LIVING IN A HOA COMMUNITY 

HOMEOWNERS RESPONSIBILITY 

1. Read and comply with the governing documents of the 

community. 

2. Maintain their property according to established standards. 

3. Treat association leaders honestly and with respect. 

4. Vote in community elections and on other issues. 

5. Pay association assessments and charges on time. 

6. Contact association leaders or managers, if necessary, 

to discuss financial obligations and alternative payment 

arrangements. 

7. Request reconsideration of material decisions that 

personally affect them. 

8. Provide current contact information to association leaders 

or managers to help ensure they receive information from the 

community. 

9. Ensure that those who reside on their property (tenants, 

relatives & friends) adhere to all rules and regulations.

IMPORTANCE OF YEARLY ASSESSMENTS 

OUR COMMUNITY’S FOUNDATION 

It’s that time of year our annual assessments will be due. 

These fees are very important part of the HOA’s function. 

In order for the association to perform the many tasks and 

duties for which it is responsible, the association must have 

operating funds. These funds are used to pay for landscape 

maintenance, sprinkler repairs, utilities, administration and 

help to keep an adequate reserve fund for major repairs or 

replacement of common property elements. 

The requirement upon an owner for paying assessments is 

mandatory and therefore, legally binding according to the 

association’s governing documents. The amount of the annual 

assessment is established each year by the association’s 

Board of Directors based upon the Board’s adoption of the 

annual budget. If a situation arises that you are unable to pay 

this assessment, please contact the Management Team as 

soon as possible for details about payment and collection 

procedures. Accounts that become delinquent may receive 

a fine, a late fee or other charges added to the assessment 

which can be more costly if not paid in a timely procedure.

THE STONE CREST COMMUNITY 

OUR CONCLUDING STAGE 

In 2005, a group of developers set out to create our community 

of 434 homes in the outskirts of Katy with plenty of nearby 

amenities. Ten years later with the final homes being built, our 

community’s master plan is nearly complete. During this time, 

the Stone Crest Homeowners Association was established in 

order to enforce Covenants, Conditions & Restrictions and 

maintain, enhance and protect the value of common property 

and the neighborhood as a whole. By purchasing a home 

within a HOA, you acknowledged that you are a member and 

will pay these assessments and abide by the community’s 

covenants. This includes any residents who rent or lease 

their homes, through your landlord’s lease you are still legally 

bound to abide by the rules. 

Scheduled drive-through inspections of the community are 

made to ensure there are no issues with the common property 

or any covenant violations. If there is an issue, you may get a 

notice. The inspection letters are just to bring an issue to the 

homeowner’s attention. We do understand if the grass was high 

because your tools were not working or you were out of town. 

Please contact management if a situation like this happens. 

Unfortunately, in the rare case where a homeowner routinely 

refuses to adhere to the covenants, further action may be 

taken, but generally the notices are just to ensure that you 

know that we are aware of the issue. If there is a violation, 

a notice is sent and a reasonable time frame is allowed to 

bring the issue into compliance. If you have questions about 

a specific problem or the process, please contact someone 

from our management team. 

The Stone Crest Homeowners Association would appreciate your 

cooperation in abiding by our community’s governing documents 

and is willing to listen to any resident’s concerns or comments.

• Do not impede the flow of traffic or cause street congestion. 

Always utilize your driveways and garages to park your 

vehicles - narrow roads may block access for emergency 

vehicles. 

• Pet owners remember to clean up after your pet. Control 

barking & use a leash when walking. 

• Keep all music & noise levels to a minimum and abide by 

the County’s ordinance.

Management to oversee its day-to-day operations. Contact

HOMEOWNER’S ASSESSMENT FEES DUE 

All Homeowners, our Stone Crest Yearly Assessment Fees will be 

due by the beginning of the year. Please remember to pay your 

assessments on time. The amount of our assessment fee also 

depends on each of our resident’s ability to pay their dues on time 

and the ability to adhere to the rules. There has been an increase 

of extra cost because of non-compliance notices, second notices or 

letters being sent. These amounts quickly add up when residents do 

not take responsibility to adhere to the rules. These letters or notices 

can be avoided by being in compliance. Please do your part to avoid 

them and notify the management about any problems. 

Most Frequent Violations 

1. Trashcan/bags being stored in front of garage or public view 

2. Lawn maintenance: needs mowing, edging or watering 

3. Weeds in flowerbeds or concrete crevices 

4. Items left or stored in front yard (public view) when not in use: 

garden tools, BBQ pits, play equipment/toys, ice chest or items, 

trashcans, cleaning supplies, lawn mowers, etc. 

