Federal Liberal Party to <strong>the</strong> Queensland LNP 144 . The lack of transparency in such<br />

transactions makes it impossible to establish <strong>the</strong> original source of <strong>the</strong>se donations.<br />

Federal and state political parties also have opaque fundraising forums through which<br />

companies can pay for access to ministers at fundraising events. A number of mining<br />

companies, including some of those listed in this report, participate in <strong>the</strong> Queensland<br />

LNP fundraising body, QForum 145 . It is unclear how subscriptions and event<br />

attendance are accounted for in disclosure returns, but it is clear that payment to<br />

QForum has obtained direct access for mining companies to key government ministers.<br />

Fur<strong>the</strong>rmore, at least one of <strong>the</strong> companies examined in this report made a substantial<br />

donation to <strong>the</strong> highly controversial Free Enterprise Foundation, <strong>the</strong> opaque Federal<br />

Liberal Party fundraising body that came under <strong>the</strong> scrutiny of <strong>the</strong> NSW Independent<br />

Commission Against Corruption ICAC 146 .<br />

Former Queensland Integrity Commissioner Gary Crooke described <strong>the</strong>se types of<br />

‘cash for access’ practices as ‘bipartisan ethical bankruptcy’ 147 . Mr Crooke stated that<br />

“Not only is this behaviour wrong from <strong>the</strong> point of view of perceived and actual<br />

fairness, it is deeply flawed because it wilfully and arrogantly disregards a fundamental<br />

principle of our democracy: that those elected to govern must use <strong>the</strong> power<br />

entrusted to <strong>the</strong>m for <strong>the</strong> benefit of <strong>the</strong> community”. 148<br />

Crime and Corruption Commission Inquiry<br />

The Qld Government has not yet implemented its commitment to Peter Wellington, as<br />

quoted above, to hold a public inquiry, run by <strong>the</strong> Crime and Corruption Commission,<br />

into “links, if any, between donations to political parties and <strong>the</strong> awarding of tenders,<br />
