LIVING IN A HOA COMMUNITY<br />
HOMEOWNERS RESPONSIBILITY<br />
1. Read and comply with the governing documents of the<br />
community.<br />
2. Maintain their property according to established standards.<br />
3. Treat association leaders honestly and with respect.<br />
4. Vote in community elections and on other issues.<br />
5. Pay association assessments and charges on time.<br />
6. Contact association leaders or managers, if necessary,<br />
to discuss financial obligations and alternative payment<br />
arrangements.<br />
7. Request reconsideration of material decisions that<br />
personally affect them.<br />
8. Provide current contact information to association leaders<br />
or managers to help ensure they receive information from the<br />

9. Ensure that those who reside on their property (tenants,<br />
relatives & friends) adhere to all rules and regulations.<br />

IMPORTANCE OF YEARLY ASSESSMENTS<br />
OUR COMMUNITY’S FOUNDATION<br />
It’s that time of year our annual assessments will be due.<br />
These fees are very important part of the HOA’s function.<br />
In order for the association to perform the many tasks and<br />
duties for which it is responsible, the association must have<br />
operating funds. These funds are used to pay for landscape<br />
maintenance, sprinkler repairs, utilities, administration and<br />
help to keep an adequate reserve fund for major repairs or<br />
replacement of common property elements.<br />
The requirement upon an owner for paying assessments is<br />
mandatory and therefore, legally binding according to the<br />
association’s governing documents. The amount of the annual<br />
assessment is established each year by the association’s<br />
Board of Directors based upon the Board’s adoption of the<br />
annual budget. If a situation arises that you are unable to pay<br />
this assessment, please contact the Management Team as<br />
soon as possible for details about payment and collection<br />
procedures. Accounts that become delinquent may receive<br />
a fine, a late fee or other charges added to the assessment<br />
which can be more costly if not paid in a timely procedure.<br />

THE STONE CREST COMMUNITY<br />
OUR CONCLUDING STAGE<br />
In 2005, a group of developers set out to create our community<br />
of 434 homes in the outskirts of Katy with plenty of nearby<br />
amenities. Ten years later with the final homes being built, our<br />
community’s master plan is nearly complete. During this time,<br />
the <strong>Stone</strong> <strong>Crest</strong> Homeowners Association was established in<br />
order to enforce Covenants, Conditions & Restrictions and<br />
maintain, enhance and protect the value of common property<br />
and the neighborhood as a whole. By purchasing a home<br />
within a HOA, you acknowledged that you are a member and<br />
will pay these assessments and abide by the community’s<br />
covenants. This includes any residents who rent or lease<br />
their homes, through your landlord’s lease you are still legally<br />
bound to abide by the rules.<br />
Scheduled drive-through inspections of the community are<br />
made to ensure there are no issues with the common property<br />
or any covenant violations. If there is an issue, you may get a<br />
notice. The inspection letters are just to bring an issue to the<br />
homeowner’s attention. We do understand if the grass was high<br />
because your tools were not working or you were out of town.<br />
Please contact management if a situation like this happens.<br />
Unfortunately, in the rare case where a homeowner routinely<br />
refuses to adhere to the covenants, further action may be<br />
taken, but generally the notices are just to ensure that you<br />
know that we are aware of the issue. If there is a violation,<br />
a notice is sent and a reasonable time frame is allowed to<br />
bring the issue into compliance. If you have questions about<br />
a specific problem or the process, please contact someone<br />
from our management team.<br />
The <strong>Stone</strong> <strong>Crest</strong> Homeowners Association would appreciate your<br />
cooperation in abiding by our community’s governing documents<br />
and is willing to listen to any resident’s concerns or comments.<br />

barking & use a leash when walking.<br />
• Keep all music & noise levels to a minimum and abide by<br />
the County’s ordinance.<br />

During the establishment of the <strong>Stone</strong> <strong>Crest</strong> Community,<br />
the Board of Directors & Developers of the community<br />
contracted the management services of High Sierra<br />
Management to oversee its day-to-day operations. Contact<br />

