We invite you to visit one of Hempfield Township’s 

premier facilities featuring a 1/10th of a mile indoor 

walking track, three multi-purpose athletic playing fields, 

concession stand, and lobby area. 

n Membership Cards: 

Anyone attending HTAC to use the walking track, open court, 

participating in Adult Pick-up Sports, or Exercise Classes MUST 

have a HTAC Membership Card to enter. Cards are available at 

the complex during business hours and are free to residents or 

a one-time $10.00 fee for non-residents.

Withdrawal & Refund Policy: 

If a program is canceled due to low enrollment, or for any other reason made 

by the Parks & Recreation department, you will be contacted and issued a full 

household credit or refund for the program. A participant wishing to withdraw 

from a program that has not been canceled by the department must provide a 

written request at least one week before the scheduled start of the program. If 

granted, the participant may receive a 100 % credit to be used by any member 

of the household for future use or request a refund check minus a $5.00 

administrative fee per participant per program. Within the week prior to the 

scheduled start of a program or after a programs starts, refunds/credits will not 

be given except for verified medical/hardship cases and may be prorated. If a 

participant misses a class or practice on their own, no refunds will be issued. 

There is no refund for special events and trips. If there is a different refund 

policy for a specific event or activity, it will be listed in the program description.

SEASONAL POSITIONS AVAILABLE 

Throughout the year, Hempfield Township Parks & Recreation seeks 

individuals to fill part-time/seasonal positions. 

Currently, we are accepting application for HTAC Facility Assistant. 

The HTAC Facility Assistant works primarily nights and weekends 

throughout November – April. The main responsibilities include 

working the concession stand and running the clock/keeping score for 

recreation basketball games. The hourly rate is $8.00 an hour. 

Applications will be accepted anytime throughout the year, but the first 

group will be hired in October. Deadline to register is October 7, 2016. 

Below is a list of the seasonal positions available at other times throughout 

the year. Please check the Employment page on the Hempfield 

Township website www.hempfieldtwp.org for current positions 

available and more details on each position.

Aquatic Programs 

Hempfield Recreation Swimming Program 

Learn to swim program in conjunction with Kevin Clougherty, Hempfield 

High School Varsity Swim Coach and Amy Gong, Hempfield Aqua Club 

Head Coach. This program is designed to offer youth, ages 5-12, the 

opportunity to learn to swim safely, advance their skills, and progress to 

the next level. All classes will be held at Hempfield High School Swimming 

Pool and will be offered in 8 week sessions throughout the year. 

Beginners: Children who have no previous instructional experience. 

Intermediate: Children refine the strokes they have learned and 

focus on using correct technique and building endurance. 

Advanced: Children continue to review and improve their skills to 

move to the next level.

Cuddle and Bounce music class supports healthy brain activity as your baby 

is exposed to new faces, sounds, and movements. Each class will center on a 

theme. We’ll learn songs and finger plays, play simple instruments, group 

dance, and move to rhythms. Puppets, bean bags, balls, scarves, and a 

parachute are some of the toys we’ll use to add even more fun to our songs.

Dog Obedience Training 

This class is for dogs 8 weeks to young adult with no previous training 

experience. Learn the tools to develop your dog’s unique potential. Classes 

will cover identifying the best training techniques for you and your pet, and 

include instruction on Focus, Watch me, Sit, Down, Stay, Come, Leave it, Loose 

Leash and much more. Everyone MUST ATTEND THE ORIENTATION CLASS, 

prior to Obedience Class. No dogs needed for the Orientation Class. The 

Orientation Class will cover topics such as reading your dog’s body language, 

understanding your breed’s issues, stages of puppies and young adult dogs, 

how to correctly meet and greet. This is sure to be an informative class for all. 

All of our Obedience Classes are an 8-week course compressed into a 4-week 

curriculum. Perfect for the busy dog owner.

Workshops are FREE to the general public. Dog attendance is encouraged.

Join our friends at Mutual Aid as we offer CPR & First Aid Certification courses. 

The certification will be a classroom style, video based, instructor - led course 

that teaches adult CPR and AED use, as well as how to relieve choking on an 

adult. This course teaches skills with AHA’s research-proven Practice While- 

Watching (PWW) technique, which allows instructors to observe the 

students, provide feedback and guide the students’ learning of skills.

Community Connection Programs 

This section of programs has been established to offer Hempfield 

Township residents informational sessions and one-time instructional 

classes. Community Connection Programs are always free to Hempfield 

Township residents and $10.00 to Non-Residents. Pre-registration is 

required for all programs. 

Ask Oscar 

These days everyone has a dog! They are becoming a part of our family 

structure. They need just as much care and understanding as our own 

children. Learn what is best for them and break through the 

misconceptions with a question and answer seminar about training, 

nutrition, vet care, exercise and topics that are important to you. 

Ed DeLancey from Learning to Lead Dog Training will take the time and 

help you to love and understand your dog the right way.

Pickleball at the Complex

Recreation Basketball for Boys and 

Girls ages 4 to Grade 12. 

Age 4 – Grade 4 will be instructional. Grades 

5 – 12 will play a complete 16 game season 

with playoffs. All ages groups are co-ed. The 

league will begin with a workout the week 

of December 15. The season will begin on Saturday, January 7. 

Team practices will be scheduled prior to the start of the season.

Hempfield Indoor Soccer 

The Hempfield Indoor Soccer League 

sponsored by Hempfield Recreation Sports is 

open to any and all teams that would like to 

participate in a fun and competitive atmosphere. 

The Indoor League will use Futsal balls 

and will be played on an indoor surface. Each 

team will play a 6 game schedule with the 

top four teams making a single elimination 

playoff. With all the players on the top two teams receiving a 

Championship or Runner-up t-shirt. All games will be played at 

the Hempfield Township Athletic Complex. 

