W01 – Québec: Competitiveness, Growth, and Expansion<br />

A great momentum is building in the logistics and freight<br />

transport sector around Québec and especially in the Greater<br />

Montréal area. This panel will discuss the ($9-billion)<br />

plan announced by the Québec government to develop the province’s maritime<br />

infrastructure (with $4 billion of this amount anticipated to come from the private<br />

sector). Premier Philippe Couillard is confident this initiative will create 10,000 jobs<br />

within the next five years and up to 30,000 by 2030. Some of the proposed projects<br />

are related to tourism, fishing, and transportation along the St. Lawrence River, as<br />

well as the development of a maritime transportation logistics hub in the Greater<br />

Montréal area. This panel will also discuss the creation of the metropolitan cluster<br />

of logistics and transportation in Montréal (‘CargoM’). CargoM’s mission is to bring<br />

together all players in logistics and freight in Greater Montréal.<br />

Where is the air cargo industry today and where do<br />

we expect to be in 2020 – only four short years away?<br />

Executives from the air cargo sector will speak to their<br />

experiences and expectations on subjects as far-ranging<br />

as eAWB, air cargo security (here and around the world),<br />

bigger aircrafts, and the first/last mile. At the end of this<br />

discussion, participants will have a better understanding of<br />

the challenges and opportunities created by technology, the<br />

changing regulatory environment, and infrastructure and<br />

The Government of Canada defines the term “foreign<br />

trade zone” (FTZ) as a “reference to a specific<br />

designated location within a country that is eligible for<br />

duty and tax exemptions with respect to the purchase or<br />

importation of inputs or finished goods. These goods are then processed, assembled<br />

or packaged in the FTZ for re-export (in which case taxes and duties do not apply),<br />

or for entry into the domestic market (in which case taxes and duties would be<br />

deferred until the time of entry).” With foreign trade zones (FTZ) being created<br />

across Canada over the past year after a successful pilot project in Manitoba,<br />
