TOWARDS BECOMING A MARITIME FACULTY DEVELOPMENT ACADEMY:
A Look at NMP’s Offering of the Training Course for Instructors
As the government’s premier training center
for maritime manpower and in pursuit of the
Agency’s thrust of establishing a Maritime Faculty
Development Academy, the NMP continuously
assists the academe and private training centers
in upgrading the knowledge and skills of maritime
instructors, assessors, supervisors, and course
developers.
The 10-day Training Course for Instructors or the
IMO Model Course 6.09 is intended to provide
participants the techniques in planning and preparing
for an effective teaching and instruction; selection
of appropriate methods of instruction; preparation
of instructional materials; and evaluation of the
teaching and learning process.
After taking 6.09 at the NMP, Capt. Eddie Gamale of
Othello Micomar Shipping expressed a strong surge
of confidence to face challenges that lay ahead, as he
feels fully equipped with the knowledge gained from
training. He looks forward to apply the techniques
he learned when he teaches his crew on board ship.
Also, Captain Emerico B. Gepilino of Sea Crest
Marine Services Inc. shared the same confidence.
He said he had walked into the NMP’s ‘boot camp‘
as a raw instructor yet will depart as a competent
and ‘polished‘ instructor. Chief Engineer Jose Ramir

added, “As we continue our journeys towards
finding true passion in teaching; wherever we may
be drifted by the waves of opportunity and wind of
chance, may we all be reminded that we were once
here together at the National Maritime Polytechnic
shaping our vision for a better nation.‘
Capt. Gamale, Capt. Gepilino and Chief Engineer
Delantar are among the 2,241 total trainees that
completed 6.09 in the NMP. It is worth noting that
there was sustained growth in the offering of the
course from an initial two batches in 1996 to 18
batches in 2011.
IMO Model Course 6.09 Implemented
The offering of the Training Course for Instructors
saw its beginnings way back in 1996 when the
NMP conducted a series of professional seminarworkshops
to provide information and recommend
guidelines on the amended International Convention
on Standards of Training, Certification and
Watchkeeping’s (STCW) mandatory requirements.
This exercise had the ultimate goal of revising the
training courses offered that time by the NMP using
the IMO model course format.
It can be recalled that the revised STCW was
calendared to come into force by February 1997.
To implement the amended convention, especially
on the training aspect, there arose the urgent need
to review and revise the contents and procedures
related to education and training. Consequently,
there was also the necessity to look into specific
training activities including methods, media delivery,
course materials, all with the targeted end result of
achieving the prescribed standard competence.
Ms. Presca Lee B. Lugo, one of NMP’s Lead Trainers
for 6.09 since 1998, was among the understudies
during that time. She recounts, “Another trainer,

are followed by individual and group exercises requiring trainees’ active participation.
