TOWARDS BECOMING A MARITIME FACULTY DEVELOPMENT ACADEMY:<br />
A Look at NMP’s Offering of <strong>the</strong> Training Course for Instructors<br />
As <strong>the</strong> government’s premier training center<br />
for maritime manpower and in pursuit of <strong>the</strong><br />
Agency’s thrust of establishing a Maritime Faculty<br />
Development Academy, <strong>the</strong> NMP continuously<br />
assists <strong>the</strong> academe and private training centers<br />
in upgrading <strong>the</strong> knowledge and skills of maritime<br />
instructors, assessors, supervisors, and course<br />
developers.<br />
The 10-day Training Course for Instructors or <strong>the</strong><br />
IMO Model Course 6.09 is intended to provide<br />
participants <strong>the</strong> techniques in planning and preparing<br />
for an effective teaching and instruction; selection<br />
of appropriate methods of instruction; preparation<br />
of instructional materials; and evaluation of <strong>the</strong><br />
teaching and learning process.<br />
After taking 6.09 at <strong>the</strong> NMP, Capt. Eddie Gamale of<br />
O<strong>the</strong>llo Micomar Shipping expressed a strong surge<br />
of confidence to face challenges that lay ahead, as he<br />
feels fully equipped with <strong>the</strong> knowledge gained from<br />
training. He looks forward to apply <strong>the</strong> techniques<br />
he learned when he teaches his crew on board ship.<br />
Also, Captain Emerico B. Gepilino of Sea Crest<br />
Marine Services Inc. shared <strong>the</strong> same confidence.<br />
He said he had walked into <strong>the</strong> NMP’s ‘boot camp‘<br />
as a raw instructor yet will depart as a competent<br />
and ‘polished‘ instructor. Chief Engineer Jose Ramir<br />
D. Delantar. 2011 Jr. Annual of Hanseatic Report Shipping Phils., Inc.<br />
added, “As we continue our journeys towards<br />
finding true passion in teaching; wherever we may<br />
be drifted by <strong>the</strong> waves of opportunity and wind of<br />
chance, may we all be reminded that we were once<br />
here toge<strong>the</strong>r at <strong>the</strong> National Maritime Polytechnic<br />
shaping our vision for a better nation.‘<br />
Capt. Gamale, Capt. Gepilino and Chief Engineer<br />
Delantar are among <strong>the</strong> 2,241 total trainees that<br />
completed 6.09 in <strong>the</strong> NMP. It is worth noting that<br />
<strong>the</strong>re was sustained growth in <strong>the</strong> offering of <strong>the</strong><br />
course from an initial two batches in 1996 to 18<br />
batches in 2011.<br />
IMO Model Course 6.09 Implemented<br />
The offering of <strong>the</strong> Training Course for Instructors<br />
saw its beginnings way back in 1996 when <strong>the</strong><br />
NMP conducted a series of professional seminarworkshops<br />
to provide information and recommend<br />
guidelines on <strong>the</strong> amended International Convention<br />
on Standards of Training, Certification and<br />
Watchkeeping’s (STCW) mandatory requirements.<br />
This exercise had <strong>the</strong> ultimate goal of revising <strong>the</strong><br />
training courses offered that time by <strong>the</strong> NMP using<br />
<strong>the</strong> IMO model course format.<br />
It can be recalled that <strong>the</strong> revised STCW was<br />
calendared to come into force by February 1997.<br />
To implement <strong>the</strong> amended convention, especially<br />
on <strong>the</strong> training aspect, <strong>the</strong>re arose <strong>the</strong> urgent need<br />
to review and revise <strong>the</strong> contents and procedures<br />
related to education and training. Consequently,<br />
<strong>the</strong>re was also <strong>the</strong> necessity to look into specific<br />
training activities including methods, media delivery,<br />
course materials, all with <strong>the</strong> targeted end result of<br />
achieving <strong>the</strong> prescribed standard competence.<br />
Ms. Presca Lee B. Lugo, one of NMP’s Lead Trainers<br />
for 6.09 since 1998, was among <strong>the</strong> understudies<br />
during that time. She recounts, “Ano<strong>the</strong>r trainer,<br />
Dennis Tan and myself completed three (3) phases<br />

The two-week Training Course for Instructors adopts a seminar-workshop method where discussions<br />
are followed by individual and group exercises requiring trainees’ active participation.<br />