Ages: U-10 (co-ed), U-12, U-14, High School, and Adult

Westmoreland County Special Olympics will be holding Multi 

Sports Trainings at Hempfield Park Pavillon D and HTAC Building 

on Thursday evenings from 6:00 pm – 8:00 pm. To participate in 

Special Olympics athletes must be at least 8 years of age and have 

a Special Olympics PA Athlete Application on file. For more

Dear Parents, Guardians, and 

Community Members, 

It is my pleasure to welcome you back to a 

brand new school year. The summer 

months seem to go by more rapidly than 

any other time of year. Our administrators 

have been busy working on their master 

schedules, updating handbooks, and 

finalizing staff and student assignments. 

Throughout the summer, many of our 

teachers and administrators have attended 

professional development workshops and 

participated in meetings to align, revamp, 

and enhance curriculum to provide the best 

possible instruction for our students. Our 

custodial and maintenance staff have been working diligently all summer refurbishing 

the buildings and grounds. Soon our staff and students will be back in 

their classrooms for another exciting year! 

This issue of Headlining Hempfield spotlights numerous academic and athletic 

accomplishments that occurred during the previous school year. We continue 

to take great pride in the success of our students, the dedication of our staff, 

and the steadfast support of our parents and community members.

New Faces in the Principal’s Offices 

Mr. John Behrendt has officially assumed the role of principal at Stanwood Elementary 

School. Mr. Behrendt has been employed by the Hempfield Area 

School District for eleven years and has been the interim principal at Stanwood 

Elementary School since December 2015. His previous administrative 

responsibilities include serving as the principal of Bovard Elementary School, 

substitute Assistant Principal at Hempfield Area High School, and Director of 

Crossroads Alternative School. His teaching experiences include regular and 

special education. Mr. Behrendt previously taught sixth grade at Harrold Middle 

School and fifth grade at Stanwood. He also taught special education at the 

Clariton City School District, prior to coming to Hempfield. He earned a B.A. 

and M.Ed. from California University 

of Pennsylvania. Mr. Behrendt 

resides in Monongahela with his wife, 

Cathleen, and their three children, 

Chad, Spencer, and Allie. 

Mr. Christopher Brasco has been 

appointed as the new principal of 

West Hempfield Elementary School, 

replacing Mr. Randall Sarnelli who 

retired at the end of June. Mr. Brasco 

has been employed by the Hempfield 

Area School District for the past ten

years as a middle school and high school assistant principal. Prior to coming to 

Hempfield, he served as a principal, administrative assistant, and third grade 

teacher in the Jeannette City School District. Mr. Brasco earned a B.A. in 

Elementary Education from Bethany College and a M.Ed. from California 

University of Pennsylvania. He resides in North Huntingdon with his family Kelly, 

Santino, and Quinn. 

New to Hempfield, we welcome Mr. Gregory Saraceni who will be replacing Mr. 

Brasco as assistant principal at Hempfield Area High School. Mr. Saraceni 

comes to Hempfield from the Penn Trafford School District where he served in 

the capacity of Assistant Principal and test coordinator at the high school for the 

past three years. Prior to that, he 

taught high school English, and 

served as the English department 

chair, and head teacher. He earned 

his B.A. in English Writing from 

the University of Pittsburgh at 

Greensburg and earned his M.Ed. in 

Administrative Supervision from 

Saint Vincent College. Mr. Saraceni 

resides in Greensburg with his wife, 

Brandie, and their four children,

The annual Senior Awards Assembly was held in May with presenters 

representing local community organizations and colleges/universities 

attending to present awards and scholarships to the class of 2016 where they 

were awarded over $2,934,665 in awards and scholarship money. 

Approximately 80% of the graduating class are attending a four-year or 

Class of 2016 Earns Scholarship Money 

two-year college or university, business, trade or technical school; 2% enlisted 

in the military; 11% went straight into the workforce; and 7% were undecided 

at the time of graduation. There were 457 graduates receiving their diploma

Hempfield Charitable Foundation Scholarship 

Awarded in Memory of Betty Valerio 

The Hempfield Area Charitable Foundation 

Board presented the 2016 scholarship 

award in memory of Betty Valerio, a longtime 

board member who was truly 

dedicated to the Hempfield Area School 

District. Betty served on the school board 

for over thirty years, and because of her 

commitment to the district, her family 

requested donations be made in her 

memory to the foundation. 

The committee felt that Luke Persin, the 

2016 recipient of the award, reflected the 

dedication and service Betty Valerio 

embraced. He is an Eagle Scout, an 

Outdoor Odyssey Youth Mentor, Student 

Council President, and an honor graduate. 

Luke is a true leader and is dedicated to 

serving his community. We wish him the

Hempfield Repeat Winner in BotsIQ 

Congratulations to the Hempfield Area High School BotsIQ team as a repeat 

winner of the Grand Champion Award at the BotsIQ 2016 Finals at California 

University of Pennsylvania. The Grand Champion Award is given to the team that 

not only has a Bot that performs well in the arena, but also excels in the judging 

of the engineering documentation binder and in their team interview. According 

to Bill Padnos, Executive Director of SWPA BotsIQ, “This repeat performance is 

due to Craig Siniawski’s dedication to working with his students on all aspects of 

the program, and how much the students were able to communicate on what they 

have learned throughout the year. Documentation is a critical part of the real-life 

manufacturing process and Craig’s students understand that fact and excel in it.” 

Congratulations to Mr. Siniawski and his dedicated team of students. 

