NMP Annual Report 2011 2
REPORT FROM THE OFFICE OF THE
EXECUTIVE DIRECTOR
The National Maritime Polytechnic, thirty-three (33) years since its creation, has once again looked into and
evaluated its existence, leading towards its recent adoption of the Blue Ocean Strategy as a guiding principle
in setting future directions. Created on May 1, 1978 by virtue of Presidential Decree 1369, the NMP became
an attached agency of the Department of Labor and Employment in 1987 with the signing of Executive
Order 126. Since its creation, it has faced the challenge of excellence in the delivery of public service given
the constraints common to all government agencies, such as limited resources, bureaucratic policies and
processes and unstable political environment. Despite these, however, the NMP managed to raise its torch
high and bright for the Filipino seafarers, rising above hurdles and growing to become the only governmentowned
premier maritime training, research and assessment center in the country.
Looking back on the underlying principles that spurred the creation of the NMP in the first place, the provision
of maritime training and research, reaffirms the Agency’s relevance at present times. This, as well as
the dynamism of the industry in which the NMP moves, is taken into consideration in its current stance of
navigating towards the blue ocean. To survive and flourish in an increasingly ever-changing market, at
the core of the blue ocean strategy is innovation in all aspects, with primacy on value innovation. Indeed,
as the NMP navigates into the blue ocean, it will work for the continual improvement of its core services
in anticipation of imminent changes while discovering new ways to be truly relevant and responsive to the
industry it serves. It will be mindful of critical issues facing the industry to include, among others, the
recurrent shortage of management level officers, compliance with the 2010 STCW Manila Amendments,
ratification of the Maritime Labor Convention 2006, escalation of piracy at sea, and lack of technical resources
of government regulatory bodies to implement standards on maritime training and assessment.
All these while staying on course to the basic fact that the betterment of the Filipino seafarer will always be
the ultimate reason for the NMP’s creation and continuing existence. Consistent with its first mandate, which
is to train globally competitive seafarers, the Agency once again maintained its excellent performance in
maritime training with a total of 19,346 certificates issued to merchant marine officers and ratings, cadets,
maritime faculty, trainers and other personnel in the maritime industry. This represents a remarkable
accomplishment
2011 Annual
of 104% from
Report
the original annual target of 18,634.
Significant progress was similarly made in the area of maritime research with three (3) studies and two
(2) proposals completed as of yearend. True to its second mandate on the conduct of research, NMP’s
work on this hugely important aspect takes off from the dynamic characteristics of the industry and the
resulting demand for timely, accurate, and informed data as basis for program and policy development. For
the year, the studies on 1) Supply of and Demand for Filipino Seafarers; 2) Decent Work in the Maritime
Industry: Focus on Filipino Seafarers On Board Domestic Vessels; and 3) Challenges Facing the Welfare of
Filipino Seafarers—An Analysis of Current Welfare Services vis-a-vis Seafarers’ Needs all recorded 100%
accomplishment. It is worth noting that the latter was completed through a research collaboration with
the Overseas Workers Welfare Administration and the Associated Marine Officers and Seamen’s Union of
the Philippines. Similarly, in the case of the second research, the assistance of the Philippine Coast Guard
became highly instrumental in the speedy completion of its data gathering activities.
With regards to administration and finance, another significant accomplishment is the solid financial results
posted as of yearend. Worth noting is the Agency’s total generated income of P37.1M, an impressive
14.5% increase from the P32.2M revenues in 2010. Again, because of the NMP’s efficient budget spending
performance, the Agency has sustained the budget flexibility granted by the DBM since 2003. Another
healthy indicator is fund utilization with a total obligated amount of P103.2M, equivalent to 97% of the total
allotment of 106.5M.
2011 Annual Report
3 NMP Annual Report 2011
All these accomplishments,
ultimately, are rooted on
adding value to the services of
the NMP. Navigating towards
the blue ocean is about value
innovation, and this occurs
only when organizations align
innovation with utility, price
and cost positions. It is about
strategy that embraces the
entire system of the NMP’s
activities. It requires the NMP
to orient the whole system
towards achieving a “leap” in
value for both its clientele and
the organization. In navigating
towards the blue ocean, we
are proud to initiate such
improvements in 2011. Among
these is the development of
new courses that address the
requirements of the 2010 STCW
Manila Amendments, such as
the Basic Training for Oil and
Chemical Tanker Operations and
Security Awareness Training,
completed in cooperation with
2011 Annual Report
the Maritime Training Council.
