In this edition, we’re celebrating the accomplishments<br />
of our industry colleagues, many<br />
of whom were recognised for their contributions<br />
at the BSIA’s recent Annual Luncheon and<br />
awards ceremony. As our flagship event, this<br />
annual festivity provides us with the opportunity<br />
to reward the achievement of individual security<br />
officers, as well as bright young apprentices and<br />
those who have dedicated their careers to serving<br />
the industry over a number of years. You can<br />
read more about our Security Personnel Award<br />
winners on page 10, which I hope will inspire you<br />
to put forward some of your own staff for 2016’s awards, now open for nominations.<br />
Coinciding with our Annual Lunch is the Association’s AGM, which brings members together<br />
and allows them to reflect on the achievements of the past twelve months. This year, a key<br />
highlight of our Annual Review was the contributions made by our members and staff to driving<br />
standards development across the private security industry, both here in the UK and abroad. On<br />
page 6, you can find out about the many British, European and International standards that have<br />
been influenced by the BSIA in the past year, and also learn more about how your company can<br />
benefit from getting involved in this activity.<br />
Driving the Association’s involvement in standards development is the BSIA’s dedicated<br />
Technical team, which has welcomed a new addition this year. Steve Lampett was appointed as<br />
Technical Officer in June 2015 following the promotion of David Wilkinson and Paul Phillips. You<br />
can find out more about Steve and his role providing members with technical support and advice<br />
on page 26.<br />
Working in partnership with other like-minded organisations remains important to the BSIA,<br />
and forging links with organisations from the wider policing family is the core objective of the<br />
Association’s involvement in the Police and Security (PaS) Initiative. Launched last December,<br />
PaS helps to bring together a number of security stakeholders from the London area, including<br />
private security providers, the Metropolitan Police, local businesses and crime prevention initiatives.<br />
Earlier this year, PaS launched a public consultation to gauge the perceived opportunities<br />
and benefits to partnership working, and the results of the consultation have now been published.<br />

Events continue to play an important role in helping the Association – and its members<br />
– to engage with industry partners, enabling us to share best practice and educate others on<br />
the changing security landscape. This autumn, several events are taking place, from an Employment<br />
Law seminar in Scotland on 29th September to a CCTV Seminar and Exhibition in London<br />
on 12th November (page 12). Our industry’s largest trade show, IFSEC, also continues to enjoy<br />
success, and you can read organiser UBM’s review of 2015’s show on page 14.<br />
With so much happening in our industry, both at home and abroad, readers can keep in<br />

Police & Security initiative highlights<br />
routes to more effective collaboration<br />
The Police and Security Group Initiative (PaS) has published the conclusions from its consultation<br />
conducted earlier this year. The consultation’s aims were to identify the Capabilities of the Private<br />
Security Industry that would be interested in working better with the Metropolitan Police; the<br />
effectiveness of existing structures; and the key barriers and enablers to successful collaboration.<br />
The PaS Group has analysed the results, established<br />
a series of workgroups to address the key<br />
areas of opportunity, and is now looking for participants<br />
to help develop ideas and<br />
recommendations for change in this critical area.<br />
Receiving 197 responses from a broad set of participants<br />
including those responsible for managing and<br />
providing security, as well as membership organisations<br />
and the Police, the consultation provides a broad view of<br />
the issues surrounding collaboration.<br />
A closer look at the barriers and enablers to successful<br />
partnership working revealed that almost 30% of<br />
respondents cited communication and information sharing<br />
as key to making the collaboration between Police and<br />
Private Security more effective, while lack of trust and staff<br />
changes were highlighted as potential barriers to success.<br />
In terms of aspirations for PaS, there was a desire to<br />
improve communications and to make intelligence sharing<br />
easier, to improve attitudes and mutual understanding to<br />
encourage trust, and for training.<br />
Results also highlighted the complexity of the current<br />
partnership landscape, with respondents identifying<br />
71 relevant organisations currently involved in or representative<br />
of collaboration. Among these were the British<br />
Security Industry Association, The Security Institute, ASIS,<br />
CSARN and London First. The consultation also identified<br />
24 different standards and accreditations, and over 20<br />
training and skills courses and providers that were relevant<br />
to PaS collaboration.<br />
Looking ahead to how the consultation results will be<br />
used to inform the initiative’s future plans, PaS Project Lead,<br />
Geoff Zeidler, comments: “This consultation has demonstrated<br />
a high level of interest and support for developing an improved<br />
collaboration model and provided some excellent data and<br />
ideas from which all stakeholders with responsibility for the<br />
security of the public in London can build on.<br />
“The opportunities are significant and the challenge<br />
will be to deliver a limited number of recommendations on<br />
how to use and enhance existing initiatives; but also focus<br />
resource and investment.<br />

“PaS will do this by acting as a forum in which those<br />
who wish to work together to improve clarity, share best<br />
practice and develop and test ideas for better collaboration<br />
with the MPS can do so with the full support of the MPS<br />
and MOPAC.<br />
“We are proud to have already supported both the<br />
recent Smash & Grab Event which focused on best practice,<br />
and the Safer Spaces Accreditation, and established the PaS<br />
Community Network to assist in active engagement.”<br />
Commander Simon Letchford, who is the lead for<br />
Business Crime at the MPS, said: “At a time we are all<br />
challenged to make the most of our resources, I believe<br />
that this is a critical initiative which is already making<br />
progress.”<br />

To develop, PaS has established a structure which<br />
will involve three core workgroups under a central PaS<br />
committee, which leads the initiative and includes the<br />
BSIA, Security Industry Authority (SIA), Metropolitan Police<br />
Service, MOPAC, CSARN, London First and the Safer<br />
London Business Partnership.<br />
The Information, Intelligence and Communications<br />
workgroup will identify current systems and intelligence<br />
sources and make recommendations on how these can<br />
be used most effectively. The Standards, Training &<br />
Accreditations workgroup will seek to improve access and<br />
understanding of what has most relevance to collaboration<br />
as routes to building confidence and trust. Finally, an Effective<br />
Collaboration workgroup will establish and support a<br />
register of initiatives and capabilities in London; and promote<br />
and share best practice collaboration initiatives<br />
Geoff Zeidler adds: “Together, we hope that these<br />
can start to make the aspiration of a more effective collaboration<br />
between the Metropolitan Police and private<br />
security industry become concrete, and both assist and<br />
ensure learning from improvements across the whole of<br />
the United Kingdom.”<br />

Certalarm: setting the standard for<br />
security alarms in Europe<br />
Anja Kinsky, General Manager of CertAlarm, spoke at IFSEC International in June about the CertAlarm<br />
scheme, the challenges faced and the positive outlook for the future.<br />
When it was founded in 2010, there was a<br />
great deal of excitement for CertAlarm<br />
across the industry. The concept of a single<br />
pan-European quality mark based on independent,<br />
one-stop testing and certification was widely<br />
supported by the industry.<br />
The objective of CertAlarm is to ensure the highest<br />
possible quality of fire and security products in Europe;<br />
ultimately, to increase the level of safety and security for<br />
Europe and its citizens. There are also numerous benefits<br />
for manufacturers who plan to sell their products in different<br />
European countries.<br />
Traditionally, manufacturers were frequently faced<br />
with uncertainty regarding the standards against which<br />
their products should be developed, tested and certified.<br />
For security products, there are no harmonised EU-wide<br />
certification procedures and standards. Instead, there are<br />
some EN standards plus a variety of country-specific<br />
requirements, all of which are not mandatory. Therefore,<br />
manufacturers were often faced with higher costs and a<br />
slower route to market. Being forced to prove compliance<br />
against a variety of national marks by having their products<br />
re-tested and re-certified by local test and certification<br />
bodies – in each country - is a highly expensive and<br />
time-consuming process.<br />
In contrast, CertAlarm offers a unique European<br />
quality mark which is endorsed by the European co-operation<br />
for Accreditation (EA) and is based on third-party,<br />
one-stop testing and certification to EN 54 fire standards<br />
and EN 5013X security standards. The CertAlarm scheme<br />
is a type 5 scheme according to ISO/IEC 17067, combining<br />
factory inspection, quality management review, product<br />
testing and ongoing surveillance in one package. The type<br />
5 scheme gives an added level of quality and integrity to<br />
the products approved and ensures increased certainty for<br />
manufacturers, installers and end users.<br />
A manufacturer can take their product to any of<br />
CertAlarm’s Recognised Test Laboratories (RTL) for a<br />
quote, after selecting the best offer, the product will be<br />
tested according to the CertAlarm scheme by the selected<br />
CertAlarm RTL. Once the product has successfully passed<br />
all tests, the selected CertAlarm Contracted Certification<br />
Body (CCB) issues the certificate. The manufacturer is then<br />
able to sell the product throughout Europe, having spent<br />
a fraction of the price it would have cost to get all of the<br />
individual national marks. Manufacturers pay a one off<br />
registration fee to CertAlarm of €3,150 and then the<br />
quoted testing price to the selected RTL and certification<br />
fee to the selected CCB. The fee for using the label fee is<br />
€105 per certificate for the first year and €420 per certificate<br />
for subsequent years. To date, there are six<br />
Contracted Certification Bodies and eight Recognised Test<br />
Laboratories that manufacturers can test and certify their<br />
products with based in Belgium, The Netherlands, Spain,<br />
Norway, Germany and the UK.<br />
Anja Kinsky, General Manager of CertAlarm, spoke at<br />
IFSEC International in June about the benefits of the CertAlarm<br />
scheme for manufacturers of fire and security products<br />
and discussed the progress the scheme is making.<br />
“Since CertAlarm was founded, one of the biggest<br />
challenges has been the time that it takes to negotiate with<br />
the various stakeholders present in each country to gain<br />
acceptance of CertAlarm. Some countries and their insurers<br />
and certification bodies are still trying to cling onto their<br />
monopolistic income stream by playing ‘hard to get’, however,<br />
with CertAlarm continuing to gain momentum, it is<br />
only a matter of time until standards and certification<br />
procedures will be harmonised and recognised equally<br />
across Europe.”<br />
Recently, CertAlarm gained acceptance in Spain<br />
which was seen as a big step forwards. The Spanish Government<br />
and the Ministry of Interior introduced four<br />
Ministerial orders which legislate the Spanish Security<br />
industry. These were enforced in August 2011 for systems<br />
requiring a police response. Prior to the introduction of the<br />
legislation, the false alarm rate was over 95%. To ensure<br />
the quality of the systems installed, the private security<br />
authorities are obliged to only accept product certificates<br />
which have been issued according to certification schemes<br />
of system 3 or higher.<br />
Anja added: “Crucial to the ongoing success of<br />
CertAlarm is the use of the scheme by private security<br />
companies to certify their products. Some companies are<br />
questioning the scheme as it is not yet accepted across<br />
all member states, however, the more the scheme is used,<br />
the more leverage CertAlarm will have for its negotiations<br />
with the countries that are yet to sign up.”<br />
“The scheme is already widely accepted across the<br />
EU and continues to go from strength to strength. We’re<br />
currently targeting France and Austria and I remain confident<br />
that other countries will follow in the near future.”<br />

