These industry and agency-specific issues and<br />
concerns are translated into Strategic Goals.<br />
Included among <strong>the</strong> identified industry challenges<br />
are <strong>the</strong> recurrent shortage of management level<br />
officers, compliance to <strong>the</strong> 2010 STCW Manila<br />
Amendments, escalation of piracy at sea, and<br />
<strong>the</strong> country’s ratification of <strong>the</strong> Maritime Labor<br />
Convention 2006.<br />
In addressing <strong>the</strong>se issues, <strong>the</strong> NMP came up with<br />
<strong>the</strong>se strategic goals: 1.) Quality, accessible and<br />
relevant training, 2.) Responsive partner of maritime<br />
regulatory bodies on MET, 3.) Responsive maritime<br />
researches, 4.) Dynamic key officials and personnel<br />
imbued with a culture of leadership, service and<br />
excellence, 5.) Streng<strong>the</strong>ned external relations<br />
for resource generation, technical cooperation and<br />
institutional visibility, 6.) Enhanced facilities, and<br />
7.) Increased outputs and sustained outcomes.<br />
TRAINEES’ AFFAIRS SERVICE<br />
The NMP rolls out various activities designed to<br />
ensure that trainees go through a balanced training<br />
experience. For years now, <strong>the</strong> Trainees Affairs<br />
Unit was established to hone <strong>the</strong> social, physical,<br />
mental, emotional and spiritual well-being of <strong>the</strong><br />
Filipino seafarers who come to train at <strong>the</strong> NMP.<br />
True enough, during <strong>the</strong> Lenten season of 2011,<br />
NMP trainees participated in various activities such<br />
as Station of <strong>the</strong> Cross, Holy Mass and Visita Iglesia,<br />
Bible reading and film showings. During <strong>the</strong> NMP<br />
celebration of <strong>the</strong> 113th Philippine Independence,<br />
<strong>the</strong>y likewise joined in activities such as tree planting,<br />
symposium, re-enactment of <strong>the</strong> declaration of<br />
<strong>the</strong> 2011 Philippine Annual Independence, Report and cultural show<br />
presentations.<br />
Pursuant to Presidential Proclamation No. 183<br />
declaring June 25th of every year as <strong>the</strong> “Day of <strong>the</strong><br />
Seafarer” and as a gesture of goodwill and gratitude,<br />
all NMP trainees were given free accommodation for<br />
one (1) day at <strong>the</strong> officers’ and ratings’ dormitory.<br />
To make <strong>the</strong> occasion more memorable, a sundown<br />
picnic was organized of which 227 trainees took part<br />
in <strong>the</strong> fun-filled activity.<br />
Apart from <strong>the</strong> regular sports program such as<br />
basketball, volleyball, chess, dart, billiards and<br />
table tennis, which are available to trainees after<br />
classes and during weekends, reflexology trainings<br />
are conducted twice a month to interested trainees.<br />
GOOD GOVERNANCE<br />
The continual improvement of <strong>the</strong> NMP Quality<br />
Management System (QMS) still remains a top<br />
priority of <strong>the</strong> NMP. On April 2011, <strong>the</strong> AJA Registrars<br />
auditors announced that <strong>the</strong> NMP QMS was<br />
recommended for continued certification to <strong>the</strong> ISO<br />
9001:2008 standard following off-site verification of<br />
Corrective Action Requests (CAR) raised. Also for<br />
<strong>the</strong> year, noteworthy is <strong>the</strong> NMP QMS inclusion in <strong>the</strong><br />
best practices at <strong>the</strong> DOLE ranking of 9, following<br />
criteria on originality (2.0), economy (2.0), systembased<br />
(2.5) and impact (2.5).<br />
Innovations were also introduced in this line with<br />
newly designated internal auditors conducting<br />
monthly internal audit based on <strong>the</strong> Audit Plan for<br />
<strong>the</strong> year effective February 2011. This resulted<br />
to new perspectives and recommendations for<br />
improvement on <strong>the</strong> processes that were audited.<br />
O<strong>the</strong>r highlights in <strong>the</strong> implementation of <strong>the</strong> QMS<br />
thrusts and priorities for <strong>the</strong> year include <strong>the</strong> revision<br />
of sixteen (16) procedures and thirteen (13) forms<br />
and development of six (6) new forms to address<br />
current requirements and correct deficiencies noted<br />
were. To improve provision of resources to <strong>the</strong> entire<br />
Agency, an enhanced procurement system was also<br />
launched effective August of <strong>the</strong> year. An Annual<br />
Review of <strong>the</strong> Quality Policy Manual by supervisors<br />
to reaffirm adequacy and conformance to current<br />
requirements was also pursued. Also undertaken<br />
were <strong>the</strong> conduct of a QMS Awareness Sessions to<br />
new employees.<br />
With all that <strong>the</strong> NMP covered in terms of its QMS,<br />
it will now strive to greater heights by working for<br />
recognition in <strong>the</strong> national level. The Agency will<br />
also continuously work towards maintaining its ISO<br />
certification and achieve <strong>the</strong> purposes for which it<br />
was established.<br />
