ANNUAL GENERAL MEETING<br />
April is now upon us and we are once again closing in on our all-important Annual<br />
General Meeting. This meeting is your opportunity to meet your current Board<br />
members and to cast your vote for candidates who are up for election to fill two<br />
open positions on the Board. All owners of record will be receiving by mail the official<br />
notification in accordance with our Bylaws. This notification will also include a proxy/<br />
absentee ballot form for the use of anyone who is unable to attend the meeting<br />
in person. You may use this form to vote for a candidate or to assign your vote to<br />
another person who you choose to vote on your behalf or you can forego your vote<br />
and submit your proxy for quorum purposes only. In order to conduct the meeting we<br />
must have a quorum of our members so it is very important that if you cannot attend<br />
in person that you complete and submit your completed proxy/absentee ballot form<br />
in accordance with the instructions that will be included in the package. This meeting<br />
will be held in the clubhouse at 1602 Hoyt Lane on Tuesday April 19 th . It will begin<br />
promptly at 7 PM, following a 30-minute registration period.<br />
MARCH YARD-OF-THE-MONTH<br />
The Yard-of-the-Month for March goes to Ron and Karen Mace of 1519 Durfey.<br />
The Mace’s have lived in The <strong>Settlement</strong>, since 1991 and have 2 adult children,<br />
Jason and Cameron. Ron and Karen both enjoy working in the yard, which they find<br />
soothing. Their yard is perfectly manicured. At the street the flowerbeds contain low<br />
junipers, society garlic and a large flowering firecracker plant. The island bed around<br />
the pine tree has Indian hawthorns, agapanthus and red geraniums. Along the front<br />
of the home are neatly trimmed hedges of ligustrums, boxwoods, azaleas and a<br />
Savannah’s Bird Girl statue. These beds are bordered with monkey grass. At the<br />
front door Karen has welcoming decorations, including a park bench, a large glass<br />
lamp and a beautiful wreath. Thank you Ron and Karen for adding so much beauty<br />
to our neighborhood.<br />
2016 POOL SCHEDULE<br />
The 2016 pool schedule is now posted on our web site. Again this year our pool<br />
will be managed by A-Beautiful Pools Inc. and we are looking forward to another<br />
great season. Those who haven’t visited the clubhouse recently will be pleasantly<br />
surprised to see that the clubhouse has been repainted and the pool area behind it<br />
landscaped. We have also replaced the water fountains and installed two awnings.<br />
One of these will provide shade over the baby pool and the other over part of the<br />
deck on the diving board side of the pool.<br />

FLAGS ACROSS AMERICA<br />
Aidan Smith - a Boy Scout in BSA Troop 1103 who lives in the<br />
<strong>Settlement</strong> is participating in a fund raising program called Flags<br />
Across America. It is a great program where you fly an American<br />
Flag in front of your house during seven U.S. holidays: Presidents<br />
Day, Memorial Day, Flag Day, July 4 th , Labor Day, September 11 th ,<br />
Veteran’s Day. The flag is 3 foot by 5-foot and mounted on a 10-foot<br />
pole. For a yearly subscription of $35, he will personally install, put up,<br />
take down and store the flag for you. He takes care of everything and<br />
you get to enjoy the flag proudly displayed. All proceeds go directly<br />
to scouting and support its purpose of preparing young people to<br />
make ethical and moral choices over their lifetimes by instilling in<br />
them the values of the Scout Oath and Law. If you are interested in<br />

