These industry and agency-specific issues and
concerns are translated into Strategic Goals.
Included among the identified industry challenges
are the recurrent shortage of management level
officers, compliance to the 2010 STCW Manila
Amendments, escalation of piracy at sea, and
the country’s ratification of the Maritime Labor
Convention 2006.
In addressing these issues, the NMP came up with
these strategic goals: 1.) Quality, accessible and
relevant training, 2.) Responsive partner of maritime
regulatory bodies on MET, 3.) Responsive maritime
researches, 4.) Dynamic key officials and personnel
imbued with a culture of leadership, service and
excellence, 5.) Strengthened external relations
for resource generation, technical cooperation and
institutional visibility, 6.) Enhanced facilities, and
7.) Increased outputs and sustained outcomes.
TRAINEES’ AFFAIRS SERVICE
The NMP rolls out various activities designed to
ensure that trainees go through a balanced training
experience. For years now, the Trainees Affairs
Unit was established to hone the social, physical,
mental, emotional and spiritual well-being of the
Filipino seafarers who come to train at the NMP.
True enough, during the Lenten season of 2011,
NMP trainees participated in various activities such
as Station of the Cross, Holy Mass and Visita Iglesia,
Bible reading and film showings. During the NMP
celebration of the 113th Philippine Independence,
they likewise joined in activities such as tree planting,
symposium, re-enactment of the declaration of
the 2011 Philippine Annual Independence, Report and cultural show
presentations.
Pursuant to Presidential Proclamation No. 183
declaring June 25th of every year as the “Day of the
Seafarer” and as a gesture of goodwill and gratitude,
all NMP trainees were given free accommodation for
one (1) day at the officers’ and ratings’ dormitory.
To make the occasion more memorable, a sundown
picnic was organized of which 227 trainees took part
in the fun-filled activity.
Apart from the regular sports program such as
basketball, volleyball, chess, dart, billiards and
table tennis, which are available to trainees after
classes and during weekends, reflexology trainings
are conducted twice a month to interested trainees.
GOOD GOVERNANCE
The continual improvement of the NMP Quality
Management System (QMS) still remains a top
priority of the NMP. On April 2011, the AJA Registrars
auditors announced that the NMP QMS was
recommended for continued certification to the ISO
9001:2008 standard following off-site verification of
Corrective Action Requests (CAR) raised. Also for
the year, noteworthy is the NMP QMS inclusion in the
best practices at the DOLE ranking of 9, following
criteria on originality (2.0), economy (2.0), systembased
(2.5) and impact (2.5).
Innovations were also introduced in this line with
newly designated internal auditors conducting
monthly internal audit based on the Audit Plan for
the year effective February 2011. This resulted
to new perspectives and recommendations for
improvement on the processes that were audited.
Other highlights in the implementation of the QMS
thrusts and priorities for the year include the revision
of sixteen (16) procedures and thirteen (13) forms
and development of six (6) new forms to address
current requirements and correct deficiencies noted
were. To improve provision of resources to the entire
Agency, an enhanced procurement system was also
launched effective August of the year. An Annual
Review of the Quality Policy Manual by supervisors
to reaffirm adequacy and conformance to current
requirements was also pursued. Also undertaken
were the conduct of a QMS Awareness Sessions to
new employees.
With all that the NMP covered in terms of its QMS,
it will now strive to greater heights by working for
recognition in the national level. The Agency will
also continuously work towards maintaining its ISO
certification and achieve the purposes for which it
was established.
