15 minute weekday peak period service. This would have a cost
of about 150,000 to 200,000 additional bus service hours per year.
Elements in the plan that could help offset the cost of the
additional hours include: bus speed improvements, the elimination
of underutilized bus stops in downtown Los Angeles, and
improving the Metro Rapid service by operating less of the
underlying local service. In addition, for those services
transitioned over to another operator, Metro would need to
evaluate both the financial impact as well as the impact on riders.
Staff plans to take the Transit Service Policies to the Board for
approval in October 2015.
10. Access Services Update Mathew Avancena, Access Services, reported that on August 24,
2015, Access’ Board of Directors approved a new proposed fare
structure. The new fare structure is as follows: $0.00, $0.50,
$1.00, $2.00, $3.00 and a cap of $4.00. Metro’s Trip Planner will
be used to determine the equivalent fixed route fare, then doubled
and rounded down to the closest established price. It is
anticipated that the majority of customers will be paying $3.00, an
increase from the average fare of $2.75 that customers are paying
now. The new fare structure becomes effective January 1, 2016.

On August 20, 2015, the Department of Transportation issued a
notice of proposed rulemaking to allow for a coordinated
paratransit fare structure. The public comment period will close on
September 21, 2015. Comments are currently being accepted online.
