Editorial
third edition of Spectrum,
the magazine of the British
Security Industry Association.
In this edition, we’re celebrating the accomplishments
of our industry colleagues, many
of whom were recognised for their contributions
at the BSIA’s recent Annual Luncheon and
awards ceremony. As our flagship event, this
annual festivity provides us with the opportunity
to reward the achievement of individual security
officers, as well as bright young apprentices and
those who have dedicated their careers to serving
the industry over a number of years. You can
read more about our Security Personnel Award
winners on page 10, which I hope will inspire you
to put forward some of your own staff for 2016’s awards, now open for nominations.
Coinciding with our Annual Lunch is the Association’s AGM, which brings members together
and allows them to reflect on the achievements of the past twelve months. This year, a key
highlight of our Annual Review was the contributions made by our members and staff to driving
standards development across the private security industry, both here in the UK and abroad. On
page 6, you can find out about the many British, European and International standards that have
been influenced by the BSIA in the past year, and also learn more about how your company can
benefit from getting involved in this activity.
Driving the Association’s involvement in standards development is the BSIA’s dedicated
Technical team, which has welcomed a new addition this year. Steve Lampett was appointed as
Technical Officer in June 2015 following the promotion of David Wilkinson and Paul Phillips. You
can find out more about Steve and his role providing members with technical support and advice
on page 26.
Working in partnership with other like-minded organisations remains important to the BSIA,
and forging links with organisations from the wider policing family is the core objective of the
Association’s involvement in the Police and Security (PaS) Initiative. Launched last December,
PaS helps to bring together a number of security stakeholders from the London area, including
private security providers, the Metropolitan Police, local businesses and crime prevention initiatives.
Earlier this year, PaS launched a public consultation to gauge the perceived opportunities
and benefits to partnership working, and the results of the consultation have now been published.
Find out more on page 2.
Events continue to play an important role in helping the Association – and its members
– to engage with industry partners, enabling us to share best practice and educate others on
the changing security landscape. This autumn, several events are taking place, from an Employment
Law seminar in Scotland on 29th September to a CCTV Seminar and Exhibition in London
on 12th November (page 12). Our industry’s largest trade show, IFSEC, also continues to enjoy
success, and you can read organiser UBM’s review of 2015’s show on page 14.
With so much happening in our industry, both at home and abroad, readers can keep in
touch with the latest developments between editions by following the BSIA on Twitter, @thebsia.
Police & Security initiative highlights
routes to more effective collaboration
The Police and Security Group Initiative (PaS) has published the conclusions from its consultation
conducted earlier this year. The consultation’s aims were to identify the Capabilities of the Private
Security Industry that would be interested in working better with the Metropolitan Police; the
effectiveness of existing structures; and the key barriers and enablers to successful collaboration.
The PaS Group has analysed the results, established
a series of workgroups to address the key
areas of opportunity, and is now looking for participants
to help develop ideas and
recommendations for change in this critical area.
Receiving 197 responses from a broad set of participants
including those responsible for managing and
providing security, as well as membership organisations
and the Police, the consultation provides a broad view of
the issues surrounding collaboration.
A closer look at the barriers and enablers to successful
partnership working revealed that almost 30% of
respondents cited communication and information sharing
as key to making the collaboration between Police and
Private Security more effective, while lack of trust and staff
changes were highlighted as potential barriers to success.
In terms of aspirations for PaS, there was a desire to
improve communications and to make intelligence sharing
easier, to improve attitudes and mutual understanding to
encourage trust, and for training.
Results also highlighted the complexity of the current
partnership landscape, with respondents identifying
71 relevant organisations currently involved in or representative
of collaboration. Among these were the British
Security Industry Association, The Security Institute, ASIS,
CSARN and London First. The consultation also identified
24 different standards and accreditations, and over 20
training and skills courses and providers that were relevant
to PaS collaboration.
Looking ahead to how the consultation results will be
used to inform the initiative’s future plans, PaS Project Lead,
Geoff Zeidler, comments: “This consultation has demonstrated
a high level of interest and support for developing an improved
collaboration model and provided some excellent data and
ideas from which all stakeholders with responsibility for the
security of the public in London can build on.
“The opportunities are significant and the challenge
will be to deliver a limited number of recommendations on
how to use and enhance existing initiatives; but also focus
resource and investment.
information sharing as key
to making the collaboration
more effective
“PaS will do this by acting as a forum in which those
who wish to work together to improve clarity, share best
practice and develop and test ideas for better collaboration
with the MPS can do so with the full support of the MPS
and MOPAC.
“We are proud to have already supported both the
recent Smash & Grab Event which focused on best practice,
and the Safer Spaces Accreditation, and established the PaS
Community Network to assist in active engagement.”
Commander Simon Letchford, who is the lead for
Business Crime at the MPS, said: “At a time we are all
To develop, PaS has established a structure which
will involve three core workgroups under a central PaS
committee, which leads the initiative and includes the
BSIA, Security Industry Authority (SIA), Metropolitan Police
Service, MOPAC, CSARN, London First and the Safer
London Business Partnership.
The Information, Intelligence and Communications
workgroup will identify current systems and intelligence
sources and make recommendations on how these can
be used most effectively. The Standards, Training &
Accreditations workgroup will seek to improve access and
understanding of what has most relevance to collaboration
as routes to building confidence and trust. Finally, an Effective
Collaboration workgroup will establish and support a
register of initiatives and capabilities in London; and promote
and share best practice collaboration initiatives
Geoff Zeidler adds: “Together, we hope that these
can start to make the aspiration of a more effective collaboration
between the Metropolitan Police and private
security industry become concrete, and both assist and
ensure learning from improvements across the whole of
the United Kingdom.”
Certalarm: setting the standard for
security alarms in Europe
Anja Kinsky, General Manager of CertAlarm, spoke at IFSEC International in June about the CertAlarm
scheme, the challenges faced and the positive outlook for the future.
When it was founded in 2010, there was a
great deal of excitement for CertAlarm
across the industry. The concept of a single
pan-European quality mark based on independent,
one-stop testing and certification was widely
supported by the industry.
The objective of CertAlarm is to ensure the highest
possible quality of fire and security products in Europe;
ultimately, to increase the level of safety and security for
Europe and its citizens. There are also numerous benefits
for manufacturers who plan to sell their products in different
European countries.
Traditionally, manufacturers were frequently faced
with uncertainty regarding the standards against which
their products should be developed, tested and certified.
For security products, there are no harmonised EU-wide
certification procedures and standards. Instead, there are
some EN standards plus a variety of country-specific
requirements, all of which are not mandatory. Therefore,
manufacturers were often faced with higher costs and a
slower route to market. Being forced to prove compliance
against a variety of national marks by having their products
re-tested and re-certified by local test and certification
bodies – in each country - is a highly expensive and
time-consuming process.
In contrast, CertAlarm offers a unique European
quality mark which is endorsed by the European co-operation
for Accreditation (EA) and is based on third-party,
one-stop testing and certification to EN 54 fire standards
and EN 5013X security standards. The CertAlarm scheme
is a type 5 scheme according to ISO/IEC 17067, combining
factory inspection, quality management review, product
testing and ongoing surveillance in one package. The type
5 scheme gives an added level of quality and integrity to
the products approved and ensures increased certainty for
manufacturers, installers and end users.
A manufacturer can take their product to any of
CertAlarm’s Recognised Test Laboratories (RTL) for a
quote, after selecting the best offer, the product will be
tested according to the CertAlarm scheme by the selected
CertAlarm RTL. Once the product has successfully passed
all tests, the selected CertAlarm Contracted Certification
Body (CCB) issues the certificate. The manufacturer is then
able to sell the product throughout Europe, having spent
a fraction of the price it would have cost to get all of the
individual national marks. Manufacturers pay a one off
registration fee to CertAlarm of €3,150 and then the
quoted testing price to the selected RTL and certification
fee to the selected CCB. The fee for using the label fee is
€105 per certificate for the first year and €420 per certificate
for subsequent years. To date, there are six
Contracted Certification Bodies and eight Recognised Test
Laboratories that manufacturers can test and certify their
products with based in Belgium, The Netherlands, Spain,
Norway, Germany and the UK.
