23. Individual restrictions on using<br />

applications and services: There are<br />

more than 700m illiterate adults<br />

worldwide. The inability to read is a<br />

major hindrance to the use of many<br />

digital tools and services. In some<br />

North African countries, for example,<br />

a quarter of the population is illiterate.<br />

In the rush to provide Internet based<br />

solutions, tried-and-tested voice-based<br />

services are often neglected. Yet IVR<br />

and Natural Language Recognition,<br />

with services resembling Google<br />

Now, also offer valuable solutions.<br />

In particular, they could not only aid<br />

the disabled and illiterate, but also<br />

help people with limited education<br />

to engage digitally, particularly<br />

once services are available in local<br />

a customized smartphone with a<br />

specialized talking GPS service that<br />

master the digital skills to use a<br />

device, there is still a substantial<br />

skills gaps in making the most out<br />

of services: from creating written<br />

content to using online video or<br />

gaming editing software, and then<br />

to creating simple websites. Unless<br />

people are digitally fluent, their use<br />

of digital tools will remain hesitant<br />

and sporadic.<br />

<strong>Digital</strong> literacy remains a major<br />

challenge<br />

Though not a fundamental skills, the<br />

ability to code and master advanced<br />

ICT skills will enable consumers to<br />

develop a career and income in the<br />

burgeoning ICT industry. In most<br />

countries there is forecast to be a<br />

shortage of ICT skills in the near and<br />

mid-term.<br />

Technology and standards evolve<br />

rapidly. This is a concern as people<br />

decide whether or not to invest<br />

time and money in training. Those<br />

designing training programs must<br />

ensure that they’ve kept up to date<br />

with the latest trends.<br />
