime labor<br />

market information that are at <strong>the</strong> same time<br />

complete, accurate and timely as basis for more<br />

proactive specific actions in affecting appropriate<br />

changes in maritime manpower education, training,<br />

planning and management. This is to ensure<br />

adequate 2011 and sustainable Annual Report supply of competent and<br />

globally competitive Filipino seafarers.<br />

Approved for implementation in May 2008, <strong>the</strong><br />

research used 2007 as <strong>the</strong> base year of <strong>the</strong> data.<br />

Data ga<strong>the</strong>ring, which was originally targeted to be<br />

completed by end of 2008, was continued until 2009<br />

to be able to capture information indicative of <strong>the</strong><br />

impact of <strong>the</strong> global financial crisis on <strong>the</strong> demand<br />

for Filipino seafarers, as in <strong>the</strong> case of crew orders<br />

for Filipino seafarers.<br />

Interim findings of <strong>the</strong> study was presented in a<br />

Second Maritime Industry Stakeholders’ and Data<br />

Users’ Forum in Cebu City on April 1, 2011. The<br />

first one was previously held on December 9, 2010<br />

at <strong>the</strong> DOLE Executive Building, Intramuros, Manila.<br />

The study is 100% completed as of end of June<br />

2011. The enhanced research report was presented<br />

to <strong>the</strong> NMP Board of Trustees on November 9, 2011.<br />

2. Decent Work in <strong>the</strong> Maritime Industry:<br />

Focus on Filipino Seafarers On Board Domestic<br />

Vessels<br />

The research aimed to generate information on<br />

<strong>the</strong> application of <strong>the</strong> decent work concept in <strong>the</strong><br />

living and working conditions of Filipino seafarers<br />

on board domestic vessels vis-à-vis <strong>the</strong> Maritime<br />

Labor Convention (MLC) 2006 that will serve as<br />

input in <strong>the</strong> identification of good and best practices<br />

as well as of <strong>the</strong> issues and gaps involved in its<br />

application. Thereafter, <strong>the</strong> study identified and<br />

proposed strategies, tools or approaches to address<br />

<strong>the</strong>se issues and gaps.<br />

Respondents to <strong>the</strong> study were representatives of<br />

domestic shipping companies, <strong>the</strong> vessels’ captains,<br />

and crew. Three (3) sets of instruments were used<br />

to ga<strong>the</strong>r data from <strong>the</strong> respondents, which include<br />

a questionnaire for vessel’s crew (Q1), check sheet<br />

for on board data ga<strong>the</strong>ring (Q2) for <strong>the</strong> vessel<br />

itself, and <strong>the</strong> interview schedule for representative<br />

of <strong>the</strong> shipping company (Q3).<br />

As part of <strong>the</strong> research dissemination activities of <strong>the</strong> NMP, findings of completed studies are presented<br />

in various internal and external venues, such as <strong>the</strong> semestral Situationer Brief participated in by<br />

trainees, employees, maritime-related government agencies, schools and related institutions.<br />

The data ga<strong>the</strong>ring component of <strong>the</strong> research was<br />

jointly conducted by <strong>the</strong> NMP study’s Research<br />

Team with <strong>the</strong> Philippine Coast Guard Personnel<br />

from <strong>the</strong> different Coast Guard Districts/ Stations/<br />

Detachments, as Data Enumerators. A total of 47<br />

shipping companies representing 41% of <strong>the</strong> total<br />

target number of companies responded to <strong>the</strong><br />

survey. In terms of <strong>the</strong> number of vessels, a total<br />

of 206 sample vessels or 84% of <strong>the</strong> target number<br />

of 2011 vessels Annual were surveyed. Report<br />

Stakeholders’ Meeting in 2012 to validate findings<br />

and recommendations.<br />

3. Challenges Facing <strong>the</strong> Welfare of Filipino<br />

Seafarers— An Analysis of Current Welfare<br />

Services vis-à-vis Seafarers’ Needs<br />

A collaborative undertaking among <strong>the</strong> NMP,<br />

OWWA and <strong>the</strong> AMOSUP, <strong>the</strong> research findings and<br />

