As temperatures this winter continue to 

drop it is important to remember the sting of

STAFF TRAINING COSTS & MORE 

In an ever-changing economy it is more important than ever for 

businesses to stay ahead of the curve, especially in terms of workforce 

development. The Rensselaer County One-Stop Employment Center, a 

business partner of the Rensselaer County Regional Chamber of 

Commerce, helps businesses succeed by providing resources, assistance 

and training opportunities that can help them save on their bottom line. 

“The hardest part of our job is making businesses believe that our 

services are available to them—they tend to think our programs are 

too good to be true,” said Brian Williams, Program Coordinator. “When 

they find out how we can assist them, they realize how advantageous 

our programs really are.” 

From job postings, candidate screening and direct job referrals, to 

interview space and various training programs for both new and 

existing employees, all of the services at the Rensselaer County One- 

Stop Center are free of charge. Are you a business struggling to find or 

retain qualified employees? Are you ready to upgrade the skills of your 

workforce to remain competitive, but aren’t sure you can afford it? 

By accessing a host of federal, state, and locally funded activities 

designed to assist employers and job seekers, One-Stop can help 

businesses reach their workforce goals. One Stop’s On-the-Job Training 

(OJT) program gives job seekers access to employment while assisting 

employers with financial reimbursement of certain training costs. 

Businesses may be reimbursed for up to 50% of an individual’s wages 

during a training period required to achieve a specified skill level. The 

employee obtains a permanent, profitable job, and the employer gains a 

trained, productive individual. Eligible businesses include private 

companies and not-for-profit employers. Firms must agree to hire and 

train the eligible job seeker in the skills that are needed for the job and 

are of lasting value to the trainee.

Ask the Attorney 

I’m writing this on a plane, about 37,000 

feet above the Atlantic, somewhere off the coast 

of Greenland. At least that’s what the little 

rotating map on the seatback television screen 

in front of me is saying. The 747 I’m on is 

equipped with an elaborate entertainment 

system that, even in coach, allows me to choose 

from 20 or so movies in 6 different genres, 

catch up on my favorite TV shows, play video 

games, listen to music, or, as I have chosen, to 

watch a map of my flight home that includes a 

small simulated plane that slowly moves along 

as the real plane travels toward the shores of the 

U.S. 

Unfortunately, even this expensive personal 

movie theater cannot relieve the tedium I’m 

feeling on this trip. I’m returning from 

Cannes. That’s right, the city on the Riviera in 

the South of France best known for its famous 

and glamorous film festival. But I wasn’t there 

for that. Besides, anyone who counts in the 

film industry was in Park City, Utah this week 

for Mr. Redford’s Sundance Festival. I was in 

Cannes, as I am every year at this time, for the 

music industry’s major global event, the 

MIDEM conference. I am invited back each 

year by the International Association of 

Entertainment Lawyers (the IAEL) to talk and 

run a workshop for industry professionals and 

up and coming artists. This year, like last year, I 

ran a workshop on “Licensing” with Parisian 

lawyer and fellow IAEL member Louis-Bernard

Buchman. The two of us give a presentation 

and answered questions about some of the basic 

legal principals involved with doing business in 

the music industry. 

I first made this trip in 2001 and I was very 

excited about it. “Wow...” I thought, “if this is 

anything like the film festival there’ll be starlets 

on the streets and famous people everywhere!” 

And it kind of was like that. There were 

meetings on private yachts with Herbie 

Hancock and his entourage (the jazz legend also 

performed in concert that year), and bumping 

into (yes, I literally mean bumping into) 

Andrew Lloyd Weber in the lobby of the 

Martinez. 

Those were the days. There were no starlets 

on the Croisette, the street that runs immediately 

parallel to the beach, but that’s probably 

because it’s too cold - MIDEM is in January 

while the Film Festival takes place in May when 

showing skin is far more appropriate. I’m 

certain the famously frugal music executives 

who attend this conference like it that way since 

they can take advantage of the off-season rates. 

But even off-season Cannes is not cheap. 