BSIA welcomes new section chairmen<br />
Following its Annual General Meeting which took place on Wednesday 15th July 2015, the British Security<br />
Industry Association (BSIA) has elected chairmen and vice chairmen to serve its sections of membership.<br />
BSIA is very proud of its membership community, and the great contributions<br />
that they make to the private security industry. The development of the private<br />

Vice Chair of the Association. Phil will bring a deep knowledge of the security industry<br />

BSIA looks ahead to political<br />
party conference season<br />
This autumn, the BSIA will travel to Manchester and Brighton to meet with various<br />
Ministers, Peers and other key stakeholders at both Labour and Conservative party<br />
conferences, to discuss the core issues that affect the private security industry. BSIA Chief<br />
Executive, James Kelly, will take the opportunity to grill Parliamentarians on the future of<br />
the political landscape and where regulation of the industry is heading.<br />
This year, the Labour Party meets at the Brighton<br />
Centre toward the end of September. At last<br />
year’s conference, the party was gearing up for<br />
an election which at that point was still all to play<br />
for, however following Labour’s routing by the Conservative<br />
Party at the election, Labour is now in the process of electing<br />
a new Leader. A fortnight before the conference opens<br />
the party will hold a special conference to announce its<br />
new Leader. Although Shadow Health Secretary Andy<br />
Burnham began the contest as the bookies’ favourite,<br />
several developments have changed the polls somewhat<br />
with veteran left-winger Jeremy Corbyn now the bookies’<br />
favourite to be elected Leader of the Labour Party.<br />
Mr Corbyn has the backing of most major unions<br />
and several high-profile MPs but is seen as unelectable<br />
by the two former Labour Prime Ministers, Tony Blair and<br />
Gordon Brown. Also running for Leader are Shadow Home<br />
Secretary, Yvette Cooper, and Shadow Minister for Care &<br />
Older People, Liz Kendall. Although both are running admirable<br />
campaigns neither is expected to win the Leadership.<br />
It will be an exciting few weeks in the run-up to conference<br />
to discover which Goliath has won this battle.<br />
Shortly after, the Conservatives will meet at the Manchester<br />
Central in early October. Last year, the party was<br />
preparing for a widely-expected second hung Parliament,<br />
however this proved not to be the case come May 7th<br />
when the party won a surprising majority. With Labour<br />
taking a lot of media attention the Conservatives have had<br />
a fairly smooth ride since the election, however once the<br />
new Opposition Leader is announced we can expect<br />
normal service to resume with the Government facing<br />
fierce opposition from the Labour Party.<br />
On the agenda for discussion at Conference this<br />
year are the five key issues outlined by the BSIA in its<br />
manifesto, published prior to the General Election in May:<br />
• Commitment to lighter-touch regulation with a transition<br />
to business licensing<br />
• Continue to minimise ticketing on cash-in-transit<br />
vehicles to reduce the risk of attack faced by<br />
couriers<br />
• Recognise the value of partnership working between<br />
police and private security providers<br />
• Increase export funding to ensure that the UK<br />
remains a global leader in the provision of security<br />
solutions<br />
• Expand the Surveillance Camera Commissioner’s<br />
Code of Practice to include privately-owned<br />
systems<br />
Following the events, the BSIA will continue to build<br />
on the relationships formed during conference season with<br />
the various Parliamentarians, to ensure that the private<br />
security industry is supported by a wide range of representatives<br />
from across the political <strong>spectrum</strong>. It is hoped<br />
that the private security industry will soon see movement<br />
on licensing or – at the very least – some clarity on the<br />
Government’s intentions for regulation.<br />

BSIA leads the way in security<br />
standards development<br />
The British Security Industry Association (BSIA) has published its Annual Review<br />
for 2014-15, revealing that the trade body continues to expand its influence in<br />
the development of British and European standards.<br />
In the past 12 months, the BSIA has contributed to<br />
the development and review of 26 standards, affecting<br />
a range of industry sectors including lone worker,<br />
CCTV and intruder alarms. In the UK, the Association<br />
continues to represent its members on more than 30 British<br />
Standards Institute (BSI) committees, either as a<br />
member or as chair, and is a key sector influence in<br />
intruder, access control, CCTV, lone worker, guarding, consultancy,<br />
vacant property protection, risk, resilience and<br />
management committees.<br />
Outside of the UK, the BSIA’s influence continues to<br />
grow, with the Association represented on more than 15<br />
standards committees in Europe. Participation in the main<br />
decision-making committee at the International Standards<br />
Body (IEC TC 79) benefits all electronic sections of BSIA<br />
membership, whereas the Association remains an active<br />
member of the European Telecommunications Standards<br />
Institute (ETSI) and a vocal Board member of the Confederation<br />
of European Security Services (CoESS), where the BSIA<br />
also chairs the Critical National Infrastructure working group.<br />
Participation within the European standards body,<br />

membership, as the BSIA actively participates in WG1 and<br />
WG10, as well as the main decision-making committee<br />

UK standards influenced by the BSIA in the past year<br />
include: a revision and update of the alarm cable standard,<br />
BS4737 Part 3.30, BS8418 – the standard for detector-activated,<br />
remotely-monitored CCTV, a review of<br />
BS7958 relating to CCTV management and operation and<br />
BS7984 parts 1 & 2, relating to keyholder and response<br />
services and Response to Lone worker services. Further<br />
afield, the Association has lobbied the European Commission<br />
on matters such as third party certification and the<br />
impact of 4G technology on security manufacturers.<br />

BSIA achieves UKTI Accredited<br />
Trade Organisation status<br />
The British Security Industry Association has successfully achieved UKTI Accredited Trade Organisation<br />
status and will lead the way in facilitating UK security companies’ attendance at overseas trade shows.<br />
As an Approved Trade Organisation (ATO) for the<br />
security sector, the Association will take the lead<br />
in taking UK companies to overseas shows,<br />
while assisting companies with their Tradeshow<br />
Access Programme (TAP) applications, which means that<br />
exhibitors can receive up to £2500 in funding (providing they<br />
meet UKTI’s criteria) to offset their exhibition costs.<br />
As an ATO, the BSIA will also provide management<br />
services for those organisations exhibiting in the UK pavilion<br />
offering shipping services and an onsite point of<br />
contact to assist with any issues they might have. The<br />
Association will partake in the Trade Access Programme<br />
(TAP) and offer additional services and support to British<br />
businesses wishing to explore new opportunities in overseas<br />
markets. The status will formalise this role and is an<br />
endorsement of the activities already undertaken by the<br />
Association’s dedicated Export Council, a forum of companies<br />
focused on expanding their business abroad.<br />
The BSIA’s ATO status will also help exporters to<br />
access the government funds that are available to companies<br />
who choose to exhibit on TAP supported pavilions<br />
organised by the Association. It is UKTI’s current strategy<br />
to increase interest in the high growth emerging markets<br />
whilst still recognising the importance of elsewhere.<br />