recommendations revolved on <strong>the</strong> availability of<br />

welfare programs for Filipino seafarers in relation to<br />

<strong>the</strong>ir articulated needs, identified issues and gaps<br />

involved in <strong>the</strong> process, and proposed policy and<br />

program interventions to address said gaps.<br />

The seafarers’ welfare research was conducted in<br />

<strong>the</strong> context of <strong>the</strong> Philippines’ position as <strong>the</strong> biggest<br />

provider of maritime manpower in <strong>the</strong> global market.<br />

Filipino seafarers are widely recognized for <strong>the</strong>ir<br />

competence, industry, dedication, adaptability, and<br />

reliability. Related studies project that this leading<br />

position will be maintained in <strong>the</strong> short to medium<br />

term, ensuring general stability in <strong>the</strong> market.<br />

That it is high time for <strong>the</strong> Philippine government to<br />

give due recognition to <strong>the</strong> fact that seafarers are<br />

deployed in a special work environment governed by<br />

a complex and fast-evolving regime of international<br />

standards was emphasized by <strong>the</strong> study. The<br />

uniqueness of <strong>the</strong> working and living condition of<br />

Filipino seafarers and <strong>the</strong> need for equally unique<br />

measures to promote <strong>the</strong>ir well-being as a distinct<br />

group of workers also emerged in <strong>the</strong> findings.<br />

Various data ga<strong>the</strong>ring methods were employed to<br />

arrive at <strong>the</strong> study’s findings and recommendations.<br />

Foremost among <strong>the</strong>se is <strong>the</strong> conduct of eight<br />

(8) focus group discussions with employers and<br />

government representatives. Twenty-seven<br />

(27) in-depth interviews with seafarers and<br />

<strong>the</strong>ir dependents, associations, employers and<br />

government representatives were also done. To<br />

validate previously ga<strong>the</strong>red data from focus group<br />

discussions and in-depth interviews, a National<br />

Tripartite Consultative Conference on Seafarers’<br />

Welfare was held on <strong>the</strong> 10th of November 2011<br />

at <strong>the</strong> AMOSUP Convention Hall, AMOSUP Seamen’s<br />

Center, Intramuros, Manila. This was attended by a<br />

total of forty-nine (49) participants.<br />

The research is 100% completed as of end of<br />

December 2011. It is for presentation in a<br />

Stakeholders Meeting scheduled in February 2012<br />

to validate findings and recommendations.<br />

4. A Study on <strong>the</strong> Profile of Employed Filipino<br />

Ratings: An Update (Towards Employment in<br />

Maritime Allied Professions)<br />

The proposed research aims to establish <strong>the</strong> profile<br />

of registered Filipino ratings, especially in terms<br />

of <strong>the</strong>ir skills and o<strong>the</strong>r job-related qualifications,<br />

using as reference <strong>the</strong> Seafarers’ Identification<br />

Record Book (SIRB) issued by <strong>the</strong> Maritime Industry<br />

Authority (MARINA).<br />

From <strong>the</strong> established profile, seafarer-ratings who<br />

have <strong>the</strong> qualifications required for maritime allied<br />

professions or whose basic qualifications could be<br />

redirected towards qualifying in jobs in related<br />

industries, will be determined. Likewise, <strong>the</strong><br />

research aims to recommend appropriate policy and<br />

program 2011 interventions Annual to support Report <strong>the</strong> government’s<br />