Anja Kinsky, General Manager of CertAlarm, spoke at
IFSEC International in June about the benefits of the CertAlarm
scheme for manufacturers of fire and security products
and discussed the progress the scheme is making.
“Since CertAlarm was founded, one of the biggest
challenges has been the time that it takes to negotiate with
the various stakeholders present in each country to gain
acceptance of CertAlarm. Some countries and their insurers
and certification bodies are still trying to cling onto their
monopolistic income stream by playing ‘hard to get’, however,
with CertAlarm continuing to gain momentum, it is
only a matter of time until standards and certification
procedures will be harmonised and recognised equally
across Europe.”
Recently, CertAlarm gained acceptance in Spain
which was seen as a big step forwards. The Spanish Government
and the Ministry of Interior introduced four
Ministerial orders which legislate the Spanish Security
industry. These were enforced in August 2011 for systems
requiring a police response. Prior to the introduction of the
legislation, the false alarm rate was over 95%. To ensure
the quality of the systems installed, the private security
authorities are obliged to only accept product certificates
which have been issued according to certification schemes
of system 3 or higher.
Anja added: “Crucial to the ongoing success of
CertAlarm is the use of the scheme by private security
companies to certify their products. Some companies are
questioning the scheme as it is not yet accepted across
all member states, however, the more the scheme is used,
the more leverage CertAlarm will have for its negotiations
with the countries that are yet to sign up.”
“The scheme is already widely accepted across the
EU and continues to go from strength to strength. We’re
currently targeting France and Austria and I remain confident
that other countries will follow in the near future.”
scheme or to register, visit www.certalarm.org

BSIA looks ahead to political
party conference season
This autumn, the BSIA will travel to Manchester and Brighton to meet with various
Ministers, Peers and other key stakeholders at both Labour and Conservative party
conferences, to discuss the core issues that affect the private security industry. BSIA Chief
Executive, James Kelly, will take the opportunity to grill Parliamentarians on the future of
the political landscape and where regulation of the industry is heading.
This year, the Labour Party meets at the Brighton
Centre toward the end of September. At last
year’s conference, the party was gearing up for
an election which at that point was still all to play
for, however following Labour’s routing by the Conservative
Party at the election, Labour is now in the process of electing
a new Leader. A fortnight before the conference opens
the party will hold a special conference to announce its
new Leader. Although Shadow Health Secretary Andy
Burnham began the contest as the bookies’ favourite,
several developments have changed the polls somewhat
with veteran left-winger Jeremy Corbyn now the bookies’
favourite to be elected Leader of the Labour Party.
Mr Corbyn has the backing of most major unions
and several high-profile MPs but is seen as unelectable
by the two former Labour Prime Ministers, Tony Blair and
Gordon Brown. Also running for Leader are Shadow Home
Secretary, Yvette Cooper, and Shadow Minister for Care &
Older People, Liz Kendall. Although both are running admirable
campaigns neither is expected to win the Leadership.
It will be an exciting few weeks in the run-up to conference
to discover which Goliath has won this battle.
Shortly after, the Conservatives will meet at the Manchester
Central in early October. Last year, the party was
preparing for a widely-expected second hung Parliament,
however this proved not to be the case come May 7th
when the party won a surprising majority. With Labour
taking a lot of media attention the Conservatives have had
a fairly smooth ride since the election, however once the
new Opposition Leader is announced we can expect
normal service to resume with the Government facing
fierce opposition from the Labour Party.
On the agenda for discussion at Conference this
year are the five key issues outlined by the BSIA in its
manifesto, published prior to the General Election in May:
• Commitment to lighter-touch regulation with a transition
to business licensing
• Continue to minimise ticketing on cash-in-transit
vehicles to reduce the risk of attack faced by
couriers
• Recognise the value of partnership working between
police and private security providers
• Increase export funding to ensure that the UK
remains a global leader in the provision of security
solutions
• Expand the Surveillance Camera Commissioner’s
Code of Practice to include privately-owned
systems
Following the events, the BSIA will continue to build
on the relationships formed during conference season with
the various Parliamentarians, to ensure that the private
security industry is supported by a wide range of representatives
from across the political spectrum. It is hoped
that the private security industry will soon see movement
on licensing or – at the very least – some clarity on the
Government’s intentions for regulation.
political representation of members, visit the
BSIA leads the way in security
standards development
The British Security Industry Association (BSIA) has published its Annual Review
for 2014-15, revealing that the trade body continues to expand its influence in
the development of British and European standards.
In the past 12 months, the BSIA has contributed to
the development and review of 26 standards, affecting
a range of industry sectors including lone worker,
CCTV and intruder alarms. In the UK, the Association
continues to represent its members on more than 30 British
Standards Institute (BSI) committees, either as a
member or as chair, and is a key sector influence in
intruder, access control, CCTV, lone worker, guarding, consultancy,
vacant property protection, risk, resilience and
management committees.
Outside of the UK, the BSIA’s influence continues to
grow, with the Association represented on more than 15
standards committees in Europe. Participation in the main
decision-making committee at the International Standards
Body (IEC TC 79) benefits all electronic sections of BSIA
membership, whereas the Association remains an active
member of the European Telecommunications Standards
Institute (ETSI) and a vocal Board member of the Confederation
of European Security Services (CoESS), where the BSIA
also chairs the Critical National Infrastructure working group.
Participation within the European standards body,
CENELEC, has also benefited all electronic sections of
membership, as the BSIA actively participates in WG1 and
WG10, as well as the main decision-making committee
CLC TC79. The Association’s involvement in Euralarm has
also expanded, with the BSIA securing the Vice Chair position
for the Security Systems section as well as a place on
Euralarm’s Board, positioning the BSIA as a leading voice
Participation within the
European standards body,
CENELEC, has also
benefited all electronic
sections of membership,
as the BSIA actively
participates in WG1 and
WG10, as well as the main
decision-making
committee CLC TC79
within the European electronic security sector and most
notably, the standards arena.
David Wilkinson, Director of Technical Services at
the BSIA, comments: “The development and revision of
standards at British, European and International levels is
an issue which continues to affect BSIA members from
all sections of membership, and ensuring that members
are fully represented throughout the various stages of
standards development is one of the core functions of
the Association.
“While the Association actively encourages its members
to become involved in standards development by
nominating working group experts, the Association itself
takes pride in its ability to lead by example when it comes
to committee involvement, chairing a number of standards
committees and working groups.”
BSIA achieves UKTI Accredited
Trade Organisation status
The British Security Industry Association has successfully achieved UKTI Accredited Trade Organisation
status and will lead the way in facilitating UK security companies’ attendance at overseas trade shows.
As an Approved Trade Organisation (ATO) for the
security sector, the Association will take the lead
in taking UK companies to overseas shows,
while assisting companies with their Tradeshow
Access Programme (TAP) applications, which means that
exhibitors can receive up to £2500 in funding (providing they
meet UKTI’s criteria) to offset their exhibition costs.
As an ATO, the BSIA will also provide management
services for those organisations exhibiting in the UK pavilion
offering shipping services and an onsite point of
contact to assist with any issues they might have. The
Association will partake in the Trade Access Programme
(TAP) and offer additional services and support to British
businesses wishing to explore new opportunities in overseas
markets. The status will formalise this role and is an
endorsement of the activities already undertaken by the
Association’s dedicated Export Council, a forum of companies
focused on expanding their business abroad.
The BSIA’s ATO status will also help exporters to
access the government funds that are available to companies
who choose to exhibit on TAP supported pavilions
organised by the Association. It is UKTI’s current strategy
to increase interest in the high growth emerging markets
whilst still recognising the importance of elsewhere.
Daren Wood, Membership and Export Services Manager
at the BSIA, coordinated the accreditation process
and comments: “The BSIA has already organised pavilions
at IFSEC Southeast Asia and Intersec Dubai, and as an ATO
we expect to be able to offer the same services and support
for other exhibitions as identified by EC members.
“As well as raising the profile of the Association and
UK Plc, TAP Accreditation provides the BSIA with the continued
opportunity to provide valuable input with
government at policy level, which will prove beneficial for
our members.”
Bright futures ahead for awardwinning
security apprentices
On the 15th July, young apprentices Robbie Jackson and Christopher Hunt were
presented with prestigious Apprentice Installer Awards by the BSIA in recognition of their
academic and practical success in the field of electronic security installations.