Marching Band Travels to 

Washington, DC 

Hempfield Area School District was well represented by 

the marching band as they traveled to Washington, DC 

and Winchester, VA for their spring band trip. It was an educationally 

driven trip which included visits to the Luray 

Caverns, war memorials, Smithsonian Museums, and Arlington 

Cemetery. The band also attended a comedy at 

the Kennedy Center for Performing Arts and a dinner cruise 

on the Potomac River. But the main focus of the trip was 

their performances – a concert in front of the Jefferson Memorial, 

and marching in the Apple Blossom Festival Parade 

in Winchester, VA. Congratulations to the students and 

staff for earning three plaques: first place in their division, 

first place “band front,” and first place “overall.” The band 

would like to thank the community for their continued support 

throughout the year by purchasing their subs! Next 

year’s destination – Hawaii! 

Senior Citizens Prom Celebrated 18 Years 

The 18th Annual Senior Citizens Prom had another successful year with 

over 300 Hempfield residents “sailing away” as they ate, danced, and 

mingled among their friends. High school students donated their time 

setting up, decorating, and hosting the event, along with coordinator, Mrs. 

Natalie Fetterman. A big “thank you” to all of the clubs, organizations, 

and businesses who donated baskets and gift certificates for the raffle.

Hempfield Area High School Community 

Art Exhibition 

Throughout the 2015-2016 school year, art students, under the direction of 

teachers, Tom Billeck and Emily Daignault, created numerous works of original 

art to be viewed by the community and beyond. These students wanted to 

infuse inspiring art throughout the school and at the annual art exhibition at the 

Westmoreland Museum of American Art. 

Students worked together toward a common artistic goal which encouraged 

them to be accepting of each other’s strengths and weaknesses, celebrate 

various artistic styles, and utilize problem-solving skills throughout the artistic 

process. The artwork promoted a culture of art appreciation and a community 

of art advocates. All student artists were required to create a proposal, and once 

their plan and materials were in place, students stayed after school and on 

weekends to create their 

art. Several of the works 

are still in progress and 

will be finished during the 

2016-17 school year. This 

project was funded in part 

through a grant from the 

Hempfield Area Foundation

High School Competes in First VEX Competition 

A team of students from the high school HEP program travelled to the Sarah 

Heinz House in Pittsburgh to compete in the VEX competition. The team spent 

three months designing, building, and programming a robot using VEX parts 

with the objective of shooting balls into a net. This was Hempfield Area’s first 

year participating in this competition. The team placed sixteenth out of thirtytwo 

in the seeding round, to then advance to the semifinals of the regional 

qualifying round. This finish was strong enough to qualify them for the state level 

competition, where they unfortunately were eliminated.

Project 18 Visits Harrisburg 

Students from the high school Project 18 class visited Harrisburg at the end of 

the school year to learn about state government first hand. Students had the 

opportunity to tour the capitol building, state museum and judicial center. They 

also sat in on a session of the state's House of Representatives and met with 

over fifteen speakers including Attorney General Kathleen Kane, former 

Governor Mark Singel, and Secretary of the Department of Environmental 

Protection, John Quigly. Project 18 has been taking this trip since 1978, and this 

year's students upheld the long standing tradition of asking great questions and 

representing the high school with distinction. 

High School 

Mrs. Truxal Wins “Exemplary Teacher Award” 

For the third year, the Project 18 class organized a “Senior Class Exemplary 

Teacher Award.” The nomination process is taken very seriously and indicates 

what an exceptionally good staff we have at Hempfield. After covering all the 

criteria for the award, the students nominated the teachers that they felt met the 

criteria. Sixty-six teachers were nominated, and after the ballots were tallied, 

Mrs. Darlene Truxal was declared the “Class of 2016 Exemplary Teacher!” 

Runners up were Mr. Eric Davis, Mr. Ray McCanna, Mr. Joe Scheuermann, and 

Mr. Bill Swan. Mrs. Truxal joins previous winners, Ms. Jaimie Sebastianelli and 

Mrs. Karen Sternick, and will be recognized on a plaque displayed near the 

main office of the high school. 

Former Maxwell Students Go Back for one Last Walk 

Many of the students from the class of 2016 who attended Maxwell as elementary 

students decided to return to their elementary school on the last day of 

classes to participate in the first annual “Senior Walk” to walk the same halls as 

they did all those years ago. Maxwell's current students made signs and offered 

high fives and shouts of congratulations as the graduates walked through the 

halls in their caps and gowns as “Pomp and Circumstance” played over the PA 

system. Some of the teachers had hugs (and tears) for their former students. 

The “Senior Walk” proved to be a special day for all involved.

Monica Buczynski Awarded Global Scholars Award 

The Pennsylvania State Modern Language Association Program (PSMLA) is a 

four year interdisciplinary program that fosters cultural awareness in academic 

subjects, as well as incorporating activities and community service that focuses 

on international themes. The 2015-2016 school year was the first year of 

implementation, and Hempfield Area School District is pleased to have had a 

senior complete the requirements within one year. Monica Buczynski, a 2016 

Hempfield Area graduate, has been awarded the PSMLA Global Scholars Award 

and has been recognized by Pedro A. Rivera, Secretary of Pennsylvania's 

Department of Education, for this distinction. Congratulations Monica!

Acclaimed Author Visits Wendover 

Students had exposure to the writings of J.B. Cheaney through collaborative 

lessons with their librarian, English, and reading teachers at Wendover Middle 

School. Students in the eighth grade creative writing club submitted their writing 

in advance and their librarian sent this to J.B. Cheaney. As a result, students 

received feedback and professional advice from our guest author and participated 

in a writing activity during the visit. Sixth and seventh grade students attended a 

session that focused on character development and action driven writing, while 

eighth grade students attended an assembly that focused on the art of storytelling 

and movies found in her novel I Don’t Know How the Story Ends.

