On behalf of <strong>the</strong> Qatar Financial Centre Authority, may I extend to you a warm welcome. We are<br />
very pleased that you are joining us for <strong>the</strong> 4 th MultaQa Qatar conference.<br />
MultaQa Qatar is now firmly established as a ‘rendezvous’ for some of <strong>the</strong> most senior<br />
executives in today’s regional and international insurance and reinsurance community. It is now<br />
recognised both internationally and locally as ‘The place to do Business’ and 2010 will offer even<br />
more opportunities to our esteemed delegation than ever before.<br />
We are pleased to build on <strong>the</strong> success of <strong>the</strong> past three conferences. Year after year we feel<br />
that <strong>the</strong> event keeps on improving, largely through <strong>the</strong> active participation of our delegates and<br />
building off <strong>the</strong> strong potential for <strong>the</strong> insurance and reinsurance industry within <strong>the</strong> GCC and<br />
specifically here in Qatar.<br />
Last year’s MultaQa Qatar came at a very challenging period where <strong>the</strong> credit and financial <strong>crisis</strong> had made a significant<br />
impact on global markets. It was at a time where <strong>the</strong> global economy was still mired in recession and fears of a<br />
prolonged slump or even a severe depression weighed on <strong>the</strong> minds of most business people. While <strong>the</strong>re is still a great<br />
deal of uncertainty surrounding <strong>the</strong> viability of <strong>the</strong> global economic recovery, <strong>the</strong>re is certainly a lot of optimism related<br />
to financial services in Qatar.<br />
The Qatar Financial Centre Authority (QFCA) recently announced a realignment of our strategy, deciding to build off<br />
<strong>the</strong> foundations of a successful first 5 years and to focus on a few areas where we feel we can develop a very strong<br />
foothold. Along with Asset Management, <strong>the</strong> decision to focus our resources in developing <strong>the</strong> Reinsurance and Captive<br />
Insurance industries in Qatar is both a testament to <strong>the</strong> exceptional market opportunity and our confidence that Qatar<br />
can become a pre-eminent hub for reinsurance and Captives in <strong>the</strong> Middle East.<br />
I believe that this year’s conference programme is both robust and engaging, especially considering <strong>the</strong> background of<br />
<strong>the</strong> speakers and panelists. Similar to last year, <strong>the</strong> content balances a look back, trying to identify lessons learnt through<br />
<strong>the</strong> experience of <strong>the</strong> last couple years, with looking forward to <strong>the</strong> future opportunity in Qatar and <strong>the</strong> region.<br />
We hope <strong>the</strong> conference will provide you with authoritative and relevant information and that you will benefit from<br />
expert commentary on subjects ranging from <strong>the</strong> strategic and operational implications of <strong>the</strong> financial <strong>crisis</strong> for regional<br />

Global Reinsurance is delighted to be working with <strong>the</strong> Qatar Financial Centre Authority to<br />
deliver this, <strong>the</strong> fourth annual MultaQa Qatar conference.<br />
Since its launch in 2007, MultaQa Qatar has grown in size and stature. The event now<br />
commands an international reputation, attracting <strong>the</strong> highest calibre speakers and global<br />
delegation with attendees from across <strong>the</strong> GCC, Europe, <strong>the</strong> US and Asia.<br />
As <strong>the</strong> new Editor-in-Chief for Global Reinsurance I’m very pleased to have <strong>the</strong> opportunity to<br />
join MultaQa Qatar 2010 and to chair <strong>the</strong> ‘future gazing’ panel session on day two.<br />
I’m sure our line up of expert panelists will share some interesting predictions for <strong>the</strong> GCC insurance markets as we look<br />