Also worth noting is the
initial implementation of the
Practical Assessment Center
for Officers in partnership with
the Professional Regulation
Commission. Special attention
was likewise given to the
implementation of the National
Assessment Center with the MTC. Structurally, the revision of nomenclatures no longer attuned with current
policies and procedures in the bureaucracy, organizational structure, and staffing pattern were all given due
focus.
We, at the NMP, will always improve, innovate, seek new ways in discovering unknown territories to exhaust
all possibilities for the betterment of the Filipino seafarer. We invite you to join us as we venture, with faith
and optimism, towards the blue ocean. Mabuhay at maraming salamat!
COURSE DESIGN AND DEVELOPMENT
To ensure relevance and responsiveness of the
NMP’s training programs, existing courses were
reviewed and revised to address maritime industry
needs in consonance with international and national
developments. For the year, the review of five
(5) courses was completed. These included 1)
Radar Navigation, Radar Plotting and Use of ARPA,
2) Electronic Chart Display Information System
(ECDIS), 3) Ratings Forming Part of Navigational
Watch, 4) Ship Simulator and Bridge Teamwork
with BRM and 5) Basic Safety Training for Motorboat
Handlers/ Operators and Fishermen.
2011 Annual Report
The revision of five (5) courses was also completed:
1) Operational Use of ECDIS, 2) General
Operators Course for Global Maritime Distress and
Safety System, 3) Personal Safety and Social
Moving towards the establishment of the NMP as a
laboratory center for the design and development
of maritime training courses that will be adopted
by the industry, in collaboration with the MTC, two
(2) new training courses were developed and pilot
tested. These included the following:
Basic Training for Oil Tankers and Chemical
Tanker Cargo Operations
The course aims to provide marine officers, ratings
and would-be seafarers of the required knowledge,
understanding and proficiency requirements to
comply with the Manila Amendment to the Convention
and Code of the STCW 1978 as amended. These
requirements pertain to responsibilities on loading,
care in transit, discharging or transfer of cargo,
tank cleaning or other cargo-related and equipment
operations on board tankers.
In addition to the amended STCW requirements, this
course was also developed taking into consideration
that seafarers who work on board oil and chemical
tankers need to keep abreast with other latest
developments in the tanker shipping industry, as
provided in the updates of the International Safety
Guide for Oil Tankers and Terminals (ISGOTT) and
the Tanker Safety Guide (Chemicals), the basic
references of the tanker shipping industry in terms
of oil and chemicals, respectively, which keep track
of the changes in vessel design, operating practices,
latest technology and regulations.
To ensure the effective and efficient delivery of
the course in accordance with the NMP’s approved
policies and procedures, pilot-testing of the course
was done last November 22-30, 2011 with 13
participants.
Security Awareness Training
The course aims to impart the mandatory minimum
standard of competence in the 1978 International
Convention on Standards of Training Certification
and Watchkeeping for Seafarers, as amended,
for knowledge, understanding and proficiency of
masters, officers, ratings and would-be seafarers
without designated security duties in connection
with a Ship Security Plan (SSP) to enhance ship
security in accordance with the requirements of
TOWARDS BECOMING A MARITIME FACULTY DEVELOPMENT ACADEMY:
A Look at NMP’s Offering of the Training Course for Instructors
As the government’s premier training center
for maritime manpower and in pursuit of the
Agency’s thrust of establishing a Maritime Faculty
Development Academy, the NMP continuously
assists the academe and private training centers
in upgrading the knowledge and skills of maritime
instructors, assessors, supervisors, and course
developers.
The 10-day Training Course for Instructors or the
IMO Model Course 6.09 is intended to provide
participants the techniques in planning and preparing
for an effective teaching and instruction; selection
of appropriate methods of instruction; preparation
of instructional materials; and evaluation of the
teaching and learning process.
After taking 6.09 at the NMP, Capt. Eddie Gamale of
Othello Micomar Shipping expressed a strong surge
of confidence to face challenges that lay ahead, as he
feels fully equipped with the knowledge gained from
training. He looks forward to apply the techniques
he learned when he teaches his crew on board ship.
