9. Gain in people empowerment The Paglilingkod Abot-Kamay (PAK) Program: Magsaysay, Davao del Sur PAK has helped build stronger community structures by utilizing existing structures in the barangay to ensure that projects are sustained and monitored. People’s skills in fi nancial management and budgetary processes were enhanced through orientations by members of the Municipal Finance Committee, composed of the Mun. Budget Offi cer, the Mun. Treasurer and the Mun. Accountant. Members of the Free haircut services under PAK program Lupon, together with the barangay captains, were also briefed on effective settlement of cases under the Katarungang Pambarangay Law. The LGU has also helped build partnership among groups by tapping private and public agencies to provide services during the barangay visits. These include the Integrated Bar of the Phil.-Davao del Sur Chapter, volunteer doctors and nurses from various hospitals in Davao City and the province, and local NGOs like MAPHEC. Line agencies like PENRO , the Population Commission, the Department of Trade and Industry and the Department of Agriculture also contributed their services. B. REPLICATING PAK Key Implementation Steps In replicating the Paglilingkod Abot Kamay (PAK) Program of Magsaysay, the following implementation steps have to be undertaken: 1. Preparatory Work In the preparatory phase, the local chief executive has to provide the foundation for the PAK program. S/he needs to: a. Issue an Executive Order Creating the PAK Program b. Develop an outline of the project containing the main features of the program, including the program’s rationale, objectives, main strategies and the key stakeholders to be involved. 9

Work for legislative support by: presenting the Program and budget to the Sangguniang Bayan during their regular session rallying for their approval of the necessary budget encouraging their participation during the operation by conduction consultation with the people in aid of legislation. d. Organize the management structure and encourage close collaboration among the members of the management team for appropriate follow-up. Departmental Planning and Logistical Preparations Each department has to plan and prepare for the barangay visit; including who goes and what materials/equipment need to be brought to the barangay.
