w 7-Eleven przy Monroe Street,<br />
a dilerzy znowu będą sprzedawać<br />

i Etting. Nic, co się teraz powie, tego<br />
nie zmieni.”?<br />
Świetną ilustracją tego, o czym tu<br />
mowa, jest sekwencja z „Treme”<br />
pokazująca dzień pierwszego wyborczego<br />
sukcesu Obamy – w kilku<br />
minutach autorzy zebrali w niej<br />
wszystko: amerykański, prawie religijny<br />
patos piosenki „Every Man<br />
A King”, poczucie zmiany, wkraczania<br />
nowego, zrywu, pokonania<br />
wiekowych niesprawiedliwości…<br />
ale też sceptycyzm czarnego<br />
indiańskiego wodza, który zbyt<br />
wiele widział, żeby teraz po prostu<br />
wierzyć, jak również przytłaczającą<br />
scenę końcową, kiedy jeden<br />
ze świętujących muzyków gaśnie,<br />
patrząc na migające kogutami samochody<br />
policjantów otaczających<br />
powyborcze święto kolorowego<br />
Nowego Orleanu.<br />
Piosenka ta to czytelne dla wielu<br />
w Ameryce nawiązanie do postaci<br />
i pomysłu politycznego Hueya<br />
P. Longa, gubernatora Luizjany<br />
na początku lat trzydziestych XX<br />
wieku i senatora USA, który próbował<br />
przeprowadzić systemową redystrybucję<br />
majątku Amerykanów<br />
w momencie, w którym 4 procent<br />
Amerykanów posiadało 85 procent<br />
bogactwa Ameryki, a ponad 70<br />
procent ludzi w Ameryce nie było<br />
w stanie spłacać swoich długów.<br />
Nawiązanie do tamtego czasu i tamtych<br />
idei w kontekście wybuchu<br />
nadziei związanych z pierwszym<br />
zwycięstwem wyborczym Obamy,<br />
pokazane Amerykanom i nam<br />
w momencie, w którym z tamtych<br />
nadziei nie zostało już wiele, jest<br />
jak sądzę świadomie wysłanym sygnałem<br />
twórców serialu. Ówczesny<br />
problem i wynikające z niego wyzwania<br />
pozostają, ponieważ wciąż<br />
tkwimy w tym samym systemowym<br />
uwikłaniu.<br />
Dlaczego także ludzie świadomi<br />
i krytyczni, zdolni do obserwowania<br />
realnych sytuacji politycznych,<br />
społecznych czy kulturowych<br />
wokół siebie, nie tylko godzą się<br />
na swoje działanie wewnątrz takich<br />
systemów ale więcej: wykorzystują<br />
swoją twórczą inteligencję<br />
i wynikające z niej możliwości<br />
na rzecz ich rozwijania?<br />
Powiedzmy od razu, że łatwo narzucająca<br />
się odpowiedź „ponieważ<br />
mają z tego bezpośrednie, krótkoterminowe<br />
lub długoterminowe<br />
korzyści” na pewno nie jest nie wystarczająca,<br />
a kto wie, czy po prostu<br />
błędna. Korzyści też mają – zwłaszcza<br />
te doraźne – ale w perspektywie<br />
ostatecznej nie jest to takie pewne.<br />
Akceptują system, który – nawet<br />
szczerze chcąc odnowić – w skutku<br />
przegrywamy: dostajemy nie to,<br />
po co wyruszyliśmy w polityczną<br />
przygodę, ale to, co chcieliśmy naprawić.<br />
Układ, w którym tkwimy<br />
coraz mocniej, coraz bardziej bezwładnie<br />
i beznadziejnie.<br />
Odpowiedź na pytanie o powody<br />
działania tych, którzy mimo<br />
swojego krytycyzmu utwierdzają<br />
system brzmi więc inaczej. Nie<br />
chodzi o korzyści. Oni to robią,<br />
ponieważ w istocie nie wierzą, że<br />
można skutecznie istnieć poza systemem,<br />
jakikolwiek on w każdym<br />
konkretnym przypadku jest. Nie<br />
ma większego znaczenia, czy wiarę<br />
tę choćby przez chwilę żywili,<br />
czy, co bardziej prawdopodobne,<br />
nigdy jej nie mieli.<br />
Co nam więc pozostaje? Pisać,<br />
jak mieszkańcy Nowego Orlenu<br />
swoje adresy i numery telefonów<br />
na ścianach opustoszałych<br />
budynków? Pogodzić się z katastrofą<br />
– także sfery publicznej?<br />
Pytanie o możliwości przezwyciężania<br />
społecznej bezwładności<br />
pozostaje otwarte.<br />

Social control?<br />
The case of Katrina and New<br />
Orleans should teach us a lesson.<br />
How to defend ourselves when<br />
corrupted public institutions generated<br />
efficient mechanisms of<br />
gaining access to public money?<br />
Do we have to follow a tragic scenario<br />
of a TV series where ordinary<br />
citizens are conducting an<br />
investigation on their own?<br />
The lawyer from the series initiates<br />
what a state should – surveillance<br />
