APRIL BOARD MEETING<br />

The <strong>Westlake</strong> Civic Improvement Association will hold its April meeting<br />

on Tuesday, April 19, 2016, at 7 PM at the Community Center located<br />

at 2502 Franz Road in <strong>Westlake</strong> <strong>Forest</strong>. All homeowners are invited to<br />

attend. The Board will hold an executive session April 18, 2016, at 6:30<br />

PM at the Community Center. If you would like a special meeting with<br />

the Board about a collection issue or a deed restriction or architectural<br />

matter, please contact Emma Deatherage at PCMI to be placed on the<br />

evening’s schedule. We are back on our regular schedule of the third<br />

Tuesday of each month for our homeowner meeting.<br />

COMMUNITY GARAGE SALE<br />

Many of our homeowners and residents have asked if we would hold a<br />

community garage sale a few times a year. After discussion about how<br />

the Board can support a successful effort, we have decided to hold the<br />

Spring Community Garage Sale for <strong>Westlake</strong> and <strong>Westlake</strong> <strong>Forest</strong> on<br />

Saturday, April 9, 2016 from 7-11 AM. The Board will advertise this<br />

community garage sale and we will be placing large banners on the<br />

median of Saums Road for the four hour period of the community garage<br />

sale. The Board will promote the Garage Sale through Nextdoor.com,<br />

on our website, through email and on Craig’s list. We encourage our<br />

homeowners to participate and maximize the amount of traffic for each<br />

family’s garage sale. Each homeowner will be responsible for setting up<br />

their own garage sale in their front yard and driveway. We ask that you let<br />

the Board know via a quick form on our website whether or not you are<br />

participating in this event. We will then advertise how many homes are<br />

involved, thereby further increasing your traffic on that Saturday morning.<br />

EARTH DAY KICK OFF EVENT<br />

The <strong>Westlake</strong> Civic Improvement Association will hold its<br />

Earth Day Week Kick Off Event on Saturday, April 16, 2016,<br />

at 11 AM at the Park, Common Area and Community Center<br />

located in <strong>Westlake</strong> <strong>Forest</strong> at Franz Road and Creek Meadow.<br />

Food will be served between 11 AM and 1:30 PM. Ralph<br />

Reed will be cooking hamburgers, hot dogs and sausages for<br />

everyone. In addition, there will be chips and sweets of some<br />

sort plus water to drink. Music will be provided and an MC will<br />

announce various activities.<br />

There will be door prizes given out at 11:30 AM, noon, 12:30<br />

PM, 1 PM and 1:30 PM for adults and for children. We will have<br />

a presentation of information and brochures for all residents<br />

to browse regarding water use reduction in our homes; a<br />

specialist on water conservation will be available to answer<br />

your questions. We will also have a master gardener present<br />

with ideas on low maintenance, low water native plants and<br />

suggestions for creating lovely landscaping without spending<br />

a king’s ransom for plants each season.<br />

There will be activities and gifts for the children as well as<br />

information for the adults. Many other plans are in the works<br />

to make this a happy, informative celebration of Earth Day.<br />

We invite all of our residents to come out on Saturday, April<br />

16 th and join us at the <strong>Westlake</strong> <strong>Forest</strong> Common area, park and<br />

Community Center for this Celebration of Spring and Earth Day.<br />

ZIKA VIRUS IS DEADLY….<br />

REPORT STANDING WATER & EMPTY STANDING WATER<br />

Report standing water to the Harris County Public Health<br />

and Environmental Services Department at 713-274-6300;<br />

this is the ENVIRONMENTAL DIVISION. It is imperative that<br />

no standing water be allowed in your yard or around your<br />

home due to the terrible consequences of the Zika Virus. The<br />

mosquito which transmits Zika is prolific in the Harris County<br />

area.<br />

2016 WESTLAKE GATORS<br />

SWIM TEAM REGISTRATION<br />

<strong>Westlake</strong> <strong>Forest</strong> and <strong>Westlake</strong> have one of the finest programs<br />

available in the late spring and early summer for the children<br />

of our subdivision. If your child is between 4 years and 18<br />

years of age, you will want to enroll him or her in the <strong>Westlake</strong><br />

