POOL TAGS FOR THE 2016 SEASON<br />
It’s almost that time of year again, pool season will be upon us before<br />
we know it! Enclosed below is the upcoming schedule for this year’s<br />
pool season registration. We encourage all residents to bring their<br />
pool tags during registration. Please mark your calendars and make<br />
note of the dates, time and location of the registration. We look<br />
forward to seeing our residents at this year’s pool registration. One<br />
of the Board’s priorities is the safety of the people spending time at<br />
the pool. This is a friendly reminder to please make sure you read<br />
and explain the pool rules to all family members and your guest.<br />
New passes will be held at ACMP, Inc. for resident (s) (18 years<br />
of age or older) to pick up and sign for. Temporary passes will be<br />
issued beginning May 25 th , with the passes being ready to pick up<br />
within 5-7 days. Residents wishing to attend the pool on Memorial<br />
Day weekend will need to register by May 27 th . Passes will only<br />
be processed for those homeowners that are current with their<br />
homeowners’ association assessments. Delinquent accounts will not<br />
be permitted to have a pool tag made.<br />
ACMP will be closed in observance of the Memorial Day holiday,<br />
May 28 th -30 th .<br />
Late registration begins on May 26 th .<br />
There is no charge to residents during the Early Registration dates<br />

Residents wishing to renew pool passes from 2012-2015 must<br />
present every pass to be renewed to Management. Management will<br />
not issue renewal stickers without the pool pass(s).<br />

Renters must provide proof of residency by presenting a valid driver’s<br />
license with the <strong>Westlake</strong> <strong>Place</strong> property address or a utility bill for<br />
property address and with the renters’ name as the billed entity.<br />
All persons must have this years’ pool tag in order to be permitted<br />
entrance to the pool, no tag no entrance. Delinquent accounts will<br />
not be permitted to have a pool tag made.<br />
A FRIENDLY REMINDER OF TRAFFIC IN THE SCHOOL ZONE<br />
It was reported that there was backed up traffic in the morning on<br />
Spanish Needle/Greenhouse and <strong>Westlake</strong> <strong>Place</strong>/Fry road. We<br />
have discovered some problems in the morning before school starts<br />
and after school. We are asking for your assistance in making sure<br />
that the children get to school safely. Therefore, we have several<br />
requests.<br />
• Please obey the 25 mph speed limit in the school zone.<br />
• Please come to a complete stop before the white lines at the stop<br />
signs.<br />
• Please refrain from calling or texting on the phone while in the<br />
school zone.<br />
• Please do not park on Spanish Needle or <strong>Westlake</strong> <strong>Place</strong> in front<br />
of the no parking signs.<br />
• Please follow the directions of the Crossing Guards. It is against the<br />
law to disregard their directions and you can be ticketed for doing so<br />
when children are crossing the street. The entire intersection must<br />
stop until the children are safely across.<br />
We would like to rely on your voluntary compliance.<br />

PARKING LAWS<br />
The Board was notified about a couple of vehicles that were parked<br />
on the street without a valid inspection sticker or current registration.<br />
It was also reported that vehicles are not obeying the parking laws,<br />
especially in the back and front entrance of our subdivision when<br />
picking up and dropping students off for school. So, just as a friendly<br />
reminder, here are some of the parking laws.<br />
• Park no closer than 30 feet from a stop sign.<br />
• Park no closer than 20 feet from a cross walk.<br />
• Park no closer than 15 feet from a fire hydrant.<br />
• Park no farther from the curb than 18 inches.<br />
• Park with the flow of traffic.<br />
• Vehicles parked on the street must have a valid, current registration<br />
and inspection sticker and be in operable condition.<br />
• Parking for more than 48 hours on the street is a violation and will<br />
result in towing.<br />
• Do not obstruct the driveway entrance or block the mail box of<br />
others with your vehicle.<br />
• Double parking will result in an immediate citation and possible<br />
towing.<br />
• Do not forget the streets must be open and clear for any type of<br />
emergencies or emergency vehicle to be able to pass. Try to keep<br />
your area open so those needing to use the streets will have a clear<br />
passage.<br />
A friendly reminder that the street is not a safe place where children<br />
should be playing. Our subdivision has had too much traffic and<br />
people using this as a short cut to get to where they are traveling<br />
to. Most travelers neglect to notice the children, drive slow or be<br />
cautious.<br />
RENTAL OF CLUBHOUSE/PAVILION<br />
We encourage residents to use the amenities for their functions<br />
throughout the year. They are available for usage only by our<br />
resident’s and their guest. The community center, clubhouse and<br />
pavilion are available for parties and special events for all residents.<br />
We encourage residents to use the amenities for their function<br />
throughout the year. A $50 deposit for each is required and a contract<br />
will be signed with the restrictions. The deposit is refundable at<br />
the close of the rental walk-through when it has been determined<br />
that no further cleaning or damage repairs are needed. To set up<br />
scheduling and deposit, contact Director Aragon, which is the only<br />

