SAFETY & SECURITY TIPS FROM S.E.A.L. SECURITY: 

AVOID BECOMING A VICTIM OF A HOUSE BURGLARY 

The warmer weather brings increased vacation travel and also an increase in 

household larceny and burglary victimization rates.* Signing up for vacation watch 

checks from S.E.A.L. Security Solutions is a great start when you plan your time away 

from home. Here are some additional steps you can take to decrease the chances of 

experiencing a home invasion: 

INVEST IN AN ALARM SYSTEM 

We all know someone who has lost electronics, jewelry or other high-value items 

due to a home invasion. An automated home security system alarm scares off many 

would-be burglars and notifies local law authorities if someone does attempt a breakin. 

If you have an alarm system, use it each time you leave the house. 

MAKE YOUR HOME LOOK OCCUPIED 

Lock all doors and windows before you leave the house, even if you’re going for a 

short trip. Connect some lights to automated timers to turn them on in the evening and 

off during the day. Don’t leave your lights on the whole time you are away. Lights that 

stay on all day and night may give away clues to criminals. Instead, invest in a light 

switch timer that can turn your lights on and off automatically through a programed 

schedule. Arrange with the post office to stop your mail temporarily or ask a friend or 

neighbor to take your mail and package deliveries. Arrange for your lawn to be mowed 

while you are away. Lawns grow faster during the warmer months. Trim bushes under 

windows so burglars don’t have a place in which to hide. 

GET THE BEST LOCKS YOU CAN AFFORD 

Ask a locksmith for advice on your particular home situation. You and your family 

are worth it! Always lock garden sheds and your garage door. Don’t forget the door 

between your house and the garage. Sliding glass doors, windows and patio glass 

doors are vulnerable; make sure their locks are secure. Change locks immediately if 

keys are lost or stolen. Change locks when moving into a new house. 

DON’T TEMPT A THIEF 

Can people see your 50-inch flat screen TV from the sidewalk? Keep lawn mowers, 

barbecues and bicycles stored and locked out of sight. Never ‘hide’ keys under mats 

or flowerpots. Use privacy curtains (sheer curtains that let in light but block the view) 

for all windows.

If you’re going away for a week, don’t announce it over voicemail or 

social media that you’re out of town. Thieves who find your phone 

number often will call to see if you’re at home. Do be sure to sign up

BE PREPARED

and mark them by engraving your license number on them. The

• Now is the time to start cleaning out gutters and roof tops to get rid 

of pine needles and leaves. 

• We urge parents to advise your children to ride scooters and electric 

toys on the sidewalks, NOT in the streets. There have been too many 

near misses reported and we don’t want a child to “learn their lesson” 

the hard way by being hit by a car. 

CRIME REPORTING 

Together as a community we must always be alert for both ourselves 

and our neighbors. Please phone (713-221-6000) the sheriff for 

anything suspicious; robbery, suspicious looking people, speeding, etc. 

Please note - this agreement is between the Boy Scouts and the 

individual homeowner, not G.P.H.O.A. 

PARKING LAWS WILL BE ENFORCED 

As many residents have noticed, cars parking in the wrong direction 

on the side of the road has become an increasing problem throughout 

the community. The officers that patrol the neighborhood have 

been giving warnings for this, but will begin issuing tickets. Please 

utilize your driveway and garage and when parking on the street is 

necessary, please park in the same direction as traffic. Additional 

parking problems have occurred at the tennis and clubhouse parking 

lots. As a result, the Board has adopted a Common Area Parking and 

Tow Policy. The Policy has been filed in the official public records 

with the Harris County Clerk and is available by visiting www.crestmanagement.com, 

clicking on Communities and selecting Governors 

Place. Towing will be enforced. 

DEED RESTRICTION REMINDER 

If you plan on making a change to your home/yard, please fill out a 

Request for Home Improvement - Governor’s Place form. This form 

(a full one page) is located in this newsletter. 

• Cars may not be parked on the front lawn of your property. 

• Trailers, boats, RVs, recreational vehicles must be stored out of 

view of the street. 

• Remember that our streets are very narrow and utilize your 

driveway to park cars. 