Gators Swim Team. Your child will learn to swim, get healthy<br />

exercise, have great fun and be able to compete in swim<br />

meets with his or her team mates. This program lasts until<br />

the end of June. Sadly, this team has often been populated<br />

by children from other subdivisions because our residents are<br />

not taking the time to join this wonderful team.<br />

Professionally managed by residents of <strong>Westlake</strong> and<br />

<strong>Westlake</strong> <strong>Forest</strong>, your children will gain a sense of fair play,<br />

accomplishment and joy in physical activity when you register<br />

them for the Gators swim team. Finances need not be an issue<br />

as scholarships are available for residents of both <strong>Westlake</strong><br />

and <strong>Westlake</strong> <strong>Forest</strong>.<br />

The <strong>Westlake</strong> Gators Swim Team (WGST) is now holding<br />

registration for the 2016 summer swim season online.<br />

This began March 14, 2016 and will end on May 6, 2016.<br />

Registration may be found at westlakegators.swimtopia.com.<br />

Each swimmer registered will receive a team shirt, insurance<br />

while participating in swim team events, team party and trophy<br />

at the end of the season and great learning experience with<br />

lots of fun with new and old friends.<br />

WGST is a summer team offering instruction, training and<br />

competition to swimmers age 4 to 18. The swimmer must be<br />

able to swim the length of the pool unassisted by May 17,<br />

2016. Practice begins Monday, May 2, 2016. Morning and<br />

evening practices will be offered during the month of June.<br />

WGST is a joint venture of <strong>Westlake</strong>/<strong>Westlake</strong> <strong>Forest</strong><br />

subdivisions to insure that both subdivisions will have a<br />

swim team for their residents. It should be noted that other<br />

subdivisions are also invited to join. We are a member of the<br />

West Houston Aquatic League (WHALe).<br />

WGST was organized to provide our youth the opportunity<br />

to participate in a quality competitive summer swimming<br />

program, which will provide personal growth, self-esteem,<br />

enjoyment and introduce children to the life-long health<br />

benefits of the sport of swimming. The sport will be taught in<br />

a fun environment while nurturing a competitive attitude at the<br />

individual’s own rate.<br />

WGST considers all swimmers as equal and integral members<br />

of our team. Our success is ultimately measured by how much<br />

opportunity we provide for the youth of our community and by<br />

how much their individual potential is maximized. The building<br />

of positive attitudes, health bodies, disciplined minds and<br />

We will be sending letters if these items are in view from the<br />

road. If the deed restriction isn’t corrected, an initial fine will<br />

be charged to your account and every month thereafter until<br />

corrected. Please take the time to just stand back and look at<br />

your home and take note of what can be done to make your<br />

home look the best that it can. Do I need to paint? Are the<br />

window treatments neat in good condition and a neutral color?<br />

Is my roof, gutters and wood in need of repair? If you catch<br />

these things in the beginning then they truly are little things!<br />

Our neighborhood is in a great location, which becomes more<br />

attractive to prospective home buyers as the traffic in the area<br />

gets worse! However, if we allow our homes to deteriorate and<br />

do not keep them maintained and looking neat then our home<br />

values will also decline. If you notice something that needs to<br />

be taken care of or that might be a deed restriction, please<br />

take the time to notify our management company or one of the<br />

board members! If you should receive a letter advising you of<br />

a deed restriction, please correct it in a timely matter. If you<br />

need more time than noted in the letter to correct the violation,<br />

call the management company and they will note your file so<br />

you don’t continue to receive notices to correct the violation.<br />

CATS USING FLOWERBEDS:<br />

TRAPPING MAY BE DONE<br />

It has been discovered that free roaming cats are using the<br />

flowerbeds for their litter boxes. If this continues traps will be<br />

set and the cats taken to the pound. This practice puts the<br />

health of anyone who works or plays on the mulched area at<br />

risk. The diseases that can be transmitted cannot only make<br />

people very sick: some will die from the exposure to cat feces<br />

and urine in the mulch.<br />

residents to get timely information on repairs, improvements,<br />

activities and other elements of the neighborhoods’ operation<br />

from the website. The website offers “email blasts” with special<br />

announcements which you can choose to receive by signing<br />

up on where indicated.<br />

DEED RESTRICTIONS<br />

The deed restrictions for both the <strong>Westlake</strong> <strong>Forest</strong> and<br />

