process used to approve stage 3 of <strong>the</strong> New Acland Mine, particularly <strong>the</strong> approval of<br />
<strong>the</strong> environmental impact statement just six days before Christmas in 2014. Labor will<br />
scrutinise <strong>the</strong> approvals process for this project and <strong>the</strong> impacts of this mine on local<br />
communities”.<br />
However, in Government, Labor moved quickly to approve Acland Stage 3, with <strong>the</strong><br />
Department of Environment and Heritage Protection approving an Environmental<br />
Authority amendment application in August 2015. 65 A purely administrative, desktop<br />
legal review of <strong>the</strong> Coordinator-General decision was carried out on 9 June 2015 and<br />
recently made public, 66 but it did not review <strong>the</strong> merits of <strong>the</strong> decision or <strong>the</strong> effect of<br />
any donations. The Department of Natural Resources and Mines commissioned a<br />
rapid social cost-benefit analysis of <strong>the</strong> mine in March 2015 67 but o<strong>the</strong>rwise<br />
no promised scrutiny of <strong>the</strong> impacts of <strong>the</strong> mine on local communities has been<br />
undertaken. Labor did however deliver on o<strong>the</strong>r promises to restore community<br />
objection rights, thus allowing <strong>the</strong> local community to object to <strong>the</strong> mine project in <strong>the</strong><br />
Qld Land Court.<br />
New Hope also overturned a previously stalled approval process for <strong>the</strong> Colton Coal<br />
mine near Aldershot. The original proponent of <strong>the</strong> mine, Nor<strong>the</strong>rn Energy<br />
Corporation, had its original proposal rejected by <strong>the</strong> Department of Environment and<br />
Heritage Protection in 2010 68 . The project appeared to be stalled.<br />
However, in March 2011 New Hope Coal and its subsidiaries took a controlling interest<br />
in Nor<strong>the</strong>rn Energy Corporation 69 . Under <strong>the</strong> ownership of New Hope, <strong>the</strong> fortunes of<br />
<strong>the</strong> Colton Coal project changed dramatically. In an extraordinarily fast turn-around,<br />
New Hope submitted a revised Environmental Management Plan for <strong>the</strong> project in<br />
May 2014, and received a draft Environmental Authority on 1 st September 2014 70 .<br />
