District Commissioner’s Report Dave Collette 2015-16 has been a year when Watford North grew, not only in the number of people in our District but also in geographical area. Our census figures show a growth, primarily due to an increase in the number of adults. Our overall number is up from 862 to 876. Our strategy of concentrating recruitment to boost our leader contingent seems to be working. The District has also spread out a little: our new group, the 11th North Watford, meet at the Synagogue in Nascot Road, Watford. Our thanks go to Jacquie Cutmore, Norman Brandon and Sam Mawhinney who got the group started with a Cub Pack. We welcome Tim Bannon (CSL and scouter in charge) and Marc Sacks (ACSL). Fourteen were enrolled on 21 October; all looked very smart in their new blue with red trimmed neckers. One of our groups, the 8th North Watford, has moved premises to Francis Combe Academy. In the short time they have been there, they have attracted students who are taking part in their DoE through the Academy. We are working towards an agreement with local councils and housing trusts to secure the future of four other groups. Although this is proving a long tortuous process, Roger Sands with the Chairmen and GSLs of the respective groups, the 2nd North Watford, 4th North Watford, 6th North Watford and 9th North Watford, are working tirelessly towards a solution acceptable to all parties. A highlight, without doubt, was presenting Nick Rogers with his well-earned Queen Scout Award outside the Alban Arena before our visit to the Pantomime. Other key awards were the Silver Acorn to Bill Spernick and a Meritorious Conduct Award to Cub, Robert Elliott. Membership up! 178 244 177 It is good to see our representative group of Explorers and Leaders safely back from the World Scout Jamboree in Japan. This evening we are looking forward to seeing and hearing a little of their exploits. The Explorers' two week trip to Lochearnhead was very busy with all Explorers canoeing, sailing, hiking and high camping; all managed at least one peak over 3,000 feet. A special 'thank you' to all the Leaders and who came and imparted their expertise, in particular, to Geoff Brown for working out the logistics of an active programme. We finished with a small surplus from the activity fortnight that will provide financial help to all, young people and adults, who wish to achieve further permits in adventurous activities. Our District has been well represented at events and competitions run by the County team. Congratulations to the Scout teams from the 3rd North Watford, 6th North Watford and 8th north Watford in this year’s Green Beret competition held over a typically muddy weekend at Tolmers; to the budding chefs from the 3rd North Watford who represented us at the County cooking competition; and to the three Explorer teams and two Polaris Network teams who took part in this year's Peak Assault held in the Howgill Fells near 61 216 (inc Network) AGM - June 2015 Page 2
FOLLOW US ONLINE Chief Scout’s Awards 73 48 Sedburgh. A special mention must go to Polaris who came first in their Class. So, this year Cub Scouting is 100 and Beavers are 30 years old! There are a number of events being held in the District and County to celebrate this fantastic milestone. As a finale to the Cubs 100 celebration, all Cubs in the UK have been asked to renew their promise on Friday 16 December. We have joined forces with Watford South for a circus to be erected at Lees Wood. The evening will contain all the usual circus entertainment and will break for the nationwide promise renewal at 19.16. The evening will be open to all Cubs and their families. I cannot finish without expressing my gratitude to all those who run the Group and District Executive teams and work so hard in the background keeping their groups functioning. My appreciation also to the all ADCs and Leaders, both young and adult, for all the extracurricular activities they organise and run on top of the normal meeting nights. Imagine how much more we could do and how many more young people could take part in the great Scout Adventure with just a little more help.