Also, Captain Emerico B. Gepilino of Sea Crest
Marine Services Inc. shared the same confidence.
He said he had walked into the NMP’s ‘boot camp‘
as a raw instructor yet will depart as a competent
and ‘polished‘ instructor. Chief Engineer Jose Ramir
D. Delantar. 2011 Jr. Annual of Hanseatic Report Shipping Phils., Inc.
added, “As we continue our journeys towards
finding true passion in teaching; wherever we may
be drifted by the waves of opportunity and wind of
chance, may we all be reminded that we were once
here together at the National Maritime Polytechnic
shaping our vision for a better nation.‘
Capt. Gamale, Capt. Gepilino and Chief Engineer
Delantar are among the 2,241 total trainees that
completed 6.09 in the NMP. It is worth noting that
there was sustained growth in the offering of the
course from an initial two batches in 1996 to 18
batches in 2011.
IMO Model Course 6.09 Implemented
The offering of the Training Course for Instructors
saw its beginnings way back in 1996 when the
NMP conducted a series of professional seminarworkshops
to provide information and recommend
guidelines on the amended International Convention
on Standards of Training, Certification and
Watchkeeping’s (STCW) mandatory requirements.
This exercise had the ultimate goal of revising the
training courses offered that time by the NMP using
the IMO model course format.
It can be recalled that the revised STCW was
calendared to come into force by February 1997.
To implement the amended convention, especially
on the training aspect, there arose the urgent need
to review and revise the contents and procedures
related to education and training. Consequently,
there was also the necessity to look into specific
training activities including methods, media delivery,
course materials, all with the targeted end result of
achieving the prescribed standard competence.
Ms. Presca Lee B. Lugo, one of NMP’s Lead Trainers
for 6.09 since 1998, was among the understudies
during that time. She recounts, “Another trainer,
Dennis Tan and myself completed three (3) phases
2011 Annual Report
The two-week Training Course for Instructors adopts a seminar-workshop method where discussions
are followed by individual and group exercises requiring trainees’ active participation.
7 NMP Annual Report 2011
Engr. Ronnie D. Gernato, one of the NMP’s lead trainers for the conduct of Training Course for Instructors,
engages trainees with discussions on latest IMO updates in conformance with STCW requirements for
an improved maritime education, training and assessment system.
done in Tacloban, Cavite and Cagayan. We sat as
understudies under Capt. George Pimentel, Mr.
Wenifredo Sola and the late Mrs. Ellen Serrano.
With their supervision, we conducted the Pilot Class
here in Tacloban in October 1996. ”
“We continued conducting the course in cooperation
with the Philippine Association of Maritime
Institutions, Inc. in 1997. Professor Dennis Tan and
I, along with three (3) other NMP faculty, Engr. Leo
Gegajo, Atty. Ruben Maceda and Professor Remedios
Cagulada worked for accreditation in 1998,” Ms.
Lugo
2011
expounds.
Annual Report
Currently, Lead Trainers for NMP’s TCI include Ms.
Lugo and Engr. Ronnie D. Gernato, both Assistant
Professors with specialization in Maritime Education
and Training from the prestigious World Maritime
University in Malmo, Sweden.
Present and Future Commitments
With the recent adoption of the amendments to
the STCW Convention and Code in June 25, 2010
following its last major amendment in 1995, the
Philippines as a Party-state is again faced with a
challenging task ahead. The times now call for
instituting necessary adjustments in maritime
education, training and certification systems to
fulfill new requirements contained in the amended
Convention. The STCW 2010 Manila Amendments
entered into force on January 2012.
The professional development of the country’s pool
of maritime instructors and assessors is foremost
among the list of concerns in reformulating
the country’s maritime education, training and
certification system. Being the only governmentowned
maritime training and assessment center
in the country, the NMP is currently authorized
to conduct three (3) of the training courses for
maritime instructors and assessors— Training
Course for Instructors (IMO Model Course 6.09);
and the Assessment, Examination and Certification
of Seafarers (IMO Model Course 3.12); and Training
Program for Instructors Conducting Simulatorbased
Training.
Talking about her years of experience as lead trainer,
Ms. Lugo narrates, “I have realized that instructors
need serious mentoring because these are technical
people. We always say that you may be a subject
matter expert, but that will not be enough. The first
attribute that a person should possess in wanting
to become a maritime instructor is the passion for
teaching.”