Lunch at one of the nearby local 

restaurants cannot be had for less than $30 per 

person for a simple, mediocre meal. No, 

Cannes is not for the self-funder. Credit cards 

tied to expense accounts were flashing everywhere.

Back in 2001, Napster was alive and well and 

kicking hard at the music industry it was 

destined to destroy while iTunes and its partner 

in crime the iPod were just ideas in the minds of 

a bunch of folks who worked in the R&D 

department at Apple. I remember walking into 

the Palais, the conference center overlooking the 

Mediterranean where this and all events like it 

are held in Cannes, for the first time, and, 

the feeling that I had as I walked down those 

steps. It was like stepping inside on a hot August 

day and getting hit in the face with that rush of 

icy air conditioned comfort. That was power I 

was feeling and it had an intoxicating affect. 

There was no feeling of power this year. 

Attendance was down, by my own estimate, by 

50%. No stars. No glamour. Which is too bad 

because that makes Cannes just another beach 

community struggling to stay alive during the 

winter months. And I, just like the very 

troubled music industry, just can’t seem to 

shake the tedium. I wonder what next year will 

be like as my 747 safely touches ground at 

Boston’s Logan airport. Maybe the music 

industry will be saved just like all those people 

who were plucked from the wing of that plane 

that crashed into the Hudson. The music 

industry crash landed as well but the crew 

jumped before they hit the water. And, 

unfortunately, nobody has bothered to come 

and save it.

CAPITAL REGION RESIDENTS 

Amid the nationwide recession, more local workers 

suddenly find themselves unemployed and without 

essential health insurance coverage. Fidelis Care, the New 

York State Catholic Health Plan, began partnering with 

Seton Health earlier this year to offer free or low-cost 

health insurance for its patients eligible for New York 

State’s Child Health Plus, Family Health Plus, and Medicaid 

programs. To date, Fidelis Care representatives have 

enrolled more than 90 members through St. Mary’s 

Hospital since last August. 

“Child Health Plus is a great program, providing health

you got started. 

A. Mr. Romanation 

came to this country in 

the early 1950’s with 

very little money but a 

world of knowledge 

and skills. He was a 

Ukrainian immigrant 

who learned watch 

making and jewelry in 

Europe. He started his 

business in 1952. 

In the late 1970,s he 

was looking to teach 

someone his trade. I was the 

fortunate one to be in the right 

place at the right time. I continued 

working for Mr. Romanation for 

years, and one day he approached 

me about selling his business so he 

could retire. The rest is history. We 

continued operating at its old 

location until 1992 when we 

purchased a larger building one 

block away at 48 third st., where we 

are today.

special? 

A. Our store is noted for several 

things.

watch, clock and jewelry repair, all on premises

Simply put…contributing to a Roth Individual Retirement 

Account (IRA) may be a smart money move. The question then 

is…are you taking full advantage? The benefit of contributing to a 

Roth IRA is that money you put into one of these accounts grows 

tax free and distributions may be tax free1 

If you haven’t yet opened a Roth IRA, do it now. You have until 

your tax return deadline (typically April 15) to set up and make 

contributions for the previous tax year. Annual contributions are 

limited — currently $5,000 annually2. That means you can invest 

$5,000 for 2009, giving you a solid start to your savings. 

If you’re just getting started investing, the Roth should be one of 

your first stops — even before you open a regular, taxable account, 

or contribute to a workplace retirement-savings plan. The only 

exception is if your employer offers a match on your 401(k) 

contributions. That’s free money you don’t want to pass up. Yes, 

you can invest in both a Roth as well as a workplace retirement 

plan. 

Not sure where to find the money to fund your account? 

Consider investing your tax refund. About 70% of Americans will 

get a refund this year, and last year the average check totaled more 

than $2,000. That cash would make a great start to your Roth. 

Contributions are limited based on a taxpayer’s filing status and 

Modified Adjusted Gross Income (MAGI) as indicated below. 

The MAGI ranges for 2009 are: 

· More than $166,000 but less than $176,000 for a married 

couple filing a joint return or a qualifying widow(er). 

