On coming into office, Minister Cripps established a Western Rivers Advisory Panel<br />

(WRAP) to seek community input into <strong>the</strong> development of ‘alternative strategies’ for<br />

<strong>the</strong> protection of <strong>the</strong> Western Rivers. The WRAP met four times. The WRAP included<br />

Local Councils, agricultural groups, NRM bodies, an Indigenous Traditional Owner<br />

representative, o<strong>the</strong>r stakeholders and <strong>the</strong> oil and gas industry. The final report of <strong>the</strong><br />

WRAP, provided to <strong>the</strong> Minister in 2013, supported substantial controls on<br />

unconventional gas mining in <strong>the</strong> region 21 .<br />

For example, all of <strong>the</strong> WRAP members (except for <strong>the</strong> Resources Sector and 2 o<strong>the</strong>rs)<br />

‘agreed that petroleum and gas should be excluded from in-stream areas and well-off<br />

watercourses’. All of <strong>the</strong> WRAP members (except for <strong>the</strong> Resources Sector and 1<br />

o<strong>the</strong>r) ‘support a buffer zone for petroleum and gas around rivers and floodplains’.<br />

Fur<strong>the</strong>rmore, a majority agreed that ‘alternative strategies for <strong>the</strong> protection of<br />

natural assets and values in <strong>the</strong> Basin should take precedence over petroleum and gas<br />

decisions’ and that decisions made for <strong>the</strong> protection of natural assets ‘should not be<br />

able to be over-ridden by <strong>the</strong> Coordinator General’.<br />

Beach Energy, however, had an additional direct line to <strong>the</strong> highest level of<br />

government. Outside <strong>the</strong> WRAP process, <strong>the</strong>y were meeting with <strong>the</strong> Premier, <strong>the</strong><br />

Minister for Environment and Heritage, and <strong>the</strong> Minister for Natural Resources and<br />

Mines 22 . On <strong>the</strong> 29 th November 2013, just two weeks after his latest meeting with<br />

Beach Energy, <strong>the</strong> <strong>the</strong>n Queensland Minister for Environment and Heritage Protection<br />

issued a public notice announcing <strong>the</strong> Qld Governments intention to revoke <strong>the</strong> Wild<br />

River Declarations for <strong>the</strong> Cooper Creek, Diamantina and Georgina River Basins 23 .<br />

In March 2014, just a month after <strong>the</strong> Minister for Natural Resources and Mines had<br />

visited <strong>the</strong> Cooper Basin with Beach Energy 24 , a new Regional Planning Interests Act<br />

(and associated regulation) was progressed through <strong>the</strong> Qld Parliament 25 . The<br />

Regional Planning Interests Bill identifies Strategic Environmental Areas in <strong>the</strong> Channel<br />

Country region 26 , but does very little to protect <strong>the</strong>m. None of <strong>the</strong> constraints on<br />

unconventional gas mining that were contained in <strong>the</strong> Wild Rivers Declarations applied<br />

under <strong>the</strong> new regime. There are ‘unacceptable uses’ that apply to Strategic<br />