She further stresses, “The efforts of our faculty
and trainers, no matter how small they think they
might seem, have the potential to truly change the
maritime industry. Good trainers do more than just
train well, they instill an attitude of professionalism,
best practices and responsibility in their trainees.
This is powerful because having done this, it affects
not only his or her direct trainees, but also the
people that eventually work with those trainees
when they go on board ship. Having competent
seafarers starts with having competent instructors.
And that is where the NMP comes in.”
Establishing the Maritime Faculty Development
Academy is NMP’s strategic stance in taking the lead
to develop the competences of the country’s pool
of maritime instructors, assessors and supervisors.
MARITIME RESEARCH SERVICES
Consistent with its second mandate on the conduct
of maritime research, significant progress was
made by the NMP in 2011 with three (3) studies
and two (2) research proposals completed as of
yearend. Being the only government maritime
research center in the country, NMP’s work on this
hugely important aspect stems from the dynamic
characteristics of the industry and the consequent
demand for timely, accurate, and informed data as
basis for program and policy development.
CONDUCT OF RESEARCH
1. Study on the Supply of and Demand for
Filipino Seafarers
The research undertaking aimed to generate and
provide a coordinated and coherent maritime labor
market information that are at the same time
complete, accurate and timely as basis for more
proactive specific actions in affecting appropriate
changes in maritime manpower education, training,
planning and management. This is to ensure
adequate 2011 and sustainable Annual Report supply of competent and
globally competitive Filipino seafarers.
Approved for implementation in May 2008, the
research used 2007 as the base year of the data.
Data gathering, which was originally targeted to be
completed by end of 2008, was continued until 2009
to be able to capture information indicative of the
impact of the global financial crisis on the demand
for Filipino seafarers, as in the case of crew orders
for Filipino seafarers.
Interim findings of the study was presented in a
Second Maritime Industry Stakeholders’ and Data
Users’ Forum in Cebu City on April 1, 2011. The
first one was previously held on December 9, 2010
at the DOLE Executive Building, Intramuros, Manila.
The study is 100% completed as of end of June
2011. The enhanced research report was presented
to the NMP Board of Trustees on November 9, 2011.
2. Decent Work in the Maritime Industry:
Focus on Filipino Seafarers On Board Domestic
Vessels
The research aimed to generate information on
the application of the decent work concept in the
living and working conditions of Filipino seafarers
on board domestic vessels vis-à-vis the Maritime
Labor Convention (MLC) 2006 that will serve as
input in the identification of good and best practices
as well as of the issues and gaps involved in its
application. Thereafter, the study identified and
proposed strategies, tools or approaches to address
these issues and gaps.
Respondents to the study were representatives of
domestic shipping companies, the vessels’ captains,
and crew. Three (3) sets of instruments were used
to gather data from the respondents, which include
a questionnaire for vessel’s crew (Q1), check sheet
for on board data gathering (Q2) for the vessel
itself, and the interview schedule for representative
of the shipping company (Q3).
The data gathering component of the research was
jointly conducted by the NMP study’s Research
Team with the Philippine Coast Guard Personnel
from the different Coast Guard Districts/ Stations/
Detachments, as Data Enumerators. A total of 47
shipping companies representing 41% of the total
target number of companies responded to the
survey. In terms of the number of vessels, a total
of 206 sample vessels or 84% of the target number
of 2011 vessels Annual were surveyed. Report
The research is 100% completed as of end of
December 2011. It is slated for presentation in a
Stakeholders’ Meeting in 2012 to validate findings
and recommendations.
3. Challenges Facing the Welfare of Filipino
Seafarers— An Analysis of Current Welfare
Services vis-à-vis Seafarers’ Needs
A collaborative undertaking among the NMP,
OWWA and the AMOSUP, the research findings and
recommendations revolved on the availability of
welfare programs for Filipino seafarers in relation to
their articulated needs, identified issues and gaps
involved in the process, and proposed policy and
program interventions to address said gaps.
The seafarers’ welfare research was conducted in
the context of the Philippines’ position as the biggest
provider of maritime manpower in the global market.
Filipino seafarers are widely recognized for their
competence, industry, dedication, adaptability, and
reliability. Related studies project that this leading
position will be maintained in the short to medium
term, ensuring general stability in the market.