Bright futures ahead for awardwinning<br />
security apprentices<br />
On the 15th July, young apprentices Robbie Jackson and Christopher Hunt were<br />
presented with prestigious Apprentice Installer Awards by the BSIA in recognition of their<br />
academic and practical success in the field of electronic security installations.<br />
The Apprentice Installer Awards serve to recognise<br />
the achievements of Level Two and Level Three<br />
apprentices involved in the installation of alarms,<br />
CCTV, access control or a combination of these<br />
systems, and represent the commitment of security companies<br />
and training bodies in providing young talent with<br />
the opportunity to succeed in the security industry.<br />
Christopher and Robbie were presented with their<br />
awards at the BSIA’s Annual Luncheon hosted at the<br />
London Hilton on Park Lane.<br />
The overall winner for 2015’s awards was Robbie<br />
Jackson, 18, a third-year apprentice working for Compass<br />
Fire and Security in Cumbria and was nominated for the<br />
award by his course assessor, Mark Cunningham of Skills<br />
for Security. From his very first interview, the company were<br />
impressed with Robbie’s ‘can-do’ attitude and his potential<br />
to succeed shone through from the very beginning.<br />
Considering an apprenticeship as an alternative to<br />
University, Robbie quickly progressed in his role to become<br />
a valued member of the company. Looking ahead to the<br />
future, Robbie’s ambition is to become a lead engineer by<br />
his mid-20s and later progress into management, an<br />
ambition that his bosses at Compass Fire and Security<br />
believe he will certainly achieve.<br />
Andrew Turner, who manages Robbie at Compass<br />
Fire and Security, comments: “I firmly believe in the<br />
apprenticeship scheme and that apprentices are an asset<br />
to any organisation. [One] of Robbie’s positive attributes is<br />
his ability to learn or understand a new or unfamiliar piece<br />
of equipment very quickly… Over the years, Robbie has<br />
progressed extremely well.”<br />
On being informed of his success in the awards,<br />
Robbie said: “I am delighted to have been selected as<br />
overall winner of the BSIA Apprentice Installer Award for<br />
2015. Since being taken on as an apprentice with Compass<br />
Fire & Security, I have worked very hard to ensure<br />
that I have completed all aspects of the apprenticeship to<br />
the best of my ability and gain the knowledge necessary<br />
to become a qualified engineer. I hope to continue my<br />
personal development as an engineer with Compass Fire<br />
& Security with a view to one day being in a position to<br />
apply for more senior roles within the company. My<br />
apprenticeship and work placement have been both fulfilling<br />
and rewarding and I am very much looking forward<br />
to the next phase of my career in this industry.”<br />
Achieving National Winner status was first-year<br />
apprentice, 17-year-old Christopher Hunt, who works for<br />
King’s Security. Following his father’s footsteps into a<br />
career in security, Christopher has earned the respect of<br />
his colleagues and mentors in the business due to his<br />
self-motivated and positive attitude.<br />

Rewarding the best of the best<br />
The Hilton on Park Lane was the setting for this year’s Annual Security Personnel<br />
Awards presentation which recognised the hard work and dedication of the<br />
security industry’s finest. The achievements of thirteen outstanding security<br />
professionals/teams were recognised by the British Security Industry Association<br />
at the Association’s prestigious Annual Luncheon on the 15th July.<br />
The awards were presented by serving police<br />
officer and stand-up comedian, Alfie Moore,<br />
who delivered a well-received routine prior to<br />
the awards presentation. These esteemed<br />
awards are currently in their seventeenth year<br />
and serve to acknowledge the commendable and limitless<br />
contributions that security personnel make to the industry<br />
– and the wider community – each and every day.<br />
James Kelly, Chief Executive of the BSIA, commented:<br />

Mohammed Amal El-Hajji<br />
Mohammed, of Mitie Total Security Management, has a<br />
sterling track record of delivering exceptional customer<br />
service. Over the course of a ten year contract at the Ministry<br />
of Justice, he has regularly received praise from<br />
numerous ambassadors, ministers, senior civil servants<br />
and senior state VIPs. This is to the extent that Mohammed<br />
has been approached by the Justice Secretary of State’s<br />
team requesting that he handles all Ministry of Justice VIP<br />
visits, whether national and/or international visits to the<br />
department. His ability to speak fluently in a number of<br />
different languages has been commented on as an essential<br />
part of his excellent customer service.<br />
Donald Murray<br />
Donald, a Security Supervisor working for VSG, has been<br />
commended for his excellent service to the customer for<br />
his efforts working on a contract at Cambridge Grand<br />
Arcade Shopping Centre. Through his ability to forge excellent<br />
relationships and by empowering his team members<br />
through training and development, Donald has achieved<br />
consistently high service level agreement scores. This has<br />
all been achieved against a backdrop of numerous security<br />
challenges which he has also handled with total professionalism.<br />

on a contract at Kennet Shopping Centre for over<br />
eleven years, Richard has consistently gone above and<br />
beyond for the client. He has been described by the client<br />
as the ‘jewel in the crown’ of their security service and is<br />
well known at the centre where he truly loves his job, and<br />
continues to be an invaluable asset to the client. His dedication<br />
is exciting to observe and his excellent site<br />
knowledge and commitment means that the centre has a<br />
brilliant asset that they can rely on at all times.<br />

Aberafan Shopping Centre Team<br />
Three members of OCS Group UK Ltd’s Aberafan Shopping<br />
Centre Team were presented with an award for saving a<br />
man’s life when he suffered a massive heart attack. The<br />
quick thinking, composure and skill of the team is<br />
undoubtedly a contributing factor in the man’s survival and<br />
recovery. They acted without hesitation and with skill and<br />
dignity in the most difficult of challenges anyone could<br />
face. The outstanding professionalism and courage they<br />

showed on that day is truly admirable and they are worthy<br />
winners of a National Security Personnel Award.<br />
Chris Fielding<br />
Chris, of Securitas Security Services UK Ltd, has been working<br />
on a contract at Chesterfield Royal Hospital for over four<br />
years. He has been awarded a National Security Personnel<br />
Award for showing vigilance, professionalism and initiative<br />
to save a man from trying to take his own life. Chris had to<br />
step in on three separate occasions, despite the man brandishing<br />
items he might use to harm the security officers. His<br />
actions enabled the man to get the help he needed. Chris<br />
has also been praised for his friendly, helpful attitude and<br />
for showing compassion towards patients of the hospital.<br />
He is a credit to the Hospital Security Team, Securitas and<br />
the security industry as a whole.<br />
Best Newcomer<br />
Clarence Hyman<br />
Clarence, a Security Officer working for Corps Security,<br />
has been praised for his high standards and his natural<br />
willingness to go above and beyond his duties. Despite<br />
being relatively new to the industry, he has demonstrated<br />
customer service to the highest level and has even provided<br />
voluntary mentoring for new recruits. He has<br />
displayed a true passion for his colleagues, clients and the<br />
security industry and takes great pride in his role. Clarence<br />
has a can-do attitude, is always prepared to go the extra<br />
mile and his welcoming persona is an asset to Corps and,<br />
in turn, the client’s organisation.<br />
Paul Wilson<br />
Securitas Security Services UK Ltd’s Paul, a member of<br />
the Emergency Medical Team working at BAE Systems<br />
Submarine Solutions, identified a serious medical condition<br />
with a patient during a routine medical check that potentially<br />
saved the patient’s life. The patient was rushed to<br />
hospital and underwent emergency surgery. Had it not<br />
been for Paul’s observations, the patient could have suffered<br />
a major stroke. Paul is a credit to Securitas and is<br />
very well respected by his peers. He has shown that when<br />
placed under pressure, he can make decisions above and<br />
beyond those expected and with true leadership qualities.<br />
His outstanding performance on that day, and indeed, all<br />
year round deserves to be recognised with a National<br />
Security Personnel Award.<br />
Robert Love<br />
Robert, of Sight and Sound Security Solutions Ltd, is a<br />
Security Officer who is quickly rising through the ranks.<br />
Securing two promotions within just two years’ experience<br />
in the industry, Robert is now working as an Operations<br />
Supervisor – responsible for the staffing and operations of<br />
over 150 officers. His dedication to his role, absolute determination<br />
to succeed and ability to adapt to each situation<br />
has ensured that he is a valued member of the company.<br />
From the onset, Robert has been commended for his great<br />
leadership qualities and ability to motivate and influence<br />
people around him.<br />
Best use of Technology<br />
Marcin Bereza<br />
Marcin, an Intelligence Analyst working for VSG, has been<br />
awarded a National Security Personnel Award for the best<br />
use of technology, for single-handedly designing and implementing<br />
an electronic Security Operations Dashboard. The<br />
software, which enables managers to plan a much more<br />
effective security operation, took considerable time and<br />
effort to complete. It has been estimated that if a product<br />
which achieved similar results had been purchased, it would<br />
have cost in excess of £50,000. Marcin was the sole driver<br />
for this concept; he knew the difficulties he would come up<br />
against and the fact that he would have to fit this in around<br />
his normal work streams without any additional resources.<br />
This platform showed great innovation and drive to achieve<br />
an end result that would benefit the contract and the client.<br />
Best Team<br />
Centrale Shopping Centre Team<br />
VSG’s Centrale Shopping Centre Team consists of thirty-three<br />
dedicated security officers who are committed to<br />
providing a service which is second-to-none to the Centrale<br />
Shopping Centre in Croydon. They continually improve<br />
their skills by taking part in comprehensive training and<br />
twenty of the thirty-three officers are first aid and defibrillator<br />
trained. They relentlessly seek to add value to the<br />
contract by going above and beyond what is expected of<br />
them. The team consistently look to identify new areas of<br />
improvement and strive to achieve optimal customer service<br />
excellence. They have a fantastic work ethic and carry<br />
out their duties meticulously and diligently.<br />
ITV Security Team<br />
Wilson James Ltd’s ITV team have been presented with<br />
an award for going the extra mile. The team of twenty-three<br />
security professionals have fully embraced the<br />
culture and values of ITV and become an integrated part<br />
of their operations. They often go the extra mile to cover<br />
additional duties such as manning the main switchboard<br />
during holiday periods, which shows their commitment to<br />
adding value to the contract. The team are always ready<br />
and able to rise to the challenges that arise, both planned<br />
and unforeseen, with great positivity. They always keep<br />
customer care as their core focus and have been commended<br />
by ITV for their can-do attitude.<br />
Security Personnel Awards 2016<br />
The BSIA’s Annual Security Personnel Awards are now<br />
open to employees of the Association’s Security Guarding,<br />
CVIT, Police and Public Services, Leisure Industry, Specialist<br />
Services and Crowd Management sections.<br />
The awards are presented both regionally and<br />
nationally and seek to showcase the achievements of small<br />
and medium-sized businesses as well as the larger players<br />
in the sector. Many SMEs have gained added exposure for<br />
their businesses through their award successes.<br />

