A STATEMENT<br />

• The European Union needs a global <strong>data</strong><br />

infrastructure open to all researchers,<br />

from all disciplines, allowing efficient<br />

navigation through different fields, making<br />

scientific research more efficient, reactive<br />

<strong>and</strong> innovative, <strong>and</strong> cost-effective.<br />

objective may also support more global<br />

• Informal body made of EU MS Delegates<br />

(Ministries of research) + 1 EC<br />

representative, in charge of preparing a<br />

strategic view of pan-European Research<br />

Infrastructures to contribute to ERA<br />

• Among other duties, <strong>ESFRI</strong> has produced<br />

a roadmap of Ris (2006, updated in 2008)<br />

• 44 RI projects are indentified (major<br />

updates of existing Ris (ESRF, ILL) or<br />

construction of new Ris<br />

• Construction budget estimate: ~20 B€,<br />

yearly operating cost: ~2 B€<br />

• EC is m<strong>and</strong>ated by the EU Council to help<br />

the implementation of <strong>ESFRI</strong> roadmap.<br />

<strong>ESFRI</strong><br />

• After the Feb 07 communication of the EC,<br />

entitled: “On scientific information in the<br />

digital age: access, dissemination <strong>and</strong><br />

preservation” referred to as COM(2007) 56<br />

final, <strong>ESFRI</strong> made a dedicated WG about<br />

Digital repositories.<br />

• Final <strong>ESFRI</strong> position was published in<br />

September 2007.<br />

• Availability:<br />

<strong>ESFRI</strong> DR Statement<br />

• Any <strong>ESFRI</strong>-labelled Research Infrastructure must have<br />

a <strong>policy</strong> on availability of <strong>data</strong> <strong>and</strong> meta<strong>data</strong>, agreed<br />

by its user community, <strong>and</strong> an implementation of that<br />

<strong>policy</strong>.<br />

• Research Infrastructures must be responsible for<br />

implementing <strong>and</strong> managing the availability of <strong>data</strong>,<br />

from raw <strong>data</strong> to the grey literature, associated with<br />

corresponding research activities.<br />

• Quality:<br />

• Any <strong>ESFRI</strong>-labelled Research Infrastructure must<br />

agree with their user community on a <strong>policy</strong> <strong>and</strong><br />

implementation of <strong>data</strong> quality, covering also what<br />

additional information should be collected <strong>and</strong><br />

preserved such that an end user can judge the quality<br />

both intrinsically (correctness) <strong>and</strong> extrinsically (for<br />

any intended use).<br />

• Any <strong>ESFRI</strong>-labelled Research Infrastructure should<br />

make available information regarding the quality of its<br />

<strong>data</strong> through the provision of sufficient meta<strong>data</strong> to<br />

assess it.<br />

• Permanency:<br />

<strong>ESFRI</strong> DR Statement<br />

• Any <strong>ESFRI</strong>-labelled Research Infrastructure must have<br />

a <strong>policy</strong> covering preservation, maintenance <strong>and</strong><br />

curation of <strong>data</strong>, agreed with their user community,<br />

<strong>and</strong> an implementation of that <strong>policy</strong>.<br />

• Permanency of the scientific <strong>data</strong> is a requirement<br />

necessary for the usability of the repositories, which<br />

must be part of the normal implementation <strong>and</strong><br />

operation of digital repositories by Research<br />

Infrastructures.<br />

• Rights of use:<br />

• Any <strong>ESFRI</strong>-labelled Research Infrastructure must have<br />

a <strong>policy</strong> agreed with their user community<br />

guaranteeing public accessibility of <strong>data</strong>, with<br />

restrictions if appropriate to their community, <strong>and</strong> an<br />

implementation to support that <strong>policy</strong>.<br />

• Any publicly-funded Research Infrastructure will grant<br />

the right of use to the public, unless otherwise<br />

required for early publication constraint or preestablished<br />

contractual arrangement.<br />

<strong>ESFRI</strong> DR Statement<br />

• Interoperability:<br />

• Any <strong>ESFRI</strong>-labelled Research Infrastructure must have<br />

a <strong>policy</strong> agreed with their user community covering<br />

interoperation based on open st<strong>and</strong>ards <strong>and</strong> an<br />

implementation supporting it.<br />

• Digital repository content must use some form of<br />

universal identification for <strong>data</strong> independently of the<br />

values. It is highly advisable that this interoperability<br />

framework is shared by all the <strong>ESFRI</strong>-labelled<br />

Research Infrastructures under a common European<br />

umbrella.<br />

E-<strong>IRG</strong><br />

• E-Infrastructure Reflection Group was<br />

created during the past Greek Presidency<br />

of UE to support, <strong>policy</strong>-wise, the<br />

development of GRIDs <strong>and</strong> related einfrastructures.<br />

• http://www.e-irg.eu (for documents like<br />

White Paper, roadmapping, etc.)<br />

E-<strong>IRG</strong><br />

• Scope of e-<strong>IRG</strong> has developed to cover all<br />

e-infrastructures <strong>issues</strong>, including HPC <strong>and</strong><br />

networking.<br />

• E-<strong>IRG</strong> is cooperating with <strong>ESFRI</strong> to cover<br />

e-Infrastructures <strong>issues</strong><br />

• Last e-<strong>IRG</strong> workshop (Paris, Oct 2008) did<br />

address specifically e-infrastructures<br />

matters in selected <strong>ESFRI</strong> projects with a<br />

major focus on scientific <strong>data</strong> <strong>issues</strong>.<br />

E-<strong>IRG</strong><br />

• E-<strong>IRG</strong> established the DMTF (Data<br />

Management Task Force) to progress into<br />

the analysis of the <strong>data</strong> problem <strong>and</strong><br />

propose some guideline or suggest actions<br />

• DMTF is currently working on 3 subtasks:<br />

• Survey of existing initiatives <strong>and</strong> projects<br />

• Meta<strong>data</strong> <strong>and</strong> quality<br />

• Interoperability.<br />

E-<strong>IRG</strong> DMTF<br />

• DMTF is currently at work!<br />

• Preliminary report will be presented ans<br />

discussed at the next e-<strong>IRG</strong> meeting in<br />

Prague (May 2009)<br />

• Final report expected by September 2009,<br />

to be endorsed by e-<strong>IRG</strong> <strong>and</strong> <strong>ESFRI</strong>.<br />