WHMS Student Rylan Kauffman Finishes First at 

MCWP Math Contest 

On Saturday, April 9, 2016, The Mathematics Council 

of Western Pennsylvania (MCWP) conducted its 

annual Algebra I/Integrated Math II contest at Derry 

Area Middle School. For the third time in the last 

four years, a Hempfield student took top honors in 

the preliminary round by scoring the highest among 

the students representing both Westmoreland and 

Fayette Counties. This year’s top finisher was West 

Hempfield Middle School student Rylan Kauffman. 

Rylan was an 8th grade student in Mr. James 

Biondi’s Honors Algebra I class at West Hempfield Middle School this past year. 

More than thirty-five seventh and eighth grade Harrold students stayed after 

school to participate in Math Golf where each “hole” consisted of a math problem 

and students were awarded points for their answers. Pizza was served after 

the ninth hole, and prizes were awarded to the teams with the lowest score after 

eighteen holes. The event was organized by Harrold teachers, Mrs. Michele 

Duboy, Mrs. Teresa Graziotto, and Ms. Becky Spurlock.

Architectural Design Challenge 

West Hempfield’s HEP Architecture team recently participated in the Pittsburgh 

History and Landmark Foundation’s annual Design Challenge. This year, 

students were asked to envision an element of their home school to redesign. 

West Hempfield Middle School’s team chose to create a new wing of the 

school that addressed student needs with a focus on the biophilia hypothesis 

which suggests that there is an intrinsic bond between human beings and 

other living systems. With their eye on environmental issues and attention to 

design details, the team of four – Jilian Brockhoff, Alyssa Drahusz, 

Emma Hoffner, and Bret Macrania – placed second 

overall and also won first place 

as awarded by a 

student jury.

Elementary School 

Parent Literacy Club 

Hempfield Area School District and the United Way have partnered to provide 

parents of preschool students coming to the kindergarten in the fall a quality 

transition activity. Once a week for four weeks, parents, grandparents, and 

preschoolers are involved in activities that help build a relationship for the 

upcoming year. The United Way provides books to be distributed each week, 

and activities are built around topics such as emotions, limiting media/TV, 

writing/reading connections and friends. Kindergarten, Title I, and other primary 

grade level teachers in each of the elementary schools lend their support to make 

this program successful. This year we were able to have one hundred twelve 

preschoolers attend their assigned school. The hour-long program helps children 

build a comfort level prior to entering their “new” school in the fall. While the 

children are in the kindergarten classrooms listening to a story and completing 

an activity, their parents/grandparents are receiving strategies on presenting the 

new book and learning activities to work with the children at home. Enrollment 

is limited and is completed during the registration process in February. 

LEGO Grant Awarded to 

Stanwood Kindergarten Teachers 

Denise Johnson and Maria Shaffo, both kindergarten teachers at Stanwood 

Elementary School, were granted $628 from the Westmoreland Chapter of 

the Association of School Retirees (WCASR) to use for a LEGO project in 

their classrooms. Mrs. Johnson has dreamed of building a LEGO wall to 

enhance students' learning, and this grant will be the beginning. Kindergarten 

teachers at Stanwood want their students to leave kindergarten with the 

knowledge and skills to think for 

themselves, gather evidence, 

and be able to stand 

up to a problem and 

solve it. The LEGO 

education solutions 

purchased with 

these grants will 

be a wonderful 

tool to help 

do this! 

Tenth Annual Rotary of 

Greensburg Spelling 

Bee Ends in a Tie! 

The Rotary Club of Greensburg hosts 

an annual Spelling Bee for third grade 

students in the Hempfield Area and 

Greensburg Salem school districts, 

and Aquinas Academy. Each classroom 

holds their own classroom bee, 

with the winner representing their class 

in the Spelling Bee. Thirty-one students 

participated in this year’s 

Spelling Bee held on May 19, 2016, at Stanwood ElementarySchool. Nathan 

King and Abigail Ross, both students of Stanwood Elementary, were the final 

two contestants, and after going back and forth with several words, they were 

deemed dual winners. The Rotary Club of Greensburg also supports the education 

of Hempfield Area School District students with the purchase of a dictionary 

for each third grader.

K’Nex STEM Design Challenge 

The 2016 K’Nex Design Challenge, hosted by the Westmoreland Intermediate 

Unit for students in grades four through eight, required teams to design a building 

at least one meter tall that could hold weight. The students also documented 

their progress in a journal, created a blueprint, and prepared a presentation 

addressing how their building was environmentally friendly. Two teams of four 

students represented Hempfield Area School District in the county-wide 

competition where sixteen teams competed.

Students in Mrs. Johnson's kindergarten class 

at Stanwood Elementary used many STEM 

skills while designing leprechaun traps! No, 

they did not catch the little guy, but there is 

always next year! The students will continue 

designing, brainstorming and most importantly, 

continue to use their IMAGINATIONS


Fort Allen Students Show Off Their Talents 

Fort Allen Elementary School hosted their first ever talent show in May with 

the theme, “Step Right Up!” In an effort to raise money for the Fort Allen 

Fighters Relay for Life team. A small entry fee was charged, and a “Summer 

Fun” basket created by the teachers was raffled off at the end of the evening. 

Prior to the show, students brought in spare change to reach a goal of $250 

set by their teachers. If they reached their goal, the teachers agreed to perform 

at the end of the show, which is exactly what 

happened! Some of the featured talents included 

martial arts exercises, gymnastics, singing, 

musical instruments, and dance. A number of 

students also acted as stage crew to assist in 

setting up for the event. Over $700 was raised 

for the Relay for Life fight against cancer.