in local and regional media, as well as comprehensive coverage<br />
in the security trade press. National award winners<br />

Employment Law Seminar to offer insight into the<br />
latest legislation and best practice guidelines<br />
The British Security Industry Association (BSIA) has joined forces with<br />
Moorepay Legal Services to deliver an Employment Law Seminar aimed at<br />
providing essential legal advice to security companies operating in Scotland.<br />
The event will take place in Glasgow on the 29th<br />
September 2015 and is open to both members and<br />

Following the successful CCTV Seminar and Exhibition held by the British Security<br />

The CVIT industry is an integral part of the<br />
UK economy, and is undervalued and relatively<br />
unknown outside the industry. I am<br />
passionate about making the industry<br />
more public, making the wider community<br />
understand the dangers that our members<br />
face on a daily basis, ensure that CVIT<br />

we need to park on a pavement or pedestrianised<br />
area or block an entrance to a<br />
shopping centre or train station in order to<br />
protect the safety of our couriers.<br />

IFSEC International 2015 celebrates another year<br />
of innovation, inspiration and industry excellence<br />
IFSEC International 2015, organised by UBM EMEA, is pleased to announce another<br />
hugely successful year for Europe’s largest security event. Running from 16–18<br />
June at ExCeL London, IFSEC International welcomed 23,079 visitors through the<br />
doors, increasing attendance by 2% from 2014, driven by UK attendees.<br />
IFSEC International benefitted from the co-located events<br />
within the Protection & Management Series, attracting<br />
an additional 4,536 visitors 1 from across the venue. This<br />
highlights the power of these show’s being located<br />
alongside each other, demonstrating that it is the go-to place<br />
for sourcing the latest products and innovations, as well as,<br />
discovering expertise across security, fire, facilities, and safety.<br />
The show continued to attract the senior decision<br />
makers from across the industry with a 14% increase in<br />
end-users and a 42% increase in directors and company<br />
holders, demonstrating the quality of visitors remains at an<br />
all-time high. Video Surveillance, Access Control and Integrated<br />
Security remain significant areas of interest, while<br />
the ever increasing topic of Safe Cities, which was reflected<br />
by the education available on the show floor, and IT & Cyber<br />
Security received more attention than ever before.<br />
As the industry becomes increasingly globalised,<br />
IFSEC International remains a truly global event as represented<br />
by 33% of total attendees from 112 countries,<br />
along with exhibitors coming from 45 countries. For the<br />
second year the UKTI Events Alliance worked with the<br />
British Security Industry Association (BSIA) to bring inward<br />
missions of Commercial Officers and relevant buyers from<br />
target countries to meet with UK based organisations at<br />
IFSEC International.<br />
Gerry Dunphy, Event Director for IFSEC & FIREX International,<br />
said: “IFSEC International once again exceeded all<br />
expectations for 2015; the atmosphere on the show floor<br />
was fantastic with plenty of innovation and industry expertise<br />

of the security industry and it was obvious that the market<br />
has become truly globalised, with a sizeable increase in<br />
visitors travelling from other regions to see the latest and<br />

Additional highlights at IFSEC International this year<br />
included the launch of the Inspirational Speaker Series<br />
which attracted large crowds from across the security,<br />
safety, fire, facilities management and service management<br />
industries to the 400 capacity theatre each day.<br />
Kicking off with Baroness Karren Brady on the first day,<br />
followed by Sir Ranulph Fiennes on the second day and<br />
finishing with Sir Chris Hoy on the final day, each speaker<br />
took to the stage to share anecdotes from their own illustrious<br />
careers and offer some invaluable advice on<br />
leadership and achieving success in any field.<br />
Another new launch for IFSEC International in 2015<br />
was the Benchmark Innovation Arena which welcomed<br />
over 40 finalists for the annual industry awards, a series<br />
of 10 minute pitches and short Q&A sessions were<br />
hosted by leading companies including Bosch Security,<br />
Vidicore, UTC Fire & Security and Secure Logiq, to name<br />
a few. This exciting new format provided visitors to IFSEC<br />
International with a detailed look at these new products<br />
that are delivering a real benefit to end users, integrators<br />

BSIA Chairman speaks on the<br />
importance of best practice<br />
Delivering her second Chairman’s address at the British Security Industry Association’s Annual Luncheon<br />
in July, BSIA Chairman, Pauline Norstrom, reflected on the past year’s successes while looking to the<br />
future with a pledge to improve security knowledge and education among procurement professionals.<br />
Speaking at the Association’s flagship event,<br />
which took place at the London Hilton on Park<br />
Lane on July 15th, Norstrom began by acknowledging<br />
the importance of the event’s awards<br />
ceremony in recognising the crucial role played by security<br />
officers in maintaining high levels of safety and security<br />
across the UK. Holding a short silence in honour of Lorraine<br />
Barwell – believed to be the first private security officer<br />
killed in the line of duty – Norstrom said:<br />
“Recognising and encouraging talent is key to building<br />
a solid future for our industry, and I would like to personally<br />
congratulate each of today’s winners, whose achievements<br />
demonstrate the true significance of the contributions made<br />
by the UK’s private security industry day in, day out.”<br />
She then went on to outline the key achievements<br />
and industry developments of the past year, with the Association’s<br />
contributions to the development of standards<br />
and best practice guidelines top of the list:<br />
“I follow the BSIA’s contributions to driving best<br />
practice in this field with an active interest, and am pleased<br />
that the Association continues to expand its influence in<br />
the field of standards development.<br />
“During the last 12 months, more than 25 separate<br />
security standards have been influenced by the BSIA.<br />
These are to the benefit of a range of industry sectors<br />
including my own discipline of video surveillance, alongside<br />
intruder alarm manufacture, lone worker protection<br />
and security search protocol. Gaining a head start in influencing<br />
and adapting to new standards is a crucial benefit<br />
of BSIA membership. Opportunities to participate in standards<br />
development are available to large corporate<br />
members and SMEs alike.<br />
“In the past year, the BSIA has been represented on<br />
30 different standards committees here in the UK, while<br />
the Association’s influence continues to grow in Europe<br />
and beyond. Participation in the main decision-making<br />
committee at the International Standards body benefits all<br />
electronic sections of membership. In addition, the BSIA<br />
has recently secured high-profile, Board-level representation<br />
within CENELEC and Euralarm – representing<br />
electronic security standards – and CoESS, the Confederation<br />
of European Security Services, which focuses on the<br />
guarding and manpower side of the industry. Getting<br />
involved at every level of standards development is an<br />
opportunity available to all BSIA members. I encourage you<br />
all to consider expanding your own involvement in promoting<br />
best practice as a differentiator in the marketplace and<br />
reinforcing the importance of quality over and above price<br />
alone, when it comes to choosing security provision.”<br />