thrust towards increased employment.<br />

The research is being undertaken in <strong>the</strong> context<br />

of employment on board oceangoing vessels<br />

being more competitive and stringent for Filipino<br />

seafarers. It would be beneficial to seafarer-ratings,<br />

especially those who are planning to re-direct <strong>the</strong>ir<br />

careers and seek for land-based employment. It<br />

will also provide NMP with baseline data to be used<br />

in identifying training programs for <strong>the</strong> maritime<br />

allied industries.<br />

The research proposal is 75% completed as of end<br />

of December 2011.<br />

5. Labor Market Information for Sea-based<br />

Skills<br />

The proposed project is a web-based system<br />

designed to merge large databases from various<br />

data source agencies into a centralized database.<br />

It aims to generate and establish an integrated<br />

network of labor market information for seabased<br />

skills and provide a harmonized, web-based<br />

and real-time data on <strong>the</strong> country’s sea-based<br />

manpower. The NMP, as <strong>the</strong> project proponent, will<br />

take charge on <strong>the</strong> development and maintenance<br />

of <strong>the</strong> centralized database.<br />

Specific activities for 2012 will include <strong>the</strong> drafting<br />

and signing of Memoranda of Agreements between<br />

<strong>the</strong> NMP and <strong>the</strong> concerned agencies, ga<strong>the</strong>ring and<br />

comparing of data structures, and <strong>the</strong> development<br />

of a unified and standardized structuring of data<br />

components. These will ensure access to pertinent<br />

databases to allow <strong>the</strong> harmonization and ease of<br />

extraction of data and information.<br />

The output of <strong>the</strong> project will be <strong>the</strong> annual<br />

production of <strong>the</strong> Labor Market Information Report<br />

on Sea-based Skills. This will present a situationer<br />

to depict <strong>the</strong> sea-based manpower scenario which<br />

may serve as input to <strong>the</strong> government in <strong>the</strong> efficient<br />

matching of job availability and <strong>the</strong> skills supply of<br />

sea-based labor.<br />

The Concept Paper for <strong>the</strong> project was approved<br />

on September 26, 2011. Meetings with data<br />

source agencies, such as MTC, CHED, TESDA,<br />

POEA, PRC and MARINA, were conducted on<br />

September 19-23, 2011. Consultation meetings<br />

with Information Technology and BLES resource<br />

persons were conducted on September 9 and<br />

September 19, 2011, respectively.<br />

The project proposal is 100% completed as of end<br />

of December 2011.<br />

OTHER RESEARCH-RELATED ACTIVITIES<br />

The NMP also spearheaded o<strong>the</strong>r research-related<br />

activities, such as <strong>the</strong> conduct of two (2) Situationer<br />

Briefs with <strong>the</strong> purpose of providing information to<br />

<strong>the</strong> trainees and <strong>the</strong> NMP employees on current<br />

issues affecting <strong>the</strong> global as well as local maritime<br />

industry.<br />

The first Situationer Brief was held on September<br />

29, 2011 in time with <strong>the</strong> World Maritime Day and<br />

National Maritime Week celebrations, bearing <strong>the</strong><br />

<strong>the</strong>me Piracy: Orchestrating <strong>the</strong> Response. The<br />

