WEST MEMORIAL NEWS AND UPDATES 

The Constables have asked that we remind everyone to please have your house 

number prominently displayed and readable from the street. This is for your safety 

and will assist them in being able to locate your home quickly should you need 

assistance. If your trash or recycle is not being picked up on Tuesday or Friday, 

please call High Sierra Management and notified them. If it is not picked, please 

do not leave it at curb until the next trash day. The trash and recycle must be out 

by 7AM in order for it to be picked up. We have a new deputy under our contract 

with the Constables, Deputy K.Z. Jenkins. Please extend him a warm welcome 

when you see him patrolling our neighborhood. Deputy Botard has transferred 

to the Animal Cruelty Division. We would like to thank her for her service to your 

community and wish her the best of luck in her new endeavor. 

WEST MEMORIAL CIVIC ASSOCIATION 

Several West Memorial Civic Association Board members volunteered to do 

oversight for Architectural Guidelines, Deed Restrictions, Pool, Park and Security. 

The Board members oversee these particular areas and bring any concerns 

or requests to the Board for review. All requests for Home Improvements and 

Modifications (new roof, fence, painting of home, gutters, siding, etc.) need to be 

done on the West Memorial Application for Home Improvement and Modification 

and submitted to High Sierra Management. There is a copy on our website, 

westmemorial.org. The request will be reviewed, by the appropriate Board 

member or members and a notification sent by High Sierra Management as to 

the approval or denial of the request.

LEASH LAW “HARRIS COUNTY” 

Animals that are not properly restrained pose a threat to all our 

residents. While you may know your pet is friendly, an animal running 

at someone who is walking by is very scary for that person. Many 

children are afraid of animals and become frightened, which could 

result in the child getting hurt trying to avoid the animal. Veterinary 

Public Health (formerly called Harris County Animal Control) advises 

that “All dogs and cats must be kept under restraint while in the 

unincorporated areas of Harris County, Texas. The custodian of a 

dog or cat is not authorized to have, harbor or keep any unlicensed 

dog or cat, nor to allow any dog or cat to become a stray.” 

Restraint is defined as “the control of a dog or cat under the following 

circumstances: 

1. When it is controlled by a line or leash not more than six (6) feet in 

length, if the line or leash is held by a human being, who is capable 

of controlling or governing the dog or cat in question. 

2. When it is within a fully enclosed vehicle. 

3. When it is on the premise of the custodian and the animal does not 

have access to sidewalk or street.” 

While it may be nice to have your animal out in the yard while you 

work or play, it is against the law, unless the animal is properly 

restrained. Let’s all help keep our community a safe and comfortable 

place for all our residents by being responsible pet owners. This 

will not only protect anyone who may be walking or bicycling in the 

area, but also the pet owner who could be held legally responsible or 

possibly sued for failing to properly restrain their pet. 

PATROLLING CHANGES 

Security on Duty may not always be in their Patrol Car; they have an 

opportunity to take training for Patrolling on Bicycles. So heads up… 

and keep our neighborhood safe for everyone.

restriction inspections and citing all violations of the governing 

documents. If you do not have the rules and regulations, you may

eager to help maintain the property values and exterior appearance 

of our community and hope we can count on your continued support 

in this effort. As a reminder, West Memorial Civic Association is a 

deed restricted community and all changes or additions to the 

exterior of the home must be approved by the Association prior to 

any work commencing. Requests for home improvements can be 

obtained through management.

WEST MEMORIAL EMAIL ALERT 

& NOTIFICATION SYSTEM 

West Memorial has a new alert and notification system that works 

with email. The alerts are for emergency notifications, security 

alerts and messages from our constables. The notifications are for 

neighborhood events, meetings and issues. 

To be a part of the system, you must request the service. If you 

are interested, open our web site at www.westmemorial.org and 

locate the Sign-Up icon on the right side of the main page. Follow 

the instructions and you will receive all future alerts and notifications. 

Anyone wishing to send an alert or notification should submit 

the message to westmemorial@westmemorial.org for approval, 

posting and transmission. Please direct any questions to harry@

TRASH SERVICE 

In January, WCA Waste (WCA) became your trash collection 

provider. Trash service days are TUESDAY AND FRIDAY. Please 

have trash out at curb by 7 AM each pick up day. Heavy Trash and/or 

extra bags are picked up on both pick-up days, Tuesday and Friday. 