· More than $105,000 but less than $120,000 for a single 

individual or head of household, or 

· Less than $10,000 for a married individual filing a separate 

return. 

Your exact contribution amount can be calculated using the 

worksheets found in Publication 590 on the IRS web site at 

www.irs.gov. 

1 Withdrawals are tax-free if you’re over age 59½ and at least five 

years have expired since you established a Roth IRA. Otherwise 

withdrawals of gain may be taxable (unless the withdrawal is

absence from my teaching job at Maple 

Hill and Kelly was working at her

just hadn’t planned on it being so soon. 

When we heard that the 

original spa that was in this 

location was closing, we 

decided to take it over and 

open our own day spa.

and an elegant, comfortable 

atmosphere. Our clients

FELINE IMMUNODEFICIENCY VIRUS 

When I discuss FIV (feline 

immunodeficiency virus) with cat 

owners, many are surprised to learn 

that their cat can get “kitty AIDS”. 

While it is not the same as the virus 

that causes human AIDS, it can be 

equally serious. 

Both FIV and HIV are caused by 

viruses of the lentivirus family, and 

their life cycles are similar. The virus 

can stay in the cat’s body for many 

years before disease occurs. This 

means that like the condition in people, cats can harbor the virus but not 

necessarily have AIDS (the actual disease causing illness) for many years. 

During this time, the apparently healthy cat can spread the virus. 

Across the US, approximately up to 3% of, normal cats are infected with 

FIV, and 10-15% of sick cats. Most commonly FIV affects outdoor male 

cats, who fight, spreading the virus through bite wounds. FIV can also be 

transmitted from an infected mother cat to her kittens during pregnancy or 

nursing. 

Upon being introduced to the body, the virus goes to the lymph nodes. 

It may cause mild illness at this time. After initial development, the virus 

stays dormant in the body for some time, until it flares up and causes 

disease. Eventually, signs of a suppressed immune system develop, and 

systemic infections develop, causing severe illness or even death. 

Signs of FIV infection can include poor coat, fever, weight loss, diarrhea, 

loss of appetite, seizures, inflammation of the gums, and chronic infections, 

especially respiratory infections. Severe wasting of the body can occur late in 

the disease process. FIV–infected cats also have an increased risk of developing 

cancer. 

Diagnosis of FIV is based on the history, signs, and results of an FIV 

antibody blood test. A positive test results indicates that a cat is infected 

with FIV (usually for life) and can transmit the virus to other cats. It’s 

important for kitten owners to know that young kittens may have positive 

test results for 12 to 16 weeks after birth, without actually being infected 

with FIV, due to antibodies obtained from their mothers. Kittens with 

positive antibody tests should be retested when they are 6 to 8 months. 

A negative test result indicates that antibodies against FIV are not 

present, and usually this means that the cat is not infected. However, it can 

take up to 12 weeks after infection before detectable levels of antibody 

appear, so a cat can have a negative test even if infected with the FIV virus. 

If FIV is suspected, the cat should be retested in 12 weeks to confirm the 

results. 

Sadly, there is no cure for FIV infection in cats. The only effective 

prevention is to keep the cat indoors, preventing exposure to infected cats. 

Antibiotics and anti-fungal drugs are used when infections are present. 

Supportive care (IV fluids, blood transfusions, and syringe-feeding) is often 

needed for critically ill patients. Drugs used in human AIDS cases are often 

not suitable for cats. In my practice, I use an integrative approach, combining 

supplements and other natural remedies to boost the immune system 

and support the body. 

An area of great concern to us is the stray cat or kitten who is adopted “off 

the street” or through the various rescue groups and shelters in our area. We 

recommend testing of all rescued cats for which a negative test result is not 

on file from the adoption agency, or when there is any possible exposure. If 

you are adding a newly rescued cat to those already in your household be 

sure to discuss testing with both the adoption agency and your veterinarian.

Sometimes I feel used. My friend played with me and 

hung with only me for a week. She acted like we knew 

each other forever. I think the only reason she did it 

was because her other friend was on vacation. Now 

that her other friend is back from vacation she has 

stopped talking to me completely. That made me feel 

used. We came to talk to you and after that she hung out with me for 

five minutes. Then everything went back to normal, as if we did not 

even talk to you. What should I do?