The Apprentice Installer Awards serve to recognise
the achievements of Level Two and Level Three
apprentices involved in the installation of alarms,
CCTV, access control or a combination of these
systems, and represent the commitment of security companies
and training bodies in providing young talent with
the opportunity to succeed in the security industry.
Christopher and Robbie were presented with their
awards at the BSIA’s Annual Luncheon hosted at the
London Hilton on Park Lane.
The overall winner for 2015’s awards was Robbie
Jackson, 18, a third-year apprentice working for Compass
Fire and Security in Cumbria and was nominated for the
award by his course assessor, Mark Cunningham of Skills
for Security. From his very first interview, the company were
impressed with Robbie’s ‘can-do’ attitude and his potential
to succeed shone through from the very beginning.
Considering an apprenticeship as an alternative to
University, Robbie quickly progressed in his role to become
a valued member of the company. Looking ahead to the
future, Robbie’s ambition is to become a lead engineer by
his mid-20s and later progress into management, an
ambition that his bosses at Compass Fire and Security
believe he will certainly achieve.
Andrew Turner, who manages Robbie at Compass
Fire and Security, comments: “I firmly believe in the
apprenticeship scheme and that apprentices are an asset
to any organisation. [One] of Robbie’s positive attributes is
his ability to learn or understand a new or unfamiliar piece
of equipment very quickly… Over the years, Robbie has
progressed extremely well.”
On being informed of his success in the awards,
Robbie said: “I am delighted to have been selected as
overall winner of the BSIA Apprentice Installer Award for
2015. Since being taken on as an apprentice with Compass
Fire & Security, I have worked very hard to ensure
that I have completed all aspects of the apprenticeship to
the best of my ability and gain the knowledge necessary
to become a qualified engineer. I hope to continue my
personal development as an engineer with Compass Fire
& Security with a view to one day being in a position to
apply for more senior roles within the company. My
apprenticeship and work placement have been both fulfilling
and rewarding and I am very much looking forward
to the next phase of my career in this industry.”
Achieving National Winner status was first-year
apprentice, 17-year-old Christopher Hunt, who works for
King’s Security. Following his father’s footsteps into a
career in security, Christopher has earned the respect of
his colleagues and mentors in the business due to his
self-motivated and positive attitude.
Helping out on many major projects for top-rated
Overall winner – Robbie Jackson
The Apprentice Installer
Awards serve to
recognise the
achievements of Level
Two and Level Three
apprentices involved in
the installation of alarms,
CCTV and access control
clients, Christopher demonstrates a good knowledge of
IP-based CCTV and understands alarm wiring theory and
fault-finding. Comfortable working with IT systems, Christopher
is able to add/remove cameras from a system,
program interfaces and focus/zoom a camera, all from a
Windows-based PC.
Nominating Christopher for his award was Andrew
Wood, Install Supervisor at King’s Security. He comments:
“Chris has become a really valued member of the team and
is everyone’s choice as a ‘second man’. He understands the
importance of the customer and always presents himself
and the business in a good light. He is learning other parts
of the business fast and is eager to progress.”
Reacting to the news of his win, Christopher said:
National winner – Christopher Hunt
“I am honoured to receive the BSIA’s annual Apprentice
Installer Award. It means a lot to be recognised for the
hard work I have been doing whilst doing my apprenticeship
with Kings. The scheme has been amazing in
helping me develop my practical skills and knowledge
within the security sector, allowing me to ultimately
develop my long-term career goals to work within the
industry. I must say a big thank you to Kings, and particularly
to my mentor, Andy Wood, who has helped me
along the way with not only my practical skills but also
theory and customer service skills, and I hope to serve
as a role model for new recruits.”
The Apprentice Installer Awards were once again
sponsored by Pyronix who have shown support to the
awards for a number of years. Julie A Kenny CBE DL, Chair
and Chief Executive of Pyronix comments: “Congratulations
to all the winners and nominees of this year’s BSIA
Annual Apprentice Installer Awards.
“Schemes like this are absolutely vital in bringing in
fresh recruitment of individuals who are ready to make a
difference with passion and enthusiasm, and who knows,
even in educating our industry’s future leaders.
“At Pyronix, we advocate this sentiment by proactively
looking to employ at least one apprentice every year,
as we recognise and appreciate the mutual benefits of
apprenticeship schemes.”
The BSIA would like to extend its thanks to Pyronix for
their steadfast support of the Apprentice Installer Awards.
Nominations for 2016’s Apprentice Installer
Awards are now open. BSIA members can find
Annual Security Personnel Awards:
Rewarding the best of the best
The Hilton on Park Lane was the setting for this year’s Annual Security Personnel
Awards presentation which recognised the hard work and dedication of the
security industry’s finest. The achievements of thirteen outstanding security
professionals/teams were recognised by the British Security Industry Association
at the Association’s prestigious Annual Luncheon on the 15th July.
The awards were presented by serving police
officer and stand-up comedian, Alfie Moore,
who delivered a well-received routine prior to
the awards presentation. These esteemed
awards are currently in their seventeenth year
and serve to acknowledge the commendable and limitless
contributions that security personnel make to the industry
– and the wider community – each and every day.
James Kelly, Chief Executive of the BSIA, commented:
“Security continues to play a vital role in safeguarding our
nation, and it is people like this year’s winners that help to
maintain the industry’s favourable reputation. We at the BSIA
pride ourselves on representing the very best in the security
industry and the outstanding contributions of our award
winners serve to compound this.
“Each year we receive a high number of applicants
and the judging is always a difficult process. The standard
of applications this year has been exceptional and we are
extremely proud to be associated with the talent displayed
by our winners.”
The awards would not be possible without the support
of Camberford Law plc – specialist insurance brokers
to the security industry – who have sponsored the awards
since their inception.
David Ottewill, Managing Director of Camberford
Law, comments: “We are very proud to be associated with
the BSIA awards again this year and would like to congratulate
ALL nominees.
“It is important to recognise and reward the hard work
and efforts of those dedicated professionals within the security
industry. For this reason we are delighted to have been
sponsors since the inauguration of these awards.”
The awards recognise exceptional performances
within the industry across five different categories: Service
Chris Fielding Marcin Bereza Mohammed Amal El-Hajji
showed on that day is truly admirable and they are worthy
winners of a National Security Personnel Award.
Chris Fielding
Chris, of Securitas Security Services UK Ltd, has been working
on a contract at Chesterfield Royal Hospital for over four
years. He has been awarded a National Security Personnel
Award for showing vigilance, professionalism and initiative
to save a man from trying to take his own life. Chris had to
step in on three separate occasions, despite the man brandishing
items he might use to harm the security officers. His
actions enabled the man to get the help he needed. Chris
has also been praised for his friendly, helpful attitude and
for showing compassion towards patients of the hospital.
He is a credit to the Hospital Security Team, Securitas and
the security industry as a whole.
Clarence Hyman
Clarence, a Security Officer working for Corps Security,
has been praised for his high standards and his natural
willingness to go above and beyond his duties. Despite
being relatively new to the industry, he has demonstrated
customer service to the highest level and has even provided
voluntary mentoring for new recruits. He has
displayed a true passion for his colleagues, clients and the
security industry and takes great pride in his role. Clarence
has a can-do attitude, is always prepared to go the extra
mile and his welcoming persona is an asset to Corps and,
in turn, the client’s organisation.
Paul Wilson
Securitas Security Services UK Ltd’s Paul, a member of
the Emergency Medical Team working at BAE Systems
Submarine Solutions, identified a serious medical condition
with a patient during a routine medical check that potentially
saved the patient’s life. The patient was rushed to
hospital and underwent emergency surgery. Had it not
been for Paul’s observations, the patient could have suffered
a major stroke. Paul is a credit to Securitas and is
very well respected by his peers. He has shown that when
placed under pressure, he can make decisions above and
beyond those expected and with true leadership qualities.
His outstanding performance on that day, and indeed, all
year round deserves to be recognised with a National
Security Personnel Award.
Robert Love
Robert, of Sight and Sound Security Solutions Ltd, is a
Security Officer who is quickly rising through the ranks.
Securing two promotions within just two years’ experience
in the industry, Robert is now working as an Operations
Supervisor – responsible for the staffing and operations of
over 150 officers. His dedication to his role, absolute determination
to succeed and ability to adapt to each situation
has ensured that he is a valued member of the company.