RECYCLING IS EVERY FRIDAY 

WCA takes great pride in our recycling program and efforts. Ensuring 

the best recycle program for our customers takes time and effort 

on both sides. Please remove caps, liquids and food products from 

inside the containers. Please only use the recycle bins for recyclable 

materials, not as an extra trash container. 

WCA will collect papers, plastics, aluminum and tin cans that are 

placed within the provided recycling bin. If items exceed container

of these items in your trash container for the next scheduled pick up. 

HOLIDAYS 

When regular pick-up falls on a holiday, New Year’s Day, Memorial 

Day, July 4 th (Independence Day), Labor Day, Thanksgiving Day, 

and Christmas Day, the pick-up will be made on the next regular 

scheduled pick-up day. If your recycling day falls on a holiday it will 

be picked up the next week on your normal scheduled recycle day. 

BILLING 

WCA will invoice each individual residence on a quarterly basis. 

Bills are due 30 days after receipt. Any residents failing to pay will 

receive a statement, have services discontinued and incur a $25 

late/reconnect service fee.

WEST MEMORIAL PARK 

Our community park is located at 22415 Kingsland and is open to 

all West Memorial residents for outdoor activities. It has playground 

equipment and a large sheltered pavilion.

approached by a solicitor, please call the Constable’s office at 281- 

463-6666. Continue to call this number if you see suspicious person 

or vehicles.

STRAY ANIMALS 

Do not hesitate to call Harris County Animal Control at 281-999-3191, 

if you see animals that are roaming the neighborhood unleashed. 

WEST MEMORIAL CONSTABLES 

Our Constables patrol our subdivision 24 hours a day/seven days a 

week. Please call them at 281-463-6666 to report any disturbance or 

to request vacation patrols. 

WEST MEMORIAL WEBSITE 

www.westmemorial.org is the address for West Memorial 

information on the internet. The web site contains pool information, 

Board member contacts and complete documentation of your deed 

restrictions. It also contains neighborhood information, including 

schools, security, recreation and local worship centers. Check it out, 

you might find something you have been looking for. 

DEED RESTRICTIONS 

The purpose of Deed Restrictions in your neighborhood is to protect and 

enhance property values. They set guidelines for initial construction, 

perpetual maintenance and property use. As residents agree to abide by 

the majority view; the style and standards of a community are established 

and everyone benefits. For your information, restrictions are written by 

the developer before the first home is constructed and the Association is 

then charged with the on-going responsibility of enforcing them. They can 

be changed, but a very large percentage vote of homeowners is required 

to do so. Please let us know if you see a problem in the neighborhood. 

REWARD 

West Memorial Civic Association’s Board has approved the following: 

A $250 reward to anyone providing information leading to the arrest 

and prosecution of person or persons vandalizing or destroying West 

Memorial Civic Association property. 

CLUBHOUSE RENTAL 

If you are interested in renting the clubhouse, please call Dannielle 

Raper at 1-866-844-3933. At the time your call is returned, the guidelines 

for renting and using the clubhouse will be provided. Be sure you allow 

yourself plenty of time to fulfill the requirements, such as hiring security 

officers. You will be provided with the names and phone numbers of the 

individuals to contact to make the necessary arrangements. 

A few, but not all, of the guidelines are listed below: 

1. There is no smoking in the clubhouse. 

2. Residents must have all dues/assessments paid prior to booking 

the clubhouse. 

3. A certified check for all rental fees and deposits is required 30 days 

in advance. 

4. The security deposit will be returned within 30 days after the date 

of the event based on the condition the premises was left in. 

5. Renter is responsible for the conduct of all attendees. 

6. Police Officers are required at all functions of 50 or more attendees 

or at any event in which alcohol will be served. Arrangements and 

payment, for the officers, are to be made by the renter. 

Rental rates are as follows: 

Resident $175 

Non-resident $525 

Security deposit $300 

STREET LIGHTS 

Your Association pays for streetlights from your annual dues, 

whether they work or not. If a light is out in your area, please call 713- 

207-2222 and report it. You may also report outages online at www. 

centerpointenergy.com/outage. Each light has a number on it. When 

reporting the out light, give the pole number and street location. We 

want all lights to work. A lighted area is a safer area.

