Access to AddOn Dashboards (Icinga, Multisite, OTRS, ...) depends on granted permissions, no matter if the permissions have been assigned directly to the user or by one of the user's roles. If Monitor Permissions are assigned directly, the user immediately gets access to the • Problem Dashboard and • a Detail Dashboard for every Wotan site (if the user has permissions for the site) Furthermore the user has access to all Dashboards that are assigned to his roles.