Third Grade Visits CWCTC 

Cosmetology 

Students at the Central Westmoreland Career 

& Technology Center (CWCTC) enrolled in the 

cosmetology program were afforded the 

opportunity to work on some real third grade 

“models” from Stanwood Elementary. The 

students visited the center and had their hair 

shampooed and styled. 

West Point Elementary School's fourth and fifth grade students received a special 

visit by author and storyteller, Robin Moore. The students were captivated as 

they watched and used teamwork to assist in erecting a sixteen foot tipi, and 

then used the dwelling as a storytelling space. In addition, they eagerly 

participated as part of the storytelling process while Robin made comparisons 

between the Native American way of life on the Western Plains and life among 

the Lenape Native Americans of Pennsylvania. It was an enjoyable learning 

experience for all involved. 

Rockin’ Readers Shine at West Point Elementary 

Fourth and fifth grade students at West Point Elementary School were invited to 

participate in the Rockin’ Reader Club which met every other Friday morning 

before school. Led by Mrs. Ellen Krueger, the students read classic novels to 

discuss with their teacher and other club members. The culminating activity was 

the “Wax Museum” where teams of students dressed up as one of the characters 

and depicted a scene from their favorite classic to the delight of classmates and 

parents. 

Energy Safe Kids 

Fourth grade students at West 

Hempfield Elementary participated in 

a free program called Energy Safe 

Kids presented through Columbia Gas 

of Pennsylvania where they learned all 

about natural gas safety. 

Citizenship at West Point 

The fifth grade winners of the coveted 

Citizenship Award went to Hunter Ronald, 

John Kissell, and Hunter Cernuska! All of 

their teachers presented speeches on the 

wonderful qualities that made these boys 

the 2015-2016 recipients of West Point’s 

pride!

Girls’ Softball Team Wins 

“Triple Crown!” 

Section Champions--WPIAL Champions--PIAA State 

Champions! 2016 proved to be their year. They worked hard, 

played hard, and deserved everything they achieved. This 

year’s girls’ softball team went undefeated, setting a school 

record of twenty-five (25) victories. Pitcher Morgan Ryan 

averaged fourteen strikeouts a game, and with a defense 

behind her that she could depend on to field the balls that were 

hit, made for a great team. When you meet the players and 

talk to them, you know instantly that they are a team, united 

together. They have each other’s backs and support each 

other, which contributes to building a winning team. The last 

time Head Coach, Bob Kalp, coached his team to a state 

championship was seventeen years ago. The work ethic that 

he instills in his players, the amount of time he puts into the 

program, and the way he pushes them to do their very best, is 

all part of creating a winning team. Congratulations to the girls’ 

softball team and their coaches, Bob Kalp, Richard Albright, 

Jenna Keefer, Brittany Fenn, Matt Knizner, Ray Mello, John 

Sherrow, and Stefanie Wiegand, , on a very deserving run to 

become the 2016 state champions! We are all so proud of you.

During the 2015-2016 school year, the Hempfield Area School District enjoyed 

many great individual and team sports performances – and provided a completely 

redesigned Athletic Department website to highlight and communicate those 

accomplishments. Now that all information is complete and current, township

Relay for Life 


Heavy rain and thunderstorms did not 

hinder the excitement of this year’s Relay For 

Life of Greensburg event which took place on 

June 11 & 12, 2016, at Hempfield Area High 

School. The carnival-themed event, moved 

inside to the field house because of weather, 

was a huge success with over 1,113 participants on forty-eight teams, raising 

$186,895.71 to help finish the fight against cancer. Local communities, schools, 

and businesses joined together as they walked laps, played games, and raised 

funds for the American Cancer Society. During the 24-hour event , over one 

hundred and fifty survivors were recognized from the local communities, and 

more than 1,200 luminaria bags were lit to honor and remember loved ones with 

cancer who fought back against the disease. For more information or to become

United Way and the HASD in promoting transitioning of children into Kindergarten. 

n The elementary schools hosted a Transition Night for incoming Kindergarten

n Hempfield Area School District’s Annual School Picnic was held at Kennywood 

Park on June 6. 

n The third Annual Relay for Life of Greensburg was held at Spartan Stadium. A total

each of the elementary schools. A committee of Kindergarten teachers met during

Digital Distribution of Elementary Report Cards & Community Flyers 

Elementary parents will notice a change in the number of papers students bring 

home in their backpacks in the upcoming school year. Elementary report cards 

will be made available in the same manner utilized in the secondary schools by 

posting them in the Family Access portal in Skyward. A skylert will be sent out 

when they are posted to remind parents/guardians to log in to view and/or print 

their child’s report card. Parents who do not have access to the Internet will have 

the option to receive a hard copy of the report card. The district is implementing 

this practice to reduce costs associated with printing and mailing. 

The district receives numerous requests for the distribution of flyers from local 

community organizations and businesses. Beginning with the 2016-2017 school 

year, approved flyers will be made available on the school websites within the 

Parents/Community section. A weekly email will be sent to families to inform them 

of the flyers recently added to the website. Less school time will be utilized in distributing 

flyers, and printing fees for organizations and businesses will be reduced. 

Attendance Matters - Why Does Going to School Matter So Much? 

Every school day counts in a child's academic life... 

A missed school day is a lost opportunity for students to learn. Education not only gives 

people basic skills they will need for all aspects of life, but it exposes them to a range 

of possibilities for their future. School helps students explore different ideas and activities, 

and helps them figure out what paths they want to take next. And, in a very practical 

and immediate way, school helps students attain a better quality of life. But it all 

starts with being in school. 

