director of Granville Health
System stated.
Isley said the hospital
plans to continue to use all
the seven bases currently in
use in the county and that the
plans are to extend the time
open at the Oak Hill and
Wilton bases with the EMS-5
base in Oxford open 3 to 4
days per week.
The other stations are
located in Butner, Creedmoor,
Oxford and Stovall.
“All the paramedics will
continue to be employed by
the hospital with pay and
benefits provided as
seamlessly as possible to a
one to one match,” Isley
reported.
He said some benefits
such as life insurance and
family coverage will actually
be better under the hospital’s
management and that the
county had volunteered to
grandfather under their
system some employees who
will be eligible to retire before
the age of 65 so that those
employees would not lose
benefits.
Isley clarified that the
County’s 911 service would
not be changed and that the
county would continue to
dispatch EMS providers.
The County EMS System
has employed 46 full-time
Medical Technicians and
Paramedics who operate the
system 7 days a week 24
hours a day according to
information on the EMS
website. This level of service
will not change under the new
management, Isley stated.
A paramedic will be
assigned to every rescue call
and it will be that paramedic
who is charged with the
responsibility to make the
decision of the nearest
appropriate hospital facility
to transport the patient to in
order to provide the most
appropriate level of care.
Requests from patients
and their families for
transport to a specific
hospital will continue to be
honored, the director said.
The EMS System is
currently and will continue to
use and send wireless
transmission of the 12 lead
EKG results to Granville
Medical, Duke and other
hospitals to utilize the most
appropriate level of care. Lee
Isley said it was helpful in the
talks in the negioating
Murray, Brian Restrepo,
Hannah Rich, Alyssa
Watson, Matthew
Williams, and Mya Wilson.
process that led up to the
change that both he and
county manager Brian
Alligood are both certified as
EMT’s.
“It helped that we both
understood the standards and
technology and the terms
used in patient care,” he
added. The Granville Health
System has experienced
unprecedented growth over
the last three years with over
a 20 percent increase in the
emergency department and a
double digit increase in
surgical services. This
occurred despite the fact that
there was a serious economic
downturn during this time.
The Health System has
experienced a strong,
unprecedented financial
status and it has been able to
pay down its debt, increase
reserves and increase its
investment in new technology,
staff development and
physician recruitment while
keeping a positive
relationship within the
Granville County community.
Upgrade Begun
The Health System has
recently begun a new 20
million dollar upgrade to the
hospital which is the first
major expansion and upgrade
since 1998.
The new improvements
are designed to expand the
current 3,200 square foot
emergency department which
will increase from five beds to
14 beds plus there will now be
four additional observation
beds. The present emergency
room was built in 1985 and
then designed for an 8,500
patient per year work load but
that number has averaged
14,000 to 18,000 over the last
three years making the
expansion necessary.
QRV’s Use?
Ronald Bracy also
questioned the use of multiple
units of the Quick Response
Vehicles (QRV) which is said
to cost as much as $85,000 per
unit. Bracy said he thought
that it would be better for
EMS to go ahead and invest
in a full ambulance.
Isley said that the Health
System did plan to put the
QRV’s into service and that he
believed that they would be
the most appropriate vehicles
to deliver the best and fastest
care to patients and that they
would be used in addition to
and not instead of dispatching
an ambulance.
Quick Response Vehicles
organizations use their
resources efficiently, sending
this smaller vehicle to the
scene of an emergency call,
where they can assess an
incident’s severity (especially
where there is reason to
suspect the injury or illness
is not serious) and call in
additional help if required.
The QRV is smaller than an
ambulance so it can
maneuver to places at a
quicker pace and can be
staffed by a single medical
professional. Such vehicles
can also provide first aid
assistance for patients who
do not require hospital
treatment, and can be
treated at the scene by the
crew on site (such as cuts and
bruises to non-dangerous
body areas), which saves
conventional ambulances for
other, more urgent jobs.
Other uses for QRV’s
include work as a
“supervisor” vehicle where
an officer or supervisor
responds to various calls but
does not ride on the
ambulance to the hospital.
This principle especially
applies where the QRV is
crewed by a paramedic, who
can assist lower qualified
staff, such as emergency
medical technicians on an
ambulance, meaning fewer
people at the higher
qualification level are
required. However,
dependent on the jurisdiction
and needs of the individual
service, any level of
emergency medical provider
from first responder to doctor
can be found on these
vehicles.
Granville Health System
provides care to more than
86,000 patients a year and
has over 100 physicians
representing numerous
specialities on its medical
staff.
The main campus is
located at 1010 College
Street, Oxford, North
Carolina, 27565. For more
Health System, visit GHS
Billing for the ambulance
service will now be handled
by the hospital.
At the budget
consideration meeting
county manager Alligood told
the commissioners that the
change of EMS operation
could save the county
$150,000 and further savings
were possible because of
lower insurance premiums in
the future.
The EMS change in
operations is expected to be
phased in over a period of
weeks or months.
