Over the years I have trained over 5,000 RICS members to be APC assessors 

and APC panel Chairs. Part of the training focuses on the issue of 

competency based questioning: 

• The assessors will provide candidates with clear, and concise questions 

relating to their declared competency knowledge and experience. 

• Candidates will be asked to explain their understanding, experience, 

advice and actions and give opinions and generally explain how you would 

undertake their business professionally. 

• Candidates are advised to ensure they have plenty of competency 

experience project examples for each of their declared competencies to 

discuss their depth and breadth of experience with the assessors. 

• Remember anything that is included in the Final Assessment Submission 

documents could be used for the basis for a question at the final

Visual Aids… 

I hear many stories where candidates have been told not to take visual aids or 

have taken too many and not committed the time to understanding how to 

produce them properly to benefit both the candidate’s presentation and the 

audiences appreciation. Here are a few tips for you: 

• It is important to have a good opening slide 

• Consider using an image of your project or property 

• Pictures help assessors remember and visualise of your project or property 

• Make sure it is a good quality, high resolution image and shows your 

project off to its best. 

• Know the other detail contained in the picture, the surroundings and other 

adjoining properties 

• Avoid using stock pictures or any pictures with problems, such as health 

and safety issues (we expect there to be none of these!) 

• Make sure your cover slide includes the title and your candidate details 

shown.

Why do candidates ‘fail’ at the APC? 

Jon Lever

Jon Lever says … “I am often asked whether RICS expects 

candidates to be perfect in the final APC exam? In other 

words, why would a candidate fail the APC?” 

Firstly, The APC Final Assessment is not an exam; it is an experiential based 

assessment which is quite different. I find a lot of candidates think the APC is 

something you can revise a few weeks before and hopefully your questions 

come up. This could not be any further from the truth! 

You are attending an interview with three other professionally Chartered 

Surveyors to discuss your Knowledge (Level 1), Skill and Ability through 

examples of application and advice (Level 2 and 3). This means that you need 

to know what the competency means and the depth and breadth of 

knowledge is important, but when taking a competency to a higher level then 

you must be able to discuss it, offering in depth examples of where you have 

had the experience and offered the advice relevant to the competency. 

For example, if a competency you have selected has 10 steps from beginning 

to end, you should be able to: 

Level 1 – Know the steps to complete the process and be able to discuss each 

step from a knowledge and process perspective. Know the principles, 

parameters and key criteria without having to go back to the books or codes of 

practice etc. 

Level 2 – You should be able to discuss your real life experiences from a range 

of different project types explaining how you have actually done each of the 

steps.

Why do candidates ‘fail’ the APC continued 

Level 3 – If and when discussing with a client about a relevant solution to a problem / challenge they have, 

you should be able to discuss with them and advise a suitable (correct) solution to cover each step. This 

advice should be based upon and taken from your experiences you have had at Level 2. Assessors are also 

looking to see how you will conduct yourself and therefore presentation, communication and professional 

conduct also feature high in the assessment. 

It is a good idea to treat your panel as if you were attending a progress meeting with a client, be on your best 

professional behaviour, have your client’s interest foremost in your mind and be able to explain and discuss 

yourself professionally and succinctly. 

At the APC Final Assessment a candidate must convince a panel of professional Chartered Surveyors that 

they are a ‘Safe Pair of Hands’ and should they achieve their Chartered Status and set up their own practice 

they know their business and they understand how they are expected to conduct themselves and not bring 

themselves, the institution and all other Chartered Surveyors into disrepute. 

Assessors do not expect candidates to be experts in every competency they declare, but they do expect 

candidates to have made the effort to have fully understood and taken steps to experience the depth and 

breadth of their declared competencies. The APC Final Assessment is not easy, it is not meant to be, it is a 

professional interview where a successful candidate demonstrates to other Chartered Surveyors that they are 

competent and can be trusted to always be professional. 

