Making it work 

Town teams with Vintage, Simon to help launch Marana Center 

The Town of Marana’s spirit of cooperation and 

commitment to innovative ideas helped two 

significant developers kick-start a project that 

will have positive impacts for many generations. 

When Simon Property Group opened the Tucson Premium 

Outlet Mall on Oct. 1, 2015, it marked the beginning of 

large-scale economic development activity at the Twin 

Peaks exit on Interstate 10. The mall 

includes 366,000 square feet of retail 

space and more than 90 stores. 

Retailers offer discounts of between 

25 and 65 percent. 

Thanks to a strong spirit of cooperation that included the 

Town, Northwest Fire District, Red Point Development, 

Southwest Gas, Pima County, Tucson Electric Power 

and many other partners, Marana Center’s first opening 

took just 22 months. Turnaround time for Simon was even 

shorter: the developer acquired its 46 acres from Vintage 

in August 2014. 

“The premium outlet mall is putting 

Marana on the map,” said Town 

Manager Gilbert Davidson. “This is 

one of the most significant projects 

Southern Arizona has seen in years.” 

The mall is the first step in 

development of Marana Center, a 

Vintage Partners project covering 

170 acres. Vintage is a team of 

professionals from the Phoenix area 

with more than 100 combined years 

of expertise in identifying, acquiring 

and developing real estate. 

Town staff was embedded early in 

Vintage’s planning process by sitting 

in on the selection of a contractor 

to encourage transparency and cooperation. The Town 

Building Safety Department took the unique step of having 

a senior plans examiner with building inspection expertise 

serving as on-site staff to enable expedited field changes 

and approvals. The innovative working relationship made 

the Marana Center a finalist for a Metropolitan Pima 

Alliance Common Ground Award. 

“The commitment that the Town has shown to consensus 

building, leadership, problem solving and teamwork has 

been unlike any I have ever experienced,” said Vintage 

Partners Principal David Scholl. “I have thoroughly enjoyed 

working with the Town.”

Town of Marana from this project’s inception,” said Tucson 

Premium Outlet General Manager Rich McKeown. “The 

Town’s positive, professional and creative foresight has 

paved the way for Tucson Premium Outlets and the entire 

Twin Peaks Road business corridor.”

Simon’s other Arizona properties include Phoenix Premium 

Outlets in Chandler and Arizona Mills in Tempe.

hotel, retail, dining, entertainment, automobile sales and 

possibly office uses. The outlet mall alone has created 

more than 800 jobs and future projects will push that total

One of the most important priorities of any city or town is having a strong business 

community. The establishment of a strong and reliable commercial sector makes places 

livable and successful. 

I am proud to say that the Town of Marana has a healthy and growing economy thanks to the 

efforts of our business sector. Large and small businesses thrive here in no small part because of the 

assistance provided by the Marana Chamber of Commerce. 

The Chamber has more than 560 members, all of whom receive the type of one-on-one attention 

that has been the organization’s hallmark since 1987. I have been fortunate to spend most of my 

life in this community and have seen the Chamber grow into an organization that is vital to the 

growth of local businesses. 

President/CEO Ed Stolmaker and his outstanding staff are excellent representatives 

of our community. In many ways, they provide an extension of the Town’s services 

through their many events, including informative breakfasts and lunches along with

Marana Town Administration 

Gilbert Davidson has served as Marana Town 

Manager since July 2008 when he was appointed 

by Town Council to oversee government operations 

and implementation of policies. He joined the 

organization as deputy town manager in June 

2005. 

Davidson is a 1998 graduate of the UA with 

bachelor’s degrees in business administration 

and public administration. He earned a master’s 

of public administration degree from the UA in 

2004. In 2009, he completed a certificate at 

the Harvard Kennedy School of Government for

city manager recognized by the International City/County Management

Davidson is actively engaged in community and civic organizations. He

for the Joan & David Lincoln Center for Applied Ethics at Arizona State 

University, the University of Arizona Public Administration Advisory Board, 

and is the Vice Chair and incoming President for the University of Arizona

Marana Police Department 

Terry Rozema has been Marana’s Chief of Police 

since January 2011. Rozema was a member of 

the Tucson Police Department for 23 years before 

assuming his position as police chief. 

With TPD, Rozema served as assistant chief of the 

Support Services Bureau, which includes SWAT, 

traffic and communications among its functions. 