purchasing decisions are made on the basis of quality and<br />
return on investment, rather than initial purchase price<br />
alone. Norstrom said:<br />
“Security solutions have the ability to make a tangible<br />
difference to our customers’ bottom line in terms of<br />
delivering improvements in efficiency and return on<br />
investment over time. All of this is only achievable as a<br />
result of consultation with quality suppliers, who educate<br />
Directors and stakeholders of the importance of making<br />
value based security and safety procurement choices. The<br />
issue of considering quality over and above price is one<br />
which is of particular interest to me.”<br />
Norstrom’s speech then went on to explore the<br />
results of some recent research conducted by the BSIA to<br />
gauge the procurement-related experiences and views of<br />
its members, as well as targeting buyers themselves to<br />
seek a greater insight into the decision-making process<br />
when it comes to security procurement.<br />
With responses received from a range of end-users<br />
in a number of industry sectors – from construction to<br />
education – the survey attracted responses from Security<br />
Managers, Finance Directors and Chief Executives. Early<br />
results show that, post-recession, buyers are increasingly<br />
aware of the importance of quality, with 20% citing quality<br />
over price as a crucial factor in their decision. Despite<br />
these positive early results, there are still some concerns:<br />
two thirds of respondents do not seek external professional<br />
advice when sourcing a new product or supplier, believing<br />
they possess enough knowledge of security within their<br />
own organisation to avoid consulting the experts.<br />
Another issue exposed by the BSIA’s procurement<br />
research is the importance of regular, comprehensive<br />
security reviews. The majority of research respondents<br />
revealed that their security is only reviewed every four to<br />
five years, with some reporting that their security solutions<br />
are never revisited following the initial purchase.<br />
Norstrom added: “With technology, regulation and<br />
standards developing at such a rapid pace, many of our<br />
industry’s users are missing out on the latest developments<br />
in security provision that could make a real, tangible<br />
difference to the way they do business, as well as their<br />
own resilience against unexpected security breaches. The<br />
tragic events in Paris, Copenhagen and Sydney earlier this<br />
year serve to remind all businesses of the importance of<br />
regular security reviews and contingency plans, with education<br />
of buyers a key enabler to improving the safety and<br />
security of the business community, as well as the public<br />
they serve.”<br />
Concluding her speech, Pauline Norstrom reinforced<br />
the value of the BSIA as a ‘robust, vocal trade association’<br />
in representing the industry and those working within it.<br />
Calling for increased member involvement in Association<br />
activities, she also offered thanks to all of the members<br />
present who had dedicated their time, knowledge and<br />
expertise to the numerous BSIA working groups, committees<br />
and forums in the past year.<br />
“It is only with your continued commitment and<br />
dedication,” she said, “that the Association can continue<br />
to fulfil its role as the voice of the industry, delivering the<br />
support and guidance that serve to illustrate the true value<br />
of Association membership for companies operating in<br />

Vacant Property Protection companies<br />
find a new home at the BSIA<br />
Earlier this year, the BSIA announced the creation of the Vacant Property Protection Section which<br />
focuses on security measures and services introduced when a property is at increased risk of criminal<br />
attack because of a change of circumstances in its occupancy.<br />

Chairman for its inaugural year of activity.<br />
Here, he tells Spectrum more about the section<br />
and its role in the vacant property market.<br />
The Vacant Property Protection section is a relatively<br />
new area of membership of the BSIA; how did it<br />
come about?<br />
The Vacant Property Protection section really resulted from<br />
the activity and input generated by the members closely<br />
aligned with this service provision. It was very evident from<br />
the agenda topics, case studies and best practice documents<br />
that the members had a lot to contribute. There is<br />
also a high level of public interest in the problems being<br />
addressed by this section’s members and in particular, the<br />
way that they do this. As the security sector has developed<br />
in line with an increased understanding of the risks associated<br />
with vacant property so has the need for high quality<br />
security solutions and providers that meet the standards<br />
required by users and advocates of these services.<br />
Who is the Vacant Property Protection section for?<br />
The section is aimed at companies that have an interest<br />
in vacant property protection, raising the standards of this<br />
service and creating an awareness of the services available.<br />
The section members have a significant level of<br />
experience and knowledge based on the success of their<br />
services in addressing the problems that vacant property<br />
can bring. The section also works closely with a broad<br />
range of security professionals including police, insurance<br />
and security specialists.<br />
What are the benefits of belonging to the BSIA’s<br />
Vacant Property Protection section for companies<br />
offering vacant property protection services?<br />
Belonging to one of the BSIA’s sections of membership has<br />

What will be the initial focus areas for the Vacant<br />
Property Protection Section?<br />
The initial focus of the Vacant Property Protection Section<br />
will be to see the completion of work at the British Standards<br />
Institute (BSI) on BS 8584, the standard for vacant<br />
property protection. This will provide a benchmark against<br />
which customers can compare providers to ensure they<br />
receive a high quality service. This British Standard will<br />
build upon the BSIA’s own Code of Practice for vacant<br />
property protection (Form 154).<br />
How has the Vacant Property Protection market<br />
changed in the past 10 years?<br />
The most significant development has been the increased<br />
use of technology. The advances in wireless communications<br />
and alternative sources of power have allowed the<br />
implementation of monitored alarms, video verification and<br />
CCTV in most environments. These developments have<br />
also extended to operational capabilities allowing inspections<br />
and site surveys to provide more immediate<br />
information whether in the form of an e-mailed site report<br />
or photographs that are available to instantly view online.<br />
The use of guardians has also become established and<br />
this is evidenced by the interest and involvement of companies<br />
offering this service in the Vacant Property<br />
Protection section. Their involvement has highlighted the<br />
importance of best practice in this area and the need to<br />

make users of this service aware of the importance of<br />
working with professional and experienced providers.<br />
What – in your opinion – does the future hold for the<br />
vacant property protection market?<br />
The VPP market is constantly evolving. A good example<br />
of this is the recent change in legislation regarding squatting.<br />
This has made squatting in residential property<br />
illegal; however, this has not changed in regard to commercial<br />
property. Whilst this has partially solved the<br />
problem, the omission of commercial property has meant<br />
that the incidence of squatting in properties such as<br />
vacant pubs and offices has increased. In addition, theft<br />
of metals and vandalism has also remained a constant<br />
challenge and with better detection the increased pressure<br />
placed on an already stretched police force has<br />
meant that the need for providers of high quality security<br />
services for vacant property to detect, deter and react to<br />
these activities is greater than ever.<br />

Safety and Health Expo<br />
Over the 16th – 18th June this year, members of the BSIA’s<br />
Lone Worker section exhibited at the Safety and Health Expo,<br />
in what some have billed ‘one of the best yet’.<br />
Running alongside IFSEC International as part of<br />
UBM’s wider Protection and Management<br />
series, Safety and Health Expo saw over 350<br />
exhibitors showcasing the latest innovations,<br />
products and services in the health and safety industry.<br />
Several members of the BSIA’s Lone Worker section<br />
– including Blackline GPS, Peoplesafe, Skyguard and SoloProtect<br />
- attended this year’s show, displaying the latest<br />
in lone worker technology and offering expert insights on<br />
protecting employees that work unsupervised.<br />
Craig Swallow, Chairman of the BSIA’s Lone Worker<br />
section and Managing Director of SoloProtect believes the<br />
exhibition was a huge success, commenting: “For me, this<br />
year’s show was materially better than the previous year.<br />
Visitors seemed more positive, with a genuine desire to<br />
look seriously at their lone worker risks. I suspect that in<br />
previous years, visitors have had a lack of budget as<br />
organisations were reducing costs or undergoing some<br />
form of austerity measure, but it seems as though a corner<br />
had been turned this year!”<br />
Craig adds: “I also think that the lone worker<br />
theatre, sponsored by the BSIA, was a big success with<br />
speakers attracting very high attendee numbers across<br />
the three days.”<br />
Many of the BSIA’s Lone Worker members launched<br />
new products at the Safety and Health Expo, enabling<br />
visitors to get ‘hands on’ with the industry’s newest<br />
technology.<br />
PeopleSafe gave visitors a first look at their new<br />
smartwatch application, which gained a lot of interest. Ian<br />
Johannessen, Managing Director of PeopleSafe told Spectrum:<br />
“The show was a great success for us, our new<br />
smartwatch application was very popular and our seminar<br />
sessions were well attended, sparking some excellent conversations.<br />
We are looking forward to returning next year!”<br />
Skyguard unveiled a new version of their MySOS<br />
personal safety alarm at the show which featured as part<br />
of the innovation trail. Will Murray, Marketing Director of<br />
Skyguard commented: “The show went very well, as is<br />
always the case with the Safety and Health Expo. Being<br />
featured as part of the innovation trail really helped to<br />
boost the number of visitors to our stand and we found<br />
that many of the visitors were already aware and interested<br />
in the product.”<br />
Also located in the Safety and Health Expo this year<br />
was the Lone Worker theatre – sponsored by the BSIA -<br />
which saw a variety of informative keynote speeches<br />
attract large audiences across the three days.<br />

