As temperatures this winter continue to<br />
drop it is important to remember the sting of<br />

In an ever-changing economy it is more important than ever for<br />
businesses to stay ahead of the curve, especially in terms of workforce<br />
development. The Rensselaer County One-Stop Employment Center, a<br />
business partner of the Rensselaer County Regional Chamber of<br />
Commerce, helps businesses succeed by providing resources, assistance<br />
<strong>and</strong> training opportunities that can help them save on their bottom line.<br />
“The hardest part of our job is making businesses believe that our<br />
services are available to them—they tend to think our programs are<br />
too good to be true,” said Brian Williams, Program Coordinator. “When<br />
they find out how we can assist them, they realize how advantageous<br />
our programs really are.”<br />
From job postings, c<strong>and</strong>idate screening <strong>and</strong> direct job referrals, to<br />
interview <strong>spa</strong>ce <strong>and</strong> various training programs for both new <strong>and</strong><br />
existing employees, all of the services at the Rensselaer County One-<br />
Stop Center are free of charge. Are you a business struggling to find or<br />
retain qualified employees? Are you ready to upgrade the skills of your<br />
workforce to remain competitive, but aren’t sure you can afford it?<br />
By accessing a host of federal, state, <strong>and</strong> locally funded activities<br />
designed to assist employers <strong>and</strong> job seekers, One-Stop can help<br />
businesses reach their workforce goals. One Stop’s On-the-Job Training<br />
(OJT) program gives job seekers access to employment while assisting<br />
employers with financial reimbursement of certain training costs.<br />
Businesses may be reimbursed for up to 50% of an individual’s wages<br />
during a training period required to achieve a specified skill level. The<br />
employee obtains a permanent, profitable job, <strong>and</strong> the employer gains a<br />
trained, productive individual. Eligible businesses include private<br />
companies <strong>and</strong> not-for-profit employers. Firms must agree to hire <strong>and</strong><br />
train the eligible job seeker in the skills that are needed for the job <strong>and</strong><br />
are of lasting value to the trainee.<br />

I’m writing this on a plane, about 37,000<br />
feet above the Atlantic, somewhere off the coast<br />
of Greenl<strong>and</strong>. At least that’s what the little<br />
rotating map on the seatback television screen<br />
in front of me is saying. The 747 I’m on is<br />
equipped with an elaborate entertainment<br />
system that, even in coach, allows me to choose<br />
from 20 or so movies in 6 different genres,<br />
catch up on my favorite TV shows, play video<br />
games, listen to music, or, as I have chosen, to<br />
watch a map of my flight home that includes a<br />
small simulated plane that slowly moves along<br />
as the real plane travels toward the shores of the<br />
U.S.<br />
Unfortunately, even this expensive personal<br />
movie theater cannot relieve the tedium I’m<br />
feeling on this trip. I’m returning from<br />
Cannes. That’s right, the city on the Riviera in<br />
the South of France best known for its famous<br />
<strong>and</strong> glamorous film festival. But I wasn’t there<br />
for that. Besides, anyone who counts in the<br />
film industry was in Park City, Utah this week<br />
for Mr. Redford’s Sundance Festival. I was in<br />
Cannes, as I am every year at this time, for the<br />
music industry’s major global event, the<br />
MIDEM conference. I am invited back each<br />
year by the International Association of<br />
Entertainment Lawyers (the IAEL) to talk <strong>and</strong><br />
run a workshop for industry professionals <strong>and</strong><br />
up <strong>and</strong> coming artists. This year, like last year, I<br />
ran a workshop on “Licensing” with Parisian<br />
lawyer <strong>and</strong> fellow IAEL member Louis-Bernard<br />