forum was aimed at streng<strong>the</strong>ning awareness on<br />

<strong>the</strong> growing problems of maritime piracy, recent<br />

developments in counter-piracy initiatives by <strong>the</strong><br />

government, employers and seafarers and soliciting<br />

participants’ experiences and views. Participants<br />

totaled 222 NMP employees, trainees and guests.<br />

The second Situationer Brief served as an echolearning<br />

session for <strong>the</strong> sharing of experiences from<br />

<strong>the</strong> Shipboard Rotation Program. Held on December<br />

8, 2011 at <strong>the</strong> NMP Training Building, it focused<br />

on Onboard Training and Working Environment<br />

as presented by two (2) of NMP’s faculty based<br />

on experiences onboard through <strong>the</strong> Agency’s<br />

Shipboard Rotation Program. In attendance were<br />

94 employees and trainees.<br />

ADMINISTRATIVE AND SUPPORT<br />

SERVICES<br />

The National Maritime Polytechnic’s prudence in<br />

financial management, coupled with new innovations<br />

in <strong>the</strong> areas of administrative support services,<br />

again contributed to <strong>the</strong> Agency’s sustained growth<br />

momentum. As a government service provider, NMP<br />

continued to focus its efforts and resources on <strong>the</strong><br />

effective and efficient delivery of vital services to<br />

<strong>the</strong> public.<br />

FINANCIAL MANAGEMENT AND CONTROL<br />

Revenues generated reached P36.6M from training,<br />

seminar, dormitory and miscellaneous fees. This<br />

posted an impressive 14% increase or P4.4M growth<br />

in revenues when compared from <strong>the</strong> income of<br />

P32.2M in 2010.<br />

Obligations incurred, on <strong>the</strong> o<strong>the</strong>r hand, amounted<br />

to P103.2M vis-à-vis allotment of P106.5M. A<br />

good percentage of <strong>the</strong> expenses incurred went<br />

to <strong>the</strong> acquisition of new training equipment and<br />

improvement of NMP’s buildings and structures.<br />

With operations and targets right on track despite<br />

budgetary constraints, <strong>the</strong> Agency remained<br />

optimistic in sustaining its positive fiscal performance<br />

with more seafarers coming to train at <strong>the</strong> NMP.<br />

likewise continues <strong>the</strong> practice of sending its<br />

maritime instructors every year to get shipboard<br />

experience through its Shipboard Rotation Scheme.<br />

Ever mindful of <strong>the</strong> significant contributions of its<br />

employees in <strong>the</strong> attainment of planned programs,<br />

activities and projects, <strong>the</strong> Agency beefed up its<br />

Program on Awards and Incentives for Service<br />

Excellence (PRAISE). Part of NMP’s PRAISE is <strong>the</strong><br />

grant of a service incentive award to employees who<br />

have reached ten (10), fifteen (15), twenty (20),<br />

and twenty-five (25) years of continued service.<br />

To honor NMP’s retiring employee in 2011, Ms.<br />

Brigida A. Campo, a simple yet meaningful Salamat-<br />

Mabuhay program was held on October 18, 2011<br />

at <strong>the</strong> NMP Officers’ Dormitory in consonance with<br />

pertinent policy of <strong>the</strong> Civil Service Commission.<br />

HUMAN RESOURCE MANAGEMENT<br />

Working for <strong>the</strong> approval of <strong>the</strong> long pending<br />

Rationalization Plan was topmost on <strong>the</strong> Agency’s<br />

agenda for 2011. Coordination meetings with DBM<br />

officials by <strong>the</strong> NMP Management were undertaken<br />

to fast track its approval. The filling up of critical<br />

vacant positions became an urgent task, noting <strong>the</strong><br />

difficulty in recruiting and retaining management<br />

level officers in <strong>the</strong> pool of trainers, assessors, and<br />

course developers due to uncompetitive salary scale<br />

compared to pay onboard.<br />

Meanwhile, human resource initiatives were geared<br />

towards providing professional growth opportunities<br />

to develop a talented base of trainers, officers and<br />

employees. The Agency organized <strong>the</strong> conduct<br />

of twenty-five (25) in-house trainings and sent<br />

some thirty-two (32) employees to attend external<br />

Geared towards improving <strong>the</strong> quality of services<br />

offered to its clients, <strong>the</strong> NMP carried out during <strong>the</strong><br />

year a number of major construction, repair and<br />

rehabilitation works on different infrastructures,<br />

which include <strong>the</strong> following<br />

Priority acquisitions for <strong>the</strong> year include <strong>the</strong><br />

procurement of second-hand Tank Lorry, as well as<br />

procurement of new training equipment such as <strong>the</strong><br />

Rescue Boat, Hull and Single-Arm Davit and ECDIS<br />

with actual ECDIS Console. These are <strong>the</strong> latest<br />

additions to <strong>the</strong> state-of-<strong>the</strong>-art training equipment<br />