<strong>Westlake</strong> subdivisions are posted on our website. Please take<br />

a few minutes to familiarize yourself with the dos and don’ts<br />

of life in our subdivisions. Although we do not have the strict<br />

deed restrictions associated with more affluent communities,<br />

we do follow the “hometown” norm of our deed restrictions<br />

and expect our residents to contribute to the health of the<br />

neighborhood by complying. The website is westlakecia.org.<br />

ZIKA VIRUS FOCUSES COUNTY<br />

ATTORNEY & SHERIFF’S OFFICE<br />

ON NUISANCE ABATEMENT<br />

We have long advocated the benefits of applying the Texas<br />

Nuisance Abatement laws to our subdivisions. Even small<br />

amounts of standing water are cause for serious alarm as we<br />

are now in the “mosquito season” in the Houston area. The<br />

Zika virus is one which has severe consequences for unborn<br />

babies and, on occasion, serious health consequences for<br />

children and adults who contract the virus.<br />

After many discussions as to the merit of formalizing this<br />

effort, expanding it throughout the county and partnering<br />

resources with other Harris County Agencies, the Sheriff’s<br />

Office has announced the best programs yet devised for<br />

neighborhoods, such as ours, which are experiencing<br />

increasingly severe problems with junk vehicles, abandoned<br />

cars (parked on the street for 48 hours or more), abandoned<br />

homes, foreclosed homes, debris, trash, broken windows and<br />

hazards which impact both health and safety. Needless to<br />

say, neighborhoods which decay become enticingly attractive<br />

to the criminal element. These neighborhoods do not get the<br />

seal of approval from the real estate community, either. We<br />

want to eliminate these possibilities for <strong>Westlake</strong> <strong>Forest</strong> and<br />