• Store trash cans out of street view. 


MAINTAINING PROPERTY VALUES 

One of the important purposes of a homeowner’s association is to 

enforce the terms of the Declaration of Covenants, Conditions and 

Restrictions that are “attached to” our properties when we buy them. 

These documents provide for an Architectural Control Committee to 

approve changes or additions to the exteriors of our homes or lots. 

If you are planning to paint your house or replace your roof, contact 

Crest Management at 281-579-0761 and ask for an ACC form. Please 

fill out the form and return it for approval by the ACC Committee. 

While it may be an inconvenience, it is a means of cooperating with 

your neighbors, so that we all maintain the “curb appeal” that attracts 

buyers. This means more dollars when you want to sell your home. 

Another important part of the DCCR concerns the enforcement of 

deed restrictions. Governors Place does this by having Crest do two 

monthly inspections. If you receive a notice for a deed restriction 

violation, don’t feel insulted but please don’t ignore it. If you don’t 

understand it or think there is a mistake, call Crest Management at 

281-579-0761 or send a written response. Most of the time, violations 

are corrected after one notice and no further action is required. Let’s 

all work together to help keep our community a nice place to live. 

WASTE REMOVAL 

Please remember not to place your garbage out any sooner than the 

night before the scheduled pick-up day. After pick-up, all garbage 

cans should be kept out of public view. They should not be kept in 

front of garages, in the front yards of any home or on the side of any 

home. Please make every effort to conceal the trashcans from public 

view on non-trash days.

RECREATIONAL VEHICLES 

Parking recreational vehicles in the community is a violation of the 

governing rules and regulations. We understand this is the time of 

year vacations and family visits are planned, so if you will take a 

moment to call Crest Management at 281-579-0761 to notify us as 

to when you will have your recreational vehicle(s) in the driveway, we 

will give you 1 to 2 days grace period. 

We understand people have to live, that is why we want to open 

the lines of communication. If we do not hear from you and your 

vehicle(s) are noticed on our regular inspection, don’t get upset 

when you receive a citation. Again, we will only allow parking of 

recreational vehicles for a short period of 1 to 2 days. 

COMMERCIAL VEHICLES PARKING 

Although the streets in Governors Place are public, we are receiving 

numerous complaints regarding parking of personal vehicles and 

commercial vehicles in the streets. The parking of COMMERCIAL 

VEHICLES within the community is RESTRICTED in the governing 

documents and fines will be assessed. Please try to utilize your 

driveways as much as possible when parking your personal vehicles. 

STREET LIGHT MAINTENANCE 

To report a streetlight that is not working, call Reliant Energy at 713- 

207-2222. You need to report both the number on the base of the 

pole and the street address. 

GARDENING TIPS FOR APRIL 

Mulch - If possible, buy Bagged Mulch. Bagging helps eliminate a 

great many pests that die from various causes while in the bag. When 

you buy ‘loose’ mulch that is trucked to your home, you are also 

buying ants, roaches, termites, etc… Spend a little more on bagged 

material and save lots of future pest problems. Keep your mulch at 

least 4” - 6” below the top of your homes exposed foundation edge/ 

side. This will aid in minimizing pests in your home and allow for 

quick and accurate termite inspections. 

Shrubs, Flowers and groundcovers - Trim all shrubs/plants at least 

12” - 18” back from your home. Do your best to create a plant free 

zone that is 18” - 24” wide around your home. The exception is your 

lawn - it can grow up next to the slab as long as you keep it 4” - 6” 

below the top of the slab. The most conducive to termite infestation 

are groundcover plantings, growing high against your homes exterior 

or (especially) ivy that grows on your walls. 

Trees - Spray your trees at least twice annually. The spring spray 

eliminates overwintering pests and fungi while preparing trees to 

resist the pest onslaught of summer with residual pesticides. The 

fall spray also kills pests from the summer, prevents most fungi 

from occurring over the winter and puts your valuable asset off to a 

healthy winter’s dormancy. 

Lawn - Spring is the perfect time to do a fungicide treatment to stop 

brown patch in its tracks along with other fungi. If your lawn is thin 

and weak in some areas, here are some important fundamentals: a) 

lawn aeration b) fertilization c) weed control. 

