Instituting Value-based Reforms Atty. JBJ’s Legacy to the NMP 17 NMP Annual Report 2011
Former Labor Undersecretary and Labor Attache, Atty. Josephus B. Jimenez instituted value-based leadership as the anchor of his governance policy since assuming helm of the National Maritime Polytechnic in May 2, 2011. The desire to inculcate among officials and employees the highest standards of excellence and ethical culture will remain his legacy as he leaves the NMP to take on a new DOLE post effective February 1, 2012. “For the last eight (8) months, I passionately instituted reforms and embarked on innovations to bring NMP to new levels of excellence. Many people were affected by the changes I initiated. I did it all in the greater interest of the organization,” Director Jimenez said. Establishing the Efficiency and Integrity Board (EIB) was foremost among the measures pushed by the NMP official in the pursuit of an “honest, transparent, and citizen-centric public service”. The creation of the EIB also forms part of the reforms pursued by DOLE to curb corruption and enhance service delivery. The move towards strengthening people’s values to achieve zero tolerance for corruption also moved Director Jimenez to conduct moral renewal seminars during his time at the NMP. One of these is the EHEM! Anti-Corruption Self-Check Seminar for Supervisors done in two (2) batches with a total of fifty-seven (57) participants. Another is a Seminar on Effective Employee Discipline, also held in two (2) batches, to a total of fifty-seven (57) participants. Other innovations introduced along this line include the implementation of the Value-based Information and Communication Program and conduct of Valuebased Flag Ceremony. The Agency celebration of the Independence Day, with activities highlighting rich Philippine cultural history, was also the first of its kind in the NMP, if not in the region. During Director Jimenez’ time, administrative policies focused on the approval of the CY 2012 Budget and CY 2012 Plans and Programs, conduct of Consultative Meeting with DBM to fast-track approval of the long-awaited NMP Rationalization Plan, and the much talked about reorganization and reshuffling of personnel in critical units. The NMP official emphasized, “If in the process, feelings were hurt and some comfort zones were broken, I assure you that there was no intent to cause damage. I am proud of what we have all done in the past eight (8) months given all the constraints and challenges.” A successful labor relations practitioner, Director Jimenez also passionately upholded the rights of the NMP as an institution. He placed premium on the interests of the Agency, especially with service Japan Ambassador to the Philippines Toshinao Urabe, with Mme.