<strong>Westlake</strong>.<br />

The Sheriff’s Office has already trained nearly 250 deputies<br />

and sergeants in the Nuisance Abatement Code(s) of Texas.<br />

More deputies and sergeants are scheduled for training next<br />

week. Sgt. Ron Boatman will be in charge of the county-wide<br />

Nuisance Abatement program in the Sheriff’s Office. He has<br />

established relationships with the Health Department and<br />

the County Attorney’s office. The County Attorney’s office is<br />

present at all deputy trainings to answer questions about quick<br />

referral and information needed on the types of abatement in<br />

order to pursue these in a court of law.<br />

The Nuisance Abatement Officer from the Health Department<br />

will be working closely with all the deputies in Patrol, whether<br />

in contracts or district units, to enable all non-compliant<br />

nuisances to be expeditiously removed or corrected.<br />

This is not an enforcement of deed restrictions. Although Texas<br />

law and deed restrictions intersect on some of the nuisance<br />

abatement laws, law enforcement agencies do not enforce<br />

deed restrictions. If there is a deputy talking with someone<br />

about a nuisance, it is because the law has been violated.<br />

The County Attorney’s Office has assigned several of their<br />

attorneys to this effort. Each contract unit is trained in all facets<br />

of Nuisance Abatement. The Health Department Nuisance<br />

Abatement Officer for Harris County is partnering on this effort<br />

as well.<br />

Please let Annette Baldwin know about any of the following:<br />

1. Houses that are empty, abandoned or have debris, trash,<br />

appliances, high grass, rats, snakes, open doors, broken<br />

windows, swampy swimming pools, standing water, even in<br />

small amounts, etc.<br />

2. Vehicles parked on the street for more than 48 hours,<br />

especially those that are not operable, are on jacks, are<br />

illegally parked, do not have current registration or inspection,<br />

have flat tires, etc. It is illegal for any vehicle to park for more<br />

than 48 hours.<br />

3. Vehicles of any kind which are parked on the driveway or<br />

the yard and have expired inspection stickers, flat cars, are<br />

inoperable, haven’t moved for 30 days, are on jacks, etc.<br />

These are junk vehicles.<br />

4. Graffiti in commercial and residential areas. State law<br />

contains a provision for mandatory removal of graffiti.<br />

Please provide information on address, type of nuisance, if<br />

this is a vehicle, provide the location and make, model, color<br />

and license tag of the vehicle. For graffiti, provide a location<br />

reference.<br />

North Fry Road looks terrible. The Abby and other businesses<br />

at <strong>Westlake</strong> Plaza are covered in graffiti. Further, if one checks<br />

the sides and backs of buildings on North Fry, the presence<br />

of gangs is obvious. We have got to remove the welcome mat<br />

by insisting that graffiti be eradicated immediately. We will be<br />

providing ongoing information to our deputy regarding all of<br />

the above Nuisance Abatement issues in our subdivision. In<br />

order to maximize the use of our contract deputy dollars, your<br />

continued and expanded efforts to send me information on<br />

suspected Nuisance Abatement is most appreciated. Together<br />

we can clean up our neighborhoods.<br />

If we can emulate this model in <strong>Westlake</strong>, the Nuisance<br />

Abatement laws will continue to lower the expense for legal<br />

costs to the WCIA as well as end the problem much more<br />

quickly than civil action with its long process of the monthly<br />

neighborhood check by the management company, followed<br />

by a series of letters and finally, individual cases forwarded<br />

to the attorneys for more expensive letters plus a possible<br />

legal action which is also expensive, lengthy and payable<br />

from WCIA (your dues money) funds. Please keep in mind<br />

that the law firm and management company charge for every<br />

service provided. This is the nature of business. These people<br />

are not volunteers. A sizable portion of our budget will need<br />

to go to attorneys and to the management company for deed<br />

restriction violations if we cannot stay on top of nuisance<br />

abatement.<br />

We thank each one of you who reported a violation to our<br />

Contract coordinator. We encourage you to continue to do so;<br />

you will be improving the appearance of the neighborhood<br />

and enhancing the quality of life for each one of us. To report<br />

working together we will reverse the degenerated look our<br />

neighborhood is projecting and enjoy a higher quality of life.<br />

TIME FOR OUTSIDE LAWN<br />

& STRUCTURE WORK<br />

The season is here for fertilizing grass, mowing, edging,<br />

cleaning up from the winter and enhancing the appearance of<br />

your home for the spring, summer and fall months. Now is the<br />

time to get started… before the heat becomes overwhelming.<br />

The covenants require that your gutters be in place, your<br />

house be properly painted, the roof be in good condition,<br />

the lawn mowed and the driveway, sideway and curb areas<br />

edged. While for most of us these requirements have always<br />

been a way of life, some folks are not used to the upkeep of<br />

a single family home with a yard. There is much information<br />

available at both Home Depot and Lowe’s regarding yards,<br />

gardens, gutters, painting, roofing, etc. These pamphlets are<br />

free. Employees can answer any questions you might have.<br />

We thank the majority of homeowners and residents who take<br />

care of their property and enhance the overall appearance of<br />

the neighborhood.<br />

OVERNIGHT COMMERCIAL TRUCK<br />

PARKING ILLEGAL IN SUBDIVISIONS<br />

By now you should have noticed the signs posted at each<br />

entrance to both <strong>Westlake</strong> and <strong>Westlake</strong> <strong>Forest</strong> regarding the<br />