BADGE.<br />
One resident attended the meeting with his son who is with Boy Scout<br />
Troup 1103. The troop is offering a flag service to the neighborhood.<br />
This service consists of scouts installing a flag holder at a price of<br />
$35 per year for each and then putting out into each installed holder<br />
a 3’ X 5’ flag on a 10’pole for the duration of each major holiday.<br />
The Board expressed its appreciation for this service and deferred a<br />
decision on whether to purchase one or more for installation at the<br />
clubhouse until a vote could be taken later in the meeting. The Board<br />
also invited the scout to provide a write-up of the service so that it<br />
could be made available to all subdivision residents to allow those<br />
interested to also participate in this program.<br />
The second homeowner attending the meeting was Katy Hall, who is<br />
the swim team liaison. She informed the meeting that the swim team<br />
Board is gearing up for a great swim season.<br />
At this time Floyd Ball introduced Tiffani Moyer of A-Beautiful Pools.<br />
Tiffanie is the A-Beautiful Aquatics Director who will be responsible<br />
for the running of our pool this season, replacing Marty Wadsworth<br />
who has left the company for another business opportunity. Tiffany<br />
has been with A-Beautiful for five years so brings a lot of experience<br />
to this assignment. She expressed her pleasure at being able to<br />
work with <strong>Williamsburg</strong> <strong>Settlement</strong>. The Board thanked Tiffani for<br />
attending the meeting.<br />
PATROL SERVICE REPORT<br />
The Board reviewed the patrol service report. Martin Spears reported<br />
there has been one burglary of a residence since the January report<br />
was published, but overall the subdivision is doing well with few<br />
incidents to report.<br />
FINANCIAL REVIEW<br />
Dave Ellis presented the financials. As of January 31, 2016 the<br />
money in the bank totaled $669,293.51. This figure includes<br />
checking, savings accounts and CD’s and is the money to cover both<br />
operating expenses and the necessary reserve to fund maintenance<br />
and replacement of the Association’s capital assets. The delinquency<br />
for the period ending January 31, 2016, was $159,449.47. This<br />
amount includes maintenance fees, accrued interest, the cost of<br />
force mows and legal fees. He did report that the 2015 year-end<br />
maintenance fee delinquency was less than one percent. At this time<br />
the delinquencies are high but it is the beginning of the year and the<br />
amount will (hopefully) fall significantly in February and subsequent<br />
months.<br />
OLD BUSINESS<br />
Perimeter Fence<br />
The Board reported that most of the 2015 and 2016 scheduled fence<br />
replacement has now been completed. One outstanding section is<br />
the portion on Colonial Parkway that has been removed to facilitate<br />
the Bucktrout drainage construction project. This will be completed<br />
at the conclusion of that project and the MUD 61 has donated a<br />
check to the Association to cover the cost of replacing this section.<br />
There is an additional almost two thousand feet (2,000’) on the West<br />
end of the subdivision that will need to be considered for replacement<br />
in 2017 or later.<br />
Recreation Area Drainage<br />
Dave Ellis reported that after an investigation following from the<br />
January meeting where a homeowner brought to the Board’s<br />
attention a drainage problem in the area between the parking lot<br />
and rear fences of the first two homes along N. Rebecca Burwell,<br />
Larry Crain and he met with the Association landscaping company.<br />
The proposed resolution is to install two drains in that area, one<br />
connecting via a 4” pipe into the existing line that drains the car park<br />
and another that will take water along the edge of the fence towards<br />
Hoyt. The price to complete this project would be $2,500 plus tax. A<br />
motion to accept the proposal was made by Floyd Ball, seconded by<br />
Gail Owen and unanimously approved.<br />
Call for Candidates for Upcoming Annual Meeting<br />
An email will be sent to our email distribution list and a post will be<br />
made on our website requesting that anyone interested in seeking<br />
election to the Board at our April 19 th meeting submit their names to<br />
PCMI before March 4, 2016. This will allow their names together with<br />
the two (2) incumbents who are seeking reelection to be included<br />
on the printed ballot that will be mailed to all residents with the<br />
meeting notice. If the March 4 date is missed, a resident may still be<br />
nominated from the floor during the meeting.<br />