HOMEOWNER’S ASSESSMENT FEES DUE<br />
All Homeowners, our <strong>Stone</strong> <strong>Crest</strong> Yearly Assessment Fees will be<br />
due by the beginning of the year. Please remember to pay your<br />
assessments on time. The amount of our assessment fee also<br />
depends on each of our resident’s ability to pay their dues on time<br />
and the ability to adhere to the rules. There has been an increase<br />
of extra cost because of non-compliance notices, second notices or<br />
letters being sent. These amounts quickly add up when residents do<br />
not take responsibility to adhere to the rules. These letters or notices<br />
can be avoided by being in compliance. Please do your part to avoid<br />
them and notify the management about any problems.<br />
Most Frequent Violations<br />
1. Trashcan/bags being stored in front of garage or public view<br />
2. Lawn maintenance: needs mowing, edging or watering<br />
3. Weeds in flowerbeds or concrete crevices<br />
4. Items left or stored in front yard (public view) when not in use:<br />
garden tools, BBQ pits, play equipment/toys, ice chest or items,<br />
trashcans, cleaning supplies, lawn mowers, etc.<br />
5. Setting out trash/debris earlier than the evening prior to designated<br />
pick up day & remove can by the evening of designated pickup day<br />
6. Parking obstruction of driveways, sidewalks or street: inoperable<br />
cars parked on street<br />
7. Pet issues; dog barking or pet’s poop<br />
8. Exterior home issues or fence maintenance needed<br />
9. Dead trees, foliage or tree stakes from front yard<br />
10. Failure to pay yearly fees or fines<br />

or Modification Form before starting any outdoor project stated in the<br />

street and the six-digit number that is along the side of the pole. Report<br />
this outage to Centerpoint through a direct link in the resident’s section<br />
of our website and follow the directions that are posted on the site.<br />

IT’S THAT TIME<br />

This is the time of year when you may hear the pitter patter of tiny<br />
feet in your attic or chitter chatter in your walls or chimneys. It’s baby<br />
season in the world of wildlife. The most likely animals that may be<br />
using your home or out-buildings as a nesting site are raccoons and<br />
squirrels. If you’re hearing activity during the day, it’s probably a<br />
squirrel. Raccoons are nocturnal and are active at night. If you have<br />
a raccoon “renting” from you, it’s best if you can leave her alone for<br />
a few weeks. When the babies are old enough, she will move out on<br />
her own taking her babies with her. If you’d like to strongly encourage<br />
her to leave, in the evening you can place a loud radio, bright lights<br />
and unpleasant smells (vinegar is good) in the attic or at the base<br />
of your chimney. This will create an unpleasant environment for her.<br />
If you hear noises in your walls, tap gently where you’re hearing<br />
the noise. If the animal is able to, this should scare them out. If you<br />
continue to hear the noise, this may mean a baby is stuck. Seek<br />
professional help for removal but make sure you hire a company that<br />
will work to try to reunite the mother and baby. Trapping only mothers<br />
or removing babies without the mother is cruel and inhumane. Not<br />
all animal control companies are alike, so do your research. Ask<br />
questions. Get specifics on how the animals will be handled. Will<br />
the animal be killed and if so, why? Are there offspring that will be<br />
orphaned or abandoned? Insist on humane techniques. If you need<br />
assistance finding a humane animal control company, give TWRC<br />
Wildlife Center a call.<br />
The best way to prevent attic guests is to inspect your home for<br />
entry points and block them. Make sure, however, that there are no<br />
animals in your attic or walls before you do this. Look over, under and<br />
around your roof area. If you find openings, repair them. Remember,<br />
although animals may be unwelcomed guests, they are only looking<br />
for a dry, quiet, safe place to give birth and care for their little ones<br />
until they’re old enough to be on their own - just like us. For more<br />

Color for a Cause is a fun 5k color run event hosted by James E.<br />
Taylor High School National Honor Society and Future Business<br />
Leaders of America benefiting The Arc of Katy, a local non-profit<br />
organization that works to create opportunities for individuals with<br />
intellectual and developmental disabilities.<br />
The run is open to participants of all ages, will not be timed; it’s all for<br />
fun. In addition to the 5k route, there will be a shorter track available<br />
for those not able to participate in the 5k distance. Also, running is<br />
completely optional; participants are welcome to walk, stroll or even<br />

Commemorative Air Force’s Houston Wing presents its 2016 Open<br />

DECIBELLES (A BARBERSHOP CHORUS)<br />
Do you like to sing? Are you looking for a place to display your talents<br />
or just to have fun with music? You should be a Decibelle! We are a<br />
(ladies only) daytime chorus rehearsing every Friday morning from<br />
10:30 AM to 12:30 PM, at the Treemont Retirement Center, 2501<br />
Westerland, near Westheimer and Gessner. Some of us read music,<br />
but it is not required. We are provided a CD to help in learning new<br />
songs. Our director, Martha Upton and assistant director, Cay Eckland<br />
will help you find out if you are a Tenor, Lead, Baritone or Bass.<br />
We have been performing in the Houston area for over 38 years.<br />
We prepare two types of shows each year; a Christmas show with<br />
old favorites, but always a new fun tune including props, narratives<br />
and choreography. Our regular show this year is titled “Through the<br />
Years” We are singing songs from 1900 and every decade after that.<br />
If your meeting, gathering or any type “get together” would like a<br />
half hour of cheerful and melodic entertainment, call the Decibelles.<br />