5. Setting out trash/debris earlier than the evening prior to designated 

pick up day & remove can by the evening of designated pickup day 

6. Parking obstruction of driveways, sidewalks or street: inoperable 

cars parked on street 

7. Pet issues; dog barking or pet’s poop 

8. Exterior home issues or fence maintenance needed 

9. Dead trees, foliage or tree stakes from front yard 

10. Failure to pay yearly fees or fines

street and the six-digit number that is along the side of the pole. Report

of our website and follow the directions that are posted on the site.

IT’S THAT TIME

This is the time of year when you may hear the pitter patter of tiny 

feet in your attic or chitter chatter in your walls or chimneys. It’s baby 

season in the world of wildlife. The most likely animals that may be 

using your home or out-buildings as a nesting site are raccoons and 

squirrels. If you’re hearing activity during the day, it’s probably a 

squirrel. Raccoons are nocturnal and are active at night. If you have 

a raccoon “renting” from you, it’s best if you can leave her alone for 

a few weeks. When the babies are old enough, she will move out on 

her own taking her babies with her. If you’d like to strongly encourage 

her to leave, in the evening you can place a loud radio, bright lights 

and unpleasant smells (vinegar is good) in the attic or at the base 

of your chimney. This will create an unpleasant environment for her. 

If you hear noises in your walls, tap gently where you’re hearing 

the noise. If the animal is able to, this should scare them out. If you 

continue to hear the noise, this may mean a baby is stuck. Seek 

professional help for removal but make sure you hire a company that 

will work to try to reunite the mother and baby. Trapping only mothers 

or removing babies without the mother is cruel and inhumane. Not 

all animal control companies are alike, so do your research. Ask 

questions. Get specifics on how the animals will be handled. Will 

the animal be killed and if so, why? Are there offspring that will be 

orphaned or abandoned? Insist on humane techniques. If you need 

assistance finding a humane animal control company, give TWRC 

Wildlife Center a call. 

The best way to prevent attic guests is to inspect your home for 

entry points and block them. Make sure, however, that there are no 

animals in your attic or walls before you do this. Look over, under and 

around your roof area. If you find openings, repair them. Remember, 

although animals may be unwelcomed guests, they are only looking 

for a dry, quiet, safe place to give birth and care for their little ones 

until they’re old enough to be on their own - just like us. For more

WWII AIRCRAFT FLY-IN AND OPEN HOUSE 

Saturday and Sunday, April 16 th & 17 th , 10 AM to 5 PM, those big, 

old airplanes with the mighty round engines will be flying again as the 

Commemorative Air Force’s Houston Wing presents its 2016 Open 

House at Hangar B-5, West Houston Airport. Bring the family and 

get up close and feel the prop wash and hear the noise as radial 

engines power these WWII aircraft. See some of the old planes 

your father, grandfather or grandmother learned to fly for World War 

II. We expect to have 15 - 20 historic aircraft on display along with 

several WWII military vehicles. Admission is $10 per car. The West 

Houston Airport is located at 18000 Groschke Rd., 2 miles north of 

1-10 and between Hwy. 6 and Barker Cypress. Warbird rides may

KATY GRAND THEATRE PROJECT 

The Noyes Fine Arts Foundation (NFAF) is premiering the first annual 

Puttin’ On The Ritz Gala - a black tie spectacular event for Katy. The 

Noyes Fine Arts Foundation plans to build the first state-of-the-art,

community oriented performance center in Katy, Texas, an initiative 

named The Katy Grand Theatre Project. The Katy Grand Theatre will be 

the Katy community’s flagship performance venue to view family-friendly 

musical theatre, providing affordable space for local organizations to rent 

and offering professional quality performing arts training programs for 

the community. The Puttin’ On the Ritz Gala is NFAF’s annual fundraiser 

and is sure to become Katy’s don’t miss event for years to come. Held at 

the beautiful Briscoe Manor in Richmond, Texas, the Gala is a black tie

Summer Camps 

THE ARC OF KATY SUMMER CAMP 

The Arc of Katy is currently taking applications for three 2016 Summer 

Camp sessions for students and adults with IDD, ages 16 and up. 

The camps will be held Monday through Thursday, weekly, from 

8 AM until 3 PM at Cornerstone Evangelical Presbyterian Church 

(located at 1351 S Mason Rd, Katy, Texas 77450.) 

Session 1: June 6 th through June 30 th 

Session 2: July 5 th through July 29 th

Each session will include a variety of fun activities including

FIRST ANNUAL SAFETY FESTIVAL

The Safety Festival’s purpose is to familiarize residents with vital 

safety precautions, as well as the daily tasks of ESD 48 and other 

neighboring fire and EMS departments through a variety of fun and 

high-energy activities. 

