WEST MEMORIAL NEWS AND UPDATES<br />

The Constables have asked that we remind everyone to please have your house<br />

number prominently displayed and readable from the street. This is for your safety<br />

and will assist them in being able to locate your home quickly should you need<br />

assistance. If your trash or recycle is not being picked up on Tuesday or Friday,<br />

please call High Sierra Management and notified them. If it is not picked, please<br />

do not leave it at curb until the next trash day. The trash and recycle must be out<br />

by 7AM in order for it to be picked up. We have a new deputy under our contract<br />

with the Constables, Deputy K.Z. Jenkins. Please extend him a warm welcome<br />

when you see him patrolling our neighborhood. Deputy Botard has transferred<br />

to the Animal Cruelty Division. We would like to thank her for her service to your<br />

community and wish her the best of luck in her new endeavor.<br />

WEST MEMORIAL CIVIC ASSOCIATION<br />

Several <strong>West</strong> <strong>Memorial</strong> Civic Association Board members volunteered to do<br />

oversight for Architectural Guidelines, Deed Restrictions, Pool, Park and Security.<br />

The Board members oversee these particular areas and bring any concerns<br />

or requests to the Board for review. All requests for Home Improvements and<br />

Modifications (new roof, fence, painting of home, gutters, siding, etc.) need to be<br />

done on the <strong>West</strong> <strong>Memorial</strong> Application for Home Improvement and Modification<br />

and submitted to High Sierra Management. There is a copy on our website,<br />

westmemorial.org. The request will be reviewed, by the appropriate Board<br />

member or members and a notification sent by High Sierra Management as to<br />

the approval or denial of the request.<br />

LEASH LAW “HARRIS COUNTY”<br />

Animals that are not properly restrained pose a threat to all our<br />

residents. While you may know your pet is friendly, an animal running<br />

at someone who is walking by is very scary for that person. Many<br />

children are afraid of animals and become frightened, which could<br />

result in the child getting hurt trying to avoid the animal. Veterinary<br />

Public Health (formerly called Harris County Animal Control) advises<br />

that “All dogs and cats must be kept under restraint while in the<br />

unincorporated areas of Harris County, Texas. The custodian of a<br />

dog or cat is not authorized to have, harbor or keep any unlicensed<br />

dog or cat, nor to allow any dog or cat to become a stray.”<br />

Restraint is defined as “the control of a dog or cat under the following<br />

circumstances:<br />

1. When it is controlled by a line or leash not more than six (6) feet in<br />

length, if the line or leash is held by a human being, who is capable<br />

of controlling or governing the dog or cat in question.<br />

2. When it is within a fully enclosed vehicle.<br />

3. When it is on the premise of the custodian and the animal does not<br />

have access to sidewalk or street.”<br />

While it may be nice to have your animal out in the yard while you<br />

work or play, it is against the law, unless the animal is properly<br />

restrained. Let’s all help keep our community a safe and comfortable<br />

place for all our residents by being responsible pet owners. This<br />

will not only protect anyone who may be walking or bicycling in the<br />

area, but also the pet owner who could be held legally responsible or<br />

possibly sued for failing to properly restrain their pet.<br />

PATROLLING CHANGES<br />

Security on Duty may not always be in their Patrol Car; they have an<br />

opportunity to take training for Patrolling on Bicycles. So heads up…<br />

and keep our neighborhood safe for everyone.<br />

High Sierra Management will be performing the monthly deed<br />

restriction inspections and citing all violations of the governing<br />

management company and request a copy. We are sure you are all<br />

eager to help maintain the property values and exterior appearance<br />

of our community and hope we can count on your continued support<br />

in this effort. As a reminder, <strong>West</strong> <strong>Memorial</strong> Civic Association is a<br />

deed restricted community and all changes or additions to the<br />

exterior of the home must be approved by the Association prior to<br />

any work commencing. Requests for home improvements can be<br />

WCA will replace any bins that are defective or otherwise become<br />

unusable due to normal wear and tear. Theft, lost or additional bins<br />

WEST MEMORIAL EMAIL ALERT<br />

& NOTIFICATION SYSTEM<br />

<strong>West</strong> <strong>Memorial</strong> has a new alert and notification system that works<br />

