We need volunteers for our annual garage sale and newsletter committees.
If you are interested in volunteering for either of these committees, please

volunteers, we will not be able to have our annual garage sale.
DID YOU KNOW?
It is a violation of the Falcon Point East Restrictions to park in the street
overnight? The streets of Falcon Point East are private and are governed by
the Declaration (i.e. Rules and Restrictions).
Not only does parking in the street cause a nuisance to other drivers, it can
create sight obstructions for passing motorists and cause a delay in response
times for emergency personnel.
An independently contracted company will conduct night-time “sweeps” for
overnight parking violations. This company will place warning stickers on
vehicles that are in violation. The warning stickers will only be placed on
vehicles for a limited amount of time!
If the vehicle continues to park in the street overnight,
IT CAN BE TOWED AT THE VEHICLE OWNERS EXPENSE!

LICENSING OF DOGS AND CATS
IN FORT BEND COUNTY
All dogs and cats are required to be registered and licensed
with Fort Bend County Animal Services. To be registered, dogs
and cats must be current on all vaccinations and have a rabies
shot done by a veterinarian in the State of Texas. The cost is $1
for spayed and neutered dogs and cats and $5 for dogs and
cats who have not been spayed or neutered. Senior citizens
may register their dog or cat for $1. The cost of all licenses

TRASH REMINDER
Trash receptacles and recycle bins must
be stored in garage or behind house out
of public view on non-trash days. This
is unsightly and is not the image we
want to present in our community. Trash
pickup days are Tuesday and Friday.
Friday is heavy trash day. Trash should
not be placed at curb before 6 PM the
night before trash is picked up. Please
respect the deed restrictions.

If you observe speeding cars in your
area, you can contact the Sheriff’s Department

patrols so that speeding is discouraged.
The Sheriff’s Department has been
given authority to enforce traffic laws

The soccer fields at the neighborhood
center can be reserved by contacting

be made by a resident of Falcon Point
East HOA (the Arbor, the Grove, the
Landing and the Meadows) and who is
responsible for the activities on the field
during the reserved time.

Gate transmitters and gate cards are
available for purchase. Transmitters are
$40 each and cards are $10 each at
this time. If you wish to buy gate access
equipment, you can contact the Gate
Committee at FPE.gates@gmail.com.
It is strongly recommended that everyone
purchase a wallet card to be able
to gain access to the neighborhood, in
case your transmitter battery fails or you
need to gain access to the community,
but you are not in your own car.
Transmitter allows access to all gates in
our community. The card and 6-digits
access code is only good for the section
you live in.
COMMUNITY INFORMATION
The Falcon Point East subdivision consists
of the 613 lots located in the Arbor,
the Grove, the Landing and the Meadows.
Owners of these lots are members
of the Falcon Point East Homeowners
Association, Inc. (the Association). The
Association is managed by Community
Manager. Policy is set by a five member
Board of Directors (the “Board”). The
Board is elected by the members of the
Association at the Annual Meeting of
Members held in October or November
of each year.
In each newsletter, there is a list entitled,
“Important Numbers for Falcon Point
East.” You can cut it out and put it on
your refrigerator for easy reference.

note the pole number and the street address.

If you are moving, and need to have the gates locked open
for the moving van to access your community, please contact

