Section 2: NSI Program Management<br />
1-200 Roles and Responsibilities<br />
The effectiveness of EPA's NSI Program depends on the cooperation and support of all<br />
levels of management. This section describes management responsibilities.<br />
1. The Administrator, EPA shall:<br />
Commit necessary resources for the effective implementation of the NSI Program<br />
Ensure the safeguarding of classified information<br />
Designate a Senior Agency Official (SAO) to direct and administer the NSI<br />
Program<br />
Serve as EPA's Original Classification Authority (OCA)<br />
2. The Assistant Administrator, Office of Administration & Resources Management<br />
(OARM) shall:<br />
Serve as SAO to oversee direction and management of the NSI Program<br />
Oversee policy development for the NSI Program<br />
Establish a security education and training program<br />
Establish an Agency-wide self-inspection program, which shall include the<br />
periodic review and assessment of the security infrastructure and classified<br />
holdings<br />
Ensure EPA employee performance ratings include evaluation for the<br />
management of classified infrastructure and holdings<br />
Account for the cost associated with the implementation of the NSI Program<br />
Ensure compliance with federal mandates<br />
Directly communicate with ISOO, on NSI matters<br />
Provide reports and costs to ISOO in accordance with EO 13526 and 32 CFR<br />
3. Administrator’s Office, EPA (AO/OHS) shall:<br />
Determine if EPA personnel requesting SCI access have a requirement and a valid<br />
need-to-know<br />
Determine if a program office or region has a valid need for the build out of a<br />
SCIF or a secure facility<br />
Determine if a program office or region has a requirement for installation of the<br />
Joint Worldwide Intelligence Communications System (JWICs) the Homeland<br />
Secure Data Network (HSDN), and Secure Video Teleconference Systems<br />
Review proposed documents for original classification decisions, schedule<br />
classification decision meetings with the OCA<br />
Review proposed Classification Guides for submission to the OCA for approval<br />
Review of classification challenges received by EPA<br />
4. The Director, <strong>Security</strong> Management Division (Director, SMD) shall:<br />
Administer all matters related to the NSI Program<br />