and simulators which NMP annually procures.<br />

MANAGEMENT INFORMATION SYSTEM<br />

Upgrading and enhancement of existing information<br />

systems and development of new ones to improve<br />

quality of frontline services and for <strong>the</strong> delivery<br />

of effective customer service was a priority<br />

undertaking. In this line, a proposal for <strong>the</strong> new<br />

version of <strong>the</strong> Maritime Training Information System<br />

(MTIS), Cash Collection Information System (CCIS),<br />

and <strong>the</strong> NMP web portal (www.nmp.gov.ph) was<br />

approved by Management and endorsed to <strong>the</strong> NMP<br />

Bids and Awards Committee for public bidding.<br />

The new version of <strong>the</strong> MTIS will include subsystems<br />

on trainees’ registration, identification, certificate<br />

printing as well as a statistical reporting system.<br />

Fur<strong>the</strong>r, <strong>the</strong> MTIS will be interconnected with<br />

o<strong>the</strong>r information systems like <strong>the</strong> Cash Collection<br />

Information System (CCIS), Computer-based<br />

Assessment System (CBAS), Billing Information<br />

System (BIS), Library Resource Information System<br />

(LRIS), Trainees Billeting Information System<br />

(TBIS), and Maritime Research Information System<br />

(MRIS).<br />

The enhanced Agency web portal will also incorporate<br />

new features, <strong>the</strong> most important of which are <strong>the</strong><br />

e-Registration, e-Reservation, Schedule Inquiry and<br />

Certificate Verification, among o<strong>the</strong>rs. With this<br />

new version of <strong>the</strong> Agency web portal, institutional<br />

visibility of <strong>the</strong> NMP on its programs and services<br />

will be enhanced as ano<strong>the</strong>r way of promoting and<br />

INFORMATION AND MARKETING<br />

In order to increase Agency visibility and broaden<br />

market reach, <strong>the</strong> NMP pursued aggressive marketing<br />

and publication drive in 2011. Towards this end,<br />

<strong>the</strong> development, production and dissemination<br />

of information and promotional materials were<br />

pursued. In <strong>the</strong> area of client and public relations,<br />

press releases were disseminated to various media<br />

on a monthly basis. Media guestings in national and<br />

local television and radio stations as well as press<br />

briefings were undertaken. Advertisements were<br />

also placed in select maritime publications to inform<br />

seafarers and interested parties on <strong>the</strong> agency’s<br />

various programs and new services.<br />

Still to increase agency visibility and in line with <strong>the</strong><br />

“Go to Sea” campaign of <strong>the</strong> international maritime<br />

industry, <strong>the</strong> NMP continued to grant requests<br />

for educational trips by different schools. This<br />

kind of publicity is simple yet could influence <strong>the</strong><br />

decision of senior high school students to pursue<br />

a seafaring career when <strong>the</strong>y enroll in college. For<br />

<strong>the</strong> year, <strong>the</strong>re were a total of nine (9) educational<br />

tours facilitated, most of which are with <strong>the</strong> Living<br />

Hope Child Development and Learning Center,<br />

Samar State University, Naval State University,<br />

SERCON Technical School, St. Scholastica’s College,<br />

Concepcion High School and Sacred Heart College.<br />

LEARNING RESOURCE CENTER<br />

With <strong>the</strong> implementation of <strong>the</strong> Value-based<br />

Information and Communication Program, <strong>the</strong><br />

Learning Resource Center embraced <strong>the</strong> task of<br />

maintaining <strong>the</strong> Agency’s value-based bulletin board<br />

and <strong>the</strong> posting of value-model posters display. The<br />

bulletin board display showcases positive Filipino<br />

traits and values to serve as a constant reminder<br />

to employees and trainees of <strong>the</strong> importance of<br />

inculcating <strong>the</strong>se social values into <strong>the</strong>ir daily lives.<br />