GARDENING TIPS FOR APRIL 

Mulch - If possible, buy Bagged Mulch. Bagging helps eliminate a 

great many pests that die from various causes while in the bag. When 

you buy ‘loose’ mulch that is trucked to your home, you are also 

buying ants, roaches, termites, etc… Spend a little more on bagged 

material and save lots of future pest problems. Keep your mulch at 

least 4” - 6” below the top of your homes exposed foundation edge/ 

side. This will aid in minimizing pests in your home and allow for 

quick and accurate termite inspections. 

Shrubs, Flowers and groundcovers - Trim all shrubs/plants at least 

12” - 18” back from your home. Do your best to create a plant free 

zone that is 18” - 24” wide around your home. The exception is your 

lawn - it can grow up next to the slab as long as you keep it 4” - 6” 

below the top of the slab. The most conducive to termite infestation 

are groundcover plantings, growing high against your homes exterior 

or (especially) ivy that grows on your walls. 

Trees - Spray your trees at least twice annually. The spring spray 

eliminates overwintering pests and fungi while preparing trees to 

resist the pest onslaught of summer with residual pesticides. The 

fall spray also kills pests from the summer, prevents most fungi 

from occurring over the winter and puts your valuable asset off to a 

healthy winter’s dormancy. 

Lawn - Spring is the perfect time to do a fungicide treatment to stop 

brown patch in its tracks along with other fungi. If your lawn is thin 

and weak in some areas, here are some important fundamentals: a) 

lawn aeration b) fertilization c) weed control. 

Most important is proper watering: 

• Water once per week (unless you get a 1/2” rain or more - then do 

not water.) • Water heavily (1” - 2”) for total lawn coverage. 

• In severe drought, water every 5 th day. • Water from 5 AM to 7 AM 

in the morning - NOT AT NIGHT. • A heavy deep weekly watering 

makes the turf grow deeper, stronger and more drought resistant 

roots. • Less watering also saves you money!!

WWII AIRCRAFT FLY-IN AND OPEN HOUSE

old airplanes with the mighty round engines will be flying again as the 

Commemorative Air Force’s Houston Wing presents its 2016 Open 

House at Hangar B-5, West Houston Airport. Bring the family and 

get up close and feel the prop wash and hear the noise as radial 

engines power these WWII aircraft. See some of the old planes 

your father, grandfather or grandmother learned to fly for World War 

II. We expect to have 15 - 20 historic aircraft on display along with

KATY GRAND THEATRE PROJECT 

The Noyes Fine Arts Foundation (NFAF) is premiering the first annual 

Puttin’ On The Ritz Gala - a black tie spectacular event for Katy. The 

Noyes Fine Arts Foundation plans to build the first state-of-the-art,

community oriented performance center in Katy, Texas, an initiative 

named The Katy Grand Theatre Project. The Katy Grand Theatre will be 

the Katy community’s flagship performance venue to view family-friendly 

musical theatre, providing affordable space for local organizations to rent

the community. The Puttin’ On the Ritz Gala is NFAF’s annual fundraiser 

and is sure to become Katy’s don’t miss event for years to come. Held at

Summer Camps 

THE ARC OF KATY SUMMER CAMP 

The Arc of Katy is currently taking applications for three 2016 Summer 

Camp sessions for students and adults with IDD, ages 16 and up. 

The camps will be held Monday through Thursday, weekly, from 

8 AM until 3 PM at Cornerstone Evangelical Presbyterian Church

The Safety Festival’s purpose is to familiarize residents with vital 

safety precautions, as well as the daily tasks of ESD 48 and other 

neighboring fire and EMS departments through a variety of fun and 

high-energy activities.

DECIBELLES (A BARBERSHOP CHORUS) 

Do you like to sing? Are you looking for a place to display your talents 

or just to have fun with music? You should be a Decibelle! We are a 

(ladies only) daytime chorus rehearsing every Friday morning from 

10:30 AM to 12:30 PM, at the Treemont Retirement Center, 2501 

Westerland, near Westheimer and Gessner. Some of us read music, 

but it is not required. We are provided a CD to help in learning new 

songs. Our director, Martha Upton and assistant director, Cay Eckland 

will help you find out if you are a Tenor, Lead, Baritone or Bass. 

We have been performing in the Houston area for over 38 years. 