From the onset, Robert has been commended for his great
leadership qualities and ability to motivate and influence
people around him.
Best use of Technology
Marcin Bereza
Marcin, an Intelligence Analyst working for VSG, has been
awarded a National Security Personnel Award for the best
use of technology, for single-handedly designing and implementing
an electronic Security Operations Dashboard. The
software, which enables managers to plan a much more
effective security operation, took considerable time and
effort to complete. It has been estimated that if a product
which achieved similar results had been purchased, it would
have cost in excess of £50,000. Marcin was the sole driver
for this concept; he knew the difficulties he would come up
against and the fact that he would have to fit this in around
his normal work streams without any additional resources.
This platform showed great innovation and drive to achieve
an end result that would benefit the contract and the client.
Best Team
Centrale Shopping Centre Team
VSG’s Centrale Shopping Centre Team consists of thirty-three
dedicated security officers who are committed to
providing a service which is second-to-none to the Centrale
Shopping Centre in Croydon. They continually improve
their skills by taking part in comprehensive training and
twenty of the thirty-three officers are first aid and defibrillator
trained. They relentlessly seek to add value to the
contract by going above and beyond what is expected of
them. The team consistently look to identify new areas of
improvement and strive to achieve optimal customer service
excellence. They have a fantastic work ethic and carry
out their duties meticulously and diligently.
ITV Security Team
Wilson James Ltd’s ITV team have been presented with
an award for going the extra mile. The team of twenty-three
security professionals have fully embraced the
culture and values of ITV and become an integrated part
of their operations. They often go the extra mile to cover
additional duties such as manning the main switchboard
during holiday periods, which shows their commitment to
adding value to the contract. The team are always ready
and able to rise to the challenges that arise, both planned
and unforeseen, with great positivity. They always keep
customer care as their core focus and have been commended
by ITV for their can-do attitude.
New BSIA Vice-Chair pledges to help
members ‘make money by saving money’
The BSIA’s new Vice-Chairman, cash-in-transit specialist, Phil Wright, took the time to sit down and
answer a few questions about himself, his experience and his professional outlook.
What skills and characteristics
about yourself made
you particularly adept for
secure logistics in the RAF and now
in the private security sector as Director
of Security and Cash Centres for
Brinks Global Services?
I am a strong communicator who is adaptable
and able to operate in any environment
across different sectors and cultures.
What unique qualities will you bring
to the position of Vice-Chairman of
the BSIA?
I hope to bring new qualities to the BSIA and
assist the trade association in helping our
members make money by saving money
through standardisation, sharing best practice
and implementing efficiencies that I see
are successful in other parts of the world
and with other trade associations.
You seem like a very driven individual,
but what drives you in the cash and
valuables in transit (CVIT) business?
Why are you passionate about what
you do?
The CVIT industry is an integral part of the
UK economy, and is undervalued and relatively
unknown outside the industry. I am
passionate about making the industry
more public, making the wider community
understand the dangers that our members
face on a daily basis, ensure that CVIT
Phil Wright
crime is no longer seen as a victimless
crime and really continue to drive the
reduction in attacks to ensure everyone
gets home safely every night.
How can the public help the industry
and police fight CVIT crime?
The public can help by reporting anything
suspicious and understand that sometimes
we need to park on a pavement or pedestrianised
area or block an entrance to a
shopping centre or train station in order to
protect the safety of our couriers.
What hobbies do you have outside of
work?
Avid supporter of Nottingham Forest Football
Club (glutton for punishment), walking
with our dogs, road cycling and DIY.
BSIA Chairman speaks on the
importance of best practice
Delivering her second Chairman’s address at the British Security Industry Association’s Annual Luncheon
in July, BSIA Chairman, Pauline Norstrom, reflected on the past year’s successes while looking to the
future with a pledge to improve security knowledge and education among procurement professionals.
Speaking at the Association’s flagship event,
which took place at the London Hilton on Park
Lane on July 15th, Norstrom began by acknowledging
the importance of the event’s awards
ceremony in recognising the crucial role played by security
officers in maintaining high levels of safety and security
across the UK. Holding a short silence in honour of Lorraine
Barwell – believed to be the first private security officer
killed in the line of duty – Norstrom said:
“Recognising and encouraging talent is key to building
a solid future for our industry, and I would like to personally
congratulate each of today’s winners, whose achievements
demonstrate the true significance of the contributions made
by the UK’s private security industry day in, day out.”
She then went on to outline the key achievements
and industry developments of the past year, with the Association’s
contributions to the development of standards
and best practice guidelines top of the list:
“I follow the BSIA’s contributions to driving best
practice in this field with an active interest, and am pleased
that the Association continues to expand its influence in
the field of standards development.
“During the last 12 months, more than 25 separate
security standards have been influenced by the BSIA.
These are to the benefit of a range of industry sectors
including my own discipline of video surveillance, alongside
intruder alarm manufacture, lone worker protection
and security search protocol. Gaining a head start in influencing
and adapting to new standards is a crucial benefit
of BSIA membership. Opportunities to participate in standards
development are available to large corporate
members and SMEs alike.
“In the past year, the BSIA has been represented on
30 different standards committees here in the UK, while
the Association’s influence continues to grow in Europe
and beyond. Participation in the main decision-making
committee at the International Standards body benefits all
electronic sections of membership. In addition, the BSIA
has recently secured high-profile, Board-level representation
within CENELEC and Euralarm – representing
electronic security standards – and CoESS, the Confederation
of European Security Services, which focuses on the
guarding and manpower side of the industry. Getting
involved at every level of standards development is an
opportunity available to all BSIA members. I encourage you
all to consider expanding your own involvement in promoting
best practice as a differentiator in the marketplace and
reinforcing the importance of quality over and above price
alone, when it comes to choosing security provision.”
Top of Norstrom’s agenda for her final year of Chairmanship
is the education of end-users, security buyers
and procurement personnel, to ensure that more
Pauline Norstrom
“In the past year, the
BSIA has been
represented on 30
different standards
committees here in
the UK, while the
Association’s influence
continues to grow in
Europe and beyond”
purchasing decisions are made on the basis of quality and
return on investment, rather than initial purchase price
alone. Norstrom said:
“Security solutions have the ability to make a tangible
difference to our customers’ bottom line in terms of
delivering improvements in efficiency and return on
investment over time. All of this is only achievable as a
result of consultation with quality suppliers, who educate
Directors and stakeholders of the importance of making
value based security and safety procurement choices. The
issue of considering quality over and above price is one
which is of particular interest to me.”
Norstrom’s speech then went on to explore the
results of some recent research conducted by the BSIA to
gauge the procurement-related experiences and views of
its members, as well as targeting buyers themselves to
seek a greater insight into the decision-making process
when it comes to security procurement.
With responses received from a range of end-users
in a number of industry sectors – from construction to
education – the survey attracted responses from Security
Managers, Finance Directors and Chief Executives. Early
results show that, post-recession, buyers are increasingly
aware of the importance of quality, with 20% citing quality
over price as a crucial factor in their decision. Despite
these positive early results, there are still some concerns:
two thirds of respondents do not seek external professional
advice when sourcing a new product or supplier, believing
they possess enough knowledge of security within their
own organisation to avoid consulting the experts.
Another issue exposed by the BSIA’s procurement
research is the importance of regular, comprehensive
security reviews. The majority of research respondents
revealed that their security is only reviewed every four to
five years, with some reporting that their security solutions
are never revisited following the initial purchase.
Norstrom added: “With technology, regulation and
standards developing at such a rapid pace, many of our
industry’s users are missing out on the latest developments
in security provision that could make a real, tangible
difference to the way they do business, as well as their
own resilience against unexpected security breaches. The
tragic events in Paris, Copenhagen and Sydney earlier this
year serve to remind all businesses of the importance of
regular security reviews and contingency plans, with education
of buyers a key enabler to improving the safety and
security of the business community, as well as the public
they serve.”
Concluding her speech, Pauline Norstrom reinforced
the value of the BSIA as a ‘robust, vocal trade association’
in representing the industry and those working within it.
Calling for increased member involvement in Association
activities, she also offered thanks to all of the members
present who had dedicated their time, knowledge and
expertise to the numerous BSIA working groups, committees
and forums in the past year.
