The case was discussed on the basis <strong>of</strong> the presentation made by the proponent. All issues related 

to environment, including air, water, land, soil, ecology, biodiversity and social aspects were 

discussed. SEAC noted that there are discrepancies in the shape <strong>of</strong> the plot shown in different 

drawings and EIA report. The plot area is not clear. PP informed that a new plot has been added 

and NA order is yet to be obtained. SEAC further noted that earlier suggestion <strong>of</strong> furnishing list <strong>of</strong> 

(#2100) trees per species has not been complied with. 

The PP is directed to comply with the following observations: 

1. Finalize the project and submit plot area details demarcating all reservations 

2. Submit the revised EIA report. 

3. Submit consent for water and drainage with timelines from competent authorities. 

4. Submit a letter from competent authority regarding the possible completion date <strong>of</strong> 24 m 

DP road. 

SEAC may visit the site in the near future and take up full appraisal after the compliance is 

received.

Government permission for drinking water from river is obtained. It was noted that PP has since 

modified the project increase construction area substantially. 

The proponent is directed to comply with the following observations: 

1. Submit permission from Government for special township and also compliance statements 

with all conditions mentioned there<strong>of</strong>. 

2. As per the Pune Regional Plan, permissible maximum height is 36m. Submit special 

permission for the proposed 100m from competent authority. 

3. Submit an undertaking that treated wastewater shall not be discharged into nearby water 

bodies. 

4. Submit NOC from RRZ 

5. Submit consent for drainage with timelines from competent authority. Ponding <strong>of</strong> 

wastewater is not acceptable as a sustainable solution. 

6. Submit green belt plan showing plantation <strong>of</strong> Salix species & Termanilia arjuna along the 

river front area 

This will be deferred until further the Government order is obtained. 

Full appraisal <strong>of</strong> the project will be taken up only after compliance <strong>of</strong> the above.

SEAC noted that EC was accorded to the Phase I <strong>of</strong> the project and now PP approached for the 

entire project including Phase I & Phase II. 


1. It is noted that the current right <strong>of</strong> way is 6 m. Accordingly, the maximum height <strong>of</strong> the 

building shall be restricted to 15m as per MoEF OM dated 7 th February 2012. 

2. Phase-I was approved with a temporary holding pond for treated wastewater. This is not a 

sustainable solution and was approved only as a temporary measure. This cannot be 

agreed for Phase II also. Submit consent for sustainable arrangement for disposal <strong>of</strong> excess 

treated waste water with timelines from competent authority as this will be mandatory. 

3. Submit compliance with the EC conditions accorded for Phase I. 

4. Submit revised water balances for dry and wet seasons without storage pond 

5. Submit point wise compliance report to ECBC guidelines 

6. Submit RWH calculations with geotechnical and hydrogeological reports; also include 

terrace water harvesting 

7. Increase O & M <strong>of</strong> EMP budget substantially and submit the revised EMP budget 

8. Submit details <strong>of</strong> biomedical waste and disposal according to the BMW Rules 

9. Landscape plan should show location <strong>of</strong> different tree species (#600 trees) proposed on 

site map

PP informed that in the year 2000, Environment Department had issued a letter stating that EC is 

not applicable to this project. The EC is sought under category 8 (a). PP also stated that the 

construction done before 2006 was 47,793sq.m. After 2006, an additional 19,741 sq.m 

construction was added without EC. Prima-facie it appears to be a violation <strong>of</strong> EIA Notification, 

2006, as the TBUA exceeded 20,000 m2. Environment Department may look into the matter and 

take appropriate action. 

The current proposal is for further expansion. 


1. Submit extract <strong>of</strong> relevant rules/ letter from competent authority for the use <strong>of</strong> 0.2 FSI on 

the agricultural land for the proposed project, as NA Order is yet to be obtained. 

2. Submit undertaking that nalla adjacent to the plot shall neither be diverted nor used to 

discharge treated wastewater 

3. Submit revised water balance statement with appropriate details and justification as it is 

shown that 181 CMD is lost in the industrial cooling area (this is very high water loss) and 

488 CMD is designated for gardening without any supporting calculations. 

4. STP & ETP treated wastewaters are combined and used for gardening and excess water is 

stored in a pond. Ponding <strong>of</strong> waste water is not a sustainable solution. Arrange for 

alternative arrangements. Consider only STP treated wastewater for land use applications; 

explore the possibility <strong>of</strong> utilizing ETP treated wastewater independently as it may still 

have some chemical contamination. Alternatively, the ETP treated wastewater 

characteristics should match with those <strong>of</strong> STP treated wastewater for combined handling. 

5. Ensure that surface run-<strong>of</strong>f water is free from any chemical contamination before feeding 

to RWH pits. 

6. Submit details <strong>of</strong> Energy conservation measure and ECBC compliances


7. Detail plan for the existing trees and proposed trees to be submitted on a map. This should 

include location <strong>of</strong> tree species. Trees to be planted which should be large evergreen trees. 