That it is high time for the Philippine government to
give due recognition to the fact that seafarers are
deployed in a special work environment governed by
a complex and fast-evolving regime of international
standards was emphasized by the study. The
uniqueness of the working and living condition of
Filipino seafarers and the need for equally unique
measures to promote their well-being as a distinct
group of workers also emerged in the findings.
Various data gathering methods were employed to
arrive at the study’s findings and recommendations.
Foremost among these is the conduct of eight
(8) focus group discussions with employers and
government representatives. Twenty-seven
(27) in-depth interviews with seafarers and
their dependents, associations, employers and
government representatives were also done. To
validate previously gathered data from focus group
discussions and in-depth interviews, a National
Tripartite Consultative Conference on Seafarers’
Welfare was held on the 10th of November 2011
at the AMOSUP Convention Hall, AMOSUP Seamen’s
Center, Intramuros, Manila. This was attended by a
total of forty-nine (49) participants.
The research is 100% completed as of end of
December 2011. It is for presentation in a
Stakeholders Meeting scheduled in February 2012
to validate findings and recommendations.
4. A Study on the Profile of Employed Filipino
Ratings: An Update (Towards Employment in
Maritime Allied Professions)
The proposed research aims to establish the profile
of registered Filipino ratings, especially in terms
of their skills and other job-related qualifications,
using as reference the Seafarers’ Identification
Record Book (SIRB) issued by the Maritime Industry
Authority (MARINA).
From the established profile, seafarer-ratings who
have the qualifications required for maritime allied
professions or whose basic qualifications could be
redirected towards qualifying in jobs in related
industries, will be determined. Likewise, the
research aims to recommend appropriate policy and
program 2011 interventions Annual to support Report the government’s
thrust towards increased employment.
The research is being undertaken in the context
of employment on board oceangoing vessels
being more competitive and stringent for Filipino
seafarers. It would be beneficial to seafarer-ratings,
especially those who are planning to re-direct their
careers and seek for land-based employment. It
will also provide NMP with baseline data to be used
in identifying training programs for the maritime
allied industries.
The research proposal is 75% completed as of end
of December 2011.
5. Labor Market Information for Sea-based
Skills
The proposed project is a web-based system
designed to merge large databases from various
data source agencies into a centralized database.
It aims to generate and establish an integrated
network of labor market information for seabased
skills and provide a harmonized, web-based
and real-time data on the country’s sea-based
manpower. The NMP, as the project proponent, will
take charge on the development and maintenance
of the centralized database.
Specific activities for 2012 will include the drafting
and signing of Memoranda of Agreements between
the NMP and the concerned agencies, gathering and
comparing of data structures, and the development
of a unified and standardized structuring of data
components. These will ensure access to pertinent
databases to allow the harmonization and ease of
extraction of data and information.
The output of the project will be the annual
production of the Labor Market Information Report
on Sea-based Skills. This will present a situationer
to depict the sea-based manpower scenario which
may serve as input to the government in the efficient
matching of job availability and the skills supply of
sea-based labor.
OTHER RESEARCH-RELATED ACTIVITIES
The NMP also spearheaded other research-related
activities, such as the conduct of two (2) Situationer
Briefs with the purpose of providing information to
the trainees and the NMP employees on current
issues affecting the global as well as local maritime
industry.
The first Situationer Brief was held on September
29, 2011 in time with the World Maritime Day and
National Maritime Week celebrations, bearing the
theme Piracy: Orchestrating the Response. The
forum was aimed at strengthening awareness on
the growing problems of maritime piracy, recent
developments in counter-piracy initiatives by the
government, employers and seafarers and soliciting
participants’ experiences and views. Participants
totaled 222 NMP employees, trainees and guests.
The second Situationer Brief served as an echolearning
session for the sharing of experiences from
the Shipboard Rotation Program. Held on December
8, 2011 at the NMP Training Building, it focused
on Onboard Training and Working Environment
as presented by two (2) of NMP’s faculty based
ADMINISTRATIVE AND SUPPORT
SERVICES
The National Maritime Polytechnic’s prudence in
financial management, coupled with new innovations
in the areas of administrative support services,
again contributed to the Agency’s sustained growth
momentum. As a government service provider, NMP
continued to focus its efforts and resources on the
effective and efficient delivery of vital services to
the public.