Unfortunately, when students are absent or chronically tardy, achievement levels 

suffer. Statistics show us that just being there definitely matters! If a 

student is late ten minutes each day of school, he/she misses 1,800 minutes of 

instructional time. That’s thirty hours of lost learning. There is no question that 

missing thirty hours of instruction impacts a student’s academic performance. 

Attendance Reminders: 

l For all absences the parent or guardian must submit to the school district a written 

excuse on the district’s Parental/Guardian Excuse Form stating (the form can be 

found on the district website under QUICKLINKS) or a handwritten note that includes: 

• the date of the absence 

• reason for the absence 

• written signature of the parent/guardian. 

l When a student is absent from school due to an illness and is seen by 

his/her doctor, the student should obtain a written excuse from the doctor 

which should be submitted by the student upon his/her return to school. 

l An excuse must be submitted within three (3) days of a student's return to 

school. (Ex: Absent Monday, return Tuesday. Excuse due no later than Thursday.) 

l Failure to submit an excuse will result in the absence being classified as 

unlawful or unexcused. Such absence will be coded as No Valid Excuse.

prior to school year begins. This section will provide you with information 

regarding absences, tardy’s, early dismissals, loss of privileges, as well as consequences

Special Education Services for Exceptional Children 

HASD provides a free, appropriate public education to exceptional children. In 

compliance with State and Federal laws, HASD will provide protected handicapped 

children without discrimination or cost to the student or family those 

related aids, services, or accommodations which are needed to provide equal 

opportunity to participate in and obtain the benefit of the school program and 

extracurricular activities to the maximum extent appropriate to the student’s

The privacy rights of parents, students, and student records are mandated by

ESSA and Right to Know 

The Every Student Succeeds Act (ESSA) that was signed into law in December, 

2015, reauthorizes the Elementary and Secondary Education Act of 1956 (ESEA) 

which includes Right to Know requests. These regulations allow you to learn more 

about your child’s teachers’ training and credentials. Parents and family members 

may request the following information: 

l whether a teacher met state qualifications and certification requirements for 

the grade level and subject he/she is teaching 

l whether a teacher received an emergency or conditional certificate through 

which state qualifications were waived 

l what undergraduate or graduate degrees the teacher holds, including graduate 

certificates and additional degrees, and major(s) or area(s) of concentration 

Parents and family members may request information on policies regarding 

student participation in assessments and procedures for opting out. Information 

on required assessments includes: 

l subject matter tested 

l purpose of the test 

l source of the requirement (if applicable) 

l amount of time it takes students to complete the test 

l time and format of disseminating results

News from Hempfield Township 

Our routine is about to change and volunteers are needed. 

Summer 2016 will soon be a memory, the kids will soon be back to school and the 

autumn leaves will be arriving with their brilliant colors. e annual fall events are 

also around the corner, Community Days at Hempfield Park will be held September 

10-11. We can always count on a change of seasons but the Townships ability to 

count on community volunteers to serve essential roles is also changing. 

Community Volunteers are one asset category that isn’t incorporated into the annual 

budget. Hempfield Township has historically been a community with an abundance 

of volunteers; whether it be as recreation a league coach, Community Day volunteer 

or with other area organizations. In order for our Township to continue with success, 

volunteers will need to remain an important part of our foundation. 

One of the most fulfilling volunteer opportunities offered in Hempfield, is with our 

emergency services. e volunteer fire fighters and members of our emergency management 

staff have played an important role in the preservation of our Township 

neighborhoods. However, too few of our young residents are volunteering to serve 

in one of our twelve volunteer fire departments. is puts a strain on our dwindling 

pool of veteran fire fighters to do more, and often times, with less. e Township 

is dedicated to supporting our departments with equipment and training, but the 

thing we need most are people willing to serve. 

If front line firefighting isn’t for you, the Township also supports the Hempfield 

Emergency Management Association (HEMA). is group, stemming from many 

different professional back grounds, develops plans for a wide variety of emergency 

situations. Should an emergency arise they would be activated to put that plan into 

place and support their neighbors through the tragedy. Like with our volunteer fire 

departments, the township is dedicated to providing the HEMA staff with quality 

training and support. 

e Board of Supervisors is dedicated to supporting these essential volunteer 

services. Each of these organizations require a wide array of skill-sets and interests, 

from answering fire calls to fundraising and accounting. However, our community 

will be at risk if residents do not take an active role in volunteering.

Hempfield Township Received $675,000 

From Commonwealth Financing Authority 

(HEMPFIELD, PA) – After several meeting cancellations due to budget 

negotiations the Commonwealth Financing Authority (CFA) met on July 1st 

to vote on nearly a year’s worth of applications, and Hempfield Township 

was awarded two grants: 

A $460,000 Multi-modal transportation grant program; 

As well as a $215,000 from the Greenways and Trailways grant program. 

This was the first time Hempfield Township has applied for CFA monies. 

Township Manager Andrew Walz commented, “The multi-modal grant will 

greatly help revamp our industrial park. The monies will go towards roadway 

resurfacing within the Hempfield-Greensburg Industrial Park to better serve 

the multitude of heavy truck traffic workers and residents. This grant will help 

us to improve the safety for those pedestrians.” He finished, “And our 

Greenways and Trailways grant will help fund our park project so that our 

families and residents can have improved park sites and more amenities 

and accessibility.” 

Chairman of the Board Doug Weimer commented on finding new sources 

of funding, “We take great pride in running the township as efficiently as 

possible without having to raise taxes on our residents. The success of our 

efforts to obtain this money will assist us with that goal.” 