He earned TPD’s Medal of Distinguished Service, 

Medal of Merit and Citation of Excellence. Rozema 

completed training at the FBI National Academy in 

December 2010.

schedule of community education programs and supports progressive fire 

prevention codes. 

Governed by an elected five-member Board, the Northwest Fire District is 

funded through limited assessed value property taxes. The public is welcome 

to attend monthly Board Meetings held on the fourth Tuesday of each month 

at the Northwest Fire District’s Training Facility on 5125 W. Camino de Fuego.

Fire Department & About Marana 

Avra Valley Fire District 

The Avra Valley Fire District (AVFD) was established in 1977 to provide 

dedicated and caring professionals who safely serve the community of Avra 

Valley, Arizona, by protecting life and property through education, prevention, 

fire suppression and emergency medical services. 

Avra Valley Fire District encompasses an area of approximately 325 

square miles and provides ambulance coverage for 365 square miles. The 

District straddles two counties, with 65.46% of the District within Pima County, and 33.74% in 

Pinal County. The District serves an estimated population of approximately 11,500 residents. 

The District provides a wide range of dedicated services to its residential and commercial 

property owners, as well as services to locations and persons outside the District through 

automatic and mutual aid agreements. In addition to fire protection, paramedic equipped units 

located in the District assist with advanced life support on medical calls and transportation 

services to hospitals. 

Avra Valley cooperates with the Arizona Forestry Service to provide fire suppression services 

to the State through a Cooperative Agreement. Fire prevention and injury prevention education 

services are provided to persons residing within the District boundaries. 

The District has 32 full-time employees of which 21 are EMT’s and 11 are State certified 

paramedics. Four of the full-time employees are administrative personnel. The District has a 

reserve pool of 11 employees, 3 paramedics and 8 EMT’s.

HISTORY 

Once a small farming town, Marana 

has grown into a place that appeals 

to those who enjoy a rural area 

that has the amenities of a larger 

community. Positioned between 

Phoenix and Tucson, Arizona’s 

largest commercial centers, Marana 

connects businesses to major 

markets and world-class resources, 

including research facilities, financial 

institutions, a skilled workforce 

and transportation options. While 

Marana incorporated in 1977, with 

about 10 square miles and 1,500 

residents, its heritage spans many 

centuries. Positioned on the Santa 

Cruz River, the area was influenced by 

Native Americans and the area’s first 

European visitor, Jesuit missionary 

Father Eusebio Francisco Kino. A 

parade of historical figures continued 

to shape Marana for 200 years: the 

Juan Bautista de Anza expedition, 

the Mormon Battalion, Gold Rush 

prospectors, Civil War soldiers in 

battle, local miners in booms and 

busts, stagecoaches, pioneers and 

the railroads. By 1890, Marana’s 

name was coined by Spanishspeaking 

railroad workers for the 

dense tangle of brush they cleared, 

a “Maraña.” Today, Marana covers 

more than 120 square miles with an 

estimated population of 40,000.

and Pharmacy along with state-of-the-art medical equipment. 

The MHC family of health centers have board certified physicians 

as well as family nurse practitioners in the fields of family practice, 

internal medicine and pediatrics. Many of our other 14 sites also 

offer multiple health services under one roof. 

MHC Counseling & Wellness Center/Behavioral Health serves 

adults, youth and has a unique element that focuses on children 

and their mental health. The children’s wing offers play therapy, 

art therapy and hosts individual, group and family sessions. 

Our Behavioral Health department is comprised of psychiatrist, 

psychologists and licensed therapists. MHC Counseling & 

Wellness Center is conveniently located next door to Marana 

Main Health Center, but many of our other health centers offer 

Behavioral Health services on site as well. 

MHC Healthcare offers a Patient Portal where MHC patients 

can electronically access to their medical records, test results, 

contact their doctor and schedule an appointment. The 

Patient Portal can be found on our homepage at 

www.mhchealthcare.org.

plans as well as Medicare, AHCCCS, have a Sliding Fee Scale 

(discounted health services) and will help you navigate the

MHC Healthcare’s Behavioral Health Department operates the 

Copper Café located in Marana Main Health Center. Staffed 

with our Behavioral Health clients, the café provides a learning 

work environment, designed to teach strong work ethics and 

empower them with self- determination and hope, while working 

on their path to recovery. Come visit us for healthy breakfast and 

lunch options and gourmet coffee.