Festival activities will include:

• Life Flight helicopter viewing

DECIBELLES (A BARBERSHOP CHORUS) 

Do you like to sing? Are you looking for a place to display your talents 

or just to have fun with music? You should be a Decibelle! We are a 

(ladies only) daytime chorus rehearsing every Friday morning from 

10:30 AM to 12:30 PM, at the Treemont Retirement Center, 2501 

Westerland, near Westheimer and Gessner. Some of us read music, 

but it is not required. We are provided a CD to help in learning new 

songs. Our director, Martha Upton and assistant director, Cay Eckland 

will help you find out if you are a Tenor, Lead, Baritone or Bass. 

We have been performing in the Houston area for over 38 years. 

We prepare two types of shows each year; a Christmas show with 

old favorites, but always a new fun tune including props, narratives 

and choreography. Our regular show this year is titled “Through the 

Years” We are singing songs from 1900 and every decade after that. 

If your meeting, gathering or any type “get together” would like a 

half hour of cheerful and melodic entertainment, call the Decibelles. 

We’ll be there in costume with a program of sheer delight.

GRACE NOTES 

Singers, dancers and Instrumentalists are invited to join the “Grace 

Notes” a performing group which shares music with the elderly in 

retirement homes, Alzheimer’s and nursing facilities and community 

events. We sing a combination of secular, patriotic and sacred music. 

We also sing once a month on Sunday morning for the congregation 

of St. Peter’s UMC. We rehearse during the school year on Tuesday 

mornings at 9:30 AM at St. Peter’s UMC. Babysitting is provided. 

Tuesday mornings are also our “outing” days to perform in the

Katy Christian Women’s Connection (KCWC) will be hosting our

Precinct Three Transportation. Saturday, April 23 rd at 10 AM, the 

bus departs from the Maud Marks Library for a fun-filled day at the 

San Jacinto Monument. This program is for senior adults only-no 

exceptions. Seating is extremely limited. Although admission is free, 

participants are responsible for their own lunch. Please bring a lunch 

with you or enough money to buy something to eat there. The bus 

will arrive back at the library approximately 6:30 PM. 

• DIY CRAFTS: CORK LETTERS - Make your initials out of cork! 

Join us on Tuesday, April 12 th at 2 PM as we use wine corks to 

create various letters to decorate our homes and kitchens. Although 

we will be able to provide some wine corks, please save and bring 

your own. Seating for this is extremely limited. 

• STEPS TO STARTING YOUR OWN BUSINESS - Do you want to 

start your own business but are not sure how? On Saturday, April 16 th 

at 2 PM, SCORE, a volunteer group who offer business counseling 

to small business owners, will be at the library to show you how it’s 

done. Some of the topics covered include choosing a business entity, 

the right location, business expenses and deductions, employees vs. 

subcontractors, financial organization (setting up your books), forms, 

websites and more. 

• GREEN THUMB GARDENING - Master Gardeners of Harris 

County will be bringing their Green Thumb series once a month 

where they will discuss various topics unique to gardening in the 

Houston area. This month, on April 19 th at 10 AM, learn all growing 

and using herbs. Seating is extremely limited for this class. 

• COMPUTER CLASSES - The library offers a variety of computer 

classes each month. You must know how to use a mouse and a 

keyboard. Seating for this is extremely limited. Registration is

CHILDREN 

• STORYTIME - Storytime for preschool-aged children is held 

each Wednesday at 11:15 AM. Stories, fingerplays and songs are 

featured. This is ideal for children ages 3 to 5, but all children and 

their caregivers are welcome. 

• PAT-A-CAKE CLUB INFANT STORYTIME - This program will 

meet each Thursday morning at 10:15 AM and 11:15 AM. This 

is an interactive program for children, ages 0 to 12 months and 

their caregivers. Each session will last about 20 minutes, featuring 

nursery rhymes, songs and finger plays. 

• TOTALLY TODDLER STORYTIME - Toddlers, ages 18 to 36 

months, are invited to participate in our Totally Toddler Storytime, 

which will be held on Tuesdays, at 10:15 AM and 11:15 AM and 

Wednesdays at 10:15 AM. Tickets are required for Toddler Storytime. 

Tickets are given to the first 30 toddlers the day of the event. 

• WEDNESDAY WONDERS - Come to the library and let imaginations 

soar as you explore STEAM (Science, Technology, Engineering, Art 

and Math) with crafts and activities. On Wednesdays at 4:45 PM, the 

library will host Wednesday Wonders for ages 6-11. These programs 

normally last about one hour. All necessary materials are provided.