“It is only with your continued commitment and
dedication,” she said, “that the Association can continue
to fulfil its role as the voice of the industry, delivering the
support and guidance that serve to illustrate the true value
of Association membership for companies operating in
every facet of our thriving industry.”
Vacant Property Protection companies
find a new home at the BSIA
Earlier this year, the BSIA announced the creation of the Vacant Property Protection Section which
focuses on security measures and services introduced when a property is at increased risk of criminal
attack because of a change of circumstances in its occupancy.
Gideon Reichental, Commercial Sales Manager
for Clearway Services, was elected as the Section
Chairman for its inaugural year of activity.
Here, he tells Spectrum more about the section
and its role in the vacant property market.
The Vacant Property Protection section is a relatively
new area of membership of the BSIA; how did it
come about?
The Vacant Property Protection section really resulted from
the activity and input generated by the members closely
aligned with this service provision. It was very evident from
the agenda topics, case studies and best practice documents
that the members had a lot to contribute. There is
also a high level of public interest in the problems being
addressed by this section’s members and in particular, the
way that they do this. As the security sector has developed
in line with an increased understanding of the risks associated
with vacant property so has the need for high quality
security solutions and providers that meet the standards
required by users and advocates of these services.
Who is the Vacant Property Protection section for?
The section is aimed at companies that have an interest
in vacant property protection, raising the standards of this
service and creating an awareness of the services available.
The section members have a significant level of
experience and knowledge based on the success of their
services in addressing the problems that vacant property
can bring. The section also works closely with a broad
range of security professionals including police, insurance
and security specialists.
What are the benefits of belonging to the BSIA’s
Vacant Property Protection section for companies
offering vacant property protection services?
Belonging to one of the BSIA’s sections of membership has
a number of benefits for companies operating in the UK’s
private security industry. For companies joining the Vacant
Property Protection section, these include: representation
to Government and other key bodies, opportunities to
become involved in developing standards, guidance on
industry issues and a whole host of other benefits. Being
a member of the BSIA’s Vacant Property Protection section
proves that your business is head and shoulders above
your competitors, the BSIA’s logo is a hallmark of distinction
and membership is only available to companies
operating to the very highest quality standards.
What will be the initial focus areas for the Vacant
Property Protection Section?
The initial focus of the Vacant Property Protection Section
will be to see the completion of work at the British Standards
Institute (BSI) on BS 8584, the standard for vacant
property protection. This will provide a benchmark against
which customers can compare providers to ensure they
receive a high quality service. This British Standard will
build upon the BSIA’s own Code of Practice for vacant
property protection (Form 154).
How has the Vacant Property Protection market
changed in the past 10 years?
The most significant development has been the increased
use of technology. The advances in wireless communications
and alternative sources of power have allowed the
implementation of monitored alarms, video verification and
CCTV in most environments. These developments have
also extended to operational capabilities allowing inspections
and site surveys to provide more immediate
information whether in the form of an e-mailed site report
or photographs that are available to instantly view online.
The use of guardians has also become established and
this is evidenced by the interest and involvement of companies
offering this service in the Vacant Property
Protection section. Their involvement has highlighted the
importance of best practice in this area and the need to
Gideon Reichental
make users of this service aware of the importance of
working with professional and experienced providers.
What – in your opinion – does the future hold for the
vacant property protection market?
The VPP market is constantly evolving. A good example
of this is the recent change in legislation regarding squatting.
This has made squatting in residential property
illegal; however, this has not changed in regard to commercial
property. Whilst this has partially solved the
problem, the omission of commercial property has meant
that the incidence of squatting in properties such as
vacant pubs and offices has increased. In addition, theft
of metals and vandalism has also remained a constant
challenge and with better detection the increased pressure
placed on an already stretched police force has
meant that the need for providers of high quality security
services for vacant property to detect, deter and react to
these activities is greater than ever.
Protection section, or to enquire about
Lone Worker activity at
Safety and Health Expo
Over the 16th – 18th June this year, members of the BSIA’s
Lone Worker section exhibited at the Safety and Health Expo,
in what some have billed ‘one of the best yet’.
Running alongside IFSEC International as part of
UBM’s wider Protection and Management
series, Safety and Health Expo saw over 350
exhibitors showcasing the latest innovations,
products and services in the health and safety industry.
Several members of the BSIA’s Lone Worker section
– including Blackline GPS, Peoplesafe, Skyguard and SoloProtect
- attended this year’s show, displaying the latest
in lone worker technology and offering expert insights on
protecting employees that work unsupervised.
Craig Swallow, Chairman of the BSIA’s Lone Worker
section and Managing Director of SoloProtect believes the
exhibition was a huge success, commenting: “For me, this
year’s show was materially better than the previous year.
Visitors seemed more positive, with a genuine desire to
look seriously at their lone worker risks. I suspect that in
previous years, visitors have had a lack of budget as
organisations were reducing costs or undergoing some
form of austerity measure, but it seems as though a corner
had been turned this year!”
Craig adds: “I also think that the lone worker
theatre, sponsored by the BSIA, was a big success with
speakers attracting very high attendee numbers across
the three days.”
Many of the BSIA’s Lone Worker members launched
new products at the Safety and Health Expo, enabling
visitors to get ‘hands on’ with the industry’s newest
technology.
PeopleSafe gave visitors a first look at their new
smartwatch application, which gained a lot of interest. Ian
Johannessen, Managing Director of PeopleSafe told Spectrum:
“The show was a great success for us, our new
smartwatch application was very popular and our seminar
sessions were well attended, sparking some excellent conversations.
We are looking forward to returning next year!”
Skyguard unveiled a new version of their MySOS
personal safety alarm at the show which featured as part
of the innovation trail. Will Murray, Marketing Director of
Skyguard commented: “The show went very well, as is
always the case with the Safety and Health Expo. Being
featured as part of the innovation trail really helped to
boost the number of visitors to our stand and we found
that many of the visitors were already aware and interested
in the product.”
Also located in the Safety and Health Expo this year
was the Lone Worker theatre – sponsored by the BSIA -
which saw a variety of informative keynote speeches
attract large audiences across the three days.
All in all, the Safety and Health Expo has continued
to prove a valuable and productive fixture in the exhibition
calendar for companies providing lone worker safety solutions.
Companies wishing to exhibit at next year’s event
can find out more information by visiting: www.safetyhealth-expo.co.uk
Members of the BSIA’s Lone Worker section
Summer Budget 2015
Chancellor of the Exchequer George Osborne MP recently delivered his Summer Budget
to the House of Commons to set out the new Government’s plans for the economy.
To a packed Commons Chamber, Mr Osborne
announced a raft of initiatives to help businesses
and individuals, with a clear focus on growth
across all sectors, in the first fully Conservative
Budget for almost two decades. The Budget shows the
Government’s commitment to work toward full employment,
lower taxes and eliminating the deficit.
The key points to come from Mr Osborne’s Summer
Budget include various efficiencies still to be found,
although largely from the welfare budget and not government
department such as the Home Office, although these
will still bear their share of spending cuts. The Northern
Powerhouse sees a boost in the Summer Budget with
further devolution for Greater Manchester and the recently
announced Transport for North (TfN). The new national
living wage is due to rise to £9 p/hr for over 25’s by 2020.
Another key point to come from the Summer Budget was
the announcement that defence spending will increase to
2% of GDP in line with the UK’s NATO commitment.
Economy
The economy grew by 3% in 2014 and is forecast to grow
by 2.4% in 2015, down 0.1% from the most recent predictions
in March. It is forecast to grow by 2.3% in 2016,
2.4% in 2017 and 2.4% in 2018. The Chancellor also
announced that the Government predicts a further one
million jobs to be created by 2020.
Arguably the most controversial aspect to the
Summer Budget was the revelation that there are a further
£37 billion of spending cuts due to be made by 2020,
including £12 billion from the welfare budget. £5 billion is
predicted to be raised from tackling tax avoidance and £20
billion is to be cut from government departments. The
deficit will be cut at the same pace as it was during the
last Parliament with the intention of reaching a budget
surplus a year later than planned, in 2019/20, with borrowing
falling year-on-year until then. The following table
outlines how much the Chancellor has forecast to borrow
each year until the budget surplus.