Director of Parks and Recreation Jason Winters 

commented on being awarded the grant for the 

parks, “This is further proof that our project is 

seen as having merit.” He finished, “This brings 

us closer to completing Phase 1 of our parks 

project where we will be updating and 

improving our ball fields, playground areas, 

and pavilions. We hope to energize our local 

business community to further support this 

project so we can continue our positive momentum.”

Online Reporting 

Using a web enabled device, follow these steps: 

1. Navigate to www.firstenergycorp.com. 

2. Click "Report an Outage" from the upper left menu group. 

3. Click "Report Lighting Problem" from the upper left menu group. 

4. Answer the first two questions, then select the appropriate button 

to report an outage for either a Streetlight, Multiple Streetlights, 

or Outdoor Area Light. 

5. Scroll to the bottom of the page and click "Please use this form." 

6. Complete the on-line form, entries with an asterisk (*) are 

required fields. 

7. Click [NEXT] at the bottom of the screen when the form is complete. 

8. Review the summary page, and click [SUBMIT] if correct. 

9. Users will then get a statement on a new web page that the 

streetlight information was sent. 

10. A follow up e-mail will be delivered to the e-mail address 

provided in step #6. This message will include a notification 

number that can be used to follow up if necessary. 

Residential Burning Regulations 

All outdoor burning or fires in areas of RESIDENTIAL dwellings 

shall be: 

n Limited to twigs and yard waste during the hours of 8 a.m. to 2 p.m. 

on SATURDAYS. 

n Controlled in a safe manner and has an ATTENDED WATER 

SUPPLY OR EQUAL AT ALL TIMES. 

n Occurring at least 50 feet from any structure and 30 feet from any 

property line. 

n GARBAGE, NEWSPAPERS or PAPER PRODUCTS, RUBBER, 

TIRES, PAINT, ANIMAL WASTE, PLASTICS, DIAPERS, 

TOXIC MATERIALS, or any other SOLID WASTE is PROHIBITED 

from being burned AT ANY TIME. 

n Outdoor fireplaces, grills, fire pits, and stone rings used 

exclusively for recreational purposes and/or for food preparation 

are exempt from these regulations provided the activity is 

conducted not closer than 15 feet to any property line. 

n LEAVES are PROHIBITED from being burned AT ANY TIME. Check 

the fall leaf collection dates on page 14 of this newsletter. 

n Burning of any type is prohibited on any paved portion of a street, 

alley, or public grounds. 

Fines: 1st Offense: Warning issued; Fire to be extinguished; 

2nd Offense: Prosecution; Up to $1,000 fine

News from Hempfield Tax Collector 

Keystone Collections 

Keystone Collections Group is Hempfield’s tax collector for business 

privilege and local services taxes. 

Keystone mailed out Hempfield’s 2015 Per Capita Tax Notice. 

Consider taking advantage of Keystone’s INTERNET tax filing system for 

Hempfield individuals. Keystone’s e-File system offers a secure, 

user-friendly interface to fill and pay your taxes on-line. 

Keystone’s website, www.keystonecollects.com, provides various 

downloadable tax forms and an easy link to e-File. This system 

completely walks the taxpayer through the process, including creating a 

personal and secure log-in. 

Also, please be reminded that if you have not received tax invoices, 

it is your responsibility to notify Keystone Collections. Unfortunately, 

delinquent fees will not be waived for lack of receipt of an invoice. 

As always, taxpayers remain welcome to pay their taxes by mail or in 

person at Keystone’s corporate headquarters in Hempfield, located at 

546 Wendel Road, Irwin, PA 15642. Of course, residents can always 

contact customer service at 1-866-539-1100, Monday through Friday from 

8:00 am to 4:00 pm. 

Hempfield Township Property Tax 

Jim Regola, Hempfield Township Tax Collector for property taxes, 

reminds all Hempfield Township Residents that the 2016 County and 

Township taxes are due at the penalty amount through December 

31st, 2016. You should have received your 2016 School tax 

statement, which is due at the discount amount through 

September 30th, 2016.

Effective January 1st, 2015 all County, Township and School tax 

statements will be mailed directly to the homeowner. If you have a 

mortgage company, you will need to forward the tax statement to your 

mortgage company. This change in office procedure is due to recent 

legislation signed by Governor Tom Corbett on October 22, 2014 

(HB1590). If you did not receive your 2016 County and Township tax 

statement or your 2016 School tax statement, please call our office 

at 724-837-8437. 

If you have a 911 address change and you had an escrow set up with 

your mortgage company and you have not recently given the 

Westmoreland County Tax Mapping your current address, you need 

to contact them at 724-830-3415 so that the Court House has your 

most current mailing address listed on your tax statements. 

Earned Income Tax Collector 

for Hempfield Township 

As you already know, state law mandated in Act 32 that 

TOLL FREE 866-701-7206 

one earned income tax collector per county shall be 

established. Westmoreland County’s earned income tax collector is Berkheimer Tax Administrator. 

There are several important points to note: 

• This is for earned income tax only 

• Keystone Collections will continue to be the collector for Business Privilege, 

Per Capita, and Local Services Taxes (LST) 

• Jim Regola will continue to collect property taxes 

You should have already received information from Berkheimer Tax Administrator.

When Do I Need A Building Permit 

The Hempfield Township Code Enforcement Department is 

responsible for the issuance of building permits for any type of 

construction. Whatever your plans may be for construction, 

please take the time to contact the Code Enforcement Department.

update From Advanced Disposal 

Effective January 1, 2016 the following changes will take effect 

regarding waste hauling and recycling in Hempfield Township. 

WEEKLY RECYCLING 

Recycling will now be collected weekly on the same day as your regular 

collection. 

