4. A Study on the Profile of Employed Filipino
Ratings: An Update (Towards Employment in
Maritime Allied Professions)
The proposed research aims to establish the profile
of registered Filipino ratings, especially in terms
of their skills and other job-related qualifications,
using as reference the Seafarers’ Identification
Record Book (SIRB) issued by the Maritime Industry
Authority (MARINA).
From the established profile, seafarer-ratings who
have the qualifications required for maritime allied
professions or whose basic qualifications could be
redirected towards qualifying in jobs in related
industries, will be determined. Likewise, the
research aims to recommend appropriate policy and
program 2011 interventions Annual to support Report the government’s
thrust towards increased employment.
The research is being undertaken in the context
of employment on board oceangoing vessels
being more competitive and stringent for Filipino
seafarers. It would be beneficial to seafarer-ratings,
especially those who are planning to re-direct their
careers and seek for land-based employment. It
will also provide NMP with baseline data to be used
in identifying training programs for the maritime
allied industries.
The research proposal is 75% completed as of end
of December 2011.
5. Labor Market Information for Sea-based
Skills
The proposed project is a web-based system
designed to merge large databases from various
data source agencies into a centralized database.
It aims to generate and establish an integrated
network of labor market information for seabased
skills and provide a harmonized, web-based
and real-time data on the country’s sea-based
manpower. The NMP, as the project proponent, will
take charge on the development and maintenance
of the centralized database.
Specific activities for 2012 will include the drafting
and signing of Memoranda of Agreements between
the NMP and the concerned agencies, gathering and
comparing of data structures, and the development
of a unified and standardized structuring of data
components. These will ensure access to pertinent
databases to allow the harmonization and ease of
extraction of data and information.
The output of the project will be the annual
production of the Labor Market Information Report
on Sea-based Skills. This will present a situationer
to depict the sea-based manpower scenario which
may serve as input to the government in the efficient
matching of job availability and the skills supply of
sea-based labor.