<strong>and</strong> answered questions about some of the basic<br />
legal principals involved with doing business in<br />
the music industry.<br />
I first made this trip in 2001 <strong>and</strong> I was very<br />
excited about it. “Wow...” I thought, “if this is<br />
anything like the film festival there’ll be starlets<br />
on the streets <strong>and</strong> famous people everywhere!”<br />
And it kind of was like that. There were<br />
meetings on private yachts with Herbie<br />
Hancock <strong>and</strong> his entourage (the jazz legend also<br />
performed in concert that year), <strong>and</strong> bumping<br />
into (yes, I literally mean bumping into)<br />
Andrew Lloyd Weber in the lobby of the<br />
Martinez.<br />
Those were the <strong>day</strong>s. There were no starlets<br />
on the Croisette, the street that runs immediately<br />
parallel to the beach, but that’s probably<br />
because it’s too cold - MIDEM is in January<br />
while the Film Festival takes place in May when<br />
showing skin is far more appropriate. I’m<br />
certain the famously frugal music executives<br />
who attend this conference like it that way since<br />
they can take advantage of the off-season rates.<br />
But even off-season Cannes is not cheap.<br />
Lunch at one of the nearby local<br />
restaurants cannot be had for less than $30 per<br />
person for a simple, mediocre meal. No,<br />
Cannes is not for the self-funder. Credit cards<br />
tied to expense accounts were flashing everywhere.<br />

Back in 2001, Napster was alive <strong>and</strong> well <strong>and</strong><br />
kicking hard at the music industry it was<br />
destined to destroy while iTunes <strong>and</strong> its partner<br />
in crime the iPod were just ideas in the minds of<br />
a bunch of folks who worked in the R&D<br />
department at Apple. I remember walking into<br />
the Palais, the conference center overlooking the<br />
Mediterranean where this <strong>and</strong> all events like it<br />
are held in Cannes, for the first time, <strong>and</strong>,<br />
the feeling that I had as I walked down those<br />
steps. It was like stepping inside on a hot August<br />
<strong>day</strong> <strong>and</strong> getting hit in the face with that rush of<br />
icy air conditioned comfort. That was power I<br />
was feeling <strong>and</strong> it had an intoxicating affect.<br />
There was no feeling of power this year.<br />
Attendance was down, by my own estimate, by<br />
50%. No stars. No glamour. Which is too bad<br />
because that makes Cannes just another beach<br />
community struggling to stay alive during the<br />
winter months. And I, just like the very<br />
troubled music industry, just can’t seem to<br />
shake the tedium. I wonder what next year will<br />
be like as my 747 safely touches ground at<br />
Boston’s Logan airport. Maybe the music<br />
industry will be saved just like all those people<br />
who were plucked from the wing of that plane<br />
that crashed into the Hudson. The music<br />
industry crash l<strong>and</strong>ed as well but the crew<br />
jumped before they hit the water. And,<br />
unfortunately, nobody has bothered to come<br />
<strong>and</strong> save it.<br />

Amid the nationwide recession, more local workers<br />
suddenly find themselves unemployed <strong>and</strong> without<br />
essential health insurance coverage. Fidelis Care, the New<br />
York State Catholic Health Plan, began partnering with<br />

A. Mr. Romanation<br />
came to this country in<br />
the early 1950’s with<br />
very little money but a<br />
world of knowledge<br />
<strong>and</strong> skills. He was a<br />
Ukrainian immigrant<br />
who learned watch<br />
making <strong>and</strong> jewelry in<br />
Europe. He started his<br />
business in 1952.<br />
In the late 1970,s he<br />
was looking to teach<br />
someone his trade. I was the<br />
fortunate one to be in the right<br />
place at the right time. I continued<br />
working for Mr. Romanation for<br />
years, <strong>and</strong> one <strong>day</strong> he approached<br />
me about selling his business so he<br />
could retire. The rest is history. We<br />
continued operating at its old<br />
location until 1992 when we<br />
purchased a larger building one<br />
block away at 48 third st., where we<br />
are to<strong>day</strong>.<br />
Q. Are you known for anything<br />
special?<br />
A. <strong>Our</strong> store is noted for several<br />

Simply put…contributing to a Roth Individual Retirement<br />
Account (IRA) may be a smart money move. The question then<br />
is…are you taking full advantage? The benefit of contributing to a<br />
Roth IRA is that money you put into one of these accounts grows<br />
tax free <strong>and</strong> distributions may be tax free1<br />
If you haven’t yet opened a Roth IRA, do it now. You have until<br />
your tax return deadline (typically April 15) to set up <strong>and</strong> make<br />
contributions for the previous tax year. Annual contributions are<br />
limited — currently $5,000 annually2. That means you can invest<br />
$5,000 for 2009, giving you a solid start to your savings.<br />
If you’re just getting started investing, the Roth should be one of<br />
your first stops — even before you open a regular, taxable account,<br />
or contribute to a workplace retirement-savings plan. The only<br />
exception is if your employer offers a match on your 401(k)<br />
contributions. That’s free money you don’t want to pass up. Yes,<br />
you can invest in both a Roth as well as a workplace retirement<br />

individual or head of household, or<br />
· Less than $10,000 for a married individual filing a separate<br />