ARCHITECTURAL FORM/ HOME IMPROVEMENT FORM<br />
All residents must complete a home improvement form for all<br />
improvements, including but not limited to: repainting (even the same<br />
color), re-roofing, new siding, sheds or outbuildings, new garage<br />
doors and basketball goals. The ACC approval must be given in<br />
advance prior to the work being started. We have specific guidelines<br />
for sheds and outbuildings. Call ACMP 281-855-9867 to request a<br />

APRIL GARDENING METHODS<br />
Turf Refurbishment: Now is an excellent time to search out any weak<br />
spots in your lawn and prepare for the growing season. The following<br />
is a suggested outline of action.<br />
l. To determine how many square foot of area needs to be rejuvenated<br />
or filled in.<br />
2. Take the square foot, multiply it by 16 and divide that answer by<br />
27. This will give you the number of yard of sand or topsoil to use for<br />
grading and provide a growing area for the root zone of the new sod.<br />
3. Again take your original square foot of area to be refurbished and<br />
divide by 9, this will tell you approximately how many yards of sod<br />
will be required.<br />
4. Strip out the areas you measured and apply the sand or topsoil<br />
and re-sod.<br />
5. Water new sod frequently so it will become established.<br />
6. Fertilize around six weeks after installation or when new sod is<br />
rooted.<br />
Turf Fertilization: This is typically the time of year the turf will begin<br />
to grow and start to show new foliage. That means it is an excellent<br />
time to apply the first fertilization of the season to your lawn. Select<br />
a fertilizer with a balanced NPK for good root, stolen and leaf blade<br />
development.<br />

Seasonal Color: March is classically a great time to install new<br />
annuals to spruce up your curb appeal. The local garden shops and<br />
home improvement stores will be full of choices at this time. You can<br />
also go to colorspot.com on your favorite search engine to get some<br />
ideas with photos to help you get started. One of the keys to great<br />
seasonal color is to ensure a good planting medium. Build up the<br />
beds with six inches of planting mix soil prior to planting to provide a<br />
base for the root zone to develop.<br />
Mulch: With the warmer temperatures of the season and all it brings<br />
also come the appearance of weeds! A two to three inch layer of<br />
shredded hardwood mulch not only adds curb appeal, it will also aid<br />
in weed control. Removing any existing weeds prior to mulching for<br />
better results.<br />
Herb Gardening: Bring some of the outdoors into your kitchen.<br />
Many herbs such as parsley, basil oregano and sage can be grown<br />
in patio pots to add to your gardening enjoyment and healthy life<br />
style. They are easy to grow and handy at dinner time.<br />

Flowering Shrubs and Trees: Now IS NOT the time to do any pruning<br />
on this type of plant material. Let the blooming process take place and<br />

you can then prune these prized plants. Remove deadwood and shape<br />
to be aesthetically pleasing or to keep within desired boundaries. Also<br />
wait to fertilize these bloomers until they are finished as they actually<br />
bloom better under stress. Fertilizing afterwards will provide the foliage<br />

Humming Bird Attraction: If you are planning any color upgrades<br />
this spring mixing in red and orange will make it inviting to Humming<br />
Birds which are always exciting and fun to see fluttering about!<br />
Fire Ant Control: With soil temperatures getting warmer our archenemy<br />
the Fire Ant will begin to become more active foraging for food. A twostep<br />
process will give you some control. If ants are becoming a problem<br />
in your landscape apply a broadcast treatment of bait and follow up<br />