We prepare two types of shows each year; a Christmas show with 

old favorites, but always a new fun tune including props, narratives 

and choreography. Our regular show this year is titled “Through the 

Years” We are singing songs from 1900 and every decade after that. 

If your meeting, gathering or any type “get together” would like a 

half hour of cheerful and melodic entertainment, call the Decibelles. 

We’ll be there in costume with a program of sheer delight.

GRACE NOTES 

Singers, dancers and Instrumentalists are invited to join the “Grace 

Notes” a performing group which shares music with the elderly in 

retirement homes, Alzheimer’s and nursing facilities and community 

events. We sing a combination of secular, patriotic and sacred music. 

We also sing once a month on Sunday morning for the congregation 

of St. Peter’s UMC. We rehearse during the school year on Tuesday 

mornings at 9:30 AM at St. Peter’s UMC. Babysitting is provided. 

Tuesday mornings are also our “outing” days to perform in the

Katy Christian Women’s Connection (KCWC) will be hosting our

• FREE TAX ASSISTANCE - Every Monday and Friday through 

April 18 th , AARP will be offering free tax assistance to elderly and 

low-income individuals. AARP assistance runs from 10 AM to 2 PM. 

• VOLUNTEER AT THE LIBRARY - Volunteers are needed to 

help shelve, count patrons and more. We will be holding our next 

volunteer orientation on Thursday, April 7 th at 4:30 PM. Students 

should be in high school and must be able to commit to two hours

Precinct Three Transportation. Saturday, April 23 rd at 10 AM, the 

bus departs from the Maud Marks Library for a fun-filled day at the 

San Jacinto Monument. This program is for senior adults only-no 

exceptions. Seating is extremely limited. Although admission is free, 

participants are responsible for their own lunch. Please bring a lunch 

with you or enough money to buy something to eat there. The bus 

will arrive back at the library approximately 6:30 PM. 

• DIY CRAFTS: CORK LETTERS - Make your initials out of cork! 

Join us on Tuesday, April 12 th at 2 PM as we use wine corks to 

create various letters to decorate our homes and kitchens. Although 

we will be able to provide some wine corks, please save and bring 

your own. Seating for this is extremely limited. 

• STEPS TO STARTING YOUR OWN BUSINESS - Do you want to 

start your own business but are not sure how? On Saturday, April 16 th 

at 2 PM, SCORE, a volunteer group who offer business counseling 

to small business owners, will be at the library to show you how it’s 

done. Some of the topics covered include choosing a business entity, 

the right location, business expenses and deductions, employees vs. 

subcontractors, financial organization (setting up your books), forms, 

websites and more. 

• GREEN THUMB GARDENING - Master Gardeners of Harris 

County will be bringing their Green Thumb series once a month 

where they will discuss various topics unique to gardening in the 

Houston area. This month, on April 19 th at 10 AM, learn all growing 

and using herbs. Seating is extremely limited for this class. 

• COMPUTER CLASSES - The library offers a variety of computer 

classes each month. You must know how to use a mouse and a 

keyboard. Seating for this is extremely limited. Registration is

• STORYTIME - Storytime for preschool-aged children is held 

each Wednesday at 11:15 AM. Stories, fingerplays and songs are

• PAT-A-CAKE CLUB INFANT STORYTIME - This program will 

meet each Thursday morning at 10:15 AM and 11:15 AM. This 

is an interactive program for children, ages 0 to 12 months and 

their caregivers. Each session will last about 20 minutes, featuring 

nursery rhymes, songs and finger plays. 

• TOTALLY TODDLER STORYTIME - Toddlers, ages 18 to 36 

months, are invited to participate in our Totally Toddler Storytime, 

which will be held on Tuesdays, at 10:15 AM and 11:15 AM and 

Wednesdays at 10:15 AM. Tickets are required for Toddler Storytime. 

Tickets are given to the first 30 toddlers the day of the event. 

• WEDNESDAY WONDERS - Come to the library and let imaginations

library will host Wednesday Wonders for ages 6-11. These programs

Southwest Houston’s own brand new women’s flat track roller derby 

team is now forming. This isn’t the old school roller derby you’ve 

seen in the past. We train derby athletes to compete according to the 

rules and guidelines set forth by WFTDA, the Women’s Flat Track 

Derby Association. We are actively recruiting skaters, referees and