Year
2015/16 £69.5 billion
2016/17 £43.1 billion
2017/18 £24.3 billion
2018/19 £6.4 billion
Borrowing Forecast
2019/20 £10 billion surplus
Taxation
The new national living wage, which is to be introduced
for all workers over the age of twenty-five, will start at
£7.20 an hour from April 2016, reaching the £9 p/hr target
by 2020. It will give an estimated 2.5 million people an
average £5,000 ‘pay rise’ over the next five years. The
personal tax allowance will also rise to £11,000 next year
and to £12,500 by 2020, meaning people working a thirty
hour week on minimum wage will be lifted out of income
tax altogether creating a tax-free minimum wage. The
point at which individuals on the 40p rate of income tax
pay the higher rate will also rise from £42,385 to £43,000
in 2016.
Defence & Security
The Government has made a firm commitment to meet its
NATO obligations on defence spending and will commit to
2% of GDP per year. There will be a real terms 0.5%
spending rise above inflation every year during this Parliament.
The Chancellor also announced a new £1.5 billion
Joint Security Fund for investment in the armed forces and
each of the UK’s intelligence agencies.
Education
The Chancellor also announced that student maintenance
grants are to be phased out and replaced with maintenance
loans from 2016/17, to be paid back once people
earn more than £21,000 a year. The maintenance loan will
increase to £8,200 over time. Mr Osborne also said that
a number of new university Professorships will be created
to mark Her Majesty Queen Elizabeth II’s 90th birthday,
though further details are yet to be released.
Energy & Fuel
There will be no rise in fuel duty this year with rates continuing
to be frozen, however there will be a major reform
to vehicle excise duties to pay for a new road-building and
maintenance fund in England. From 2017 there will be
new vehicle excise duty bands for brand new cars, pegged
to emissions for the first year, meaning that 95% of car
owners will pay a set £140 fee a year.
Infrastructure
A new road-building and maintenance fund for England will
be created from a major reform of vehicle excise duties.
£30m will be spent on a new transport body, Transport for
North (TfN), to promote integrated transport across the North
of England, including the introduction of Oyster cards.
Businesses
Corporation tax will be cut to 19% in 2017 and 18% in
2020 making Britain a more attractive place to do business.
The National Insurance employment allowance for
small firms is to be increased by 50% to £3,000 from
2016 and a consultation is to take place on changing the
existing Sunday trading laws.
Devolution
In England, control over fire services, planning and children’s
services will be handed over to a consortium of ten
councils across Greater Manchester and discussions are
to take place about the devolution of services to Sheffield,
Liverpool and West Yorkshire.
Know what you really need
It is important that organisations and their leaders understand their
workforce and the skills they require within their business, not just for now
but for the future. Danielle O’Sullivan of Skills for Security highlights ways
in which the industry’s sector skills body can help.
If companies make the investment in training
they can ensure that the right skills infrastructure
is in place to support business performance
and growth and help distinguish themselves
from other companies allowing them to exploit new
technologies and new markets and increase
opportunities.
Skills for Security, the skills body for the security
industry, is responsible for developing the
industry National Occupational Standards which
describe the skills, knowledge and understanding
needed to undertake a certain job. These standards
can be used to identify any gaps in competencies
that are needed in a business. National Occupational
Standards can also be used to design
qualifications and training programmes.
Skills for Security work with employers to
develop and deliver solutions to suit individual
training and development requirements. The Skills
for Security’s Accreditation Scheme ensures that an
organisations training meets industry best practice
and nationally recognised training standards.
Employers can use the scheme to have their
in-house schemes accredited, quality controlled and
BSIA guidance explains new CCTV grading system
New guidance has been published by the British Security Industry Association (BSIA) to help users
understand the system of security grading introduced by the BS EN 62676 series of international standards,
the first standards for CCTV video surveillance that will be used to any significant extent in the UK.
Grading is a way of giving a variation in requirements
so that systems that do not require sophisticated
features are allowed to be simpler. The BSIA has
produced this new guidance to assist installers of CCTV –
along with any other interested parties – to understand how
a choice of grade should be made and then used to determine
the design requirements of a CCTV system.
The first guide, entitled Graded Requirements Under
BS EN 62676 Standards for CCTV – a Technical Guide for
Installers and Specifiers (BSIA Form 218), has resulted
from work undertaken by a team of BSIA members alongside
the Home Office, security industry inspectorates,
insurance companies and security consultants to develop
a method of applying grades that allow for both simplicity
and, when required, flexibility.
The second guide is entitled BS EN 62676 Series
– Guidance for Customers About Grading and Other Important
Matters (BSIA Form 217) and complements the first
guide by providing a summary for customers who might
be seeking a more concise and less technical explanation
of the new grading system.
Both guides relate to the BS EN 62676 standards,
which have been developed using best practice guidelines
from a number of organisations including the BSIA, as well
as the Government’s Centre for Applied Science and Technology
(CAST), while also incorporating ideas from British
Standards.
While grading of a system does not specifically
determine the quality of the images captured by the
system, implementation of a higher grade may coincidentally
result in an improvement. BS EN 62676-4 includes
recommendations that will determine the quality of image
recording. The use of different grades will, however, affect
the robustness and integrity of the system and its ability
to continue to serve its purpose in the face of a criminal
attack or likely fault conditions.
Paul Phillips, Technical Manager at the BSIA, comments:
“For the first time, a single set of standards
includes a wide range of best practice ideas to improve
the quality of CCTV systems. The standards have been
embraced within the standards framework developed by
the Surveillance Camera Commissioner’s team.
“The new standards help to define best practice and
use of the standards will ensure the needs of the customer
are properly specified and understood, that the system is
designed, installed, operated and maintained to meet the
needs of the customer, and enable comparison between
suppliers’ proposals while enabling consistent application
of features.
“The use of grading can give a simplified method of
specifying a system and these two BSIA guides should help
the industry and customers gain a clear and common
understanding of how grading works for CCTV.”
Matters
BSIA updates CCTV maintenance Code of Practice
The British Security Industry Association (BSIA) has published a revised version of its code of practice
relating to Maintenance of CCTV Surveillance Systems (BSIA Form 120), to ensure that its guidance is
coordinated with the principles of the Surveillance Camera Code of Practice.
The revised code of practice complements the
updated Code of Practice and associated guidance
for Planning, Design, Installation and Operation of
CCTV Surveillance Systems (BSIA Form 109), which was
published in 2014, and aims to reflect the current CCTV
landscape in terms of new standards and the constant
evolution of technology in this area.
Dave Wilkinson, Director of Technical Services at the
BSIA, comments: “The BSIA has developed this guide into a full
Code of Practice and updated it in order to ensure that it is fully
aligned with current Government thinking, as set out by the
Surveillance Camera Commissioner’s Code of Practice.
“BSIA members are supportive of the work of the
Surveillance Camera Commissioner and we are pleased
to be able to update the Code of Practice to align with this
important work. As part of our commitment to ensuring
that our guidance reflects the very latest CCTV standards,
the Association is also currently producing guidance surrounding
the new BS EN 62676 CCTV standards, which
are being published in the UK and already feature on Surveillance
Camera Commissioner’s website as good
practice in the area of the use of CCTV.”
of CCTV Surveillance Systems (Form 120) can
Cyber Security Assessment
tool released by IFSEC
Exactly how vulnerable is your business to hackers? 81% of large organisations suffered a
security breach in 2014, according to PwC, demonstrating it is important that businesses
take steps to protect themselves to avoid becoming another statistic.
The Cyber Security Assessment is a new interactive
online tool developed by the team
behind IFSEC International and Interop
London for business leaders to easily assess
their organisation’s vulnerability to hacks and breaches.
The free tool allows users to benchmark themselves
against the Cybersecurity Framework developed
by the National Institute of Standards and Technology,
U.S. Department of Commerce (NIST) to help businesses
to manage cyber security-related risk.
The framework was published in response to an
Executive Order from President Obama and covers five
critical areas of cyber security: identify, protect, detect,
respond and recover.
Gerry Dunphy, Event Director, IFSEC Portfolio,
UBM EMEA said: “Cyber security should be right at the
top of every business’s agenda. The ever-increasing
number of connected devices, smart buildings and
exponential growth of data make it necessary for all
businesses to protect themselves. The Cyber Security
Assessment is a useful tool for anyone to check that
they are developing and deploying effective cyber security
measures.”
