ADMINISTRATIVE AND SUPPORT
SERVICES
The National Maritime Polytechnic’s prudence in
financial management, coupled with new innovations
in the areas of administrative support services,
again contributed to the Agency’s sustained growth
momentum. As a government service provider, NMP
continued to focus its efforts and resources on the
effective and efficient delivery of vital services to
the public.
FINANCIAL MANAGEMENT AND CONTROL
Revenues generated reached P36.6M from training,
seminar, dormitory and miscellaneous fees. This
posted an impressive 14% increase or P4.4M growth
in revenues when compared from the income of
P32.2M in 2010.
Obligations incurred, on the other hand, amounted
to P103.2M vis-à-vis allotment of P106.5M. A
good percentage of the expenses incurred went
to the acquisition of new training equipment and
improvement of NMP’s buildings and structures.
2011 Annual Report
With operations and targets right on track despite
budgetary constraints, the Agency remained
optimistic in sustaining its positive fiscal performance
with more seafarers coming to train at the NMP.
likewise continues the practice of sending its
maritime instructors every year to get shipboard
experience through its Shipboard Rotation Scheme.
Ever mindful of the significant contributions of its
employees in the attainment of planned programs,
activities and projects, the Agency beefed up its
Program on Awards and Incentives for Service
Excellence (PRAISE). Part of NMP’s PRAISE is the
grant of a service incentive award to employees who
have reached ten (10), fifteen (15), twenty (20),
and twenty-five (25) years of continued service.
To honor NMP’s retiring employee in 2011, Ms.
Brigida A. Campo, a simple yet meaningful Salamat-
Mabuhay program was held on October 18, 2011
at the NMP Officers’ Dormitory in consonance with
pertinent policy of the Civil Service Commission.
HUMAN RESOURCE MANAGEMENT
Working for the approval of the long pending
Rationalization Plan was topmost on the Agency’s
agenda for 2011. Coordination meetings with DBM
officials by the NMP Management were undertaken
to fast track its approval. The filling up of critical
vacant positions became an urgent task, noting the
difficulty in recruiting and retaining management
level officers in the pool of trainers, assessors, and
course developers due to uncompetitive salary scale
compared to pay onboard.
Meanwhile, human resource initiatives were geared
towards providing professional growth opportunities
to develop a talented base of trainers, officers and
employees. The Agency organized the conduct
of twenty-five (25) in-house trainings and sent
some thirty-two (32) employees to attend external
trainings, both local and abroad. The Agency
