ADMINISTRATIVE AND SUPPORT<br />

SERVICES<br />

The National Maritime Polytechnic’s prudence in<br />

financial management, coupled with new innovations<br />

in <strong>the</strong> areas of administrative support services,<br />

again contributed to <strong>the</strong> Agency’s sustained growth<br />

momentum. As a government service provider, NMP<br />

continued to focus its efforts and resources on <strong>the</strong><br />

effective and efficient delivery of vital services to<br />

<strong>the</strong> public.<br />

FINANCIAL MANAGEMENT AND CONTROL<br />

Revenues generated reached P36.6M from training,<br />

seminar, dormitory and miscellaneous fees. This<br />

posted an impressive 14% increase or P4.4M growth<br />

in revenues when compared from <strong>the</strong> income of<br />

P32.2M in 2010.<br />

Obligations incurred, on <strong>the</strong> o<strong>the</strong>r hand, amounted<br />

to P103.2M vis-à-vis allotment of P106.5M. A<br />

good percentage of <strong>the</strong> expenses incurred went<br />

to <strong>the</strong> acquisition of new training equipment and<br />

improvement of NMP’s buildings and structures.<br />

With operations and targets right on track despite<br />

budgetary constraints, <strong>the</strong> Agency remained<br />

optimistic in sustaining its positive fiscal performance<br />

with more seafarers coming to train at <strong>the</strong> NMP.<br />

likewise continues <strong>the</strong> practice of sending its<br />

maritime instructors every year to get shipboard<br />

experience through its Shipboard Rotation Scheme.<br />

Ever mindful of <strong>the</strong> significant contributions of its<br />

employees in <strong>the</strong> attainment of planned programs,<br />

activities and projects, <strong>the</strong> Agency beefed up its<br />

Program on Awards and Incentives for Service<br />

Excellence (PRAISE). Part of NMP’s PRAISE is <strong>the</strong><br />

grant of a service incentive award to employees who<br />

have reached ten (10), fifteen (15), twenty (20),<br />

and twenty-five (25) years of continued service.<br />

To honor NMP’s retiring employee in 2011, Ms.<br />

Brigida A. Campo, a simple yet meaningful Salamat-<br />

Mabuhay program was held on October 18, 2011<br />

at <strong>the</strong> NMP Officers’ Dormitory in consonance with<br />

pertinent policy of <strong>the</strong> Civil Service Commission.<br />

The Agency likewise launched <strong>the</strong> Natatanging Job<br />

Order Worker: Bihasang Manggagawa at Dalubhasang<br />

HUMAN RESOURCE MANAGEMENT<br />

Working for <strong>the</strong> approval of <strong>the</strong> long pending<br />

Rationalization Plan was topmost on <strong>the</strong> Agency’s<br />

agenda for 2011. Coordination meetings with DBM<br />

officials by <strong>the</strong> NMP Management were undertaken<br />

to fast track its approval. The filling up of critical<br />

vacant positions became an urgent task, noting <strong>the</strong><br />

difficulty in recruiting and retaining management<br />

level officers in <strong>the</strong> pool of trainers, assessors, and<br />

course developers due to uncompetitive salary scale<br />

compared to pay onboard.<br />

Meanwhile, human resource initiatives were geared<br />

towards providing professional growth opportunities<br />

to develop a talented base of trainers, officers and<br />

employees. The Agency organized <strong>the</strong> conduct<br />

of twenty-five (25) in-house trainings and sent<br />

some thirty-two (32) employees to attend external<br />

trainings, both local and abroad. The Agency<br />
