RIGHT TO VOTE<br />
"…The Congress shall also design<br />
a procedure for <strong>the</strong> disabled<br />
and <strong>the</strong> illiterates to vote<br />
without <strong>the</strong> assistance of o<strong>the</strong>r<br />
persons. Until <strong>the</strong>n, <strong>the</strong>y shall<br />
be allowed to vote under<br />
