Since 2010, the government developed the
Significant improvements have been made,
Five Year Programme of Work III (2007–11) with infant mortality decreasing to 50/1,000
and the dovetailed it into the Health Sector
Medium Term Development Plan (2010–13).
The purpose of the two plans was to meet the
overarching health sector objective of
improved health and reduced inequality for
and U-5 mortality to 80/1,000 due mostly to
the an increase in vaccination coverage, from
69 percent to 79 percent over the five-year
period 2003–08 (GSS/IFC Macro 2008).
Even with all these efforts, Ghana has much
all. They focus on strengthening health yet to achieve. Malaria and parasitic diseases
system capacity, improving governance and coexist with developing challenges of chronic
sustainable financing, bridging equity gaps in illness, such as diabetes, cancer, and heart
access, and ensuring the reduction of deadly disease. Additionally, there is considerable
diseases through promotion of healthy inequity in access to health care and in health
lifestyle behaviours.
Although Ghana faces similar health
challenges as most other countries in Sub-
Saharan Africa, Ghana has done better than
many of its neighbours. Ghana’s life
expectancy at birth is 60 years (versus 53 for
all of Sub-Saharan Africa),
THE PRIVATE HEALTH SECTOR IN GHANA
GIHS.
CLINICS
GHANA
INTERNATIONAL
INTEGRATED
HEALTH
SERVICES
Although the private sector provides more than half of the
health care services in Ghana, a number of factor have
militated against the ability of the sector to grow to match the
demand for its services. Key among them include:
Poor investment climate, leading to a lack of access to
finance and expertise for growth and expansion
Until recently, there was unfavourable business
environment with policies and regulations that often
impede further development of the private sector
improve access to and increase coverage of services to meet
national and international goals including the health
Millennium Development Goals.
It states the vision of the Private Health Sector Policy as being
to:
“Facilitate the transformation of the private health sector into a
viable industry by harnessing its unique competencies and
comparative advantage in producing and providing healthcare
products, infrastructure and services that benefit the public at
prices that the public can afford”
Insufficient supply of skilled health care workers
This will require interventions by the state to protect the health
However, there are opportunities for private investors in the of the people by addressing existing shortcomings in the
sector to reap benefits from their investment. There has been quality of care and health products. The Ministry will pursue
a specific Private Health Sector Policy (PHSP) since 2003, and the development of policies and practices that render private
many of the identified issues and proposed strategies are still health sector activity compatible with social and service
relevant. The private health sector presents opportunities to growth sustainability.
1. Improve the investment climate for private health sector 3. Build the capacity of private healthcare providers
The Ministry will aim to address the lack of business skill and
The Ministry will address bottlenecks of private health sector fragmentation by integrating the private sector development
growth by reducing the risk of investment by the private health agenda into a holistic health sector framework that support
sector, minimizing the cost of operations, strengthen institutional capacity building and skills development. It will
Project Management
Our tools: Proven and tested in years of practical experience and continuously refined in our work in order to provide a
stable framework for the implementation of each task. Our methodological foundations correspond with the guidelines
established by Project Management Austria.

Targeted and efficient project management :
requires appropriate planning, implementation and control - mechanisms :
– detailed planning of the task execution, the timeframe and deadlines, the estimated costs and the planning of
resource deployment
– careful, but speedy decision-making
– effective and anticipatory project controlling

Integrated project controlling:
creates a level of commitment by all project participants in order to establish the basis
for efficient work without hampering bureaucratic excesses. Project management therefore works not only on a
technical dimension, but also in in the dimensions of process and communication.
The Jupiter Energy Advantage
Ideal solution for cooling in low-energy buildings
Free cooling is a term generally used when low external temperatures in large surfaces which further improves the requirement. Optimal architectural design and shading will
temperatures are used for cooling purposes in heat pump COP. help to reduce the cooling need, but simulations and
buildings. The JUPITER free cooling concept is based
on a ground coupled heat exchanger combined with a
radiant heating and cooling system. A ground coupled
heat exchanger can for example be horizontal collectors,
vertical boreholes or energy cages. A radiant system
means that the floors, ceilings or walls have embedded
pipes in which water is circulated for heating and cooling of
the building. Underfloor heating and cooling is the most
well know example of a radiant system.
A radiant system combined with a ground coupled heat
exchanger is highly energy efficient and has several
advantages. In the summer period, the ground coupled
heat exchanger provides cooling temperatures that are
lower compared to the outside air. The radiant system
operates with large surfaces, which means it can utilize the
temperatures from the ground directly for cooling
purposes. The result is that free cooling can be provided
with only cost being the electricity required for running the
circulation pumps in the brine and water systems. No heat
pump is required.
In the heating season the system is operated using a heat
pump. As the ground temperature during winter is higher
compared to the outside air temperature, the result is
The need for cooling in buildings
Today, there is a high focus on saving energy and utilising
renewable energy sources in buildings. The energy
demand for space heating is reduced by increased
insulation and tightness of buildings.
However, increased insulation and tightness also
increase the cooling demand. The building becomes
more sensitive to solar radiation through windows and
becomes less able to remove heat in the summer. More
extreme weather conditions further contributes to the
cooling needs and together with an even more increased
consumer awareness of having the right indoor climate, the
need for cooling also in residential buildings will become a
practical experience show that such measures alone will
not eliminate the cooling need. Space cooling is needed,
not only in the summer, but also in prolonged periods
during spring and autumn when the low angel of the sun
gives high solar radiation through windows. In order to
meet the energy frame requirements of the building
regulations, space cooling can be provided by utilising
renewable energy sources such as ground heat
exchangers for cooling purposes in conjunction with a
radiant system with embedded pipes in the floor, wall or
ceiling.