short also encourages weed development.<br />
Arbor Day 2016: This is celebrated the last Friday of April so this<br />
year it will be on the 27 th . J. Sterling Morton, a Nebraska pioneer<br />
from Detroit in 1854, started this because he missed trees! It became<br />
a nationwide tradition by 1882. It serves as a reminder to preserve<br />
and beautify our environment. If you need to replace a tree or just<br />
add one to your home this is a great tradition to preserve!<br />
Earth Day: April 22 nd Plant trees for the planet. Trees help combat<br />
climate change, help us breath clean air and help communities<br />
TRASHCAN STORAGE<br />
Please remember that trashcans must always be stored completely<br />
out of public view. They should be invisible except for when they are<br />
out at the curb for trash pick-up. They cannot be left in driveways,<br />
in yards, on porches or even on the side of the house, unless they<br />
are completely hidden from anyone walking or driving by the house.<br />
Thanks for your help in keeping unsightly trashcans from making our<br />

HARRIS COUNTY CURFEW TO BE STRICTLY ENFORCED<br />
The Harris County Sheriff’s Office deputies will be strictly enforcing<br />
curfew, zero tolerance. Most parents are unaware that Harris County<br />
has a curfew. Children under the age of 17 must be in at midnight<br />
(12 AM). Parent’s need to make sure that their children are at home<br />
the entire night. If children are caught wandering around at late hours<br />
after midnight, the Harris County Sheriff’s will give them a citation.<br />
This is a class C misdemeanor; both the child and the parent must<br />
appear in front of court and pay a fine. Usually it will take all day to<br />
take care of this and the fine may exceed $150.<br />
VETERINARY PUBLIC HEALTH LEASH LAW<br />
Animals that are not properly restrained pose a threat to all our<br />
residents. While you may know your pet is friendly, others may not<br />
know. An animal running at someone who is walking by would be<br />
very scary for that person. Many children are afraid of animals and<br />
could become frightened, which could result in the child getting hurt<br />
from trying to avoid the animal. Veterinary Public Health (formerly<br />
called Harris County Animal Control) advises, “All dogs and cats<br />
must be kept under restraint while in the unincorporated areas of<br />
Harris County, Texas. The custodian of a dog or cat is not authorized<br />
to have, harbored or keep any unlicensed dog or cat or to allow them<br />
to become a stray.” Restraints are defined as “the control of a dog<br />
or cat under the following circumstances: When it is controlled by a<br />
line or leash not more than six feet in length, if the line or leash is<br />
held by a human being who is capable of controlling or governing the<br />
dog or cat in question or when it is within a fully enclosed vehicle and<br />
when it is on the premise of the custodian and the animal does not<br />
have access to sidewalk or street.” While it may be nice to have your<br />
animal out in the yard while you work or play, it is against the law,<br />
unless the animal is properly restrained.<br />
OUR COMMUNITY SECURITY<br />
SUPPLEMENT OF LAW ENFORCEMENT<br />
<strong>Westlake</strong> <strong>Place</strong> HOA-Board of Directors have hired off-duty deputies<br />
employed with the Harris County Sheriff’s Office for our community. A<br />
friendly reminder from <strong>Westlake</strong> <strong>Place</strong> HOA-Board of Directors, having<br />
security does not mean you should not secure your own property or<br />
not be responsible for your own security. The Board’s number one<br />
priority is trying to keep the entire subdivision safer and informed.<br />
REPORT ANY SUSPICIOUS ACTIVITIES AND CRIMES<br />
When you see suspicious activity and would like to file a report<br />
etc, call the non-emergency. When a crime is in progress and or<br />
a human life is at risk call 9-1-1. If at any time someone observes<br />
a suspicious person or vehicle in the subdivision they should not<br />
hesitate in reporting it to the Harris County Sheriff’s Office. The first<br />
thing a resident should do is contacting the Harris County Sheriff’s<br />
Office to file report. There are three ways to do this.<br />
If your incident is an emergency, call 9-1-1, if non-emergency call<br />
713-221-6000 or use the Harris County Sheriff’s online reporting<br />
system: www.hcso.hctx.net/LeadinHtml_TxHarrisCountySo/startreport.html.<br />
Some resident may feel a sighting such as this may be “nothing:”<br />
yet it is better to be safe than sorry. Again, let’s be the eyes and ears<br />
for the law enforcement. On-going activity can be reported to Gail<br />
Mayfield our Security Supplement Liaison at 281-467-0548.<br />