Due to increasing volumes of book and non-book<br />

acquisitions every year, <strong>the</strong> Learning Resource<br />

Center regularly conducts maintenance and updating<br />

of library collection, records and files for immediate<br />

access of reference materials by its users and for<br />

<strong>the</strong> preservation of important library holdings.<br />

For <strong>the</strong> year 2011, thirty-seven (37) technical books<br />

and six (6) journals were acquired and subscribed<br />

to cater to instructors’ and trainees’ use. Clients<br />

served for 2011 totaled 26,777.<br />

PLANNING AND PERFORMANCE MONITORING<br />

Cognizant of <strong>the</strong> dynamic nature of <strong>the</strong> maritime<br />

industry and committed to provide relevant and<br />

responsive services attuned to <strong>the</strong> issues and<br />

challenges facing <strong>the</strong> maritime industry, <strong>the</strong> Agency<br />

pursued <strong>the</strong> crafting of <strong>the</strong> NMP Development Plan<br />

2012-2016.<br />

The Development Plan was crafted in <strong>the</strong> spirit of<br />

addressing critical issues and challenges that impact<br />

on <strong>the</strong> maritime industry through interventions<br />

related to <strong>the</strong> NMP’s mandate. It also looks<br />

closely into issues and concerns for growth in <strong>the</strong><br />

institution’s internal environment.<br />

These industry and agency-specific issues and<br />

concerns are translated into Strategic Goals.<br />

Included among <strong>the</strong> identified industry challenges<br />

are <strong>the</strong> recurrent shortage of management level<br />

officers, compliance to <strong>the</strong> 2010 STCW Manila<br />

Amendments, escalation of piracy at sea, and<br />

<strong>the</strong> country’s ratification of <strong>the</strong> Maritime Labor<br />

Convention 2006.<br />

In addressing <strong>the</strong>se issues, <strong>the</strong> NMP came up with<br />

<strong>the</strong>se strategic goals: 1.) Quality, accessible and<br />

relevant training, 2.) Responsive partner of maritime<br />

regulatory bodies on MET, 3.) Responsive maritime<br />

researches, 4.) Dynamic key officials and personnel<br />

imbued with a culture of leadership, service and<br />

excellence, 5.) Streng<strong>the</strong>ned external relations<br />

for resource generation, technical cooperation and<br />

institutional visibility, 6.) Enhanced facilities, and<br />

7.) Increased outputs and sustained outcomes.<br />

TRAINEES’ AFFAIRS SERVICE<br />

The NMP rolls out various activities designed to<br />

ensure that trainees go through a balanced training<br />

experience. For years now, <strong>the</strong> Trainees Affairs<br />

Unit was established to hone <strong>the</strong> social, physical,<br />

mental, emotional and spiritual well-being of <strong>the</strong><br />

Filipino seafarers who come to train at <strong>the</strong> NMP.<br />

True enough, during <strong>the</strong> Lenten season of 2011,<br />

NMP trainees participated in various activities such<br />

as Station of <strong>the</strong> Cross, Holy Mass and Visita Iglesia,<br />

Bible reading and film showings. During <strong>the</strong> NMP<br />

celebration of <strong>the</strong> 113th Philippine Independence,<br />

<strong>the</strong>y likewise joined in activities such as tree planting,<br />

symposium, re-enactment of <strong>the</strong> declaration of<br />

<strong>the</strong> 2011 Philippine Annual Independence, Report and cultural show<br />

presentations.<br />

Pursuant to Presidential Proclamation No. 183<br />

declaring June 25th of every year as <strong>the</strong> “Day of <strong>the</strong><br />

Seafarer” and as a gesture of goodwill and gratitude,<br />

all NMP trainees were given free accommodation for<br />

one (1) day at <strong>the</strong> officers’ and ratings’ dormitory.<br />

To make <strong>the</strong> occasion more memorable, a sundown<br />

picnic was organized of which 227 trainees took part<br />

in <strong>the</strong> fun-filled activity.<br />

Apart from <strong>the</strong> regular sports program such as<br />

basketball, volleyball, chess, dart, billiards and<br />

table tennis, which are available to trainees after<br />

classes and during weekends, reflexology trainings<br />

are conducted twice a month to interested trainees.<br />

GOOD GOVERNANCE<br />

The continual improvement of <strong>the</strong> NMP Quality<br />

Management System (QMS) still remains a top<br />

priority of <strong>the</strong> NMP. On April 2011, <strong>the</strong> AJA Registrars<br />

