4. A Study on <strong>the</strong> Profile of Employed Filipino<br />

Ratings: An Update (Towards Employment in<br />

Maritime Allied Professions)<br />

The proposed research aims to establish <strong>the</strong> profile<br />

of registered Filipino ratings, especially in terms<br />

of <strong>the</strong>ir skills and o<strong>the</strong>r job-related qualifications,<br />

using as reference <strong>the</strong> Seafarers’ Identification<br />

Record Book (SIRB) issued by <strong>the</strong> Maritime Industry<br />

Authority (MARINA).<br />

From <strong>the</strong> established profile, seafarer-ratings who<br />

have <strong>the</strong> qualifications required for maritime allied<br />

professions or whose basic qualifications could be<br />

redirected towards qualifying in jobs in related<br />

industries, will be determined. Likewise, <strong>the</strong><br />

research aims to recommend appropriate policy and<br />

program 2011 interventions Annual to support Report <strong>the</strong> government’s<br />

thrust towards increased employment.<br />

The research is being undertaken in <strong>the</strong> context<br />

of employment on board oceangoing vessels<br />

being more competitive and stringent for Filipino<br />

seafarers. It would be beneficial to seafarer-ratings,<br />

especially those who are planning to re-direct <strong>the</strong>ir<br />

careers and seek for land-based employment. It<br />

will also provide NMP with baseline data to be used<br />

in identifying training programs for <strong>the</strong> maritime<br />

allied industries.<br />

The research proposal is 75% completed as of end<br />

of December 2011.<br />

5. Labor Market Information for Sea-based<br />

Skills<br />

The proposed project is a web-based system<br />

designed to merge large databases from various<br />

data source agencies into a centralized database.<br />

It aims to generate and establish an integrated<br />

network of labor market information for seabased<br />

skills and provide a harmonized, web-based<br />

and real-time data on <strong>the</strong> country’s sea-based<br />

manpower. The NMP, as <strong>the</strong> project proponent, will<br />

take charge on <strong>the</strong> development and maintenance<br />

of <strong>the</strong> centralized database.<br />

Specific activities for 2012 will include <strong>the</strong> drafting<br />

and signing of Memoranda of Agreements between<br />

<strong>the</strong> NMP and <strong>the</strong> concerned agencies, ga<strong>the</strong>ring and<br />

comparing of data structures, and <strong>the</strong> development<br />

of a unified and standardized structuring of data<br />

components. These will ensure access to pertinent<br />

databases to allow <strong>the</strong> harmonization and ease of<br />

extraction of data and information.<br />

The output of <strong>the</strong> project will be <strong>the</strong> annual<br />

production of <strong>the</strong> Labor Market Information Report<br />

on Sea-based Skills. This will present a situationer<br />

to depict <strong>the</strong> sea-based manpower scenario which<br />

may serve as input to <strong>the</strong> government in <strong>the</strong> efficient<br />

matching of job availability and <strong>the</strong> skills supply of<br />

sea-based labor.<br />