Your exact contribution amount can be calculated using the<br />
worksheets found in Publication 590 on the IRS web site at<br />
www.irs.gov.<br />

location was closing, we<br />

peanut paste produced by the Peanut Corporation of America (PCA) at<br />
its Blakely, Georgia processing plant.The exp<strong>and</strong>ed recall includes all<br />

FELINE IMMUNODEFICIENCY VIRUS<br />
When I discuss FIV (feline<br />
immunodeficiency virus) with cat<br />
owners, many are surprised to learn<br />
that their cat can get “kitty AIDS”.<br />
While it is not the same as the virus<br />
that causes human AIDS, it can be<br />
equally serious.<br />
Both FIV <strong>and</strong> HIV are caused by<br />
viruses of the lentivirus family, <strong>and</strong><br />
their life cycles are similar. The virus<br />
can stay in the cat’s body for many<br />
years before disease occurs. This<br />
means that like the condition in people, cats can harbor the virus but not<br />
necessarily have AIDS (the actual disease causing illness) for many years.<br />
During this time, the apparently healthy cat can spread the virus.<br />
Across the US, approximately up to 3% of, normal cats are infected with<br />
FIV, <strong>and</strong> 10-15% of sick cats. Most commonly FIV affects outdoor male<br />
cats, who fight, spreading the virus through bite wounds. FIV can also be<br />
transmitted from an infected mother cat to her kittens during pregnancy or<br />
nursing.<br />
Upon being introduced to the body, the virus goes to the lymph nodes.<br />
It may cause mild illness at this time. After initial development, the virus<br />
stays dormant in the body for some time, until it flares up <strong>and</strong> causes<br />
disease. Eventually, signs of a suppressed immune system develop, <strong>and</strong><br />
systemic infections develop, causing severe illness or even death.<br />
Signs of FIV infection can include poor coat, fever, weight loss, diarrhea,<br />
loss of appetite, seizures, inflammation of the gums, <strong>and</strong> chronic infections,<br />
especially respiratory infections. Severe wasting of the body can occur late in<br />
the disease process. FIV–infected cats also have an increased risk of developing<br />
cancer.<br />
Diagnosis of FIV is based on the history, signs, <strong>and</strong> results of an FIV<br />
antibody blood test. A positive test results indicates that a cat is infected<br />
with FIV (usually for life) <strong>and</strong> can transmit the virus to other cats. It’s<br />
important for kitten owners to know that young kittens may have positive<br />
test results for 12 to 16 weeks after birth, without actually being infected<br />
with FIV, due to antibodies obtained from their mothers. Kittens with<br />
positive antibody tests should be retested when they are 6 to 8 months.<br />
A negative test result indicates that antibodies against FIV are not<br />
present, <strong>and</strong> usually this means that the cat is not infected. However, it can<br />
take up to 12 weeks after infection before detectable levels of antibody<br />
appear, so a cat can have a negative test even if infected with the FIV virus.<br />
If FIV is suspected, the cat should be retested in 12 weeks to confirm the<br />
results.<br />
Sadly, there is no cure for FIV infection in cats. The only effective<br />
prevention is to keep the cat indoors, preventing exposure to infected cats.<br />
Antibiotics <strong>and</strong> anti-fungal drugs are used when infections are present.<br />
Supportive care (IV fluids, blood transfusions, <strong>and</strong> syringe-feeding) is often<br />
needed for critically ill patients. Drugs used in human AIDS cases are often<br />
not suitable for cats. In my practice, I use an integrative approach, combining<br />
supplements <strong>and</strong> other natural remedies to boost the immune system<br />
<strong>and</strong> support the body.<br />
An area of great concern to us is the stray cat or kitten who is adopted “off<br />
the street” or through the various rescue groups <strong>and</strong> shelters in our area. We<br />
recommend testing of all rescued cats for which a negative test result is not<br />
on file from the adoption agency, or when there is any possible exposure. If<br />
you are adding a newly rescued cat to those already in your household be<br />
sure to discuss testing with both the adoption agency <strong>and</strong> your veterinarian.<br />

familiar with. The minute that I get to school in the<br />
morning I just want to jump on<br />
everybody. That’s when I have to sit<br />
down <strong>and</strong> count out 10 deep doggy<br />
breaths to help me calm down. And<br />
sometimes, when I’m really hyper,<br />
it helps to exercise with some<br />