Kai-Uwe Schanz is Chairman and Principal Partner of Dr. Schanz, Alms & Company (www.schanz-alms.com), a<br />
Zurich-based communications and strategy advisory firm focusing on <strong>the</strong> financial services industry. He advises<br />
companies as well as prestigious institutions such as The Geneva Association, <strong>the</strong> think-tank of <strong>the</strong> CEOs of<br />
<strong>the</strong> world’s largest insurance and reinsurance companies. Kai-Uwe Schanz holds a Ph.D. degree in International<br />
Economics from <strong>the</strong> University of St. Gallen.<br />
From 2004 to 2007 Dr. Schanz served as Chief Communication & Corporate Development Officer at Converium,<br />
a Top 10 reinsurer. From 1995 to 2004 he worked for Swiss Re, <strong>the</strong> world’s second-largest reinsurer, performing<br />
various senior management roles such as Chief Economist Asia-Pacific, based in Hong Kong, and Global Head of<br />
Communications Content and Strategic Issues Management.<br />
In 2003 Dr. Schanz was appointed Research Fellow at <strong>the</strong> China Center for Insurance and Social Security<br />
Research at Beijing University. In 2005 he received <strong>the</strong> Geneva Association / International Insurance Society<br />
Research Award.<br />
His record of publications includes leading newspapers such as <strong>the</strong> Neue Zürcher Zeitung and Frankfurter<br />
Allgemeine Zeitung as well as <strong>the</strong> relevant trade press in Europe, Asia, <strong>the</strong> US and Latin America. Dr. Schanz<br />
was also quoted by The Economist and <strong>the</strong> Financial Times.<br />

Managing Director and Board Member of <strong>the</strong> Qatar Financial Centre Authority<br />
Mr. Al-Shaibi is Director of Finance for <strong>the</strong> Qatar Petroleum Group. He is a member of various Executive<br />
Committees, responsible for <strong>the</strong> ambitious expansion plans of Qatar Petroleum in <strong>the</strong> LNG sector,<br />
petrochemicals and non energy sector projects such as aluminium and steel. He is also part of a select<br />
team responsible for developing a suitable business model for Qatar Petroleum International, <strong>the</strong> international<br />
arm of QP.<br />
Mr Al-Shaibi is a member of <strong>the</strong> State’s Finance Policy Committee, Chairman of Qatar Insurance Services<br />
(which trades as Qatarlyst), and is also a Board member of various o<strong>the</strong>r companies including Qatargas, its sister<br />
companies and QASCO. Mr. Al-Shaibi is <strong>the</strong> Chairman of QFC Authority Board Audit and Risk Committee.<br />

JOHN COOMBER<br />
Former CEO, Swiss Re, and Member of <strong>the</strong> Board, Qatarlyst<br />
John R. Coomber, a British citizen born in 1949, graduated in <strong>the</strong>oretical mechanics from Nottingham University<br />
in 1970.<br />
John R. Coomber started his career with <strong>the</strong> Phoenix Insurance Company. He joined Swiss Re in 1973. Having<br />
qualified as an actuary in 1974, he first specialised in <strong>the</strong> company’s life reinsurance area. He was Swiss Re UK’s<br />
appointed actuary from 1983 to 1990. In 1987, he assumed responsibility for <strong>the</strong> Life division and, in 1993, was<br />
made Head of <strong>the</strong> company’s UK operations. John R. Coomber was appointed as a member of <strong>the</strong> Executive<br />
Board in April 1995, responsible for <strong>the</strong> Group’s Life & Health Division. In June 2000, he became a member of<br />
<strong>the</strong> Executive Committee. He was Swiss Re’s Chief Executive Officer from 1 January 2003 until 31 December<br />
2005, when he retired after 33 years of employment with Swiss Re.<br />
John R. Coomber was elected to Swiss Re’s Board of Directors in February 2007. John R. Coomber also serves<br />
as Chief Executive Officer of Pension Insurance Corporation Limited, and is a director of MH (GB) Limited,<br />
Parhelion Capital Ltd, telent Ltd, and Qatar Insurance Services. He is also a trustee of The Climate Group, and a<br />
member of <strong>the</strong> Deutsche Bank Climate Advisory Panel. John R. Coomber is an Honorary Fellow of <strong>the</strong> Chartered<br />
Insurance Institute.<br />