Ion Interactive, a leading provider of data-driven
interactive content, worked with IFSEC Global to
develop the interactive functionality to make this an
intuitive tool for businesses of all sizes to use.
Luke Bilton, Director, Digital & Content, UBM
EMEA commented: “The Cyber Security Assessment is
the second interactive tool that UBM has developed with
the team at Ion Interactive. We have been very
impressed by how intuitive the tool is, and would urge
businesses large and small to assess themselves in this
important area.”
Businesses concerned about their own cyber risk
can take the Cyber Security Assessment here: cybersec.ifsecglobal.com/assessment
BSIA pays tribute to Robbie Calder
It is with great sadness that the British Security Industry Association learned
that Robbie Calder, previous Chairman of the Association’s Police and Public
Services Section, passed away following a long-term illness.
Robbie, Director of international security company,
Broadland Guarding Services, served as
Vice Chairman of the BSIA’s PPS section from
2008-2011, after which he served as the section’s
Chair until stepping down in 2015 due to ill health.
Despite his battle with illness, Robbie remained
committed to the BSIA and its activities, actively participating
in Parliamentary Roundtable meetings to promote
the role of the private security industry in supporting the
police and attending regular BSIA Board meetings to help
shape the future strategic direction of the Association. His
commitment to raising standards in the industry was
steadfast, and in 2014, he was recognised for his contribution
to the development of training standards
requirements with a Chairman’s Award for Contribution to
Standards.
As the main BSIA representative on many revisions
of BS7958 (CCTV Management and Operations) and
BS8523 (Management and Operation of Warden
Schemes), Robbie continued to promote best practice and
improve the quality of service delivery in these areas. In
addition, he worked closely with the then Surveillance
Camera Commissioner, Andrew Rennison, in the development
of the Home Office CCTV Strategy.
In his role as Chairman of the BSIA’s PPS Section,
Robbie was the driving force behind the development and
implementation of the Section’s Strategy, prioritising its
objectives as market development, shaping industry development
and the promotion of the value of security. This
strategy remains one of Robbie’s key legacies for the
Association, and his contributions will ensure that the
section continues to grow from strength to strength in the
years to come.
James Kelly, Chief Executive of the BSIA, commented:
“Robbie was a great supporter of the BSIA and
the industry as a whole; a realist and a gentleman, he will
be much missed by his peers on the various BSIA committees,
and amongst the staff who worked closely with
him over a long period.”
Speaking at a service of thanksgiving, held in Robbie’s
home county of Shropshire in early August, James
added:
“As Chairman of his section, Robbie demonstrated
exemplary leadership; he gave energy, commitment and
inspiration to those who worked alongside him, always
willing to share advice, guidance and direction with a
sense of humour, dry wit and professional charm. On a
social level, Robbie entertained us all with tales from his
days in the Military Police, and would often mention his
family with pride and affection.
“Despite his battle with illness, Robbie remained
committed to the BSIA and its activities, actively participating
in Roundtable meetings in the Houses of Parliament
to promote the role of the private security industry in supporting
the police. At these meetings, Robbie spoke out
vociferously in defence of the industry, challenging the
misconceptions of senior MPs and Ministers to change
their perceptions of the capability and professionalism of
the private security industry. His passion for overcoming
barriers to partnership working was unquestionable, and
the industry has certainly benefited from having such a
vocal and forthright proponent.
“Never one to dwell on the past, Robbie’s commitment
to shaping the future of the industry was similarly impressive.
Attending regular BSIA Board meetings, he helped to
determine the future strategic direction of the Association.
His commitment to raising standards in the industry was
steadfast, and in 2014, he was recognised for his work in
the development of training standards requirements with a
Chairman’s Award for Contribution to Standards.
“As we reflect upon the huge contribution that
Robbie has made to the private security industry, and the
amiable yet uncompromising way in which he built and
maintained relationships with colleagues at all levels, we
are saddened by his loss. By his death, all the people who
worked with him will miss a highly intelligent, charismatic
individual, and I am sure I speak on behalf of all BSIA
members and staff when I say that we shall remember
Robbie fondly, and that his passing will leave a lasting
impression on all of our professional lives. With that being
said, we offer our condolences to those of you who knew
Robbie as a husband, father and friend, and hope that you
are able to find some reassurance in the knowledge that
Robbie’s dedication and commitment really did change our
industry – and the future of public safety and security in
the UK – for the better.”
BSIA Information Destruction Section
publishes guidance for public sector
The British Security Industry Association (BSIA) and its Information Destruction section are
pleased to announce the publication of a white paper to be used by public sector entities.
The paper is designed to be used as a guide for
public sector agencies, and any organisation
wishing to benchmark against that sector, to
provide the correct protocols in the destruction
of sensitive items and materials. The guide references
previously published guidance documents from the Cabinet
Office and the Centre for the Protection of National
Infrastructure (CPNI) in order to promote the required
specifications for data destruction, and the importance of
secure information destruction thereof.
The new guide entitled “Information Destruction in
the Public Sector” specifies which sensitive materials
should be securely destroyed. Furthermore, it defines the
varying levels of secure information and documents that
should be disposed of in the appropriate manner.
Threat profiles are assessed and analysed in tiers of
severity, and the paper also gives organisations guidance
on specifying the desired outcomes that information
destruction should produce.
Adam Chandler, Chairman of the Information
Destruction section of the BSIA expressed how the white
paper might serve private companies, the public sector,
and the country:
“The security of information is an issue of paramount
importance in the 21st century. Data breaches
can be more than costly, they can ruin a government’s
credibility as well as a private company’s reputation.
British organisations must fortify their infrastructure by
ensuring standards are upheld and that data is adequately
disposed of. By adhering to the standards set
by the government and referenced by the BSIA in this
paper; citizens, employees, and civil servants will be
better protected.”
Download the full guide by searching for Form 257
Security industry’s finest recognised
by BSIA Chairman’s Awards
Five individuals and teams have been presented with prestigious British Security
Industry Association Chairman’s Awards to celebrate outstanding contributions they
have made to the ongoing success of the UK’s private security industry.
Ron Archibald Martin Harvey with Pauline Norstrom David Ottewill
Personally selected by the BSIA’s Chairman, Pauline
Norstrom, Chief Operating Officer at Dedicated
Micros and AD Group, the awards serve to
recognise significant or lifelong contributions in five
different categories: Contribution to Standards, Contribution
to the Community, Contribution to the Industry, Contribution
to Training and Contribution to Exporting.
This year’s awards were presented in a glittering
awards ceremony at the BSIA’s Annual Luncheon at the
London Hilton on Park Lane on 15th July.
Details of this year’s winners are as follows:
The Chairman’s Award for Contribution to Standards
was presented to Kevin Harris of Thorn Security, part of
the Tyco Group. Despite operating from his home and
company base in Canada, Kevin has been an active
member of the BSIA Security Equipment Manufacturers
Section’s TC1 committee for several years, contributing to
most of the Association’s guidance and standards comment
reviews, as well as participating on various ad-hoc
groups dealing with standards-related matters. Kevin
supports the BSIA and BSI as the UK representative on
CENELEC WG2 for intruder alarm component standards,
and also the convenor of CENELEC’s WG13 for integrated
security systems standards and WG9 for environmental
compliance standards. As part of this duty, Kevin travels
across Europe to the working group meetings and is ideally
placed to update and advise our industry on matters of
importance to the sector. Kevin’s award was collected on
his behalf by Martin Harvey.
The award for Contribution to the Community
was presented to the Tour of Securitas Team of Securitas
Security Services (UK) Ltd. As part of this charitable initiative,
over 800 security officers and support staff cycled
2,677 miles to raise awareness of safety in the workplace.
The team raised more than £3,000 for the Royal Society
for the Prevention of Accidents (RoSPA), an award-winning
charity dedicated to the prevention of accidents on the
road or in the workplace. Sponsored by Marks & Spencer,
the scheme also received the backing of Team GB cycling
legend, Shane Sutton.
