records have been found that confirm that any<br />
translation was provided formally to the<br />
American team on the Allied committee.<br />
However, the information could have been<br />
passed along before a formal translation was<br />
completed. In postwar Washington, signals intelligence<br />
was still distributed to cleared recipients<br />
the same way as during World War II: by<br />
excerpts in intelligence summaries or by a personal<br />
briefing from a specially designated War<br />
Department Special Security Officer (SSO). A<br />
review of the existing intelligence summaries<br />
shows no entries on the negotiations until a week<br />
after the allied acceptance of the Swiss final offer.<br />
SSO briefings, if they occurred, would h~we<br />
entailed the hand delivery of relevant translations<br />
to involved individuals, who reviewed and<br />
returned them to the officers. This was a procedure<br />
used during the war that was based on a<br />
