THE SCOUTS ARE COMING<br />

For some, there’s nothing more exciting<br />
than the arrival of the migratory bird, the<br />
Purple Martin. They are the largest of the<br />
North American swallows. Flying from<br />
South America where they winter, they faithfully<br />
return to the same locations every year.<br />
The first to arrive are called scouts and they<br />
are usually the older males. They are not<br />
looking for nesting areas but simply returning to where they<br />
nested before. The younger males follow and then the females<br />
arrive. Both sexes help build the nest, which will be home to 4<br />
or 5 babies. As soon as the chicks leave the nest, the Martins<br />
start congregating in large flocks and roost together in preparation<br />
for their trip south.<br />
Have you ever heard anyone say, “Location, location, location?”<br />
This is especially true if you want to attract Purple Martins. They<br />
are colonial nesting birds, which means they occupy apartmenttype<br />
houses. Since Purple Martins feed while in flight, they prefer<br />
their housing be placed in the open, away from human housing<br />
and trees. They eat mosquitos, beetles, wasps, dragonflies and<br />
other day-flying insects.<br />
House Sparrows and Starlings can take over your Purple Martin<br />
house. They can prevent Martins from nesting, destroy their eggs<br />
and kill nestlings. Do some research on the internet and find<br />
out how you can become a successful Purple Martin landlord.<br />

PLEASE, NO SOCCER PLAYING AT<br />
RECREATION AREA<br />
For several reasons, the soccer goals in the recreation area were<br />
removed last year. The area was designed for a playground, the<br />
swimming pool and clubhouse, a volleyball court and the tennis<br />
courts. Unfortunately soccer playing, with or without the nets,<br />
had caused a disturbance to some of our neighbors whose yards<br />
back up to the recreation area, especially in the evening hours.<br />
Moreover “enthusiastic play” caused damage to the fences resulting<br />
in expensive repairs. Each time a broken fence picket had to<br />
be removed, then a new one purchased, stained and installed. It<br />
was not a big job, but time consuming and costly. The grassy area<br />
also was becoming very worn to the point where soon it may have<br />
had to be re-sodded. We also had many complaints about soccer<br />
being played on the tennis court, causing damage to the tennis<br />
nets and preventing residents from peacefully using the courts for<br />
tennis. Finally, as has been a problem with our other recreation<br />
facilities, we found non-residents using our property for playing<br />
soccer. Our sheriff deputy patrols are assisting us when we can<br />
identify trespassers. We want our own residents to have access and<br />
enjoyment of our recreation facilities for their intended purposes.<br />

A Sheriff’s deputy has only one pair of eyes. But together, <strong>Berkshire</strong><br />
residents have a couple of thousand eyes. So when you<br />
see any suspicious activity, please call the Sheriff’s Department<br />
non-emergency number at 713-221-6000 immediately and<br />
provide as many details as possible. For emergencies call 911.<br />
And please cooperate with law enforcement officers after the<br />
fact to help convict criminals. Remember, for a safe community<br />
crime prevention is a cooperative effort.<br />
LOCK CAR DOORS AND PUT AWAY VALUABLES<br />
Many car burglaries occur because valuables are visible in the<br />
cars. Bags, purses, phones, GPS’s and laptops are all invitations to<br />
criminals. Even if it takes you only a few minutes to stop at a store<br />
or drop off the kids, put valuables out of sight. Some victims make<br />
the crime easier by leaving car doors unlocked. Car burglars have<br />
been know to move through a neighborhood trying door handles<br />
for unlocked cars. Simple advice: always lock them.<br />

Some of the major expenses are security<br />
through a contract with Harris County and<br />
additional coverage by direct contracts<br />
with Sheriff’s deputies; landscaping maintenance<br />
including the irrigation system;<br />
operation of the recreation area (pool,<br />
tennis courts and playground); utilities<br />
including the lighting bill and the professional<br />
management company fees, plus all<br />
the related administrative expenses. You<br />
also bear the cost when some homeowners<br />
do not pay their annual assessment<br />
fees. In some cases legal action must be<br />
taken and legal expenses must be paid before<br />
delinquent debts are collected. Such<br />
action is taken because some homeowners<br />
would leave the rest of us bearing their<br />
share of the expenses.<br />
You have a stake in your community and<br />
you have a voice if you care enough to<br />
exercise it. We all have a common interest<br />
in seeing that our money is spent prudently<br />
with adequate internal controls and<br />
that <strong>Berkshire</strong> remains an attractive and<br />
comfortable place to live. When you see<br />
a problem, let it be known, but come with<br />
a positive suggestion for improvement.<br />
Remember we are all in this together and<br />
want the best for <strong>Berkshire</strong>.<br />

