MARITIME TRAINING SERVICES
As the sole government maritime training center
in the country, the NMP vigorously conducted in
2011 training courses for merchant marine officers,
ratings, cadets, maritime instructors and other
personnel in the industry. The NMP caters its training
services to clients from all over the Philippines.
As an International Standards Organization (ISO)
certificated institution, NMP’s training course
offerings are developed and implemented under a
Quality Management System (QMS).
CONDUCT OF MARITIME TRAINING
The NMP exceeded in 2011 by 3% its annual
seafarers/ trainees trained of 8,756 and surpassed
by 10% the previous year’s output of 7,953. Going
by monthly performance showed May as the peak
month with the highest number of seafarers/
trainees trained. This is accountable to special
classes conducted for courses such as 1) Ratings
Forming Part of Engineering Watch; 2) Safety,
Medical and Security Courses; and 3) MARPOL
Annexes III, IV, V, VI.
2011 Annual Report
The total number of 19, 346 certificates issued to
trainees in 2011 surpassed the annual target of
18,634 translating into a 104% accomplishment.
Compared with the performance output in 2010,
there is an increase of 1.5% in 2011. Among the
training courses, the Safety, Medical and Security
Courses have the highest performance output of
10,802 certificates or 56% of entire accomplishment.
CONDUCT OF COMPETENCY ASSESSMENT
As the only TESDA-accredited Assessment Center
for deck and engine ratings in the region, the
NMP conducts performance and revalidation
assessments. For the year, a total of 1,091 qualified
ratings were assessed and endorsed to TESDA for
issuance of Certificate of Competency (COC).
Beginning January 2011, the Competency
Assessment for Officers was implemented. A total of
eighty-one (81) qualified merchant marine officers
were assessed and endorsed to the Professional
Regulation Commission (PRC) for having successfully
passed the written and practical assessment for
officers as one of the requirements for issuance of
COC for officers and updating of license.
Also beginning July 2011, the NMP was recognized to
conduct Assessment for the Issuance of Certificate
of Proficiency by the Maritime Training Council
(MTC). In this respect, a total of 1,840 qualified
seafarer-applicants both on-site and walk-in were
assessed and endorsed by the NMP for the issuance
of COP.

2011 Annual Report
For the first time in years, the total batches conducted
of 954 in 2011 exceeded the target for the period of
917 or equivalent to a 104% accomplishment. Of
this number, 934 were conducted in Tacloban while
the 20 were in Manila. Included in the total number
are nine (9) offsite batches conducted in different
venues in the country. Again, May proved to be
the highest performing month in terms of batches
conducted due to the offering of Consolidated
MARPOL. There were also special batches conducted
on courses such as 1) Ratings Forming Part of
Navigational Watch, 2) Gender Sensitivity Training,
3) Training Program for Instructors Conducting
Simulator-based Training and the 4) Anti-Piracy
Course.