FINANCIAL MANAGEMENT AND CONTROL
Revenues generated reached P36.6M from training,
seminar, dormitory and miscellaneous fees. This
posted an impressive 14% increase or P4.4M growth
in revenues when compared from the income of
P32.2M in 2010.
Obligations incurred, on the other hand, amounted
to P103.2M vis-à-vis allotment of P106.5M. A
good percentage of the expenses incurred went
to the acquisition of new training equipment and
improvement of NMP’s buildings and structures.
2011 Annual Report
With operations and targets right on track despite
budgetary constraints, the Agency remained
optimistic in sustaining its positive fiscal performance
with more seafarers coming to train at the NMP.
likewise continues the practice of sending its
maritime instructors every year to get shipboard
experience through its Shipboard Rotation Scheme.
Ever mindful of the significant contributions of its
employees in the attainment of planned programs,
activities and projects, the Agency beefed up its
Program on Awards and Incentives for Service
Excellence (PRAISE). Part of NMP’s PRAISE is the
grant of a service incentive award to employees who
have reached ten (10), fifteen (15), twenty (20),
and twenty-five (25) years of continued service.
To honor NMP’s retiring employee in 2011, Ms.
HUMAN RESOURCE MANAGEMENT
Working for the approval of the long pending
Rationalization Plan was topmost on the Agency’s
agenda for 2011. Coordination meetings with DBM
officials by the NMP Management were undertaken
to fast track its approval. The filling up of critical
vacant positions became an urgent task, noting the
difficulty in recruiting and retaining management
level officers in the pool of trainers, assessors, and
course developers due to uncompetitive salary scale
compared to pay onboard.
Meanwhile, human resource initiatives were geared
towards providing professional growth opportunities
to develop a talented base of trainers, officers and
employees. The Agency organized the conduct
of twenty-five (25) in-house trainings and sent
some thirty-two (32) employees to attend external
trainings, both local and abroad. The Agency
with actual ECDIS Console. These are the latest
additions to the state-of-the-art training equipment
and simulators which NMP annually procures.
MANAGEMENT INFORMATION SYSTEM
Upgrading and enhancement of existing information
systems and development of new ones to improve
quality of frontline services and for the delivery
of effective customer service was a priority
undertaking. In this line, a proposal for the new
version of the Maritime Training Information System
(MTIS), Cash Collection Information System (CCIS),
and the NMP web portal (www.nmp.gov.ph) was
approved by Management and endorsed to the NMP
Bids and Awards Committee for public bidding.
The new version of the MTIS will include subsystems
on trainees’ registration, identification, certificate
printing as well as a statistical reporting system.
Further, the MTIS will be interconnected with
other information systems like the Cash Collection
Information System (CCIS), Computer-based
Assessment System (CBAS), Billing Information
System (BIS), Library Resource Information System
(LRIS), Trainees Billeting Information System
(TBIS), and Maritime Research Information System
(MRIS).
The enhanced Agency web portal will also incorporate
new features, the most important of which are the
e-Registration, e-Reservation, Schedule Inquiry and
Certificate Verification, among others. With this
new version of the Agency web portal, institutional
visibility of the NMP on its programs and services
will be enhanced as another way of promoting and
marketing the Agency.
INFORMATION AND MARKETING
In order to increase Agency visibility and broaden
market reach, the NMP pursued aggressive marketing
and publication drive in 2011. Towards this end,
the development, production and dissemination
of information and promotional materials were
pursued. In the area of client and public relations,
press releases were disseminated to various media
on a monthly basis. Media guestings in national and
2011 Annual Report
local television and radio stations as well as press
briefings were undertaken. Advertisements were
also placed in select maritime publications to inform
seafarers and interested parties on the agency’s
various programs and new services.
Still to increase agency visibility and in line with the
“Go to Sea” campaign of the international maritime
industry, the NMP continued to grant requests
for educational trips by different schools. This
kind of publicity is simple yet could influence the
decision of senior high school students to pursue
a seafaring career when they enroll in college. For
the year, there were a total of nine (9) educational
tours facilitated, most of which are with the Living
Hope Child Development and Learning Center,
Samar State University, Naval State University,
SERCON Technical School, St. Scholastica’s College,
Concepcion High School and Sacred Heart College.