illegality of overnight commercial truck parking. Commercial<br />

vehicles are not allowed in the subdivision between 10 PM<br />

and 6 AM.<br />

Our deputy has personally contacted a number of commercial<br />

truck operators whose vehicles have been in the subdivision<br />

overnight or at 10 PM. All were warned of the law and told to<br />

remove these vehicles from the subdivision; each individual<br />

has complied. Those who do not comply are subject to<br />

citation, court appearance and serious fines.<br />

If a commercial truck is parked overnight within the subdivision,<br />

the Sheriff’s Department will begin issuing citations to the<br />

owner of the truck. In most cases, these trucks are not owned<br />

by the resident but by their employer. The fine is pretty hefty.<br />

If you drive a commercial vehicle, we suggest you make<br />

arrangements for overnight parking of that vehicle in a safe<br />

place outside the subdivisions. There are many options for<br />

parking the larger commercial vehicles. Monthly rent can be<br />

paid to several nearby storage facilities and you might even<br />

be able to park in a parking lot if you make arrangements with<br />

the operator of the shopping center.<br />

TEXAS PARKING LAW<br />

For those of you who unfamiliar with the parking laws in the<br />

state of Texas, here are the basics for your review. Due to<br />

requests from emergency services providers as well as<br />

continual complaints from neighbors, a crackdown on parking<br />

violations has resumed.<br />

• 30 Feet from stop sign<br />

• 20 Feet from cross walk<br />

• No more than 18” from curb - parallel to curb, front wheels<br />

turned toward curb, car locked<br />

• Park WITH the traffic direction<br />

• Vehicles parked in driveways cannot extend into the street<br />

• No more than 48 hours on a public street - sticker after 48<br />

hours/tow after additional 48 hours<br />

• No parking on the sidewalks (except where sidewalk crosses<br />

driveway)<br />

• 15 ft from fire hydrant<br />

• Cannot obstruct another’s driveway<br />

INGREDIENTS:<br />

23 large marshmallows<br />

2 cups brown sugar<br />

1/4 cup light corn syrup (such as Karo®)<br />

1 cup butter<br />

1 teaspoon vanilla extract<br />

2 (3.5 ounce) packages microwave popcorn, popped<br />

DIRECTIONS:<br />

Cook and stir the marshmallows, brown sugar, corn syrup,<br />

butter and vanilla extract together in a pot over medium-low<br />

heat until the marshmallows are completely melted, 5 to 7<br />

minutes.<br />

Put the popcorn in a large bowl; pour the marshmallow mixture<br />

GARDENING TIPS FOR APRIL<br />

Mulch - If possible, buy Bagged Mulch. Bagging helps eliminate a<br />

great many pests that die from various causes while in the bag. When<br />

you buy ‘loose’ mulch that is trucked to your home, you are also<br />

buying ants, roaches, termites, etc… Spend a little more on bagged<br />

material and save lots of future pest problems. Keep your mulch at<br />

least 4” - 6” below the top of your homes exposed foundation edge/<br />

side. This will aid in minimizing pests in your home and allow for<br />

quick and accurate termite inspections.<br />

Shrubs, Flowers and groundcovers - Trim all shrubs/plants at least<br />

12” - 18” back from your home. Do your best to create a plant free<br />

zone that is 18” - 24” wide around your home. The exception is your<br />

lawn - it can grow up next to the slab as long as you keep it 4” - 6”<br />

below the top of the slab. The most conducive to termite infestation<br />

are groundcover plantings, growing high against your homes exterior<br />

or (especially) ivy that grows on your walls.<br />

Trees - Spray your trees at least twice annually. The spring spray<br />

eliminates overwintering pests and fungi while preparing trees to<br />

resist the pest onslaught of summer with residual pesticides. The<br />

fall spray also kills pests from the summer, prevents most fungi<br />

from occurring over the winter and puts your valuable asset off to a<br />

healthy winter’s dormancy.<br />

Lawn - Spring is the perfect time to do a fungicide treatment to stop<br />

brown patch in its tracks along with other fungi. If your lawn is thin<br />

and weak in some areas, here are some important fundamentals: a)<br />

lawn aeration b) fertilization c) weed control.<br />

Most important is proper watering:<br />

• Water once per week (unless you get a 1/2” rain or more - then do<br />

not water.)<br />

• Water heavily (1” - 2”) for total lawn coverage.<br />

• In severe drought, water every 5 th day.<br />

• Water from 5 AM to 7 AM in the morning - NOT AT NIGHT.<br />

• A heavy deep weekly watering makes the turf grow deeper, stronger<br />

and more drought resistant roots.<br />

• Less watering also saves you money!!<br />