auditors announced that <strong>the</strong> NMP QMS was<br />

recommended for continued certification to <strong>the</strong> ISO<br />

9001:2008 standard following off-site verification of<br />

Corrective Action Requests (CAR) raised. Also for<br />

<strong>the</strong> year, noteworthy is <strong>the</strong> NMP QMS inclusion in <strong>the</strong><br />

best practices at <strong>the</strong> DOLE ranking of 9, following<br />

criteria on originality (2.0), economy (2.0), systembased<br />

(2.5) and impact (2.5).<br />

Innovations were also introduced in this line with<br />

newly designated internal auditors conducting<br />

monthly internal audit based on <strong>the</strong> Audit Plan for<br />

<strong>the</strong> year effective February 2011. This resulted<br />

to new perspectives and recommendations for<br />

improvement on <strong>the</strong> processes that were audited.<br />

O<strong>the</strong>r highlights in <strong>the</strong> implementation of <strong>the</strong> QMS<br />

thrusts and priorities for <strong>the</strong> year include <strong>the</strong> revision<br />

of sixteen (16) procedures and thirteen (13) forms<br />

and development of six (6) new forms to address<br />

current requirements and correct deficiencies noted<br />

were. To improve provision of resources to <strong>the</strong> entire<br />

Agency, an enhanced procurement system was also<br />

launched effective August of <strong>the</strong> year. An Annual<br />

Review of <strong>the</strong> Quality Policy Manual by supervisors<br />

to reaffirm adequacy and conformance to current<br />

requirements was also pursued. Also undertaken<br />

were <strong>the</strong> conduct of a QMS Awareness Sessions to<br />

new employees.<br />

With all that <strong>the</strong> NMP covered in terms of its QMS,<br />

it will now strive to greater heights by working for<br />

recognition in <strong>the</strong> national level. The Agency will<br />

also continuously work towards maintaining its ISO<br />

certification and achieve <strong>the</strong> purposes for which it<br />

was established.<br />

Attache, Atty. Josephus B. Jimenez<br />

instituted value-based leadership as<br />

<strong>the</strong> anchor of his governance policy<br />

since assuming helm of <strong>the</strong> National<br />

Maritime Polytechnic in May 2, 2011.<br />

The desire to inculcate among officials<br />

and employees <strong>the</strong> highest standards of excellence<br />

and ethical culture will remain his legacy as he<br />

leaves <strong>the</strong> NMP to take on a new DOLE post effective<br />

February 1, 2012.<br />

“For <strong>the</strong> last eight (8) months, I passionately<br />

instituted reforms and embarked on innovations to<br />

bring NMP to new levels of excellence. Many people<br />

were affected by <strong>the</strong> changes I initiated. I did it all<br />

in <strong>the</strong> greater interest of <strong>the</strong> organization,” Director<br />

Jimenez said.<br />

Establishing <strong>the</strong> Efficiency and Integrity Board<br />

(EIB) was foremost among <strong>the</strong> measures pushed<br />

by <strong>the</strong> NMP official in <strong>the</strong> pursuit of an “honest,<br />

transparent, and citizen-centric public service”. The<br />

creation of <strong>the</strong> EIB also forms part of <strong>the</strong> reforms<br />

pursued by DOLE to curb corruption and enhance<br />

service delivery.<br />

The move towards streng<strong>the</strong>ning people’s values to<br />

achieve zero tolerance for corruption also moved<br />

Director Jimenez to conduct moral renewal seminars<br />

during his time at <strong>the</strong> NMP. One of <strong>the</strong>se is <strong>the</strong> EHEM!<br />