Dear Feeling Used, 

I am sorry this happened. Feeling used hurts. We feel mad and sad. 

It is an icky feeling to think that someone used you. If you feel used, 

and you feel like someone is not being a good friend to you, then 

chances are they are not a good choice for a close friend. You can 

still be kind to them, and polite to them, but I would not focus on 

their friendship as an important one. Keep them as an acquaintance 

not as a best friend. Wag your tail when you see them, smile, have 

good manners, but invite someone else to play. When I first moved 

here it took me a few years to really find some good friends. I knew 

a lot of dogs; we played fetch, and ran in a pack at the park. Some 

of them would then dig dirt in my face. They were a bit snooty. It 

took me a long time to realize that strong friendships take time to 

build. You have to get to know someone and see if you 

can really trust them. Be patient. You are easy to 

like, and very sweet. The kids will see that. Trust 

your feelings, 4th grader. They will guide you.

spray. Sprinkle zucchini, tomato, onion and cheese in pan.

Pour over vegetables and cheese. 

3. 3. Bake uncovered about 33 minutes or until knife inserted 

in center comes out clean. Cool 5 minutes.

Wrap up gift-giving needs with a sweet chocolate indulgence.

1 pouch (1 lb 1.5 oz) Betty 

Crocker® chocolate chip 

cookie mix 

1 cup semisweet 

chocolate chips (6 oz)

Crocker® Rich & Creamy chocolate frosting 

1 can (6.4 oz) Betty Crocker® Easy Flow pink decorating

35 yogurt-covered miniature pretzels 

1. . Heat oven to 350°F. Spray bottom of 13x9-inch pan with 

cooking spray. In medium bowl, stir together softened butter 

and egg. Stir in cookie mix until soft dough forms. Press 

mixture in bottom of pan, using floured fingers. 

2. 2. 2. Bake 19 to 21 minutes or until golden brown. Cool 30 

minutes. 

3. 3. In medium microwavable bowl, microwave chocolate 

chips on High 1 to 2 minutes, stirring every 30 seconds, 

until melted. Stir in frosting. Spread evenly over bars. Cool 

completely, about 30 minutes. For bars, cut into 7 rows by 5 

rows. 

4. 4. Using star tip on pink decorating icing, fill in each hole of 

each pretzel, forming a heart in center of each. Place 

decorated pretzel on each bar.

Glaze for Two

1 1/2 teaspoons 

butter or margarine, 

melted 

2 boneless skinless 

chicken breast halves 

(1/2 pound) 

1/2 teaspoon cornstarch 1/4 teaspoon ground mustard 

1/4 cup orange juice 1 tablespoon soy sauce 

2 tablespoons orange marmalade 

Orange Rice 

1. Melt butter in 8-inch skillet or 3-quart saucepan over 

medium heat. Cook chicken in butter about 15 minutes, 

turning once, until juice of chicken is no longer pink when 

center of thickest piece is cut. 

2. 2. While chicken is cooking, mix cornstarch and mustard 

in small bowl. Stir in remaining ingredients. 

3. 3. Place chicken on serving plate; cover to keep warm. 

Discard any juices left in the skillet. 

4. 4. To make the glaze, pour orange mixture into skillet. 

Heat to boiling over medium heat, stirring constantly. 

Boil about 1 minute, stirring constantly, until glaze is 

thickened. Pour over chicken 

Basil-Vegetable Scramble 

(Cooking for 2) 

Cayenne pepper heats up this skillet treat for two. 

2 cups cubed cooked 

potatoes (2 medium) 

1 small onion, chopped 

(1/4 cup) 

1/4 cup chopped red bell 

pepper 

4 eggs 

1 tablespoon chopped 

fresh basil leaves or 1 teaspoon dried basil leaves 

1/4 teaspoon salt 

1/8 teaspoon ground red pepper (cayenne) 

1. . Spray 10-inch nonstick skillet with cooking spray; heat over 

medium heat. Cook potatoes, onion and bell pepper in skillet

Clip the fur between toe pads to reduce the amount of snow that 

collects between toes. 