with email. The alerts are for emergency notifications, security<br />

alerts and messages from our constables. The notifications are for<br />

neighborhood events, meetings and issues.<br />

To be a part of the system, you must request the service. If you<br />

are interested, open our web site at www.westmemorial.org and<br />

locate the Sign-Up icon on the right side of the main page. Follow<br />

the instructions and you will receive all future alerts and notifications.<br />

Anyone wishing to send an alert or notification should submit<br />

the message to westmemorial@westmemorial.org for approval,<br />

posting and transmission. Please direct any questions to harry@<br />

westmemorial.org.<br />

TRASH SERVICE<br />

In January, WCA Waste (WCA) became your trash collection<br />

provider. Trash service days are TUESDAY AND FRIDAY. Please<br />

have trash out at curb by 7 AM each pick up day. Heavy Trash and/or<br />

extra bags are picked up on both pick-up days, Tuesday and Friday.<br />

RECYCLING IS EVERY FRIDAY<br />

WCA takes great pride in our recycling program and efforts. Ensuring<br />

the best recycle program for our customers takes time and effort<br />

on both sides. Please remove caps, liquids and food products from<br />

inside the containers. Please only use the recycle bins for recyclable<br />

materials, not as an extra trash container.<br />

WCA will collect papers, plastics, aluminum and tin cans that are<br />

placed within the provided recycling bin. If items exceed container<br />

If you find items left in your bin that are not recyclable please dispose<br />

of these items in your trash container for the next scheduled pick up.<br />

HOLIDAYS<br />

When regular pick-up falls on a holiday, New Year’s Day, <strong>Memorial</strong><br />

Day, July 4 th (Independence Day), Labor Day, Thanksgiving Day,<br />

and Christmas Day, the pick-up will be made on the next regular<br />

scheduled pick-up day. If your recycling day falls on a holiday it will<br />

be picked up the next week on your normal scheduled recycle day.<br />

BILLING<br />

WCA will invoice each individual residence on a quarterly basis.<br />

Bills are due 30 days after receipt. Any residents failing to pay will<br />

receive a statement, have services discontinued and incur a $25<br />

late/reconnect service fee.<br />

Our community park is located at 22415 Kingsland and is open to<br />

all <strong>West</strong> <strong>Memorial</strong> residents for outdoor activities. It has playground<br />

equipment and a large sheltered pavilion.<br />

SOLICITING<br />

Soliciting is prohibited in <strong>West</strong> <strong>Memorial</strong> Subdivision. If you are<br />

approached by a solicitor, please call the Constable’s office at 281-<br />

463-6666. Continue to call this number if you see suspicious person<br />

or vehicles.<br />

STRAY ANIMALS<br />

Do not hesitate to call Harris County Animal Control at 281-999-3191,<br />

if you see animals that are roaming the neighborhood unleashed.<br />

WEST MEMORIAL CONSTABLES<br />

Our Constables patrol our subdivision 24 hours a day/seven days a<br />

week. Please call them at 281-463-6666 to report any disturbance or<br />

to request vacation patrols.<br />

WEST MEMORIAL WEBSITE<br />

www.westmemorial.org is the address for <strong>West</strong> <strong>Memorial</strong><br />

information on the internet. The web site contains pool information,<br />

Board member contacts and complete documentation of your deed<br />

restrictions. It also contains neighborhood information, including<br />

schools, security, recreation and local worship centers. Check it out,<br />

you might find something you have been looking for.<br />

DEED RESTRICTIONS<br />

The purpose of Deed Restrictions in your neighborhood is to protect and<br />

enhance property values. They set guidelines for initial construction,<br />

perpetual maintenance and property use. As residents agree to abide by<br />

the majority view; the style and standards of a community are established<br />

and everyone benefits. For your information, restrictions are written by<br />

the developer before the first home is constructed and the Association is<br />

then charged with the on-going responsibility of enforcing them. They can<br />

be changed, but a very large percentage vote of homeowners is required<br />

to do so. Please let us know if you see a problem in the neighborhood.<br />

REWARD<br />

<strong>West</strong> <strong>Memorial</strong> Civic Association’s Board has approved the following:<br />

A $250 reward to anyone providing information leading to the arrest<br />

and prosecution of person or persons vandalizing or destroying <strong>West</strong><br />