LEAF COLLECTION 

Leaf collection dates will be expanded to twelve (12) Saturdays per year. 

For 2016 those dates will be: 

• March 19th and 26th 

• November 5th, 12th, and 19th 

• April 2nd and 9th 

• December 3rd and 10th 

• October 8th, 15th, and 29th 

SENIOR CITIZEN STICKER PROGRAM 

Senior citizen stickers will no longer be sold at the Township Building. 

These may now be purchased by contacting Advanced Disposal 

directly at 1-800-437-1759 or by visiting www.advanceddisposal.com. 

ELECTRONIC WASTE RECYCLING 

Electronic wastes will be collected at Door from each resident who 

requests this service. This service is NOT available for commercial 

establishments. Items to be collected will include the following: 

• Computers 

• Keyboards 

• Stereo’s 

• CD/DVD Players 

• TV’s 

• VCR’s 

• Monitors 

• Florescent light bulbs 

• Electronic appliances 

• Auto Batteries 

To schedule a pickup of the above items please call our Customer Care 

Center at 1-800-437-1759. Identify yourself and inform the Representative 

that you are from Hempfield Township PA in Westmoreland County. Give 

your name, address, phone number, and electronic item that we will be 

collecting. You will be given a day of collection for your recyclable 

electronic device. Please note that this date may or may not be on your 

regular trash collection day, as these items are collected separately. Items 

must be placed at curb by 4:00am the day of collection. All electronics 

must be placed curbside. No electronic items will be collected in alleys. 

HOUSEHOLD HAZARDOUS WASTE COLLECTION 

Household Hazardous Waste will be collected at your door from each 

resident who requests this service. This service is NOT available for 

commercial establishments. Items to be collected will include the following:

your name, address, phone number and type of Household Hazardous 

Waste that you will be disposing of. Advanced Disposal will send to each 

resident a containment bag which the wastes must be placed in. If you 

have different wastes that could be flammable, please inform the 

Customer Care Representative so more than 1 bag can be shipped to your 

residence. You will then be scheduled a pick up day for your waste items. 

Please note that Household Hazardous Waste cannot be placed at the 

curb, but must be within 25 feet of the curb in plain sight for the collector. 

No items will be collected in alleys or garage areas due to the type of 

vehicle and materials handled.

As of January 2016, Hempfield residents have curbside collection of electronics 

and household hazardous waste through Advanced Disposal (call Advanced Disposal at 1-800-437-1759 to schedule a 

pick-up). In addition to this service, keep in mind our Recycling Center remains available to serve you. 

Household Hazardous Waste Collection 

Household Hazardous Waste (HHW) can only be 

accepted on special collection days as Recycling Center 

employees are not legally permitted to handle HHW at 

any time. As such we are partnering with ECS&R to conduct HHW events 

at our Recycling Center. If you are familiar with our HHW collections, this 

new Program will run a bit differently than those previously held. 

Saturday November 19th from 9am-1pm at the Recycling Center 

Event Registration: Pre-registration is required; no walk-ins will be accepted.

time to minimize lines and waiting

Cost: A disposal fee will be charged to all participants, on a per-pound 

basis, payable at the event (cash, checks, debit/credit cards).

l $.65/pound for Westmoreland Cleanways and Recycling members 

(existing members only; memberships will not be sold on day of 

collection) 

Household Chemicals include oil based/latex paint, deck stains, flammable 

liquids, drain cleaners, pool chemicals, fertilizers, antifreeze/automotive 

fluids, putties, adhesives, glues, wood/metal finishing products, 

water sealers, household cleaning agents, herbicides/pesticides. For 

questions about acceptable material, ask ESC&R when registering.

Educational Presentations: 

Westmoreland Cleanways and Recycling offers free educational 

programs for classrooms, youth groups, and adult groups. 

Presentations focus on recycling, waste reduction, and conservation.

Christmas Tree-cycling 

When deciding what type of Christmas tree to 

purchase this year, keep in mind the artificial 

verse live Christmas tree debate. During 

manufacturing, artificial trees consume energy 

and natural resources. These resources can 

not be recovered as the trees are not 

recyclable in any way and must be disposed 

of with garbage. On the other hand, live trees 

add oxygen to the air, control erosion, and provide wildlife habitat while 

growing. The benefits continue after the Christmas season as the 

Hempfield Township Public Works Department will chip the live trees for 

mulch to enhance the beauty of Hempfield Park. 

Live Undecorated Christmas trees can be dropped off at: 

l Hempfield Park, just off Route 66 north of Greensburg (look for 

signs to the drop-off site). 

l December 28, 2016 through January 15, 2017. 

l Do not leave the tree in bags or wrappings and be sure that all 

lights and ornaments have been removed from the tree.

Over the last 2 years, Adamsburg and Community Volunteer Fire Department 

and High Park Volunteer Fire Department have been working towards 

combining to become one larger and more efficient fire department. 

Adamsburg and High Park cover the west end of Hempfield Township. 

Throughout history, Volunteer Fire Departments, especially in Pennsylvania, 

have been on the receiving end of lowered membership and lowered income 

associated with it, as well as ever increasing costs and requests for Fire and 

Rescue services. To continue to provide the high level of service our 

communities expect and support, our Fire Departments have started the 

process of combining into one department. It is not often that emergency 

services can get ahead of the curve when it comes to firefighters and funding. 

We believe this process and the end result, will provide the new Fire 

Department, with the staying and fire power to handle all types of incidents at 

the same or better service level we provide now, long into the future. This 

combined with Hempfield Township recognizing the need for and addressing 

support for the fire service, will help put us head of that curve. As we continue 

on this journey, please be on the lookout for status updates and additional 

information.