Unfortunately, candidates are mainly referred at the Final Assessment due to a lack of understanding of the 

APC process or their competencies, or through a lack of experience so they are unable to demonstrate their 

ability. If a candidate is unable to discuss, at the final assessment, the basics as laid down in the Pathway 

guide and competencies, then the assessors will refer the candidate. You would be surprised how many 

candidates come forward for assessment thinking they can demonstrate a Level 2 and 3 competency by just 

having the outline knowledge without any real experience of it! 

In the 18+ years I have been assessing this is a constant issue and I often say that about 50% to 60% of 

candidates I see at the interview deliver a poor performance. This percentage is much higher at the mock 

interviews I provide, but thankfully they are mocks and I am able to identify and demonstrate to these 

individuals the gaps they have in their knowledge and experience. 

I achieved my APC Final Assessment and Chartered Status over 20 years ago and I am as proud today as the 

day I achieved it. I believe that success comes from hard work, being realistic about whether you are ready to 

take the final assessment, a positive attitude to continually grow and develop and try to always do everything 

to the best of your ability.

Understanding the Competency Levels 

Unfortunately most the candidates I meet do not understand the competency 

levels, so here goes: 

Level 1 - This is all about Learning. Do not try and define the competency or 

regurgitate the APC Pathway guide text, as so many candidates seem to do! 

Remember you are trying to demonstrate to the assessors that you have 

reviewed the requirements in the APC Pathway guide with your supervisor 

and counsellor, and have researched, undertaken and achieved the required 

learning. Also, remember not to talk about your project experience 

examples in this level, unless you wish to refer to the learning you have 

reinforced through your experience. 

Level 2 - This is all about Doing. This needs to be a focused description of the 

depth and breadth of your experience and one or two (if you can fit it into the 

word count) good examples of your experience relevant to this competency. 

Level 3 - This is all about Advising. This needs to be a description of the depth 

and breadth of your experience and specifically where you have been 

advising clients, colleagues and anyone else of relevance. Remember, the 

ability to advise effectively comes from having had a large amount of varied 

experience, relevant to your declared competencies.

Graduate Surveyors founder Shyam Visavadia answered questions from recent 

graduates around the globe. Here are a few sample questions: 

Q: What is the process for becoming registered as an RICS Surveyor? 

SV: It’s simple – just follow the ‘Which assessment is right for you?‘ online wizard. Generally, you 

need to be employed to start your APC. My employer took responsibility for formally registering and 

paying for my membership. If you meet one of these criteria you can enrol now and start the 

process. 

Q: From a recent graduate: “I have an MBA from RICS SBE & a B Tech in Civil Engineering. Should I 

do another course to help find a job?” 

SV: Academic and practical work experience goes hand in hand. Employers are looking at how your 

academic knowledge can be transferable in the real world to create tangible value. 

Q: Where are the best places for students to find tips on applications? 

SV: There are various sources you can use including LinkedIn and Job Board websites. RICS Recruit 

puts out a lot of great advice which can be found here. 

Q: Would you advise young graduates to look overseas for a graduate career, from your experience 

in the Middle East? 

SV: Definitely. I took my surveying career abroad within the first 18 months of starting my career. 

Make a plan to ensure the decision is in line with your long-term career aspirations. Remember the 

novelty of moving abroad can quickly diminish. You can find more information here.

Dealing with Referral on your APC Final Assessment? 

Firstly, let’s get the stigma out of the way. Referral simply means you have not 

demonstrated to the panel that you are ready for Chartered status. It does not 

mean you are useless! 

It does mean that you will need to consider how you plan the next 6-month 

lead-in to your Final Assessment, 

plus there is always an element of personal disappointment and negativity 

that I always try and enthuse referred candidates to turn into positive thinking 

and energy and refocus on the new final assessment goal ahead.

Please make sure you carefully consider your referral report which has been 

produced by the chairman of your referring assessment panel. Currently, this 

report will be in your next submission pack so the next assessment panel will 

be expecting you to have taken on board all of the points it refers to where 

you were deemed deficient. 

Take heart that the pass rate for referred candidates is normally substantially 

higher than the first time pass rate. 

Lastly, please remember not to get caught out by the time scales as whilst 

the assessment dates are six months apart the actual time between receiving 

your referral report and having to reapply and resubmit your documentation 

is substantially less.