Anti-Corruption Self-Check Seminar for Supervisors<br />

done in two (2) batches with a total of fifty-seven<br />

(57) participants. Ano<strong>the</strong>r is a Seminar on Effective<br />

Employee Discipline, also held in two (2) batches, to<br />

a total of fifty-seven (57) participants.<br />

O<strong>the</strong>r innovations introduced along this line include<br />

<strong>the</strong> implementation of <strong>the</strong> Value-based Information<br />

and Communication Program and conduct of Valuebased<br />

Flag Ceremony. The Agency celebration of<br />

<strong>the</strong> Independence Day, with activities highlighting<br />

rich Philippine cultural history, was also <strong>the</strong> first of<br />

its kind in <strong>the</strong> NMP, if not in <strong>the</strong> region.<br />

During Director Jimenez’ time, administrative<br />

policies focused on <strong>the</strong> approval of <strong>the</strong> CY 2012<br />

Budget and CY 2012 Plans and Programs, conduct<br />

of Consultative Meeting with DBM to fast-track<br />

approval of <strong>the</strong> long-awaited NMP Rationalization<br />

Plan, and <strong>the</strong> much talked about reorganization and<br />

reshuffling of personnel in critical units.<br />

The NMP official emphasized, “If in <strong>the</strong> process,<br />

feelings were hurt and some comfort zones were<br />

broken, I assure you that <strong>the</strong>re was no intent to<br />

cause damage. I am proud of what we have all<br />

done in <strong>the</strong> past eight (8) months given all <strong>the</strong><br />

constraints and challenges.”<br />

A successful labor relations practitioner, Director<br />

Jimenez also passionately upholded <strong>the</strong> rights of<br />

<strong>the</strong> NMP as an institution. He placed premium on<br />

<strong>the</strong> interests of <strong>the</strong> Agency, especially with service<br />

Japan Ambassador to <strong>the</strong> Philippines Toshinao Urabe, with Mme. Etsuko Urabe and<br />

Colonel Yuki Matsuzaki, Japan Defense Attache, visit <strong>the</strong> NMP on October 19, 2011<br />

providers like LEYECO, DBP, BAYANTEL, Security<br />

Services, and informal settlers occupying NMP real<br />

properties.<br />

Synergy with MET institutions was also high among<br />

<strong>the</strong> NMP official’s priority agenda. During his brief<br />

stint, cooperation agreements were formed with<br />

<strong>the</strong> MTC in <strong>the</strong> areas of research and curriculum<br />

development, human resource development, and<br />

information exchange; with MARINA, PCG and<br />

LGUs on <strong>the</strong> conduct of Basic Safety Training for<br />

Motorboat Handlers, Operators and Fishermen;<br />

and with Maritime colleges and institutions on <strong>the</strong><br />

conduct of Basic Safety Training and o<strong>the</strong>r offsite<br />

courses.<br />

Under <strong>the</strong> special projects, <strong>the</strong> NMP continued to<br />

implement social advocacy programs such as <strong>the</strong><br />

conduct of Basic Safety Training for Motorboat<br />

Handlers, Operators and Fishermen in coordination<br />

with local government units in order to equip<br />

motorboat handlers and fishermen with <strong>the</strong> basic<br />

knowledge, skills and attitudes towards <strong>the</strong><br />

reduction of sea accidents and <strong>the</strong> protection of <strong>the</strong><br />

marine environment. For 2011, this social advocacy<br />

program was extended in coordination with <strong>the</strong> Local<br />

Government Units of Babatngon, Leyte and Guiuan,<br />

Eastern Samar. More of this program is expected to<br />

be implemented in o<strong>the</strong>r municipalities in <strong>the</strong> region<br />

come 2012.<br />

Having accomplished all <strong>the</strong>se in such short time,<br />

Director Jimenez said, “I bid farewell with my best<br />

wishes that you shall go on to <strong>the</strong> <strong>Blue</strong> <strong>Ocean</strong> with<br />

a seafarer’s heart. Mabuhay and God bless. Work<br />

as a team. Cast away all dissensions. Forgive each<br />

o<strong>the</strong>r and start anew.”<br />