Sometimes I feel used. My friend played with me <strong>and</strong><br />
hung with only me for a week. She acted like we knew<br />
each other forever. I think the only reason she did it<br />
was because her other friend was on vacation. Now<br />

stopped talking to me completely. That made me feel<br />
used. We came to talk to you <strong>and</strong> after that she hung out with me for<br />
five minutes. Then everything went back to normal, as if we did not<br />

Dear Feeling Used,<br />
I am sorry this happened. Feeling used hurts. We feel mad <strong>and</strong> sad.<br />
It is an icky feeling to think that someone used you. If you feel used,<br />
<strong>and</strong> you feel like someone is not being a good friend to you, then<br />
chances are they are not a good choice for a close friend. You can<br />
still be kind to them, <strong>and</strong> polite to them, but I would not focus on<br />
their friendship as an important one. Keep them as an acquaintance<br />
not as a best friend. Wag your tail when you see them, smile, have<br />
good manners, but invite someone else to play. When I first moved<br />
here it took me a few years to really find some good friends. I knew<br />
a lot of dogs; we played fetch, <strong>and</strong> ran in a pack at the park. Some<br />
of them would then dig dirt in my face. They were a bit snooty. It<br />
took me a long time to realize that strong friendships take time to<br />
build. You have to get to know someone <strong>and</strong> see if you<br />
can really trust them. Be patient. You are easy to<br />
like, <strong>and</strong> very sweet. The kids will see that. Trust<br />
your feelings, 4th grader. They will guide you.<br />

1 1/2 teaspoons<br />
butter or margarine,<br />
melted<br />
2 boneless skinless<br />
chicken breast halves<br />
(1/2 pound)<br />
1/2 teaspoon cornstarch 1/4 teaspoon ground mustard<br />
1/4 cup orange juice 1 tablespoon soy sauce<br />
2 tablespoons orange marmalade<br />
Orange Rice<br />
1. Melt butter in 8-inch skillet or 3-quart saucepan over<br />
medium heat. Cook chicken in butter about 15 minutes,<br />
turning once, until juice of chicken is no longer pink when<br />
center of thickest piece is cut.<br />
2. 2. While chicken is cooking, mix cornstarch <strong>and</strong> mustard<br />
in small bowl. Stir in remaining ingredients.<br />

Heat to boiling over medium heat, stirring constantly.<br />

Cayenne pepper heats up this skillet treat for two.<br />
2 cups cubed cooked<br />
potatoes (2 medium)<br />
1 small onion, chopped<br />

1/4 cup chopped red bell<br />
pepper<br />
4 eggs<br />
1 tablespoon chopped<br />
fresh basil leaves or 1 teaspoon dried basil leaves<br />
1/4 teaspoon salt<br />
1/8 teaspoon ground red pepper (cayenne)<br />
1. . Spray 10-inch nonstick skillet with cooking spray; heat over<br />
medium heat. Cook potatoes, onion <strong>and</strong> bell pepper in skillet<br />