<strong>Memorial</strong> Civic Association property.<br />

CLUBHOUSE RENTAL<br />

If you are interested in renting the clubhouse, please call Dannielle<br />

Raper at 1-866-844-3933. At the time your call is returned, the guidelines<br />

for renting and using the clubhouse will be provided. Be sure you allow<br />

yourself plenty of time to fulfill the requirements, such as hiring security<br />

officers. You will be provided with the names and phone numbers of the<br />

individuals to contact to make the necessary arrangements.<br />

A few, but not all, of the guidelines are listed below:<br />

1. There is no smoking in the clubhouse.<br />

2. Residents must have all dues/assessments paid prior to booking<br />

the clubhouse.<br />

3. A certified check for all rental fees and deposits is required 30 days<br />

in advance.<br />

4. The security deposit will be returned within 30 days after the date<br />

of the event based on the condition the premises was left in.<br />

5. Renter is responsible for the conduct of all attendees.<br />

6. Police Officers are required at all functions of 50 or more attendees<br />

or at any event in which alcohol will be served. Arrangements and<br />

payment, for the officers, are to be made by the renter.<br />

STREET LIGHTS<br />

Your Association pays for streetlights from your annual dues,<br />

whether they work or not. If a light is out in your area, please call 713-<br />

207-2222 and report it. You may also report outages online at www.<br />

centerpointenergy.com/outage. Each light has a number on it. When<br />

reporting the out light, give the pole number and street location. We<br />

want all lights to work. A lighted area is a safer area.<br />

GARDENING TIPS FOR APRIL<br />

Mulch - If possible, buy Bagged Mulch. Bagging helps eliminate a<br />

great many pests that die from various causes while in the bag. When<br />

you buy ‘loose’ mulch that is trucked to your home, you are also<br />

buying ants, roaches, termites, etc… Spend a little more on bagged<br />

material and save lots of future pest problems. Keep your mulch at<br />

least 4” - 6” below the top of your homes exposed foundation edge/<br />

side. This will aid in minimizing pests in your home and allow for<br />

quick and accurate termite inspections.<br />

Shrubs, Flowers and groundcovers - Trim all shrubs/plants at least<br />

12” - 18” back from your home. Do your best to create a plant free<br />

zone that is 18” - 24” wide around your home. The exception is your<br />

lawn - it can grow up next to the slab as long as you keep it 4” - 6”<br />

below the top of the slab. The most conducive to termite infestation<br />

are groundcover plantings, growing high against your homes exterior<br />

or (especially) ivy that grows on your walls.<br />

Trees - Spray your trees at least twice annually. The spring spray<br />

eliminates overwintering pests and fungi while preparing trees to<br />

resist the pest onslaught of summer with residual pesticides. The<br />

fall spray also kills pests from the summer, prevents most fungi<br />

from occurring over the winter and puts your valuable asset off to a<br />

healthy winter’s dormancy.<br />

Lawn - Spring is the perfect time to do a fungicide treatment to stop<br />

brown patch in its tracks along with other fungi. If your lawn is thin<br />

and weak in some areas, here are some important fundamentals: a)<br />

lawn aeration b) fertilization c) weed control.<br />

Most important is proper watering:<br />

• Water once per week (unless you get a 1/2” rain or more - then do<br />

not water.) • Water heavily (1” - 2”) for total lawn coverage.<br />

• In severe drought, water every 5 th day. • Water from 5 AM to 7 AM<br />

in the morning - NOT AT NIGHT. • A heavy deep weekly watering<br />

makes the turf grow deeper, stronger and more drought resistant<br />

roots. • Less watering also saves you money!!<br />

If you are between 12 and 18 and would like to be added to the<br />

still good and that you want to stay on the list. If we do not hear back<br />

from you after 3 tries, we will remove you from the list until we do.<br />

Sports Writers Association’s Class 6A all-state football team. Defensive<br />

Commemorative Air Force’s Houston Wing presents its 2016 Open<br />

DECIBELLES (A BARBERSHOP CHORUS)<br />

Do you like to sing? Are you looking for a place to display your talents<br />

or just to have fun with music? You should be a Decibelle! We are a<br />

(ladies only) daytime chorus rehearsing every Friday morning from<br />

10:30 AM to 12:30 PM, at the Treemont Retirement Center, 2501<br />

<strong>West</strong>erland, near <strong>West</strong>heimer and Gessner. Some of us read music,<br />