system and reaching<br />
the truth, including the question<br />
whether the dams were blown<br />
up on purpose. Should we supply<br />
everything that the state fails and<br />
hides from its citizens? Where citizens<br />
are stranded and it is only<br />
thanks to their cleverness in using<br />
loopholes in the system, that they<br />
can defend themselves?<br />
Will the words of David Simon,<br />
the author of Homicide. A Year<br />
on the Killing Streets, become our<br />
motto? They joke and whispering<br />
exchange remarks, but even<br />
the youngest know, that one must<br />
turn their eyes away and be silent<br />
when a policeman poses the<br />
first question. There is no reason<br />
to behave otherwise, or else a<br />
dead body will lie in the morgue<br />
on Penn Street, people from the<br />
Western District will sip their coffees<br />
at the 7-Eleven on Monroe<br />
Street, and drug dealers will sell<br />
little blue bags on God forgotten<br />
junctions of Gold and Etting. Can<br />
anything of what will be said now<br />
change this?<br />
A good illustration to the quote<br />
are a few minute long ending<br />
scenes from Treme, showing the<br />
first day of Obama’s victory –<br />
American, almost religious pathos<br />
of Every Man a King, the<br />
feeling of change, the emergence<br />
of something new, defeating ages<br />
of injustice… but also skepticism<br />
of a black American Indian chief,<br />
who has lived too long to just believe<br />
in what he saw, and the last<br />
overwhelming scene when one of<br />
the celebrating musicians fades,<br />
when he sees police cars encompassing<br />
the festival of a colorful<br />
New Orleans.<br />
The song is a clear reference to<br />
Huey P. Long and his political<br />
ideas. He was a governor of Louisiana<br />
at the beginning of 1930s. as<br />
well as a senator, who tried to carry<br />
out a redistribution program<br />
of the wealth of Americans at the<br />
time when 4 per cent of them possessed<br />
85 percent of American<br />
wealth, and over 70 per cent of<br />
Americans could not pay off their<br />
debts.<br />
The reference to those days and<br />
ideas in the context of the eruption<br />
of hope connected to the<br />
first Obama’s victory, showed<br />
to Americans and us at the time<br />
when not much of the hope has<br />
been left, is I think, a clear signal<br />
sent by the makers of the series.<br />
The problem of that time and its<br />
challenges are still there, as we are<br />
stuck in the same entanglements.<br />
Why also critical people, able to<br />
see real political, social and cultural<br />
situations around them, not<br />
only agree to act within such systems<br />
but they use their creative<br />
potential to develop them?<br />
The easiest answer is that they<br />
have direct, short- and long-term<br />
benefits is not sufficient and –<br />
who knows – perhaps false. They<br />
have benefits, especially in the<br />
short run, but at the end of the<br />
day it is not so certain. They accept<br />
a system, which they want<br />
to fix with true sincerity, but in<br />
the end we all lose: we do not get<br />
what we set off our political journey,<br />
but rather what we wanted<br />
to fix. The system in which we<br />
have gotten stuck more and more<br />
inertly and hopelessly.<br />
The answer to the question about<br />
the motives of those who despite<br />
being critical, support the system<br />
is yet different. It is not about<br />
benefits. They do it, because they<br />
do not believe in effective existence<br />
outside of the system, whatever<br />
it would be like. It does not<br />
matter whether they ever believed<br />
it, or more probably, never<br />
had the illusion.<br />
What are we left with then? Writing<br />
our addresses and phone<br />
numbers, like citizens of New<br />
Orleans, on the walls of deserted<br />
buildings? Or coming to terms<br />
with a catastrophe – including the<br />
failure of the public sphere? The<br />
issue of overcoming social inertia<br />
is an ongoing question.<br />