Cooling needs will differ between rooms and are highly
influenced by direct solar radiation. Rooms with larger
window areas and facing the south will generally have
higher cooling requirements. In periods with high cooling
loads, active cooling is normally required during both day
and night time.
of the energy situation
Ground energy or Geothermy (Greek: geo = earth; thermy Ground energy as energy source in combination with
= heat) is the heat stored in the accessible part of the earth radiant emitter systems is the all-in-one solution with
crust. Geothermy describes both, dealing with thermal respect to the combination of heating and cooling. Such
energy and its utilization from a technical point of view and systems are more efficient and easier to install than two
the scientific investigation of the thermal situation of the separate systems for heating and cooling. In addition, the
earth.
radiant emitter systems benefit from the exergy principle in
the form of reduction of the operating temperatures for
The geothermal gradient, which is the difference in
heating and high operating temperatures for cooling.
temperature between the core of the planet and its surface, Thus the heat pump can work with a higher efficiency
drives a continuous conduction of thermal energy in the (operating factor) which reduces the power consumption
form of heat from the core to the surface.
and hence the operating costs accordingly.
Ground energy, stored up to 400 m depth, cannot only be
used as source of energy for radiant heating and water
heating but also as an energy source for radiant cooling
with very low operating costs. Ground energy can be used
in all types of buildings from single-family houses to large
office and industrial buildings. When a ground system is
operating it hardly requires any running costs and has a
long operating period. Though the investment costs for a
ground energy system are slightly higher than for
conventional boilers and cooling aggregates the
amortization period is shorter due to the low operating
costs.
JUPITER Horizontal collectors for
ground energy
Ideal solution for single family
homes and smaller industrial
buildings
JUPITER Horizontal collectors are ground heat exchangers
which are installed in the upper two meter of the ground
soil. In most cases they are used in one or two family
houses as well as small industrial applications. The
important benefit of the horizontal collectors is the low
investment with a relatively high seasonal performance
factor. The horizontal collector is the variant with the lowest
costs involved compared to all other ground energy
systems.
JUPITER Vertical collectors for
ground energy
Solution for all kind of ground soils and
space saving
The JUPITER Vertical collector is the most popular ground
energy system. It can be installed in all kind of ground soils
and is the most space-saving system. The available heat in
the soil combined with a heat pump will be lifted up to a
usable temperature level for heating and domestic hot
water preparation. Vertical collectors can also be used for
passive (free) and active cooling in summer. This is one of
the main benefits compared to other ground energy
systems.
But the vertical collector is the ground energy solution with
the highest investment costs. Nevertheless the benefits
and investment costs have to be balanced. The application
field extends from ordinary single family homes up to
industrial applications and office buildings.
JUPITER Energy cage for ground
energy
Whenever the space for a horizontal collector
is not available
The JUPITER Energy cage is a special design of the
horizontal collectors. Energy cages are used when deep
drillings or deep foundations are not possible for reasons of
water law conditions or for hydrological reasons, or when
the available space is too small. The energy cage is an
economically and energetically very effective alternative for
the usage of ground energy. The JUPITER Energy cage is
the ideal solution for single family homes or multi storey
buildings as well as small business and industrial offices.
Why is ground energy eco-friendly?
Economical
Regionally usable, independent of external suppliers and
changes in currency exchange rates. Ground energy
increases the industrial competitiveness and as a result has
a positive effect on the regional development and
employment
Renewable and environmentally friendly
Ground energy is available endlessly, 24 hours a day for
heating and cooling.Any usage of ground energy reduces
the emissions of greenhouse gas.Safe, controllable and
Dating back to the Latin language, the word “Hybrida” means as much as
bundling, mixing or crossing. Derived from this ancient word, the modern term
"Hybrid" today is to be found in science and technology, whenever at least two
different methods or techniques are combined.
Accordingly a Hybrid-OR shows a combination of a customary operating theatre
with imaging, device-supported diagnostic technology, such as X-ray or MRI.
The huge number of advantages, arising from this combination, causes the fact
that more and more advanced Hybrid-OR are furnished and used for the benefit of
an increasing number of patients. But also the cost units sustainable profit by the
corresponding investments.
Even in the 80’s it could happen in a hospital that patients were examined using
classical X-ray machine first, then underwent surgery and afterwards were X-rayed
again to examine the result of the operation. In cases, when during a surgery
further diagnostic information was needed, often risky transports were necessary,
which devoured valuable time just in critical situations and, moreover, increased
the risk of an infection. An immediate control of the surgical result – beyond
conventional ultrasound examinations – was not available. Therefore, it appears
like a real quantum leap when today in Hybrid-OR for surgeons visualized
information about the treatment area is made available by most modern diagnostic
(X-ray/CT, MRI) and visualisation techniques, - online and at any time.
Two aspects are convening here: On the one hand most modern diagnostic
equipment is accommodated directly in the OR, usually at the so-called C-arm,
and can be moved – nowadays also robot-based – within seconds into any desired
position and thus rendering any transportation of the patient unnecessary.
Secondly, the imaging technique opens a 3-D view.
on the treatment area and enables accurate navigation here. Furthermore, an
appropriate configuration provided, it allows that even the smallest sectors, such
as fine vessel segments, can be zoomed, which leads to more accurate
assessments.