Annual Meeting Notice, Proxy/Ballot and Pool Tag Distribution<br />
Notice<br />
The Board reviewed and approved the annual meeting notice and<br />
the proxy ballot. The pool tag memo was also reviewed and is ready<br />
to be mailed. The dates for distribution of the 2016 pool tags will<br />
be Sunday March 20 and Saturday March 26, 2016. Volunteers for<br />
March 20 will be Gail Owen, Walt Smith and Floyd Ball and for March<br />
26, Dave Ellis and Floyd Ball and one other Board member to be<br />
assigned.<br />
NEW BUSINESS<br />
Contract Renewal<br />
The Board unanimously agreed that bids be invited for the renewal of<br />
our trash and recycling collection service the WCA contract for which<br />
expires at the end of June. Proposals will be solicited based on a<br />
continuation of garage door pick-up for household garbage and curbside<br />
pick-up of items for recycling. So as not to preclude companies<br />
that already have a full schedule on Mondays and Thursdays,<br />
alternative pick-up days will also be allowed. In the contract the<br />
Board wants an explicit statement included that trash collection<br />
be suspended on homes that have not paid their dues. PCMI was<br />
instructed to send the cancellation notice to WCA, however WCA<br />
will be allowed to submit a competitive bid for continuation of their<br />
service.<br />
Ratification of Board Decision to Make Common Areas Gun<br />
Free-Zones<br />
As the decision to make the common areas of the subdivision gunfree<br />
zones was voted on during the Executive Session of the January<br />
meeting without notice to the residents, ratification of that decision<br />
was delayed until this meeting to allow discussion in open forum.<br />
Thus ratification of that decision was posted as an agenda item<br />
and the Board revisited the topic. After due discussion the motion<br />
to make the Association’s recreational facilities gun free zones as is<br />
the school in our neighborhood was approved with a vote of three for<br />
and one abstention.<br />
Sprinkler Repair Issues<br />
Dave Ellis reported the risers on the sprinklers system around the<br />
clubhouse need to be replaced with 4” Sprayer heads and the<br />
sprinklers that are along the edge of the tennis court fence should<br />
be closed off to minimize the amount water that blows onto the<br />
court surface during the irrigation cycle. The landscaping company<br />
presented a proposal for $360 plus tax to implement these changes.<br />
A motion to accept the proposal was made by Dave Ellis seconded<br />
by Martin Spears and unanimously approved.<br />
Mildew on Tennis Courts<br />
Dave Ellis reported that the tennis courts have a lot of mildew on<br />
their surfaces and need to be pressure washed. The last time they<br />
were washed the work was performed by the current landscaping<br />
company, which has now given a price of $650 for all 4 courts. A<br />
motion to accept this proposal was made by Dave Ellis seconded by<br />
Gail Owen and unanimously approved.<br />
Trimming of Crepe Myrtles at Front Entrances<br />
The Crepe Myrtles at the four entrances on Franz and Colonial<br />
Parkway are causing damage to the flags when they must be lowered<br />
to half-staff. Dave Ellis has obtained a quote of $700 plus tax from<br />
the current landscaping contractor to trim these Crepe Myrtles back<br />
to a height of 4 to 5 feet. This will keep them low enough, at least<br />
in the short term, to avoid further damage to the flags. A motion to<br />
accept this proposal to have the Crepe Myrtles trimmed back was<br />
made by Dave Ellis, seconded by Martin Spears and unanimously<br />
approved.<br />
Flag Pole Maintenance<br />
Dave Ellis presented a proposal from Kronberg’s Flags to replace the<br />
pulleys and ropes on the four flag poles at our entrances. A motion<br />
to authorize Kronberg’s Flags to perform this work for a price not to<br />
exceed $600 was made by Martin Spears, seconded by Gail Owen<br />
and unanimously approved.<br />
Scout Troop 1103’s Flag Service<br />
The proposal to allow the Scouts to provide the flag service<br />
discussed earlier in the meeting was discussed. A motion to have<br />
them provide two flags, one at each side of the path to the front gate<br />
of the clubhouse, for an annual price of $70 was made by Floyd Ball,<br />
seconded by Dave Ellis and unanimously approved.<br />

At 6:36 PM the meeting was adjourned to executive session<br />
Decisions Made During Executive Session<br />
The Board reviewed and discussed the delinquency. At the time of<br />
the meeting no new accounts will be sent to the Association attorney.<br />
The Board discussed the deed restriction violations. At the time of the<br />
meeting no new accounts will be sent to the attorney for legal action.<br />
With no further business the meeting was adjourned at 7:02 PM.<br />
The next meeting will be held on March 15, 2016 starting at 5:30 PM<br />
at the community clubhouse.<br />
NEXT WSMA BOARD MEETING<br />
The next meeting of the WSMA Board of Directors will be held in the<br />
clubhouse on Hoyt Lane at 7:00 PM on Tuesday, April 19, 2016. If<br />
you wish to be placed on the agenda, please contact PCMI at 281-<br />

REMINDER ABOUT HOUSE PAINTING<br />
Residents need to be sure and pay attention to the state of the paint<br />
on their houses. Many of the houses in the settlement are of an age<br />
that they will soon need to be repainted or sided. Please be proactive<br />
in getting this done when necessary. Doing this before you have a<br />
problem will not only keep your house looking nicer, but doing it<br />
early can end up saving you money! But please remember that all<br />
such work does require Architectural Review Committee approval.<br />
This is obtained by completing a “Request For Home Improvement<br />
Approval” form and mailing it to PCMI. A blank copy of this form<br />
is available on the Board Notices and Forms page our website at<br />
WSMAonline.org.<br />
CLUBHOUSE AND POOL RENTAL<br />
The Clubhouse is available for rental for non-profit activities to all<br />
residents in good standing with the Association. The fees are as<br />
follows:<br />
BIG ROOM RENTAL FEE:<br />
Up to 49 people - $50<br />
50-100 people - $75<br />
Plus a refundable security deposit:<br />
No alcohol served - $100<br />
Alcohol served or the attendance of 20 or more between the<br />
ages of 13 and 21- $200*<br />
SMALL ROOM RENTAL FEE:<br />
Up to 20 people - $30<br />
Plus a refundable security deposit of $50<br />
• *Note that when alcohol is served, two security guards must also<br />
be on duty. The requirement for two is mandated by the Sheriff’s<br />
Department. When no alcohol is being served but the event is attended<br />
by 50 or more people and continues past 6:00 PM or 20 or more people<br />
between the ages of 13 and 21 unaccompanied by their family members,<br />
one security guard is required.<br />
• The charge for the security guards, which is paid directly to the officers,<br />
is the responsibility of the resident requesting the rental.<br />
• Also, if there are more than 20 young people between the ages of 13<br />
and 21 unaccompanied by their family members the Association requires<br />
one responsible adult for every 10 of these young persons to act as<br />
chaperones.<br />
• All deposits refundable upon passing the exit inspection.<br />
POOL RENTAL<br />
The pool is available for private parties during the swim season (only),<br />
subject to the posted pool rules and the following restrictions.<br />
During Pool Hours:<br />
• Only 1 group at a time.<br />
• Parties must be scheduled at least 2 weeks ahead of time.<br />
• Parties held during open hours are restricted to 20 or fewer persons<br />
(adults and children) who will be entering the pool and do not have their<br />
own pool tags.<br />
• In the event that the total number of persons in the pool (including<br />
regular pool users who are not in the party) is likely to exceed the 50 that<br />
can be handled by the 2 regular lifeguards, then two weeks prior to the<br />
event, the renter may request that an additional lifeguard be added for<br />
the duration of the party. The charge for this additional guard will be $26<br />
per hour. If no provision has been made for an additional lifeguard, then<br />
the number of party members entering the pool must be limited such that<br />
the total number of people in the pool at any time (including regular pool<br />
users who are not in the party) does not exceed 50.<br />
• Two responsible adults must be in the pool area at all times, acting as<br />
chaperones to ensure the good behavior of all members of the party.<br />
• Party to be over and the area cleaned up by pool closing at 8:00 PM<br />