GARDENING TIPS FOR APRIL
Mulch - If possible, buy Bagged Mulch. Bagging helps eliminate
a great many pests that die from various causes while
in the bag. When you buy ‘loose’ mulch that is trucked to
your home, you are also buying ants, roaches, termites, etc…
Spend a little more on bagged material and save lots of future
pest problems. Keep your mulch at least 4” - 6” below the
top of your homes exposed foundation edge/side. This will
aid in minimizing pests in your home and allow for quick and
accurate termite inspections.
Shrubs, Flowers and groundcovers - Trim all shrubs/plants
at least 12” - 18” back from your home. Do your best to create
a plant free zone that is 18” - 24” wide around your home.
The exception is your lawn - it can grow up next to the slab
as long as you keep it 4” - 6” below the top of the slab. The
most conducive to termite infestation are groundcover plantings,
growing high against your homes exterior or (especially)
ivy that grows on your walls.
Trees - Spray your trees at least twice annually. The spring
spray eliminates overwintering pests and fungi while preparing
trees to resist the pest onslaught of summer with residual
pesticides. The fall spray also kills pests from the summer,
prevents most fungi from occurring over the winter and puts
your valuable asset off to a healthy winter’s dormancy.
Lawn - Spring is the perfect time to do a fungicide treatment
to stop brown patch in its tracks along with other fungi. If
your lawn is thin and weak in some areas, here are some
important fundamentals: a) lawn aeration b) fertilization c)
weed control.
Most important is proper watering:
• Water once per week (unless you get a 1/2” rain or more
- then do not water.)
• Water heavily (1” - 2”) for total lawn coverage.
• In severe drought, water every 5 th day.
• Water from 5 AM to 7 AM in the morning - NOT AT NIGHT.
• A heavy deep weekly watering makes the turf grow deeper,
stronger and more drought resistant roots.
• Less watering also saves you money!!

BILINGUAL CHILDREN’S BOOK
Fielder Elementary School student Fabiana Bracho Zárraga is a
published author at age 10. Her book, “El Mundo de Escritura
World of Writing,” helps children learn the different parts of a
book and how to identify them. “Fabiana is a great role model for
all students at Fielder,” said Principal Dr. William H. Rhodes. “As a
young child she dreamed of having one of her stories published.
Even though she got rejections, she continued to try until she was
successful.” Zárraga is a fifth-grader in the Fielder Elementary
Two-Way Immersion program. The book began as a project for
her fourth-grade language arts class. She was so determined to
have her book available in both English and Spanish that she
did her own translations. “I wanted for all kids to be able to read
it,” said Zárraga. Zárraga was born in Venezuela and has lived
with her parents and three older sisters in Katy for seven years.

ELEMENTARY SCHOOL ART CONTEST!
Don’t mess with Texas® and Keep Texas Beautiful invite you to
set aside time for their Elementary School Art Contest. Did you
know that Texans ages 16 to 34 are the most likely to litter? We
need to do all we can to motivate young Texans to keep our
environment free of trash. This contest is a great way to share
the Don’t mess with Texas and Keep Texas Beautiful litter prevention
messages with your elementary school students so that
they learn good habits from an early age.
Get creative! Inspired by their creativity and desire to protect our
environment, elementary school students from across Texas can
submit their best litter prevention design to be considered for
the 2016 Don’t mess with Texas Calendar. Entries will be judged
based on creativity/uniqueness, inclusion of a litter prevention
message and interpretation of theme, overall visual appeal,
composition and age appropriateness.
Students win prizes and have their art featured. Students who create
the top 13 winning designs will have their artwork assigned to a
month or featured on the cover of the 2016 Don’t mess with Texas
Calendar. Each will also win an iDeaUSA 8 tablet donated by H-E-B
and Central Market. All student winners and their artwork will be
showcased on the Don’t mess with Texas and Keep Texas Beautiful
websites and social media sites, at the 2016 Keep Texas Beautiful
annual conference, in media announcements and through other
means as appropriate.
Teachers win, too! Teachers representing students who produce the
top 13 designs will each win a $100 H-E-B and Central Market gift

again as the Commemorative Air Force’s Houston Wing presents

BLACK TIE GALA IN APRIL TO BENEFIT THE KATY
GRAND THEATRE PROJECT, APRIL 29 TH
The Noyes Fine Arts Foundation (NFAF) is premiering the first
annual Puttin’ On The Ritz Gala - a black tie spectacular event
for Katy. The Noyes Fine Arts Foundation plans to build the first
state-of-the-art, community oriented performance center in
Katy, Texas, an initiative named The Katy Grand Theatre Project.
The Katy Grand Theatre will be the Katy community’s flagship
performance venue to view family-friendly musical theatre,
providing affordable space for local organizations to rent and
offering professional quality performing arts training programs
for the community. The Puttin’ On the Ritz Gala is NFAF’s annual
fundraiser and is sure to become Katy’s don’t miss event
for years to come.