Clip the fur between toe pads to reduce the amount of snow that<br />

Coat dry, sensitive paws with a bit of cooking spray before walks<br />
in very cold weather.<br />
During deep snows, shovel out a potty spot for your dog.<br />
After being out, wipe snow <strong>and</strong> ice off your dog’s feet, legs <strong>and</strong><br />
belly. Wiping off your dog will remove any salt, antifreeze or other<br />
harmful chemicals that could be ingested when licking. Prevent<br />
frostbite by removing ice <strong>and</strong> snow from paws <strong>and</strong> fur right away<br />
Many de-icing <strong>and</strong> ice-melting products are toxic. Read the labels<br />
of any projects you use, <strong>and</strong> store these products in tight<br />
containers.<br />
Do not let dogs off leash in snow or ice. Canines often lose their<br />
scent in cold weather <strong>and</strong> can become lost or panic in snow storms<br />
<strong>and</strong> run away.<br />
WINTER PET CARE:<br />
Brush your dog vigorously <strong>and</strong> regularly. Dry air depletes moisture<br />
from dog skin <strong>and</strong> fur. Brushing improves skin, coat <strong>and</strong> circulation.<br />
A thick-coated dog needs grooming in cold weather. Clean fur<br />
lofts <strong>and</strong> holds air <strong>and</strong> helps the animal stay warm.<br />
Never shave your dog down to the skin in winter. Leave the coat<br />
longer for more warmth.<br />
SAFETY MEASURES:<br />
Do not leave antifreeze, coolant or windshield wiper fluid within<br />
reach.<br />
Keep a winter survival kit in your car. Include blankets, towels,<br />
water, bowl, first aid kit, <strong>and</strong> a sign that dog is in the car.<br />
If you see an animal in distress, please call your local humane<br />

DOGS AND SNOW DON’T ALWAYS MIX.<br />
The salt can hurt their paws <strong>and</strong> cause them to limp. There are a few<br />
ways that you can help your pooch have a more comfortable snowy<br />
walk. Did you know that if you take fresh snow <strong>and</strong> rub it directly on<br />
your dog’s paw it can help rub off the salt? If the salt is really bad, this fix<br />
might be short-lived.<br />

CATS AND THE COLD<br />
The best prescription for winter’s woes is<br />
to keep your cat inside with you <strong>and</strong> your<br />
family. Being outdoors, unattended, does<br />
nothing to improve the quality of your cat’s<br />
life. Remember cats are just as accustomed to<br />
the warm shelter of the indoors as you are.<br />
Do not leave your cats outside for extended<br />
periods of time. Hypothermia or frostbite<br />
may result. If you suspect your cat has either, take her to the veterinarian.<br />
SIMPLE GUIDELINES.<br />
Supplement their diet with essential fatty acids that will cause the coat<br />
to grow in a bit thicker for the cold months.<br />
Make sure your cat has a warm place to sleep far away from all outside<br />
drafts <strong>and</strong> preferably off the floor, provide a warm <strong>and</strong> comfortable<br />
mat or bed.<br />
Keep fireplaces screened. This heat also contributes to dry skin.<br />
Fumes from the fireplace may cause respiratory problems in some cats.<br />
If you have to take your cat to the vet, put a hot water bottle in the<br />
carrier. A cover, or towel on the carrier is good for blocking draughts.<br />
Keep your pet’s coat well groomed. Matted fur won’t properly protect<br />
your pet from the cold.<br />

woman who is looking to find her a forever home where<br />
she can start a new life. She enjoys going for walks,<br />
knows some comm<strong>and</strong>s (including “smiling” for the<br />
camera!) <strong>and</strong> is housetrained. Summer loves to cuddle,<br />
be brushed <strong>and</strong> just have tons of affection — something<br />
which she probably wasn’t getting. She is good with<br />
people, <strong>and</strong> tolerant of cats <strong>and</strong> dogs. Because of her age,<br />
she would probably do best with dogs who wouldn’t be<br />
too rough with her. When left alone in her current<br />
foster home, she isn’t crated <strong>and</strong> doesn’t chew or<br />
damage anything. She doesn’t act her age — even trying<br />
to play catch <strong>and</strong> running around the yard. She is <strong>spa</strong>yed<br />
<strong>and</strong> up-to-date on vaccinations. If you think you might<br />

The Cancer Services Program Partnership of Rensselaer County<br />
(formerly Healthy Women/Living Partnership) offers free breast,<br />
cervical, <strong>and</strong> colorectal cancer screenings, <strong>and</strong> prostate education to<br />
the uninsured <strong>and</strong> underinsured .<br />
Women over the age of 18, can receive a free breast exam <strong>and</strong> pap<br />
smear/pelvic exam through local OB/GYNs <strong>and</strong> physicians in the<br />
area. Women EITHER over the age of 40 – OR – have a family<br />
history of breast cancer, may receive a free mammogram through<br />
hospitals <strong>and</strong> imaging centers in the area.<br />
Men <strong>and</strong> women over the age of 50 are also eligible for colorectal<br />
cancer screening with a FIT kit (fecal immunochemical kit). If<br />
someone has a family history of colon cancer, polyps, Crohn’s disease,<br />