DERMOT DICK<br />
Chief Executive Officer, Q-Re<br />
Dermot has been in <strong>the</strong> insurance industry for 27 years beginning as a Graduate Trainee with General Accident in<br />
<strong>the</strong> UK in 1982. As part of his development he was involved with all classes of Property and Casualty Business.<br />
He had 16 years with GA – finishing as Senior Manager of <strong>the</strong> London Market Marine and Energy Operation at<br />
<strong>the</strong> time of <strong>the</strong> merger with CU that formed CGU. His underwriting focus was primarily on Marine and Energy<br />
business – both Facultative and Treaty.<br />
Dermot <strong>the</strong>n lead <strong>the</strong> Marine and Energy operation of Euclidian Underwriting at Lloyd’s-Syndicate 1243 – rising<br />
to Deputy Active Underwriter of <strong>the</strong> Syndicate. During that period he became increasingly involved in Non-<br />
Marine business – both Facultative and Treaty.<br />
After five years in Lloyds and a stint studying at Henley Management College (where he obtained a Diploma in<br />
Management Studies) he joined Qatar Insurance Company in Doha in 2004. He has held several Executive <strong>post</strong>s<br />
in that organisation – <strong>the</strong> latest being Chief Operating Officer of QIC International LLC – responsible for <strong>the</strong><br />
International Underwriting Unit. This business had been started by Dermot and his team in 2005.<br />
This business has now been rolled out of QIC International LLC and established as an independent, professional<br />
reinsurer called Q-Re. This business was authorized by <strong>the</strong> QFCRA on December 6 th 2009. Dermot has now<br />
been appointed as Chief Executive Officer of Q-Re with a clear mandate to grow <strong>the</strong> business within it’s core<br />
Afro-Asian footprint and beyond.<br />
During his time in <strong>the</strong> London Market, Dermot served as a Chairman of <strong>the</strong> Joint Company/Lloyd’s Weekly<br />
Claims Meeting, Board Member of <strong>the</strong> Institute of London Underwriters (ILU), and was on elected Board<br />
Member of <strong>the</strong> Inaugural International Underwriting Association (IUA).<br />

Yassir Albaharna graduated in 1984 with a Bachelor degree in Engineering (Mechanical) from McGill University<br />
in Montreal and <strong>the</strong>n in 1986 obtained dual Masters in Engineering (Manufacturing) and an M.B.A (High Honors)<br />
from Boston University. He subsequently joined <strong>the</strong> Arab Insurance Group (Arig) in 1987 and was elected as<br />
“Fellow” and “Chartered Insurer” of <strong>the</strong> Chartered Insurance Institute (CII) in 1993.<br />
Yassir worked within <strong>the</strong> reinsurance division of Arig during his entire working career and assumed various<br />
underwriting and managerial positions. Throughout, he has travelled extensively and represented Arig in<br />
numerous regional and international forums.<br />
Yassir is currently <strong>the</strong> CEO of Arig, Chairman of Arig Insurance Company Limited (UK), Chairman of Arima<br />
Insurance Software (Bahrain), Chairman of Gulf Warranties (Bahrain), Board member of Takaful Re (Dubai<br />
International Financial Center) and Board member of <strong>the</strong> Arab Jordanian Insurance Group (Amman). He is also<br />
a Board member of <strong>the</strong> International Insurance Society (New York), Vice Chairman of <strong>the</strong> Bahrain Insurance<br />
Association, Board member of Bahrain’s Specific Council for Vocational Training (Banking Sector) as well as Board<br />
of Trustees of Bahrain’s Human Resources Development Fund (Banking & Financial Sector).<br />

BASSAM HUSSEIN<br />
General Manager, Doha Insurance<br />
Bassam has 25 years experience in insurance and reinsurance industry. He is a chemical engineer and an<br />
Associate of <strong>the</strong> Chartered Insurance Institute of London. He spent ten years as an energy underwriter<br />
responsible for an international energy book of business and a fur<strong>the</strong>r ten years in <strong>the</strong> direct insurance market<br />
being responsible for underwriting government and major accounts. Mr Hussein is also an Executive Member<br />

Saad Mered (born 1967) is <strong>the</strong> CEO Middle East for Zurich Insurance Company (“Zurich”). Joining Zurich in<br />

Established in 2008 as a GCC home-based reinsurer, Gulf Reinsurance Ltd. (Gulf Re) was formed<br />
