A STATEMENT 

• The European Union needs a global data 

infrastructure open to all researchers, 

from all disciplines, allowing efficient 

navigation through different fields, making 

scientific research more efficient, reactive 

and innovative, and cost-effective.

• When applied to Earth Sciences data, such 

objective may also support more global 

ambitions for developing new information 

services for the society 



ESFRI 

• Informal body made of EU MS Delegates 

(Ministries of research) + 1 EC 

representative, in charge of preparing a 

strategic view of pan-European Research 

Infrastructures to contribute to ERA

• Among other duties, ESFRI has produced 

a roadmap of Ris (2006, updated in 2008) 




• 44 RI projects are indentified (major 

updates of existing Ris (ESRF, ILL) or 

construction of new Ris 

• Construction budget estimate: ~20 B€, 

yearly operating cost: ~2 B€ 

• EC is mandated by the EU Council to help 

the implementation of ESFRI roadmap. 




• After the Feb 07 communication of the EC, 

entitled: “On scientific information in the 

digital age: access, dissemination and 

preservation” referred to as COM(2007) 56 

final, ESFRI made a dedicated WG about 

Digital repositories. 

• Final ESFRI position was published in 

September 2007. 



ESFRI facts about data policy 

• Position statement about Digital 

repositories points out 5 topics: 

• Availability 

• Permanency 

• Quality 

• Right of use 

• Interoperability 



• Availability: 

ESFRI DR Statement 

• Any ESFRI-labelled Research Infrastructure must have 

a policy on availability of data and metadata, agreed 

by its user community, and an implementation of that 

policy. 

• Research Infrastructures must be responsible for 

implementing and managing the availability of data, 

from raw data to the grey literature, associated with 

corresponding research activities. 



• Quality: 


• Any ESFRI-labelled Research Infrastructure must 

agree with their user community on a policy and 

implementation of data quality, covering also what 

additional information should be collected and 

preserved such that an end user can judge the quality 

both intrinsically (correctness) and extrinsically (for 

any intended use). 

• Any ESFRI-labelled Research Infrastructure should 

make available information regarding the quality of its 

data through the provision of sufficient metadata to 

• 

assess it. 



• Permanency: 



a policy covering preservation, maintenance and 

curation of data, agreed with their user community, 

and an implementation of that policy. 

• Permanency of the scientific data is a requirement 

necessary for the usability of the repositories, which 

must be part of the normal implementation and 

operation of digital repositories by Research 

Infrastructures. 




• Rights of use: 


a policy agreed with their user community 

guaranteeing public accessibility of data, with 

restrictions if appropriate to their community, and an 

implementation to support that policy. 

• Any publicly-funded Research Infrastructure will grant 

the right of use to the public, unless otherwise 

required for early publication constraint or preestablished 

contractual arrangement. 




• Interoperability: 


a policy agreed with their user community covering 

interoperation based on open standards and an 

implementation supporting it. 

• Digital repository content must use some form of 

universal identification for data independently of the 

values. It is highly advisable that this interoperability 

framework is shared by all the ESFRI-labelled 

Research Infrastructures under a common European 

umbrella. 



E-IRG 

• E-Infrastructure Reflection Group was 

created during the past Greek Presidency 

of UE to support, policy-wise, the 

development of GRIDs and related einfrastructures. 

• http://www.e-irg.eu (for documents like 

White Paper, roadmapping, etc.) 




• Scope of e-IRG has developed to cover all 

e-infrastructures issues, including HPC and 

networking. 

• E-IRG is cooperating with ESFRI to cover 

e-Infrastructures issues 

• Last e-IRG workshop (Paris, Oct 2008) did 

address specifically e-infrastructures 

matters in selected ESFRI projects with a 

major focus on scientific data issues. 




• E-IRG established the DMTF (Data 

Management Task Force) to progress into 

the analysis of the data problem and 

propose some guideline or suggest actions 

• DMTF is currently working on 3 subtasks: 

• Survey of existing initiatives and projects 

• Metadata and quality 

• Interoperability. 



E-IRG DMTF 

• DMTF is currently at work! 

• Preliminary report will be presented ans 

discussed at the next e-IRG meeting in 

Prague (May 2009) 

• Final report expected by September 2009, 

to be endorsed by e-IRG and ESFRI.