The Chairman’s Award for Contribution to the
Industry was awarded to David Ottewill, Managing Director
of Camberford Law PLC, specialist insurance brokers
to the security industry. Since taking over Camberford Law
in 2007, David has sponsored the Security Personnel
Awards every year, making it possible for the industry to
recognise and reward the achievements of the many security
officers who help to keep the UK’s infrastructure,
businesses and members of the public safe and secure
each and every day.
The award for Contribution to Training was presented
to security guarding company, VSG, for its Zero
Assaults Project. The project, which is aimed at protecting
members of the public and minimising criminal or reputational
damage, has been delivered to 240 managers and
directors since its launch last May. All in all, the success
of the project is apparent, with the number of reportable
conflict incidents across VSG having fallen by 23% and the
number of lost time injuries decreasing by 42%. Such has
been the project’s popularity that it has been rolled out
across major contracts in London, while it now forms part
of the mandatory VSG induction process.
The Chairman’s Award for Contribution to
Exporting was presented to Ron Archibald, Head of Trade
Challenge Partners at UK Trade & Investment (UKTI). A career
civil servant, Ron joined the Department of Trade and
Industry in 1979 and has since worked around the world
securing EU free trade agreements with South Africa, Mexico
and Chile, among others. For the last decade, Ron has
headed the Tradeshow Access Programme, a major UKTI
initiative providing support to UK businesses participating in
around 400 overseas trade fairs each year. With the
evolution to a new accreditation system for partner
organisations, Ron, who had been closely involved in the
accreditation process, has now taken on responsibility for
the new Trade Challenge partner programme and is working
with newly-accredited Partners to develop their partnerships
with UKTI. As Deputy Director of UKTI’s Global Events and
Missions change programme, Ron aims to transform the
customer experience of UKTI-supported events by
introducing a single events programme from Spring 2016,
a role for which Ron’s extensive experience of the
international events scene equips him very well.
Commenting on the awards, BSIA Chairman, Pauline
Norstrom said: “I am delighted to be able to recognise the
significant contributions made by these five outstanding
individuals and organisations, whose commitment and
dedication have made a lasting impression on the UK’s
private security industry. Whether organising charitable
events or raising standards in the field of training, the
actions of these winners have all served to promote our
industry in a positive light, and I am pleased to be able to
commend the impact they have made.”
The Home Affairs Select Committee
and its impact upon the security sector
The Home Affairs Select Committee is one of the key departmental select committees in the House
of Commons that scrutinises the expenditure, administration and policy of the Home Office and its
associated public bodies, such as the Security Industry Association (SIA).
The Houses of Parliament has various sub-legislative
Parliamentary Committees to cover all
aspects of Parliamentary work, including departmental,
topical, general and internal committees
in the House of Commons, topical, private business and
domestic committees in the House of Lords, joint select
committees with members from both Houses and statutory
committees such as the Intelligence & Security Committee.
Committees are generally chaired by an MP elected by the
whole House, free of influence from the Whips and membership
is granted by whips amongst their
backbenchers.
As a departmental select committee, the Home
Affairs Select Committee first came into existence in the
late 1970s with wide terms of reference and the power to
appoint its own specialist advisors as the committee saw
fit. The committee has the power to choose its own subjects
of inquiry, within the overall terms of reference. The
subjects are often decided upon by the interests of the
collective membership or in response to emerging current
affairs issues.
The Committee seeks written and oral evidence from
interested parties and holds public evidence sessions
where key stakeholders are able to provide industry insight
and expertise. At the conclusion of each inquiry the Committee
produces a report of its findings based on the
evidence received with the reports published and made
available to the wider public. These reports often contain
recommendations to the Government of the day or other
organisations of interest and by convention the Government
responds with an official published response.
The current Chairman, The Rt Hon Keith Vaz, Labour
MP for Leicester East since 1987, was re-elected by the
House shortly after the election having served as committee
chairman during the last Parliament. Mr Vaz is known
for his high media profile, regularly speaking to various
media outlets on a variety of home affairs issues. The
remaining eleven members are yet to be nominated however
they will be made up of backbench MPs from the
three largest parties (Conservative, Labour and the SNP).
During the last Parliament, the committee had over
eighty separate inquiries into a wide range of issues relevant
to the security industry, including counter-terrorism,
e-crime and the work of Police & Crime Commissioners.
Every inquiry produced at least one report, with some
producing several reports, all available from the committee’s
website www.parliament.uk/home-affairs-committee.
The committee also scrutinised several pieces of legislation,
including the Counter-Terrorism & Security Bill, the
Anti-Social Behaviour Bill and the review of the Regulation
of Investigatory Powers Act (2000).
With the reform of business licensing still on the
agenda and several Bills announced in the Queen’s Speech
– such as the Extremism Bill, Investigatory Powers Bill and
the Policing & Criminal Justice Bill – there could be an
opportunity over the next twelve months for the BSIA to
make representations to the committee on behalf of the
industry. Whilst select committees can’t introduce or amend
legislation, they do make informed suggestions based on
the advice, guidance and evidence of industry leaders which
in turn can influence the final piece of legislation as it makes
its way through both Houses of Parliament.
The BSIA will be following the committee closely
over the next twelve months to seek opportunities to influence
legislation that may have an effect on the industry
and looks forward to working closely with the committee
when the new members are announced.
MIPS/Securika – a platform for
international companies to enter
modernising Russian security market
Despite the slowing rate of development of the Russian economy in general, over the
coming years the security market is expected to grow. Today, experts claim the main trend
in the security market is the intellectualisation and integration of security systems.
Leading manufacturers of video surveillance systems,
security and telecommunications are
developing to cater to incorporating the concepts
of smart cities and buildings and transport systems
interconnected through cloud services and online
interfaces. By 2020, experts predict that the number of
devices connected to the internet could reach 50 billion.
MIPS/ Securika exhibition serves to confirm these
trends. In 2015 over 430 companies from 22 countries
participated at the event. The exhibition featured national
stands from China and Taiwan. MIPS/ Securika covers the
following sectors:
• CCTV and video surveillance
• Fire-safety, rescue equipment, and occupational
health and safety
• Integrated security systems
• Perimeter protection
MIPS 2015 focused on security systems used in
implementing smart city projects, the creation of a single
urban information and communication space, which integrates
ICT solutions for transport, energy, utilities, physical
infrastructure, management and public safety. Many
experts predict that by 2025 the number of smart cities
will grow by four times and will reach 88 (in 2013 there
were 20). This process will stimulate joint activity between
city administrations and commercial businesses. In 2013,
the volume of global investments in the development of
smart cities reached $1 million, and by 2025, it is thought
that the size of investments will reach $12 million.
Tatiana Iridekova, Inside Sales Manager, Mobotix
comments: “The competition is getting tougher and Russia
is one of the strategic markets we need to stay at. MIPS/
Securika is the image exhibition for the industry. We are
here to meet our customers and partners, and update
them on our new products.”
Leading Russian and international companies present
their developments at MIPS for creating smart and safe
cities including: Axis Communications, Avigilon
Corporation, Honeywell, HID Global, ITV | AxxonSoft, Grand
Prix, ISS and others.
Roman Vroblevskiy, General Manager, Honeywell
comments: “MIPS/Securika is the biggest and the most
important exhibition and if you want to work in security in
Russia it is mandatory to participate here.”
A number of Russian companies exhibiting at MIPS
export to other countries. These are companies with
impeccable business reputations: Argus Security, Stilsoft,
Istochnik+, Bolid, and ITV. The Strelets radio systems manufacturer,
Argus Security, is ranked among the top 30
developing Russian high-tech companies by TekhUspekh
2014. Its developments are highly appreciated by the
President of Russia, and by both Russian and international
customers. Strelets has been successfully exported to
many countries and is used at Buckingham Palace, the
Belgium Royal Theatre, Oxford and Cambridge Universities,
the tents of the Cirque du Soleil and the Hungarian
Business programme
The business programme offered a range of specialised
conferences dedicated to discussing topical issues of
security, learning about advanced global practice and the
successful use of innovative Russian and international
technology. Some of the key topics included:
• The Security of Warehouse Complexes and Logistics
Terminals
• The Cloud Technologies in Monitoring and Security
• The Museum Security
MIPS/ Securika will take place on 14-17 March
2016 at Expocentre Fairgrounds in Moscow and
is organised by ITE Group, the leader of the
Russian exhibition services market.