Fruit tree species to be avoided. Suitable tree species like Salix species, Termanalia 

species to be planted along the nallah boundary. 

SEAC may visit the site in the near future and take up full appraisal after the compliance is 

received.

Environment Consultancy & Laboratory Pvt. Ltd, Pune) claimed that he has submitted revised 

application to the department 

SEAC noted from the records that the consultant submitted a letter for change <strong>of</strong> 

consultant vide letter dated 10 th July, 2012. The letter was also for the metallurgical unit with 

captive power generation 24 MW (8 MW x 3) using natural gas. The consultant agreed that a hard 

copy <strong>of</strong> the revised application for the project was not yet <strong>of</strong>ficially submitted. 

PP and consultant stated that the proposed industrial activity, including cold rolling, 

galvanizing and colour coating <strong>of</strong> coils and sheets, is not covered under EIA Notification 2006 

and the revised proposal is only for construction for industrial activity. SEAC deliberated the 

issue and directed PP to seek clarification from MoEF about the applicability <strong>of</strong> EC for the 

proposed industrial activity and submit the application to the appropriate committee for EC 

accordingly.

Disposal <strong>of</strong> the ETP sludge Dispose to CHWTSDF 

will be <strong>of</strong> 4 m3 capacity with dimensions <strong>of</strong> 1.75 m dia X 1.5 

m SWD. It will have a hopper <strong>of</strong> 0.75 m height. 0.3 m free 

board will be provided. It shall be <strong>of</strong> M S epoxy construction. 

• The sludge separated will be used for land filling. 

• After settling the effluent shall overflow to bio-reactor. It will 

be <strong>of</strong> capacity 20 m 3 . Dimensions shall be 4 m x 2.5 m x 2.5 

m SWD with 0.5 m free boards. This will be <strong>of</strong> RCC 

construction. Air supply shall be through diffused aeration 

system and an air blower <strong>of</strong> suitable capacity. 

• Mixed liquor from bioreactor will be passes on to secondary 

settling tank where biomass will be settled and returned to bio 

reactor. Its dimensions shall be 1.75 m dia X 1.5 m SWD . It 

will have hopper bottom <strong>of</strong> 0.7 m height. 

• Sludge from primary settling tank and secondary settling tank 

shall be wasted on sludge drying beds. These will be <strong>of</strong> two 

nos. with size 1.5 m x 1.5 m in Brick work construction. 

• Overflow from secondary settling tank shall be collected in an 

intermediate tank. From here it will be send to tertiary 

treatment. 

• For tertiary treatment one pressure sand filter <strong>of</strong> size 200 mm 

dia and height 1200 mm and carbon filter <strong>of</strong> same dimensions 

will be used. These will be filled with filter media and 

activated carbon. 

• The clear effluent will be discharged to common effluent 

treatment plant.

Decision: 


The case was discussed on the basis <strong>of</strong> the presentation made by the proponent. All issues 

related to environment, including air, water, land, soil, ecology, biodiversity and social 

aspects were discussed. The proposal is indicated as only for phase iii, however a review is 

required to be taken for the entire project at the time <strong>of</strong> appraisal.It is therefore necessary 

for the PP to submit the details <strong>of</strong> the entire plot,its history,the present state <strong>of</strong> 

development and conveyance <strong>of</strong> earlier phases along with the compliance with 

environmental norms etc.The pp should therefore submit these details on a a large 

drawing.,superimposed on contour map.The proponent also directed to comply with the 

following observations: 

1. Submit the revised plot area calculations as PP agreed to widen the 15 m right <strong>of</strong> way to 

18 m by including the existing setback from their plot. 

2. Submit compliance report to the terms and conditions <strong>of</strong> the Special Land Scheme 

(Vishesh Bhumi Yojana) mentioned in Collector’s letter dated 11/04/2012. 

3. Submit details regarding the plot area to be handed over to the Government. Indicate the 

same on the layout plan 

4. Submit the revised NA Order as PP clarified that NA permission which was grated in 2007 

is being revised 

5. Justify the parking calculations as two basements and two stilts are provided in different 

buildings, if possible reduce a basement. 

6. Submit the location <strong>of</strong> STP including calculations and plant layout, along with a cross 

section and dimensions <strong>of</strong> various treatment units. STP shall be with proper ventilation 

and side clearances for O & M 

7. Justify the area provided for OWC with calculations and details 

8. Avoid car parking on the western side <strong>of</strong> the plot and relocate UG tank for better fire 


9. Submit details <strong>of</strong> natural lighting and ventilation for the LIG building 

10. Submit scheme <strong>of</strong> lighting and ventilation for two level basement. 

11. Submit revised green belt plan <strong>of</strong> trees to be planted (#725) on ground RG and after 

widening the 15m road.