Most important is proper watering: 

• Water once per week (unless you get a 1/2” rain or more - then do 

not water.) 

• Water heavily (1” - 2”) for total lawn coverage. 

• In severe drought, water every 5 th day. 

• Water from 5 AM to 7 AM in the morning - NOT AT NIGHT. 

• A heavy deep weekly watering makes the turf grow deeper, stronger 

and more drought resistant roots. 

• Less watering also saves you money!!

CARAMEL POPCORN WITH MARSHMALLOW 

INGREDIENTS: 

23 large marshmallows 

2 cups brown sugar 

1/4 cup light corn syrup (such as Karo®) 

1 cup butter 

1 teaspoon vanilla extract 

2 (3.5 ounce) packages microwave popcorn, popped 

DIRECTIONS: 

Cook and stir the marshmallows, brown sugar, corn syrup, butter 

and vanilla extract together in a pot over medium-low heat until the 

marshmallows are completely melted, 5 to 7 minutes. 

Put the popcorn in a large bowl; pour the marshmallow mixture over 

the popcorn and gently stir with a big spoon to coat.

FRESH BLUEBERRY PIE 

INGREDIENTS: 

1 cup white sugar 

2 tablespoons cornstarch 

1 cup water 

4 tablespoons lemon flavored Jell-O® mix 

4 cups fresh blueberries 

1 (9 inch) prepared graham cracker crust 

DIRECTIONS: 

In a medium saucepan, mix together the sugar and cornstarch. Pour 

in water and bring to a full boil. Turn off heat and add in gelatin; stir 

until completely dissolved. Let cool. 

When mixture is cooled fold in blueberries. Gently pour into the 

graham cracker crust. Cover and refrigerate for about an hour or

Puttin’ On The Ritz Gala - a black tie spectacular event for Katy. The 

Noyes Fine Arts Foundation plans to build the first state-of-the-art,

THE ARC OF KATY SUMMER CAMP 

The Arc of Katy is currently taking applications for three 2016 Summer 

Camp sessions for students and adults with IDD, ages 16 and up. 

The camps will be held Monday through Thursday, weekly, from

The Safety Festival’s purpose is to familiarize residents with vital

DECIBELLES (A BARBERSHOP CHORUS) 

Do you like to sing? Are you looking for a place to display your talents 

or just to have fun with music? You should be a Decibelle! We are a 

(ladies only) daytime chorus rehearsing every Friday morning from 

10:30 AM to 12:30 PM, at the Treemont Retirement Center, 2501 

Westerland, near Westheimer and Gessner. Some of us read music, 

but it is not required. We are provided a CD to help in learning new 

songs. Our director, Martha Upton and assistant director, Cay Eckland 

will help you find out if you are a Tenor, Lead, Baritone or Bass. 

We have been performing in the Houston area for over 38 years. 

We prepare two types of shows each year; a Christmas show with 

old favorites, but always a new fun tune including props, narratives 

and choreography. Our regular show this year is titled “Through the 

Years” We are singing songs from 1900 and every decade after that. 

If your meeting, gathering or any type “get together” would like a 

half hour of cheerful and melodic entertainment, call the Decibelles.

Singers, dancers and Instrumentalists are invited to join the “Grace 

Notes” a performing group which shares music with the elderly in

We also sing once a month on Sunday morning for the congregation 

of St. Peter’s UMC. We rehearse during the school year on Tuesday

Precinct Three Transportation. Saturday, April 23 rd at 10 AM, the 

bus departs from the Maud Marks Library for a fun-filled day at the 

San Jacinto Monument. This program is for senior adults only-no

• DIY CRAFTS: CORK LETTERS - Make your initials out of cork! 

Join us on Tuesday, April 12 th at 2 PM as we use wine corks to 

create various letters to decorate our homes and kitchens. Although

• STEPS TO STARTING YOUR OWN BUSINESS - Do you want to 

start your own business but are not sure how? On Saturday, April 16 th 

at 2 PM, SCORE, a volunteer group who offer business counseling

team is now forming. This isn’t the old school roller derby you’ve