COMMUNITY SAFETY AWARENESS<br />
1. As the warm spring weather approaches, we want to provide you<br />
with some tips to keep yourself and your home safe during the spring<br />
and summer months. Included are a few suggestions:<br />
2. Keep doors locked at all times. If you are working in the back yard,<br />
keep your front door and garage door closed and locked. Lock your<br />
back door when you are in the front yard. Always lock your doors<br />
when you leave, even if you only plan to be gone for a few minutes.<br />
3. During the spring weather, many people open windows or sliding<br />
glass doors while they are at home.<br />
4. Always remember to close and lock your windows and sliding<br />
doors when you go to bed or leave the house.<br />
5. Install motion-activated lights in your front and back yards, so when someone<br />
approaches your home, the lights automatically come on, illuminating that person.<br />
6. Put all ladders and other tools back into a secure storage area<br />
after you use them. Ladders and other tools can be used by criminals<br />
to access your home. A simple screwdriver left out can result in a<br />
screen removed, a popped window lock through the glass and a<br />
large open window to climb through. Always lock any storage unit or<br />
shed you have on your property.<br />
7. Beware of home improvement scams. If you did not solicit the<br />
contractor or salesman who shows up at your door unannounced, do<br />
not do business with that person.<br />
8. If a utility representative comes to your house, request identification.<br />
True representatives will carry their identification and they will gladly<br />
show it to you. True utility employees generally drive well marked<br />
service vehicles. Call their company for verification.<br />
9. In warm weather months, personal property thefts increase. There<br />
is a tendency to leave items, such as bicycles, gardening tools,<br />
lawnmowers, weed eaters and other yard tools lying around in the<br />
open. Make sure you lock up your personal property in your garage<br />
or yard shed; it doesn’t take long for someone to ride by and quickly<br />
take your property. An open garage door or yard shed can also be<br />
inviting; keep them closed even when you’re at home.<br />
10. Always remember to roll up your car windows, take any valuables<br />
out of your car and lock your doors every time you exit your vehicle,<br />
even if your vehicle is parked in your driveway.<br />
11. Being a good neighbor can be one of the best crime prevention tools.<br />
Watchful, attentive neighbors can identify activity that is not “normal” to their<br />
neighborhoods and alert the Constables or Sheriff (911 or 713-221-6000).<br />
12. The ultimate goal of Crime Prevention is to reduce the risk of<br />
being a victim. In order to do this effectively, it is important to remove<br />
opportunities for a criminal to take advantage of you or your property.<br />
SAFETY AND SECURITY TIPS<br />
1. Please do not keep any valuables visible in your parked vehicle<br />
2. Keep the garage door and back yard gate securely closed at all<br />
times.<br />
3. Look for suspicious persons nearby while opening your main door.<br />
4. In case of serious circumstances do not call local security. Please<br />
call Police at 911 Emergency number for emergency.<br />
5. If you find a suspicious vehicle parked near your house, please do<br />
not confront it, but write down the license plate number, color of the<br />
vehicle, the type of the vehicle, the maker of the vehicle and send that<br />
information in to the sheriff’s department either by email or phone call.<br />
6. In case of suspicious activity going on nearby your house promptly<br />
call local authority, (non-emergency police).<br />
CRIME IN THE SUBDIVISION<br />
Be Vigilant/ Get to know your surroundings. Here are the reports given:<br />
Vandalism at the community center, heavy traffic, reported suspicious<br />
person wandering/loitering. This is a friendly reminder to obey traffic<br />
laws, including but not limited to: school zones, school bus unloading<br />
children, stopping at stop signs, obeying the no turn signs at lights and<br />
driving the speed limit. Get to know your neighbors and who should<br />
be at their house or who is a stranger. Also, be careful when someone<br />
is at your door. Please make sure that you know who they are prior to<br />
opening the door. Continue to be vigilant of your surroundings!!!<br />