After Hours:<br />

• Rental Fees: 1-49 people - $50; 50 plus - $75.<br />
• Private pool parties may only be scheduled on days on which the pool<br />
is open. The parties may start at 8 PM and must end, the area cleaned<br />
up and the facility vacated by the scheduled end of the party, either 10 or<br />
11 PM, as selected on the booking form. The lifeguards will clear the pool<br />
15 minutes prior to end time.<br />
• One responsible adult for every 10 persons under the age of 21 must<br />
be in the pool area at all times acting as chaperones to ensure the good<br />
behavior of all members of the party.<br />
• Lifeguards will be booked by the Association from the pool management<br />
company. There will be a minimum of 2 lifeguards plus an additional<br />
guard for every 25 persons in excess of 50 who will be entering the pool.<br />
The per-lifeguard hourly fee is $26.<br />
• The cost for the lifeguards will be added to the rental fee and will<br />
be payable by the renter to the Association at the time the booking is<br />
confirmed.<br />
• A $150 refundable deposit is required.<br />

The Safety Festival’s purpose is to familiarize residents with vital<br />
safety precautions, as well as the daily tasks of ESD 48 and other<br />
neighboring fire and EMS departments through a variety of fun and<br />
high-energy activities.<br />

• Fire and EMS exhibits and demonstrations, including car fire and<br />

• Life Flight helicopter viewing<br />
• Ladder truck tours and ambulance tours from each department<br />

DECIBELLES (A BARBERSHOP CHORUS)<br />
Do you like to sing? Are you looking for a place to display your talents<br />
or just to have fun with music? You should be a Decibelle! We are a<br />
(ladies only) daytime chorus rehearsing every Friday morning from<br />
10:30 AM to 12:30 PM, at the Treemont Retirement Center, 2501<br />
Westerland, near Westheimer and Gessner. Some of us read music,<br />
but it is not required. We are provided a CD to help in learning new<br />
songs. Our director, Martha Upton and assistant director, Cay Eckland<br />
will help you find out if you are a Tenor, Lead, Baritone or Bass.<br />
We have been performing in the Houston area for over 38 years.<br />
We prepare two types of shows each year; a Christmas show with<br />
old favorites, but always a new fun tune including props, narratives<br />
and choreography. Our regular show this year is titled “Through the<br />
Years” We are singing songs from 1900 and every decade after that.<br />

GRACE NOTES<br />
Singers, dancers and Instrumentalists are invited to join the “Grace<br />
Notes” a performing group which shares music with the elderly in<br />
retirement homes, Alzheimer’s and nursing facilities and community<br />
events. We sing a combination of secular, patriotic and sacred music.<br />
We also sing once a month on Sunday morning for the congregation<br />
of St. Peter’s UMC. We rehearse during the school year on Tuesday<br />
mornings at 9:30 AM at St. Peter’s UMC. Babysitting is provided.<br />
Tuesday mornings are also our “outing” days to perform in the<br />

Katy Christian Women’s Connection (KCWC) will be hosting our<br />

help shelve, count patrons and more. We will be holding our next<br />
volunteer orientation on Thursday, April 7 th at 4:30 PM. Students<br />