Monday of each month and the meeting<br />

PARKING ON THE STREET<br />
The Association receives numerous complaints<br />
a day regarding cars parked in<br />
the street. Parking in the street not only<br />
looks bad but also creates a safety hazard.<br />
Please refrain from parking in the street as<br />
it is against the Deed Restrictions. Vehicles<br />
should be parked in the garage or in the<br />
driveway at all times.<br />
GRAFFITI<br />
Please report any graffiti you may see in<br />
the community to PCMI.<br />
ADDRESS STONES<br />
Please be certain that shrubs are trimmed<br />
away from address stones. This is very<br />
important for 911 emergency vehicles.<br />
FLAT CURBS<br />
Please refrain from parking vehicles on the<br />
flat curbs. Vehicles parked on the curbs<br />
eventually cause damage and deterioration.<br />
Further note that storage of vehicles<br />
on streets or within road right-of-way is<br />
specifically prohibited.<br />

We love dogs - we really do. That’s why the<br />
association is committed to enforcing the<br />

According to the U.S. Humane Society, an<br />
unleashed dog has an average life span of<br />
less than four years. Allowing your dog to<br />
run free threatens your dog’s health and<br />
welfare and the happiness it brings to you.<br />
We also love our community. That’s another<br />
reason the association is committed<br />
to enforcing the county leash law - so all<br />
residents may enjoy our community.<br />
We trust we can count on you for voluntary<br />
compliance with the leash law. We don’t<br />
like to call animal control, but we won’t<br />

In February, 61 orchestra students from Cy-Lakes High School<br />
performed at the region Solo and Ensemble contest at Cypress<br />
Springs High School. Although many students received a 1 st<br />
division on their solo/ensemble performances and received<br />
medals, for the first time, five students qualified for performing<br />
at the State Solo Ensemble to be held at University of Texas in<br />
May. The qualifying students are Brandon Estrada, Denarius<br />
Terry, Jesse Serpas, Trey Dadzie and Oscar Kitmanyen. These<br />
students practiced for months and memorized lengthy pieces of<br />
music. Natalie Purdy, director of orchestras at Cy-Lakes, states<br />
that all the students get critiqued by a certified judge and receive<br />
feedback and a rating. This is a great accomplishment for these<br />
young people. Currently, the Cy-Lakes orchestras are preparing<br />
to perform at UIL in April and at Disney.<br />
CY-LAKES STEP TEAM STEPS UP TO HELP<br />
The Cy-Lakes Step Team, under the direction of Andrew White,<br />
does more than give excellent step performances. The team, officially<br />
known as Lambda Nu Theta, is part of YMPA (Young Men<br />
for Positive Action) and is making concerted efforts to reach out<br />
to the community and make a difference.<br />
Recently, the team went to Third Ward and cleared an overgrown<br />
lot to create space for a community garden. They also volunteered<br />
at the Houston Food Bank where they sorted through donations<br />
to remove expired or damaged products and group like products<br />
together. Lambda Nu Theta participated in the heart walk and<br />
donated $100 to the fundraiser. The team puts on a Stocking<br />
Stomper Showcase each year at Cy-Lakes. Discount tickets are<br />
offered at the annual step show when patrons donate canned<br />

Mr. White says, “Many people don’t realize that YMPA is not<br />
just about stepping. YMPA stands for “Young Men for Positive<br />
Action”, so we are a service organization first and foremost. We<br />
only step as a bonus activity.” Last year, the team was awarded<br />
the Community Service award at the district step competition<br />
because they had the most service projects of any high school<br />

CFISD students are expected to raise more than $500,000 from<br />
the 22 nd Annual CFISD Livestock Show and Sale, held February 4 th<br />
- 6 th at the CFISD Exhibit Center. The CFISD community showed<br />
an incredible amount of generosity in the live auction, freezer<br />
sale and via additional monetary contributions to students. The<br />
Premium Sale (live auction) unofficially raised $502,250. Final<br />
amounts from the Freezer Sale (animals not placing high enough<br />
for the live auction), Agriculture Mechanics silent auction and<br />
additional gifts to students are not yet available, but CFISD<br />
career and technical education coordinator Denise Kubecka<br />
mentioned that five records were tied or broken as grand and<br />

PRESCHOOL-AGED CHILDREN<br />
The Titmouse Club is a nature program for children ages 2 ½<br />
to 5 sponsored by the Houston Audubon Docent Guild. The<br />
program is offered every Tuesday and Wednesday morning,<br />
10 to 11 AM, from mid-September until mid-May at the Edith<br />
L. Moore Nature Sanctuary, 440 Wilchester Boulevard. Each<br />
week features a different nature theme and may include nature<br />
talks, stories, hands-on activities and walks in the woods. For<br />

Epiphany Bingo has been conducting bingo games on the<br />
west side since February 14, 1986. Epiphany conducts their<br />
bingo games every Friday night except holidays. THERE IS NO<br />
SMOKING ALLOWED DURING ALL BINGO GAMES. They have<br />
a jackpot game of $750. Maximum prize giveaways of $2,500,<br />
allowed by law, are given away every Bingo Night! They have<br />
security, lighted parking, big screen color monitor, computerized<br />