A FRIENDLY REMINDER TRASH CANS<br />
SHOULD BE USED FOR TRASH PICK UP<br />
<strong>Westlake</strong> <strong>Place</strong> Trash Pickup on Tuesdays and Fridays Only!! Trash<br />
bags will only create problems. The trash pickup sticker you receive<br />
each quarter shows you have paid your invoice and are a valid<br />
customer. It contains your address and the expiration date. A friendly<br />
reminder do not place trash bags out, this will only cause problems.<br />
The sticker is designed to be placed on the trashcan please do not<br />
place these stickers on your mailbox. These stickers occasionally<br />
won’t stick even to a garbage can; use a heavy-duty tape when<br />
this occurs. Trash will not be picked up if the sticker is not on the<br />
trashcan and they will not pick up the trash at your residence if you<br />
have not paid. Deed restrictions state that trashcans should not be<br />
placed at the curb earlier than 5 PM the day before trash day and the<br />
containers MUST be removed from the curb and/or public view on the<br />
day of collection and stored from public view. Remove your cans from<br />
the street as soon as possible. The stickers and the trashcans might<br />
be stolen. Some of our residents are unclear on the concept of putting<br />
trashcans at the curb for collection days (Tuesday and Friday). Trash<br />
can be put out after 5 PM the night prior to the scheduled collection<br />
day. Thank you for your cooperation in this matter.<br />
POSTING OF GARAGE SALE SIGNS<br />
Please be aware that taping a sign of any kind to a stop sign or a<br />
road sign IS AGAINST THE LAW and could result in our deputies<br />
issuing you a citation.<br />
The correct way in our subdivision is using a staked sign place your<br />
address, time and date and remove later on that day or as soon<br />
as the event is over. This is the only acceptable way to post such<br />
signs. If posting a sign on a resident’s property, please ask for prior<br />
permission as a courtesy. If a resident places a garage sale sign in<br />
median of the front or back entrance and if this results in any type of<br />
damage to the sprinkler system, you will be charged for any needed<br />
repairs. We are requesting that all residents limit your garage sales<br />
to no more than once a quarter - meaning four times a year only.<br />
STREETLIGHT OUTAGES<br />
WE ENCOURAGE ALL RESIDENTS TO JOIN IN AND HELP US<br />
MAINTAIN THIS ISSUE. Please report a burned out street light, any<br />
resident may call Center Point directly at 713–207-2222. However,<br />
for those with internet access, you may also make this report on-line.<br />
For those interested, the website address to do this is http://cnp.<br />
centerpointenergy.com/outage Anyone noticing a streetlight that is<br />
out or some other malfunction is encouraged to report the problem<br />
to Center Point via either these two methods without delay. Our<br />
association is charged for every streetlight each month, irrespective<br />
of whether or not the light is functioning. So please help us get value<br />
for your hard earned money! Keeping our community well lit up is a<br />
good way to help prevent crime in our subdivision. Please help! We<br />
encourage all resident’s to join in and help us maintain this issue.<br />

IT’S THAT TIME<br />

This is the time of year when you may hear the pitter patter of tiny<br />
feet in your attic or chitter chatter in your walls or chimneys. It’s baby<br />
season in the world of wildlife. The most likely animals that may be<br />
using your home or out-buildings as a nesting site are raccoons and<br />
squirrels. If you’re hearing activity during the day, it’s probably a<br />
squirrel. Raccoons are nocturnal and are active at night. If you have<br />
a raccoon “renting” from you, it’s best if you can leave her alone for<br />
a few weeks. When the babies are old enough, she will move out on<br />
her own taking her babies with her. If you’d like to strongly encourage<br />
her to leave, in the evening you can place a loud radio, bright lights<br />
and unpleasant smells (vinegar is good) in the attic or at the base<br />
of your chimney. This will create an unpleasant environment for her.<br />
If you hear noises in your walls, tap gently where you’re hearing<br />
the noise. If the animal is able to, this should scare them out. If you<br />
continue to hear the noise, this may mean a baby is stuck. Seek<br />
professional help for removal but make sure you hire a company that<br />
will work to try to reunite the mother and baby. Trapping only mothers<br />
or removing babies without the mother is cruel and inhumane. Not<br />
all animal control companies are alike, so do your research. Ask<br />
questions. Get specifics on how the animals will be handled. Will<br />
the animal be killed and if so, why? Are there offspring that will be<br />
orphaned or abandoned? Insist on humane techniques. If you need<br />
assistance finding a humane animal control company, give TWRC<br />
Wildlife Center a call. The best way to prevent attic guests is to inspect<br />
your home for entry points and block them. Make sure, however, that<br />
there are no animals in your attic or walls before you do this. Look<br />
over, under and around your roof area. If you find openings, repair<br />
them. Remember, although animals may be unwelcomed guests,<br />
they are only looking for a dry, quiet, safe place to give birth and<br />
care for their little ones until they’re old enough to be on their own -<br />
