Anti Ragging Cell :---<br />

As per the Supreme Court decision and guidelines U.G.C. has<br />

directed all Universities in the Country to take proper measures to curb<br />

ragging in colleges, <strong>University</strong> Campuses and hostels. UGC has issued<br />

direction under Section 26(I ) ( G ) of 1956 of UGC Act. The details about<br />

these are available on UGC website http www.UGC.ac.in oticies / updated<br />

hindi version. pdf notices/ updated ragging notification. Pdf, and on anti<br />

ragging there is one documentrary on UGC website.<br />

Maharashtra Government has also taken a serious note of this and<br />

passed a Maharashtra Anti ragging Prohibition Act 1999. Ministry of Human<br />

Resource Development has issued certain guideline of Dr. R.K. Raghavan<br />

Committee Hon’ble Supreme Court has issued direction to implement this<br />

Committee’s directions.<br />

According Hon’ble Vice-Chancellor appointed a Committee at<br />

<strong>University</strong> Level. The Committee is consisting of --<br />

<strong>University</strong> has also asked all Principals, Head of the Dept., Directors etc. to<br />

appoint anti ragging Squad in their respective institutes and send the report<br />

to the <strong>University</strong> about the incidence of ragging and the action taken<br />

thereon.<br />

Student can complain to the respective Principal, Head <strong>University</strong> Dept.<br />

or Director of Student Welfare or directly to UGC about the incidence of<br />

Ragging so that suitable action can be taken against the persons involved in<br />

the event of Ragging.

Dear Sir/ Madam,<br />

I am enclosing herewith Direction 5 of 1996 regarding information and functions of the Students<br />

Council of each affiliated/ conducted College/ Institution of Rashtrasant Tukadoji Maharaj <strong>Nagpur</strong><br />

<strong>University</strong>, <strong>Nagpur</strong> for your information and necessary action. This direction provides the procedure for<br />

constitution of Students‟ Council and their functions.<br />

As per Section 40 (6) of the Maharashtra <strong>University</strong> act, 1994, on behalf of the Management Council,<br />

Hon‟ble Vice-Chancellor has fixed the following dates for constitution of Student‟s Council of <strong>University</strong><br />

Department and Student‟s Council for each affiliated and conducted College/ Intuition under Section 40 (2)<br />

(a) and (b) and election of secretary as per Section 40 (3) of Act.<br />

1) Monday 10 th September 2012 as the date of constitution of Student‟s Council of<br />

affiliated/conducted Colleges/Institutions and <strong>University</strong> Departments Students‟ Council.<br />

2) Saturday 15 th September, 2012 the date of first meeting of the Student‟s Council to elect<br />

Secretary from amongst the nominated student members.<br />

In case of any dispute arising from the election of Secretary, it shall be decided by a Committee<br />

constituted by the Hon‟ble Vice-Chancellor comprising of :<br />

1) Dr. V.S. Deshpande 2) Adv. Abhijit Wanjari<br />

3) Dr.Mrs. Archana Nerkar and Director of Students Welfare as Secretary<br />

RTM <strong>Nagpur</strong> <strong>University</strong> Direction 5 of 1996 which provides the procedure for the constitution of<br />

the Student Council of each affiliated/conducted College /Institution of Rashtrasant Tukadoji Maharaj<br />

Therefore, you are hereby requested to constitute the Students Council and hold the election of<br />

Secretary on the above mentioned date and send the name of the elected Secretary to the Director, Student‟s<br />

Welfare in enclosed <strong>Proforma</strong>-A on or before Saturday 22th September, 2012 preferably by hand delivery<br />

between 10.30 a.m. to 5.30 p.m. on all working days.<br />

<strong>Nagpur</strong> <strong>University</strong>, <strong>Nagpur</strong>, or an examination recognized as equivalent thereto and is engaged in full time<br />

student in the Post Graduate Teaching Department is to be nominated by the Vice-Chancellor. The <strong>„</strong>academic<br />

merit‟ is defined in this direction as per section-1 (ix) on page no.2.<br />