DECIBELLES (A BARBERSHOP CHORUS)
Do you like to sing? Are you looking for a place to display your
talents or just to have fun with music? You should be a Decibelle!
We are a (ladies only) daytime chorus rehearsing every Friday
morning from 10:30 AM to 12:30 PM, at the Treemont Retirement
Center, 2501 Westerland, near Westheimer and Gessner.
Some of us read music, but it is not required. We are provided
a CD to help in learning new songs. Our director, Martha Upton
and assistant director, Cay Eckland will help you find out if you
are a Tenor, Lead, Baritone or Bass.
We have been performing in the Houston area for over 38 years.
We prepare two types of shows each year; a Christmas show
with old favorites, but always a new fun tune including props,
narratives and choreography. Our regular show this year is titled
“Through the Years” We are singing songs from 1900 and every
decade after that. If your meeting, gathering or any type “get
together” would like a half hour of cheerful and melodic entertainment,
call the Decibelles. We’ll be there in costume with a
program of sheer delight.

GRACE NOTES
Singers, dancers and Instrumentalists are invited to join the
“Grace Notes” a performing group which shares music with the
elderly in retirement homes, Alzheimer’s and nursing facilities
and community events. We sing a combination of secular, patriotic
and sacred music. We also sing once a month on Sunday
morning for the congregation of St. Peter’s UMC. We rehearse
during the school year on Tuesday mornings at 9:30 AM at St.

On February 12 th , at the Richmond Rosenberg Boys & Girls Club,
eighteen scholars participated in a “What I’m Thankful For” Oratory
Competition. The group had worked for 4 weeks preparing
their speeches under the guidance of Senior Girl Scout Angela
Lytle of Katy. This event was the first step in Lytle’s Gold Award
project to implement a Speech & Debate Club at the center.
TEXAS MASTER NATURALIST
The Coastal Prairie Chapter, Texas Master Naturalists has a
membership of 85 outdoor enthusiasts. For the last 10 years,
chapter members have enjoyed learning together and sharing
their love of the outdoors with others. The chapter is part of a
state-wide Master Naturalist organization consisting of 8,140
volunteers in 44 local chapters with a total of over 2 million
service hours as of 2012! Statewide TMN volunteers have impacted
or conducted projects on approximately 195,700 acres of
habitat while also developing or maintaining some 1,775 miles
of interpretive trails. The Texas Master Naturalists program is
sponsored by Texas Parks and Wildlife Department and Texas

OUR STUDENT’S LIFELINES
Become an essential part of a student’s life by signing up to be a tutor for the Literacy
Council! The Literacy Council of Fort Bend County holds tutor training every
other month. After 12 hours of training, outstanding volunteers are equipped to
teach Basic Literacy and English as a Second Language (ESL) classes to adults.
The trainings prepare tutors to organize and compile lesson plans, learn about
various tutoring techniques, understand the purpose of the Literacy Council
and much more. Tutors do not need knowledge of any foreign language, nor
do they need formal teaching experience. We offer many locations for tutoring
throughout the area, including locations in Katy. Tutoring sessions are offered
during the day and at night. If you are interested in impacting someone’s life by