Coat dry, sensitive paws with a bit of cooking spray before walks 

in very cold weather. 

During deep snows, shovel out a potty spot for your dog. 

After being out, wipe snow and ice off your dog’s feet, legs and 

belly. Wiping off your dog will remove any salt, antifreeze or other 

harmful chemicals that could be ingested when licking. Prevent 

frostbite by removing ice and snow from paws and fur right away 

Many de-icing and ice-melting products are toxic. Read the labels 

of any projects you use, and store these products in tight 

containers. 

Do not let dogs off leash in snow or ice. Canines often lose their 

scent in cold weather and can become lost or panic in snow storms 

and run away. 

WINTER PET CARE: 

Brush your dog vigorously and regularly. Dry air depletes moisture 

from dog skin and fur. Brushing improves skin, coat and circulation. 

A thick-coated dog needs grooming in cold weather. Clean fur 

lofts and holds air and helps the animal stay warm. 

Never shave your dog down to the skin in winter. Leave the coat 

longer for more warmth. 

SAFETY MEASURES: 

Do not leave antifreeze, coolant or windshield wiper fluid within 

reach. 

Keep a winter survival kit in your car. Include blankets, towels, 

water, bowl, first aid kit, and a sign that dog is in the car. 

If you see an animal in distress, please call your local humane 

society right away. 

DOGS AND SNOW DON’T ALWAYS MIX. 

The salt can hurt their paws and cause them to limp. There are a few 

ways that you can help your pooch have a more comfortable snowy 

walk. Did you know that if you take fresh snow and rub it directly on 

your dog’s paw it can help rub off the salt? If the salt is really bad, this fix 

might be short-lived.

CATS AND THE COLD 

The best prescription for winter’s woes is 

to keep your cat inside with you and your 

family. Being outdoors, unattended, does 

nothing to improve the quality of your cat’s 

life. Remember cats are just as accustomed to 

the warm shelter of the indoors as you are. 

Do not leave your cats outside for extended 

periods of time. Hypothermia or frostbite 

may result. If you suspect your cat has either, take her to the veterinarian. 

SIMPLE GUIDELINES. 

Supplement their diet with essential fatty acids that will cause the coat 

to grow in a bit thicker for the cold months. 

Make sure your cat has a warm place to sleep far away from all outside 

drafts and preferably off the floor, provide a warm and comfortable 

mat or bed. 

Keep fireplaces screened. This heat also contributes to dry skin. 

Fumes from the fireplace may cause respiratory problems in some cats. 

If you have to take your cat to the vet, put a hot water bottle in the 

carrier. A cover, or towel on the carrier is good for blocking draughts. 

Keep your pet’s coat well groomed. Matted fur won’t properly protect 

your pet from the cold.

she can start a new life. She enjoys going for walks, 

knows some commands (including “smiling” for the 

camera!) and is housetrained. Summer loves to cuddle, 

be brushed and just have tons of affection — something 

which she probably wasn’t getting. She is good with 

people, and tolerant of cats and dogs. Because of her age, 

she would probably do best with dogs who wouldn’t be 

too rough with her. When left alone in her current 

foster home, she isn’t crated and doesn’t chew or 

damage anything. She doesn’t act her age — even trying 

to play catch and running around the yard. She is spayed 

and up-to-date on vaccinations. If you think you might 

like to give Summer a loving forever home — probably

(formerly Healthy Women/Living Partnership) offers free breast, 

cervical, and colorectal cancer screenings, and prostate education to 

the uninsured and underinsured . 

Women over the age of 18, can receive a free breast exam and pap 

smear/pelvic exam through local OB/GYNs and physicians in the 

area. Women EITHER over the age of 40 – OR – have a family 

history of breast cancer, may receive a free mammogram through 

hospitals and imaging centers in the area. 

Men and women over the age of 50 are also eligible for colorectal 

cancer screening with a FIT kit (fecal immunochemical kit). If