to prove a valuable and productive fixture in the exhibition<br />

Summer Budget 2015<br />
Chancellor of the Exchequer George Osborne MP recently delivered his Summer Budget<br />
to the House of Commons to set out the new Government’s plans for the economy.<br />
To a packed Commons Chamber, Mr Osborne<br />
announced a raft of initiatives to help businesses<br />
and individuals, with a clear focus on growth<br />
across all sectors, in the first fully Conservative<br />
Budget for almost two decades. The Budget shows the<br />
Government’s commitment to work toward full employment,<br />
lower taxes and eliminating the deficit.<br />
The key points to come from Mr Osborne’s Summer<br />
Budget include various efficiencies still to be found,<br />
although largely from the welfare budget and not government<br />
department such as the Home Office, although these<br />
will still bear their share of spending cuts. The Northern<br />
Powerhouse sees a boost in the Summer Budget with<br />
further devolution for Greater Manchester and the recently<br />
announced Transport for North (TfN). The new national<br />
living wage is due to rise to £9 p/hr for over 25’s by 2020.<br />
Another key point to come from the Summer Budget was<br />
the announcement that defence spending will increase to<br />
2% of GDP in line with the UK’s NATO commitment.<br />
Economy<br />
The economy grew by 3% in 2014 and is forecast to grow<br />
by 2.4% in 2015, down 0.1% from the most recent predictions<br />
in March. It is forecast to grow by 2.3% in 2016,<br />
2.4% in 2017 and 2.4% in 2018. The Chancellor also<br />
announced that the Government predicts a further one<br />
million jobs to be created by 2020.<br />
Arguably the most controversial aspect to the<br />
Summer Budget was the revelation that there are a further<br />
£37 billion of spending cuts due to be made by 2020,<br />
including £12 billion from the welfare budget. £5 billion is<br />
predicted to be raised from tackling tax avoidance and £20<br />
billion is to be cut from government departments. The<br />
deficit will be cut at the same pace as it was during the<br />
last Parliament with the intention of reaching a budget<br />
surplus a year later than planned, in 2019/20, with borrowing<br />
falling year-on-year until then. The following table<br />
outlines how much the Chancellor has forecast to borrow<br />
each year until the budget surplus.<br />

Taxation<br />
The new national living wage, which is to be introduced<br />
for all workers over the age of twenty-five, will start at<br />
£7.20 an hour from April 2016, reaching the £9 p/hr target<br />
by 2020. It will give an estimated 2.5 million people an<br />
average £5,000 ‘pay rise’ over the next five years. The<br />
personal tax allowance will also rise to £11,000 next year<br />
and to £12,500 by 2020, meaning people working a thirty<br />
hour week on minimum wage will be lifted out of income<br />
tax altogether creating a tax-free minimum wage. The<br />
point at which individuals on the 40p rate of income tax<br />
pay the higher rate will also rise from £42,385 to £43,000<br />
in 2016.<br />
Defence & Security<br />
The Government has made a firm commitment to meet its<br />
NATO obligations on defence spending and will commit to<br />
2% of GDP per year. There will be a real terms 0.5%<br />
spending rise above inflation every year during this Parliament.<br />
The Chancellor also announced a new £1.5 billion<br />
Joint Security Fund for investment in the armed forces and<br />
each of the UK’s intelligence agencies.<br />
Education<br />
The Chancellor also announced that student maintenance<br />
grants are to be phased out and replaced with maintenance<br />
loans from 2016/17, to be paid back once people<br />
earn more than £21,000 a year. The maintenance loan will<br />
increase to £8,200 over time. Mr Osborne also said that<br />
a number of new university Professorships will be created<br />
to mark Her Majesty Queen Elizabeth II’s 90th birthday,<br />
though further details are yet to be released.<br />
Energy & Fuel<br />
There will be no rise in fuel duty this year with rates continuing<br />
to be frozen, however there will be a major reform<br />
to vehicle excise duties to pay for a new road-building and<br />
maintenance fund in England. From 2017 there will be<br />
new vehicle excise duty bands for brand new cars, pegged<br />
to emissions for the first year, meaning that 95% of car<br />
owners will pay a set £140 fee a year.<br />
Infrastructure<br />
A new road-building and maintenance fund for England will<br />
be created from a major reform of vehicle excise duties.<br />
£30m will be spent on a new transport body, Transport for<br />
North (TfN), to promote integrated transport across the North<br />
of England, including the introduction of Oyster cards.<br />
Businesses<br />
Corporation tax will be cut to 19% in 2017 and 18% in<br />
2020 making Britain a more attractive place to do business.<br />
The National Insurance employment allowance for<br />
small firms is to be increased by 50% to £3,000 from<br />
2016 and a consultation is to take place on changing the<br />
existing Sunday trading laws.<br />
Devolution<br />
In England, control over fire services, planning and children’s<br />
services will be handed over to a consortium of ten<br />
councils across Greater Manchester and discussions are<br />
to take place about the devolution of services to Sheffield,<br />
Liverpool and West Yorkshire.<br />

BSIA guidance explains new CCTV grading system<br />
New guidance has been published by the British Security Industry Association (BSIA) to help users<br />
understand the system of security grading introduced by the BS EN 62676 series of international standards,<br />
the first standards for CCTV video surveillance that will be used to any significant extent in the UK.<br />
Grading is a way of giving a variation in requirements<br />
so that systems that do not require sophisticated<br />
features are allowed to be simpler. The BSIA has<br />
produced this new guidance to assist installers of CCTV –<br />
along with any other interested parties – to understand how<br />
a choice of grade should be made and then used to determine<br />
the design requirements of a CCTV system.<br />
The first guide, entitled Graded Requirements Under<br />
BS EN 62676 Standards for CCTV – a Technical Guide for<br />
Installers and Specifiers (BSIA Form 218), has resulted<br />
from work undertaken by a team of BSIA members alongside<br />
the Home Office, security industry inspectorates,<br />
insurance companies and security consultants to develop<br />
a method of applying grades that allow for both simplicity<br />
and, when required, flexibility.<br />
The second guide is entitled BS EN 62676 Series<br />
– Guidance for Customers About Grading and Other Important<br />
Matters (BSIA Form 217) and complements the first<br />
guide by providing a summary for customers who might<br />
be seeking a more concise and less technical explanation<br />
of the new grading system.<br />
Both guides relate to the BS EN 62676 standards,<br />
which have been developed using best practice guidelines<br />
from a number of organisations including the BSIA, as well<br />
as the Government’s Centre for Applied Science and Technology<br />
(CAST), while also incorporating ideas from British<br />
Standards.<br />
While grading of a system does not specifically<br />
determine the quality of the images captured by the<br />
system, implementation of a higher grade may coincidentally<br />
result in an improvement. BS EN 62676-4 includes<br />
recommendations that will determine the quality of image<br />
recording. The use of different grades will, however, affect<br />
the robustness and integrity of the system and its ability<br />
to continue to serve its purpose in the face of a criminal<br />
attack or likely fault conditions.<br />

includes a wide range of best practice ideas to improve<br />
the quality of CCTV systems. The standards have been<br />
embraced within the standards framework developed by<br />
the Surveillance Camera Commissioner’s team.<br />

use of the standards will ensure the needs of the customer<br />
are properly specified and understood, that the system is<br />
designed, installed, operated and maintained to meet the<br />
needs of the customer, and enable comparison between<br />
suppliers’ proposals while enabling consistent application<br />
of features.<br />
“The use of grading can give a simplified method of<br />
specifying a system and these two BSIA guides should help<br />
the industry and customers gain a clear and common<br />
understanding of how grading works for CCTV.”<br />

BSIA updates CCTV maintenance Code of Practice<br />
The British Security Industry Association (BSIA) has published a revised version of its code of practice<br />
relating to Maintenance of CCTV Surveillance Systems (BSIA Form 120), to ensure that its guidance is<br />
coordinated with the principles of the Surveillance Camera Code of Practice.<br />
The revised code of practice complements the<br />
updated Code of Practice and associated guidance<br />
for Planning, Design, Installation and Operation of<br />
CCTV Surveillance Systems (BSIA Form 109), which was<br />
published in 2014, and aims to reflect the current CCTV<br />
landscape in terms of new standards and the constant<br />
evolution of technology in this area.<br />
Dave Wilkinson, Director of Technical Services at the<br />
BSIA, comments: “The BSIA has developed this guide into a full<br />
Code of Practice and updated it in order to ensure that it is fully<br />
aligned with current Government thinking, as set out by the<br />
Surveillance Camera Commissioner’s Code of Practice.<br />

Cyber Security Assessment<br />

The Cyber Security Assessment is a new interactive<br />
online tool developed by the team<br />
behind IFSEC International and Interop<br />
London for business leaders to easily assess<br />
their organisation’s vulnerability to hacks and breaches.<br />
The free tool allows users to benchmark themselves<br />
against the Cybersecurity Framework developed<br />
by the National Institute of Standards and Technology,<br />
U.S. Department of Commerce (NIST) to help businesses<br />
to manage cyber security-related risk.<br />
The framework was published in response to an<br />
Executive Order from President Obama and covers five<br />
critical areas of cyber security: identify, protect, detect,<br />
respond and recover.<br />