LEARNING RESOURCE CENTER
With the implementation of the Value-based
Information and Communication Program, the
Learning Resource Center embraced the task of
maintaining the Agency’s value-based bulletin board
and the posting of value-model posters display. The
bulletin board display showcases positive Filipino
traits and values to serve as a constant reminder
to employees and trainees of the importance of
inculcating these social values into their daily lives.
Due to increasing volumes of book and non-book
acquisitions every year, the Learning Resource
Center regularly conducts maintenance and updating
of library collection, records and files for immediate
access of reference materials by its users and for
the preservation of important library holdings.
For the year 2011, thirty-seven (37) technical books
and six (6) journals were acquired and subscribed
to cater to instructors’ and trainees’ use. Clients
served for 2011 totaled 26,777.
PLANNING AND PERFORMANCE MONITORING
Cognizant of the dynamic nature of the maritime
industry and committed to provide relevant and
responsive services attuned to the issues and
challenges facing the maritime industry, the Agency
pursued the crafting of the NMP Development Plan
2012-2016.
The Development Plan was crafted in the spirit of
addressing critical issues and challenges that impact
on the maritime industry through interventions
related to the NMP’s mandate. It also looks
closely into issues and concerns for growth in the
institution’s internal environment.
2011 Annual Report
15 NMP Annual Report 2011
These industry and agency-specific issues and
concerns are translated into Strategic Goals.
Included among the identified industry challenges
are the recurrent shortage of management level
officers, compliance to the 2010 STCW Manila
Amendments, escalation of piracy at sea, and
the country’s ratification of the Maritime Labor
Convention 2006.
In addressing these issues, the NMP came up with
these strategic goals: 1.) Quality, accessible and
relevant training, 2.) Responsive partner of maritime
regulatory bodies on MET, 3.) Responsive maritime
researches, 4.) Dynamic key officials and personnel
imbued with a culture of leadership, service and
excellence, 5.) Strengthened external relations
for resource generation, technical cooperation and
institutional visibility, 6.) Enhanced facilities, and
7.) Increased outputs and sustained outcomes.
TRAINEES’ AFFAIRS SERVICE
The NMP rolls out various activities designed to
ensure that trainees go through a balanced training
experience. For years now, the Trainees Affairs
Unit was established to hone the social, physical,
mental, emotional and spiritual well-being of the
Filipino seafarers who come to train at the NMP.
True enough, during the Lenten season of 2011,
NMP trainees participated in various activities such
as Station of the Cross, Holy Mass and Visita Iglesia,
Bible reading and film showings. During the NMP
celebration of the 113th Philippine Independence,
they likewise joined in activities such as tree planting,
symposium, re-enactment of the declaration of
the 2011 Philippine Annual Independence, Report and cultural show
presentations.
Pursuant to Presidential Proclamation No. 183
declaring June 25th of every year as the “Day of the
Seafarer” and as a gesture of goodwill and gratitude,
all NMP trainees were given free accommodation for
one (1) day at the officers’ and ratings’ dormitory.
To make the occasion more memorable, a sundown
picnic was organized of which 227 trainees took part
in the fun-filled activity.
Apart from the regular sports program such as
basketball, volleyball, chess, dart, billiards and
table tennis, which are available to trainees after
classes and during weekends, reflexology trainings
are conducted twice a month to interested trainees.
GOOD GOVERNANCE
The continual improvement of the NMP Quality
Management System (QMS) still remains a top
priority of the NMP. On April 2011, the AJA Registrars
auditors announced that the NMP QMS was
recommended for continued certification to the ISO
9001:2008 standard following off-site verification of
Corrective Action Requests (CAR) raised. Also for
the year, noteworthy is the NMP QMS inclusion in the
best practices at the DOLE ranking of 9, following
criteria on originality (2.0), economy (2.0), systembased
(2.5) and impact (2.5).
Innovations were also introduced in this line with
newly designated internal auditors conducting
monthly internal audit based on the Audit Plan for
the year effective February 2011. This resulted
to new perspectives and recommendations for
improvement on the processes that were audited.
Other highlights in the implementation of the QMS
thrusts and priorities for the year include the revision
of sixteen (16) procedures and thirteen (13) forms
and development of six (6) new forms to address
current requirements and correct deficiencies noted
were. To improve provision of resources to the entire
Agency, an enhanced procurement system was also
launched effective August of the year. An Annual
Review of the Quality Policy Manual by supervisors
to reaffirm adequacy and conformance to current
requirements was also pursued. Also undertaken
were the conduct of a QMS Awareness Sessions to
new employees.