RUOK PROGRAM
Fort Bend County Sheriff’s Dept. has a computer-generated program called “Are
You OK?” (RUOK). It is a computer-generated call intended for senior citizens
(over 55) and disabled persons who live alone and could benefit from a daily
check. A computer will generate a call each morning, at about the same time
and the participant chooses a time frame. A voice will ask, “Are you OK?” After
this, all they have to do is hang up the phone. If the participant goes out of town
or leaves the residence for any time, you just temporarily un-subscribe and resubscribe
when you return. If the call goes unanswered, the computer will call back
3 times at 15-minute intervals. If there is still no answer, the Sheriff will dispatch
a deputy or the local police. They will have with them a print out of information
on the person that is not responding to the calls. This program was established
by FBC Sheriff Milton Wright, Commissioner’s Court and Ken Whitt (FBC Sheriff’s
Citizens Academy Alumni Assoc.) in 1998. Many police chiefs in the county are
also participating in the program and will proceed with the welfare check for
citizens of their community. To request more information or to enroll in this free

Animal control authorities are permitted to enter your Property to patrol and
remove pets. Pets must be registered, licensed and inoculated as required by law.
As a dog owner, you are responsible for the control of your dog. If your dog is
one that ‘makes objectionable noise,’ you must make every effort to respect your
Neighbor’s right to their ‘peace and quiet.’
When your dog is not in your yard, it is imperative that you keep your dog on a
leash at all times. While your dog is friendly to you and your family, imagine the
consequences if it were to harm someone while it was ‘roaming free.’
Please respect other resident’s right to walk the common area ground without
fear of attack from an unleashed dog.

Laws are written to ensure that owned animals are confined
to their property or kept on a leash to free a community of
unrestrained and free-roaming animals. Although most dog
bites occur on the property where the dog lives, unrestrained
or free-roaming dogs do pose a substantial threat to the public.
In addition, unrestrained animals are at increased risk of being
bitten by rabies infected wildlife. Enforcement of restraint laws
is essential in enhancing the animal control program’s efforts
to reduce the risk of rabies in our community.

The primary benefit of licensing animals is identification, should
that animal become lost. Licensing also:
• Ensures that rabies vaccination are current.
• Allows for quick identification in case of a bite incident.
• Provides revenue to offset the administration costs of the animal
control program.
VACCINATION
Rabies vaccinations are a prerequisite for licensing dogs and cats
because they are an important control measure for the public
health threat of rabies. In addition to protecting pets, rabies
vaccinations provide a barrier between infected wild animals
and humans.

MEDICAL EMERGENCY LESSONS
Houston Methodist Cinco Ranch Emergency Care Center hosted
12 girl scouts from junior level troops 152015 and 152011 and
nine parent chaperones on Saturday, Jan. 30 th . The young women
had the opportunity to tour the facility and receive hands-on
lessons regarding blood pressure testing, various pediatric treatments,
stroke, radiology and other emergency services. Baystar
EMS welcomes the girls to view the back of an ambulance, with
one scout pretending to be a patient on a gurney.

CARAMEL POPCORN WITH MARSHMALLOW
You could make this on National Caramel Popcorn Day April 6 th !
INGREDIENTS:
23 large marshmallows 2 cups brown sugar
1/4 cup light corn syrup (such as Karo®) 1 cup butter
1 teaspoon vanilla extract
2 (3.5 ounce) packages microwave popcorn, popped
DIRECTIONS:
Cook and stir the marshmallows, brown sugar, corn syrup, butter and vanilla extract
together in a pot over medium-low heat until the marshmallows are completely
melted, 5 to 7 minutes.

1 cup white sugar 2 tablespoons cornstarch
1 cup water
4 tablespoons lemon flavored Jell-O® mix 4 cups fresh blueberries
1 (9 inch) prepared graham cracker crust
DIRECTIONS:
In a medium saucepan, mix together the sugar and cornstarch. Pour in water and
bring to a full boil. Turn off heat and add in gelatin; stir until completely dissolved.
Let cool.
When mixture is cooled fold in blueberries. Gently pour into the graham cracker
crust. Cover and refrigerate for about an hour or until ready to serve.