BSIA pays tribute to Robbie Calder<br />
It is with great sadness that the British Security Industry Association learned<br />
that Robbie Calder, previous Chairman of the Association’s Police and Public<br />
Services Section, passed away following a long-term illness.<br />
Robbie, Director of international security company,<br />
Broadland Guarding Services, served as<br />
Vice Chairman of the BSIA’s PPS section from<br />
2008-2011, after which he served as the section’s<br />
Chair until stepping down in 2015 due to ill health.<br />
Despite his battle with illness, Robbie remained<br />
committed to the BSIA and its activities, actively participating<br />
in Parliamentary Roundtable meetings to promote<br />
the role of the private security industry in supporting the<br />
police and attending regular BSIA Board meetings to help<br />
shape the future strategic direction of the Association. His<br />
commitment to raising standards in the industry was<br />
steadfast, and in 2014, he was recognised for his contribution<br />
to the development of training standards<br />
requirements with a Chairman’s Award for Contribution to<br />
Standards.<br />
As the main BSIA representative on many revisions<br />
of BS7958 (CCTV Management and Operations) and<br />
BS8523 (Management and Operation of Warden<br />
Schemes), Robbie continued to promote best practice and<br />
improve the quality of service delivery in these areas. In<br />
addition, he worked closely with the then Surveillance<br />
Camera Commissioner, Andrew Rennison, in the development<br />
of the Home Office CCTV Strategy.<br />
In his role as Chairman of the BSIA’s PPS Section,<br />
Robbie was the driving force behind the development and<br />
implementation of the Section’s Strategy, prioritising its<br />
objectives as market development, shaping industry development<br />
and the promotion of the value of security. This<br />
strategy remains one of Robbie’s key legacies for the<br />
Association, and his contributions will ensure that the<br />
section continues to grow from strength to strength in the<br />
years to come.<br />
James Kelly, Chief Executive of the BSIA, commented:<br />
“Robbie was a great supporter of the BSIA and<br />
the industry as a whole; a realist and a gentleman, he will<br />
be much missed by his peers on the various BSIA committees,<br />
and amongst the staff who worked closely with<br />
him over a long period.”<br />
Speaking at a service of thanksgiving, held in Robbie’s<br />
home county of Shropshire in early August, James<br />
added:<br />
“As Chairman of his section, Robbie demonstrated<br />
exemplary leadership; he gave energy, commitment and<br />
inspiration to those who worked alongside him, always<br />
willing to share advice, guidance and direction with a<br />
sense of humour, dry wit and professional charm. On a<br />
social level, Robbie entertained us all with tales from his<br />
days in the Military Police, and would often mention his<br />
family with pride and affection.<br />
“Despite his battle with illness, Robbie remained<br />
committed to the BSIA and its activities, actively participating<br />
in Roundtable meetings in the Houses of Parliament<br />
to promote the role of the private security industry in supporting<br />
the police. At these meetings, Robbie spoke out<br />
vociferously in defence of the industry, challenging the<br />
misconceptions of senior MPs and Ministers to change<br />
their perceptions of the capability and professionalism of<br />
the private security industry. His passion for overcoming<br />
barriers to partnership working was unquestionable, and<br />
the industry has certainly benefited from having such a<br />
vocal and forthright proponent.<br />
“Never one to dwell on the past, Robbie’s commitment<br />
to shaping the future of the industry was similarly impressive.<br />
Attending regular BSIA Board meetings, he helped to<br />
determine the future strategic direction of the Association.<br />
His commitment to raising standards in the industry was<br />
steadfast, and in 2014, he was recognised for his work in<br />
the development of training standards requirements with a<br />
Chairman’s Award for Contribution to Standards.<br />
“As we reflect upon the huge contribution that<br />
Robbie has made to the private security industry, and the<br />
amiable yet uncompromising way in which he built and<br />
maintained relationships with colleagues at all levels, we<br />
are saddened by his loss. By his death, all the people who<br />
worked with him will miss a highly intelligent, charismatic<br />
individual, and I am sure I speak on behalf of all BSIA<br />
members and staff when I say that we shall remember<br />
Robbie fondly, and that his passing will leave a lasting<br />
impression on all of our professional lives. With that being<br />
said, we offer our condolences to those of you who knew<br />
Robbie as a husband, father and friend, and hope that you<br />
are able to find some reassurance in the knowledge that<br />
Robbie’s dedication and commitment really did change our<br />
industry – and the future of public safety and security in<br />
the UK – for the better.”<br />

BSIA Information Destruction Section<br />
publishes guidance for public sector<br />
The British Security Industry Association (BSIA) and its Information Destruction section are<br />
pleased to announce the publication of a white paper to be used by public sector entities.<br />
The paper is designed to be used as a guide for<br />
public sector agencies, and any organisation<br />
wishing to benchmark against that sector, to<br />
provide the correct protocols in the destruction<br />
of sensitive items and materials. The guide references<br />
previously published guidance documents from the Cabinet<br />
Office and the Centre for the Protection of National<br />
Infrastructure (CPNI) in order to promote the required<br />
specifications for data destruction, and the importance of<br />
secure information destruction thereof.<br />
The new guide entitled “Information Destruction in<br />
the Public Sector” specifies which sensitive materials<br />
should be securely destroyed. Furthermore, it defines the<br />
varying levels of secure information and documents that<br />
should be disposed of in the appropriate manner.<br />
Threat profiles are assessed and analysed in tiers of<br />
severity, and the paper also gives organisations guidance<br />
on specifying the desired outcomes that information<br />
destruction should produce.<br />
Adam Chandler, Chairman of the Information<br />
Destruction section of the BSIA expressed how the white<br />
paper might serve private companies, the public sector,<br />
and the country:<br />
“The security of information is an issue of paramount<br />
importance in the 21st century. Data breaches<br />
can be more than costly, they can ruin a government’s<br />
credibility as well as a private company’s reputation.<br />
British organisations must fortify their infrastructure by<br />
ensuring standards are upheld and that data is adequately<br />
disposed of. By adhering to the standards set<br />
by the government and referenced by the BSIA in this<br />
paper; citizens, employees, and civil servants will be<br />
better protected.”<br />

by BSIA Chairman’s Awards<br />
Five individuals and teams have been presented with prestigious British Security<br />
Industry Association Chairman’s Awards to celebrate outstanding contributions they<br />
have made to the ongoing success of the UK’s private security industry.<br />
Ron Archibald Martin Harvey with Pauline Norstrom David Ottewill<br />
Personally selected by the BSIA’s Chairman, Pauline<br />
Norstrom, Chief Operating Officer at Dedicated<br />
Micros and AD Group, the awards serve to<br />
recognise significant or lifelong contributions in five<br />
different categories: Contribution to Standards, Contribution<br />
to the Community, Contribution to the Industry, Contribution<br />
to Training and Contribution to Exporting.<br />
This year’s awards were presented in a glittering<br />
awards ceremony at the BSIA’s Annual Luncheon at the<br />
London Hilton on Park Lane on 15th July.<br />
Details of this year’s winners are as follows:<br />
The Chairman’s Award for Contribution to Standards<br />
was presented to Kevin Harris of Thorn Security, part of<br />
the Tyco Group. Despite operating from his home and<br />
company base in Canada, Kevin has been an active<br />
member of the BSIA Security Equipment Manufacturers<br />
Section’s TC1 committee for several years, contributing to<br />
most of the Association’s guidance and standards comment<br />
reviews, as well as participating on various ad-hoc<br />
groups dealing with standards-related matters. Kevin<br />
supports the BSIA and BSI as the UK representative on<br />
CENELEC WG2 for intruder alarm component standards,<br />
and also the convenor of CENELEC’s WG13 for integrated<br />
security systems standards and WG9 for environmental<br />
compliance standards. As part of this duty, Kevin travels<br />
across Europe to the working group meetings and is ideally<br />
placed to update and advise our industry on matters of<br />
importance to the sector. Kevin’s award was collected on<br />
his behalf by Martin Harvey.<br />
The award for Contribution to the Community<br />
was presented to the Tour of Securitas Team of Securitas<br />
Security Services (UK) Ltd. As part of this charitable initiative,<br />
over 800 security officers and support staff cycled<br />
2,677 miles to raise awareness of safety in the workplace.<br />
The team raised more than £3,000 for the Royal Society<br />
for the Prevention of Accidents (RoSPA), an award-winning<br />
charity dedicated to the prevention of accidents on the<br />
road or in the workplace. Sponsored by Marks & Spencer,<br />
the scheme also received the backing of Team GB cycling<br />
legend, Shane Sutton.<br />
The Chairman’s Award for Contribution to the<br />
Industry was awarded to David Ottewill, Managing Director<br />
of Camberford Law PLC, specialist insurance brokers<br />
to the security industry. Since taking over Camberford Law<br />
in 2007, David has sponsored the Security Personnel<br />
Awards every year, making it possible for the industry to<br />
recognise and reward the achievements of the many security<br />
officers who help to keep the UK’s infrastructure,<br />
businesses and members of the public safe and secure<br />
each and every day.<br />
The award for Contribution to Training was presented<br />
to security guarding company, VSG, for its Zero<br />
Assaults Project. The project, which is aimed at protecting<br />
members of the public and minimising criminal or reputational<br />
damage, has been delivered to 240 managers and<br />
directors since its launch last May. All in all, the success<br />
of the project is apparent, with the number of reportable<br />
conflict incidents across VSG having fallen by 23% and the<br />
number of lost time injuries decreasing by 42%. Such has<br />
been the project’s popularity that it has been rolled out<br />
across major contracts in London, while it now forms part<br />
of the mandatory VSG induction process.<br />
The Chairman’s Award for Contribution to<br />
Exporting was presented to Ron Archibald, Head of Trade<br />
Challenge Partners at UK Trade & Investment (UKTI). A career<br />
civil servant, Ron joined the Department of Trade and<br />
Industry in 1979 and has since worked around the world<br />
securing EU free trade agreements with South Africa, Mexico<br />
and Chile, among others. For the last decade, Ron has<br />
headed the Tradeshow Access Programme, a major UKTI<br />
initiative providing support to UK businesses participating in<br />
around 400 overseas trade fairs each year. With the<br />
evolution to a new accreditation system for partner<br />
organisations, Ron, who had been closely involved in the<br />
accreditation process, has now taken on responsibility for<br />
the new Trade Challenge partner programme and is working<br />
with newly-accredited Partners to develop their partnerships<br />
with UKTI. As Deputy Director of UKTI’s Global Events and<br />
Missions change programme, Ron aims to transform the<br />
customer experience of UKTI-supported events by<br />
introducing a single events programme from Spring 2016,<br />