but it is not required. We are provided a CD to help in learning new<br />

songs. Our director, Martha Upton and assistant director, Cay Eckland<br />

will help you find out if you are a Tenor, Lead, Baritone or Bass.<br />

We have been performing in the Houston area for over 38 years.<br />

We prepare two types of shows each year; a Christmas show with<br />

old favorites, but always a new fun tune including props, narratives<br />

and choreography. Our regular show this year is titled “Through the<br />

Years” We are singing songs from 1900 and every decade after that.<br />

If your meeting, gathering or any type “get together” would like a<br />

half hour of cheerful and melodic entertainment, call the Decibelles.<br />

We’ll be there in costume with a program of sheer delight.<br />

GRACE NOTES<br />

Singers, dancers and Instrumentalists are invited to join the “Grace<br />

Notes” a performing group which shares music with the elderly in<br />

retirement homes, Alzheimer’s and nursing facilities and community<br />

events. We sing a combination of secular, patriotic and sacred music.<br />

We also sing once a month on Sunday morning for the congregation<br />

of St. Peter’s UMC. We rehearse during the school year on Tuesday<br />

mornings at 9:30 AM at St. Peter’s UMC. Babysitting is provided.<br />

Tuesday mornings are also our “outing” days to perform in the<br />

Katy Christian Women’s Connection (KCWC) will be hosting our<br />

help shelve, count patrons and more. We will be holding our next<br />

Precinct Three Transportation. Saturday, April 23 rd at 10 AM, the<br />

bus departs from the Maud Marks Library for a fun-filled day at the<br />

San Jacinto Monument. This program is for senior adults only-no<br />

exceptions. Seating is extremely limited. Although admission is free,<br />

participants are responsible for their own lunch. Please bring a lunch<br />

with you or enough money to buy something to eat there. The bus<br />

will arrive back at the library approximately 6:30 PM.<br />

• DIY CRAFTS: CORK LETTERS - Make your initials out of cork!<br />

Join us on Tuesday, April 12 th at 2 PM as we use wine corks to<br />

create various letters to decorate our homes and kitchens. Although<br />

we will be able to provide some wine corks, please save and bring<br />

your own. Seating for this is extremely limited.<br />

• STEPS TO STARTING YOUR OWN BUSINESS - Do you want to<br />

start your own business but are not sure how? On Saturday, April 16 th<br />

at 2 PM, SCORE, a volunteer group who offer business counseling<br />

to small business owners, will be at the library to show you how it’s<br />

done. Some of the topics covered include choosing a business entity,<br />

the right location, business expenses and deductions, employees vs.<br />

subcontractors, financial organization (setting up your books), forms,<br />

websites and more.<br />

• GREEN THUMB GARDENING - Master Gardeners of Harris<br />

County will be bringing their Green Thumb series once a month<br />

where they will discuss various topics unique to gardening in the<br />

Houston area. This month, on April 19 th at 10 AM, learn all growing<br />

and using herbs. Seating is extremely limited for this class.<br />

• COMPUTER CLASSES - The library offers a variety of computer<br />

classes each month. You must know how to use a mouse and a<br />

• STORYTIME - Storytime for preschool-aged children is held<br />

each Wednesday at 11:15 AM. Stories, fingerplays and songs are<br />

featured. This is ideal for children ages 3 to 5, but all children and<br />

their caregivers are welcome.<br />

• PAT-A-CAKE CLUB INFANT STORYTIME - This program will<br />

meet each Thursday morning at 10:15 AM and 11:15 AM. This<br />

is an interactive program for children, ages 0 to 12 months and<br />

their caregivers. Each session will last about 20 minutes, featuring<br />

nursery rhymes, songs and finger plays.<br />

• TOTALLY TODDLER STORYTIME - Toddlers, ages 18 to 36<br />

months, are invited to participate in our Totally Toddler Storytime,<br />

which will be held on Tuesdays, at 10:15 AM and 11:15 AM and<br />

Wednesdays at 10:15 AM. Tickets are required for Toddler Storytime.<br />

Tickets are given to the first 30 toddlers the day of the event.<br />

• WEDNESDAY WONDERS - Come to the library and let imaginations<br />

and Math) with crafts and activities. On Wednesdays at 4:45 PM, the<br />