With all that the NMP covered in terms of its QMS,
it will now strive to greater heights by working for
recognition in the national level. The Agency will
also continuously work towards maintaining its ISO
certification and achieve the purposes for which it
was established.
Instituting
Value-based
Reforms
Atty. JBJ’s Legacy to the NMP
17 NMP Annual Report 2011
Former Labor Undersecretary and Labor
Attache, Atty. Josephus B. Jimenez
instituted value-based leadership as
the anchor of his governance policy
since assuming helm of the National
Maritime Polytechnic in May 2, 2011.
The desire to inculcate among officials
and employees the highest standards of excellence
and ethical culture will remain his legacy as he
leaves the NMP to take on a new DOLE post effective
February 1, 2012.
“For the last eight (8) months, I passionately
instituted reforms and embarked on innovations to
bring NMP to new levels of excellence. Many people
were affected by the changes I initiated. I did it all
in the greater interest of the organization,” Director
Jimenez said.
Establishing the Efficiency and Integrity Board
(EIB) was foremost among the measures pushed
by the NMP official in the pursuit of an “honest,
transparent, and citizen-centric public service”. The
creation of the EIB also forms part of the reforms
pursued by DOLE to curb corruption and enhance
service delivery.
The move towards strengthening people’s values to
achieve zero tolerance for corruption also moved
Director Jimenez to conduct moral renewal seminars
during his time at the NMP. One of these is the EHEM!
Anti-Corruption Self-Check Seminar for Supervisors
done in two (2) batches with a total of fifty-seven
(57) participants. Another is a Seminar on Effective
Employee Discipline, also held in two (2) batches, to
a total of fifty-seven (57) participants.
Other innovations introduced along this line include
the implementation of the Value-based Information
and Communication Program and conduct of Valuebased
Flag Ceremony. The Agency celebration of
the Independence Day, with activities highlighting
rich Philippine cultural history, was also the first of
its kind in the NMP, if not in the region.
During Director Jimenez’ time, administrative
policies focused on the approval of the CY 2012
Budget and CY 2012 Plans and Programs, conduct
of Consultative Meeting with DBM to fast-track
approval of the long-awaited NMP Rationalization
Plan, and the much talked about reorganization and
reshuffling of personnel in critical units.
The NMP official emphasized, “If in the process,
feelings were hurt and some comfort zones were
broken, I assure you that there was no intent to
cause damage. I am proud of what we have all
done in the past eight (8) months given all the
constraints and challenges.”
A successful labor relations practitioner, Director
Jimenez also passionately upholded the rights of
the NMP as an institution. He placed premium on
the interests of the Agency, especially with service
Japan Ambassador to the Philippines Toshinao Urabe, with Mme. Etsuko Urabe and
Colonel Yuki Matsuzaki, Japan Defense Attache, visit the NMP on October 19, 2011
providers like LEYECO, DBP, BAYANTEL, Security
Services, and informal settlers occupying NMP real
properties.
Synergy with MET institutions was also high among
the NMP official’s priority agenda. During his brief
stint, cooperation agreements were formed with
the MTC in the areas of research and curriculum
development, human resource development, and
information exchange; with MARINA, PCG and
LGUs on the conduct of Basic Safety Training for
Motorboat Handlers, Operators and Fishermen;
and with Maritime colleges and institutions on the
conduct of Basic Safety Training and other offsite
courses.
Under the special projects, the NMP continued to
implement social advocacy programs such as the
conduct of Basic Safety Training for Motorboat
Handlers, Operators and Fishermen in coordination
with local government units in order to equip
motorboat handlers and fishermen with the basic
knowledge, skills and attitudes towards the
reduction of sea accidents and the protection of the
marine environment. For 2011, this social advocacy
program was extended in coordination with the Local
Government Units of Babatngon, Leyte and Guiuan,
Eastern Samar. More of this program is expected to
be implemented in other municipalities in the region
come 2012.
Having accomplished all these in such short time,
Director Jimenez said, “I bid farewell with my best
wishes that you shall go on to the Blue Ocean with
a seafarer’s heart. Mabuhay and God bless. Work
as a team. Cast away all dissensions. Forgive each
other and start anew.”
