Recommendations<br />
Youth Offending Team managers should ensure that:<br />
1. planning for engagement <strong>and</strong> re-engagement with children, <strong>young</strong> <strong>people</strong> <strong>and</strong> their parents/carers is<br />
explicit <strong>and</strong> central to the supervisory process; assessed family work needs are delivered <strong>and</strong> work to<br />
assess, address <strong>and</strong> manage peer influences is properly carried out (desistance domain 2)<br />
2. the diversity needs of all children <strong>and</strong> <strong>young</strong> <strong>people</strong> are fully <strong>and</strong> actively assessed <strong>and</strong> there are<br />
practical strategies in place to support positive outcomes (desistance domain 3)<br />
3. opportunities are developed for children <strong>and</strong> <strong>young</strong> <strong>people</strong> to participate in community activities to<br />
motivate them to take a greater role in their neighbourhood (desistance domain 5)<br />
4. the views of children <strong>and</strong> <strong>young</strong> <strong>people</strong> <strong>and</strong> their parents/carers are actively sought <strong>and</strong> included in<br />
assessments, plans <strong>and</strong> reviews; intervention plans are signed systematically; children <strong>and</strong> <strong>young</strong><br />
<strong>people</strong> are taught problem solving solutions that they can individually put into practice; all interventions<br />
start from the child or <strong>young</strong> person’s strengths <strong>and</strong> motivational interviewing techniques are<br />
embedded into practice (desistance domain 6)<br />
5. practical support is given in a timely manner to children <strong>and</strong> <strong>young</strong> <strong>people</strong> <strong>and</strong> praise, reward <strong>and</strong><br />
celebration of achievement is integrated into the supervisory journey (desistance domain 7)<br />
6. restorative activities are outcome focused; interventions are personalised to the needs of children <strong>and</strong><br />
<strong>young</strong> <strong>people</strong> <strong>and</strong> interventions are age-appropriate (desistance domain 8)<br />
7. training in desistance theory is provided to all staff that need this, <strong>and</strong> its application evaluated.<br />
We are aware of work carried out by the YJB <strong>and</strong> Youth Offending Services in the period between fieldwork<br />
<strong>and</strong> publication of this report <strong>and</strong> that the AssetPlus framework can help Youth Offending Team managers<br />
achieve the recommendations listed above.<br />
The Youth Justice Board should:<br />
8. following implementation of AssetPlus, undertake an assessment of the knowledge of desistance theory<br />
among practitioners <strong>and</strong> use the outcomes of this to revise their training strategy <strong>and</strong> the training<br />
materials available for use. We note, <strong>and</strong> welcome, the use of the Post Implementation Reviews where<br />
there is a specific question asking staff about their knowledge of desistance following their AssetPlus<br />
training<br />
9. review YOT practice guidance to take greater account of desistance theory; including measures to<br />
promote genuinely collaborative working with children <strong>and</strong> <strong>young</strong> <strong>people</strong>, <strong>and</strong> working with key<br />
personal, social <strong>and</strong> community networks.<br />
