MARITIME TRAINING SERVICES<br />
As <strong>the</strong> sole government maritime training center<br />
in <strong>the</strong> country, <strong>the</strong> NMP vigorously conducted in<br />
2011 training courses for merchant marine officers,<br />
ratings, cadets, maritime instructors and o<strong>the</strong>r<br />
personnel in <strong>the</strong> industry. The NMP caters its training<br />
services to clients from all over <strong>the</strong> Philippines.<br />
As an International Standards Organization (ISO)<br />
certificated institution, NMP’s training course<br />
offerings are developed and implemented under a<br />
Quality Management System (QMS).<br />
CONDUCT OF MARITIME TRAINING<br />
The NMP exceeded in 2011 by 3% its annual<br />
seafarers/ trainees trained of 8,756 and surpassed<br />
by 10% <strong>the</strong> previous year’s output of 7,953. Going<br />
by monthly performance showed May as <strong>the</strong> peak<br />
month with <strong>the</strong> highest number of seafarers/<br />
trainees trained. This is accountable to special<br />
classes conducted for courses such as 1) Ratings<br />
Forming Part of Engineering Watch; 2) Safety,<br />
Medical and Security Courses; and 3) MARPOL<br />
Annexes III, IV, V, VI.<br />
2011 Annual Report<br />
The total number of 19, 346 certificates issued to<br />
trainees in 2011 surpassed <strong>the</strong> annual target of<br />
18,634 translating into a 104% accomplishment.<br />
Compared with <strong>the</strong> performance output in 2010,<br />
<strong>the</strong>re is an increase of 1.5% in 2011. Among <strong>the</strong><br />
training courses, <strong>the</strong> Safety, Medical and Security<br />
Courses have <strong>the</strong> highest performance output of<br />
10,802 certificates or 56% of entire accomplishment.<br />
CONDUCT OF COMPETENCY ASSESSMENT<br />
As <strong>the</strong> only TESDA-accredited Assessment Center<br />
for deck and engine ratings in <strong>the</strong> region, <strong>the</strong><br />
NMP conducts performance and revalidation<br />
assessments. For <strong>the</strong> year, a total of 1,091 qualified<br />
ratings were assessed and endorsed to TESDA for<br />
issuance of Certificate of Competency (COC).<br />
Beginning January 2011, <strong>the</strong> Competency<br />
Assessment for Officers was implemented. A total of<br />
eighty-one (81) qualified merchant marine officers<br />
were assessed and endorsed to <strong>the</strong> Professional<br />
Regulation Commission (PRC) for having successfully<br />
passed <strong>the</strong> written and practical assessment for<br />
officers as one of <strong>the</strong> requirements for issuance of<br />
COC for officers and updating of license.<br />
Also beginning July 2011, <strong>the</strong> NMP was recognized to<br />
conduct Assessment for <strong>the</strong> Issuance of Certificate<br />
of Proficiency by <strong>the</strong> Maritime Training Council<br />
(MTC). In this respect, a total of 1,840 qualified<br />
seafarer-applicants both on-site and walk-in were<br />
assessed and endorsed by <strong>the</strong> NMP for <strong>the</strong> issuance<br />
of COP.<br />

For <strong>the</strong> first time in years, <strong>the</strong> total batches conducted<br />
of 954 in 2011 exceeded <strong>the</strong> target for <strong>the</strong> period of<br />
917 or equivalent to a 104% accomplishment. Of<br />
this number, 934 were conducted in Tacloban while<br />
<strong>the</strong> 20 were in Manila. Included in <strong>the</strong> total number<br />
are nine (9) offsite batches conducted in different<br />
venues in <strong>the</strong> country. Again, May proved to be<br />
<strong>the</strong> highest performing month in terms of batches<br />
conducted due to <strong>the</strong> offering of Consolidated<br />
MARPOL. There were also special batches conducted<br />
on courses such as 1) Ratings Forming Part of<br />
Navigational Watch, 2) Gender Sensitivity Training,<br />
3) Training Program for Instructors Conducting<br />
Simulator-based Training and <strong>the</strong> 4) Anti-Piracy<br />