GRACE NOTES<br />
Singers, dancers and Instrumentalists are invited to join the “Grace<br />
Notes” a performing group which shares music with the elderly in<br />
retirement homes, Alzheimer’s and nursing facilities and community<br />
events. We sing a combination of secular, patriotic and sacred music.<br />
We also sing once a month on Sunday morning for the congregation<br />
of St. Peter’s UMC. We rehearse during the school year on Tuesday<br />
mornings at 9:30 AM at St. Peter’s UMC. Babysitting is provided.<br />
Tuesday mornings are also our “outing” days to perform in the<br />

• JUST DESSERTS MYSTERY BOOK CLUB - Meetings held the<br />

• MOVIE TIME - On April 15 th at 3 PM we will watch a movie about a<br />
little girl and a rabbit late for a very important date. Then, on April 29 th<br />
at 1 PM, the girl revisits the rabbit in live-action form. Unfortunately,<br />
we can’t print the name of the movies here but you can call the library<br />
or stop by for the mystery title.<br />
• FREE TAX ASSISTANCE - Every Monday and Friday through<br />
April 18 th , AARP will be offering free tax assistance to elderly and<br />
low-income individuals. AARP assistance runs from 10 AM to 2 PM.<br />
• VOLUNTEER AT THE LIBRARY - Volunteers are needed to<br />
help shelve, count patrons and more. We will be holding our next<br />
volunteer orientation on Thursday, April 7 th at 4:30 PM. Students<br />
should be in high school and must be able to commit to two hours<br />

Precinct Three Transportation. Saturday, April 23 rd at 10 AM, the<br />
bus departs from the Maud Marks Library for a fun-filled day at the<br />
San Jacinto Monument. This program is for senior adults only-no<br />
exceptions. Seating is extremely limited. Although admission is free,<br />
participants are responsible for their own lunch. Please bring a lunch<br />
with you or enough money to buy something to eat there. The bus<br />

• DIY CRAFTS: CORK LETTERS - Make your initials out of cork!<br />
Join us on Tuesday, April 12 th at 2 PM as we use wine corks to<br />
create various letters to decorate our homes and kitchens. Although<br />
we will be able to provide some wine corks, please save and bring<br />
your own. Seating for this is extremely limited.<br />
• STEPS TO STARTING YOUR OWN BUSINESS - Do you want to<br />
start your own business but are not sure how? On Saturday, April 16 th<br />
at 2 PM, SCORE, a volunteer group who offer business counseling<br />
to small business owners, will be at the library to show you how it’s<br />
done. Some of the topics covered include choosing a business entity,<br />
the right location, business expenses and deductions, employees vs.<br />
subcontractors, financial organization (setting up your books), forms,<br />
websites and more.<br />
• GREEN THUMB GARDENING - Master Gardeners of Harris<br />
County will be bringing their Green Thumb series once a month<br />
where they will discuss various topics unique to gardening in the<br />
Houston area. This month, on April 19 th at 10 AM, learn all growing<br />
and using herbs. Seating is extremely limited for this class.<br />
• COMPUTER CLASSES - The library offers a variety of computer<br />
classes each month. You must know how to use a mouse and a<br />
keyboard. Seating for this is extremely limited. Registration is<br />

• STORYTIME - Storytime for preschool-aged children is held<br />
each Wednesday at 11:15 AM. Stories, fingerplays and songs are<br />
featured. This is ideal for children ages 3 to 5, but all children and<br />
their caregivers are welcome.<br />
• PAT-A-CAKE CLUB INFANT STORYTIME - This program will<br />
meet each Thursday morning at 10:15 AM and 11:15 AM. This<br />
is an interactive program for children, ages 0 to 12 months and<br />
their caregivers. Each session will last about 20 minutes, featuring<br />
nursery rhymes, songs and finger plays.<br />
• TOTALLY TODDLER STORYTIME - Toddlers, ages 18 to 36<br />
months, are invited to participate in our Totally Toddler Storytime,<br />
which will be held on Tuesdays, at 10:15 AM and 11:15 AM and<br />
Wednesdays at 10:15 AM. Tickets are required for Toddler Storytime.<br />
Tickets are given to the first 30 toddlers the day of the event.<br />
• WEDNESDAY WONDERS - Come to the library and let imaginations<br />
soar as you explore STEAM (Science, Technology, Engineering, Art<br />
and Math) with crafts and activities. On Wednesdays at 4:45 PM, the<br />
library will host Wednesday Wonders for ages 6-11. These programs<br />