Steve Lampett<br />
Joining the Association on 1st June, Steve brings with him a wealth of experience<br />
in the security industry, having fulfilled several roles at ADT Fire and Security in<br />
various different areas of electronic fire and security, including quality, environmental,<br />
health and safety and technical. For the past four years, Steve has worked as<br />
a QEHS consultant in the manufacturing and construction industries.<br />
As part of the BSIA’s knowledgeable Technical Team, Steve will report to newly-promoted<br />
Technical Manager, Paul Phillips, and will provide essential support for<br />
many of the Association’s sections of membership, meeting the growing demand for<br />
technical support services.<br />
Commenting on his appointment, Steve says: “I am very excited about my new<br />
role at the BSIA and am looking forward to working with everyone and supporting the<br />
Association’s diverse membership to meet their ever-changing technical needs.”<br />

The Home Affairs Select Committee<br />
and its impact upon the security sector<br />
The Home Affairs Select Committee is one of the key departmental select committees in the House<br />
of Commons that scrutinises the expenditure, administration and policy of the Home Office and its<br />
associated public bodies, such as the Security Industry Association (SIA).<br />
The Houses of Parliament has various sub-legislative<br />
Parliamentary Committees to cover all<br />
aspects of Parliamentary work, including departmental,<br />
topical, general and internal committees<br />
in the House of Commons, topical, private business and<br />
domestic committees in the House of Lords, joint select<br />
committees with members from both Houses and statutory<br />
committees such as the Intelligence & Security Committee.<br />
Committees are generally chaired by an MP elected by the<br />
whole House, free of influence from the Whips and membership<br />
is granted by whips amongst their<br />
backbenchers.<br />
As a departmental select committee, the Home<br />
Affairs Select Committee first came into existence in the<br />
late 1970s with wide terms of reference and the power to<br />
appoint its own specialist advisors as the committee saw<br />
fit. The committee has the power to choose its own subjects<br />
of inquiry, within the overall terms of reference. The<br />
subjects are often decided upon by the interests of the<br />
collective membership or in response to emerging current<br />
affairs issues.<br />
The Committee seeks written and oral evidence from<br />
interested parties and holds public evidence sessions<br />
where key stakeholders are able to provide industry insight<br />
and expertise. At the conclusion of each inquiry the Committee<br />
produces a report of its findings based on the<br />
evidence received with the reports published and made<br />
available to the wider public. These reports often contain<br />
recommendations to the Government of the day or other<br />
organisations of interest and by convention the Government<br />
responds with an official published response.<br />
The current Chairman, The Rt Hon Keith Vaz, Labour<br />
MP for Leicester East since 1987, was re-elected by the<br />
House shortly after the election having served as committee<br />
chairman during the last Parliament. Mr Vaz is known<br />
for his high media profile, regularly speaking to various<br />
media outlets on a variety of home affairs issues. The<br />
remaining eleven members are yet to be nominated however<br />
they will be made up of backbench MPs from the<br />
three largest parties (Conservative, Labour and the SNP).<br />
During the last Parliament, the committee had over<br />
eighty separate inquiries into a wide range of issues relevant<br />
to the security industry, including counter-terrorism,<br />
e-crime and the work of Police & Crime Commissioners.<br />
Every inquiry produced at least one report, with some<br />
producing several reports, all available from the committee’s<br />
website www.parliament.uk/home-affairs-committee.<br />
The committee also scrutinised several pieces of legislation,<br />
including the Counter-Terrorism & Security Bill, the<br />
Anti-Social Behaviour Bill and the review of the Regulation<br />
of Investigatory Powers Act (2000).<br />
With the reform of business licensing still on the<br />
agenda and several Bills announced in the Queen’s Speech<br />
– such as the Extremism Bill, Investigatory Powers Bill and<br />
the Policing & Criminal Justice Bill – there could be an<br />
opportunity over the next twelve months for the BSIA to<br />
make representations to the committee on behalf of the<br />
industry. Whilst select committees can’t introduce or amend<br />
legislation, they do make informed suggestions based on<br />
the advice, guidance and evidence of industry leaders which<br />
in turn can influence the final piece of legislation as it makes<br />
its way through both Houses of Parliament.<br />
The BSIA will be following the committee closely<br />
over the next twelve months to seek opportunities to influence<br />
legislation that may have an effect on the industry<br />
and looks forward to working closely with the committee<br />
when the new members are announced.<br />

Exam success for Skills for Security students<br />
Apprentices at Skills for Security have received their exam results<br />
for 2015 and have achieved exceptional results.<br />
Skills for Security, the largest deliverer of systems<br />
apprenticeships with nearly 200 learners, is pleased<br />
to announce the fantastic results of their 2015<br />
apprentices who have achieved a 100% pass rate in level<br />
2 electronic principles, 100% pass rate for Level 2 working<br />
safely and a 94% pass rate for Level 2 Intruder and Fire.<br />
Level 3 apprentices also delivered outstanding results<br />
with 90% passing Level 3 electronic principles and a further<br />
93% of apprentices passing level 3 working safely.<br />
Plus a huge percentage of apprentices received<br />
merits and distinctions. 84% of Level 2 electronic principle<br />
students received a merit or a distinction.<br />
Nick Grewcock, Training Manager at Skills for Security<br />
commented: “Skills for Security are delighted to<br />
announce the excellent exam results this year. The apprentices<br />
have worked really hard in all areas, Health & Safety,<br />
Electrical Principles, intruder and fire systems. The trainers<br />
and assessors are extremely proud of these results with a<br />
100% pass rate in almost all areas on the Level 2 and L3<br />
system qualifications. Level 2 apprentice Matthew Terzza<br />
is really pleased with his results and his employer wants<br />
him to progress onto Level 3.”<br />
Skills for Security opened their state of the art training<br />
centre in the heart of Birmingham in September 2014<br />
and are recording fantastic results with above national<br />
average success rates.<br />
The new training centre has been a great success<br />
in allowing Skills for Security to deliver a range of courses<br />
to a greater number of learners and to be able to provide<br />
more personalised support to individual needs.<br />
The centre offers a fully equipped workshop which<br />
includes fire and security systems equipment from the top<br />
brands in the industry and two new IT suites which include<br />
state of the art computers able to deliver the highest specification<br />
of Cyber Security training.<br />
Nick continued: “Our training centre is going from<br />
strength to strength. We have taken on-board many suggestions<br />
from learners to enhance their learning experience and<br />
the newly equipped centre and new support staff has enabled<br />
us to deliver high quality training in a way that benefits the<br />
learners and employers and over the coming year we will be<br />
adding additional qualifications and short courses.”<br />

MIPS/Securika – a platform for<br />
international companies to enter<br />
modernising Russian security market<br />
Despite the slowing rate of development of the Russian economy in general, over the<br />
coming years the security market is expected to grow. Today, experts claim the main trend<br />
in the security market is the intellectualisation and integration of security systems.<br />
Leading manufacturers of video surveillance systems,<br />
security and telecommunications are<br />
developing to cater to incorporating the concepts<br />
of smart cities and buildings and transport systems<br />
interconnected through cloud services and online<br />
interfaces. By 2020, experts predict that the number of<br />
devices connected to the internet could reach 50 billion.<br />
MIPS/ Securika exhibition serves to confirm these<br />
