2017 BUDGET<br />

Due to the October 1 st change in our management company from PCMI to<br />

Crest, decisions on the 2017 budget and hence maintenance fee, which<br />

in previous years have been set at the September Board meeting, have<br />

this year been postponed until the October meeting and thus were not<br />

available in time to be included in this newsletter. This information will<br />

be included in the next edition.<br />

OCTOBER YARD-OF-THE-MONTH<br />

The Yard-of-The Month award for October goes to J and Marla Doehring of<br />

22631 Bucktrout. J and Marla have lived in <strong>Williamsburg</strong> <strong>Settlement</strong> since<br />

1989. They have 2 adult children, Jamison and Sarah. The <strong>Settlement</strong><br />

gives them a feeling of community and a family environment. The<br />

Doehring’s yard is very colorful. The front flowerbeds have a wide variety<br />

of plants. They have large photenias, Indian hawthorns, crepe myrtles,<br />

large red leaf caladiums and flagstone outlines the front beds. The large<br />

corner island plant bed has boxwoods, hibiscus, purple fountain grass,<br />

geraniums, knockout roses and society garlic, in bloom. Thank you J and<br />

Marla for adding so much color and beauty to our neighborhood.<br />

UPDATE OF EMAIL ADDRESSES<br />

This is just a reminder that the email addresses to which emails from<br />

the WSMA Webmaster are broadcast are those that have been registered<br />

on the www.WSMAonline.org website by the residents themselves. This<br />

email distribution list is used to disseminate important announcements<br />

to <strong>Settlement</strong> residents. However, email addresses do tend to be rather<br />

dynamic as residents change their ISP for a variety of reasons and<br />

when they do so, unless they re-register their new email addresses on<br />

the Registration page of the website, they will no longer receive these<br />

broadcast emails. So please, when conveying a new email address to<br />

those in your address book, also update our mailing list by removing your<br />

old email address and replacing it with your new one. This will ensure<br />

that you continue to receive the timely announcements on important<br />

<strong>Settlement</strong> activities.<br />

And for those who have not yet registered, you are strongly urged to<br />

do so as this is the best mechanism we have to quickly communicate<br />

with our residents.<br />

NEXT WSMA BOARD MEETING<br />

The next meeting of the WSMA Board of Directors will be held in the<br />

clubhouse on Hoyt Lane. The meeting will begin at 5:30 PM on Tuesday,<br />

<strong>November</strong> 15, <strong>2016</strong>.<br />

DRAFT MINUTES OF THE MEETING OF THE BOARD<br />

OF DIRECTORS OF WILLIAMSBURG SETTLEMENT<br />

MAINTENANCE ASSOCIATION, INC. SEPTEMBER 20, <strong>2016</strong><br />

A meeting of the Board of Directors of the <strong>Williamsburg</strong> <strong>Settlement</strong><br />

Maintenance Association, Inc. was held on Tuesday, September 20, <strong>2016</strong><br />

at 5:30 PM at the <strong>Williamsburg</strong> <strong>Settlement</strong> clubhouse, 1602 Hoyt, Katy,<br />

Texas 77449.<br />

ATTENDANCE<br />

Board Members present were: Floyd Ball, Dave Ellis, Anitra Ondrush, Gail<br />

Owens, Martin Spears and Larry Crain.<br />

Also in attendance were Gloria C. Black and Tracie Andrade representing<br />

Planned Community Management, Inc. (PCMI) and Sherriff Officer<br />

Felchak.<br />

With a quorum being established, the meeting was called to order at 5:30 PM.<br />

MINUTES<br />

A motion to approve the minutes of the August 16, <strong>2016</strong> Board Meeting<br />

was made by Dave Ellis, seconded by Martin Spears and unanimously<br />

approved.<br />

HOMEOWNER CONCERNS<br />

There was one (1) homeowner present at the meeting but did not have<br />

any issues or concerns to bring before the Board.<br />

SHERIFF PATROL REPORT<br />

Officer Felchak reported that several speeding tickets have been given.<br />

He did not have any information to offer on the home invasion.<br />

FINANCIAL REVIEW<br />

Dave Ellis presented a detailed report on the August financials. As of<br />

August 31, <strong>2016</strong> the money in the bank totaled $520,722.19. This figure<br />

includes checking, savings accounts and CD’s and is the money to cover<br />

both operating expenses and the necessary reserve to fund maintenance<br />

and replacement of the Association’s capital assets. The delinquency total<br />

as of August 31, <strong>2016</strong> was $18,094.01. This amount includes maintenance<br />

fees, accrued interest, the cost of force mows and legal fees.<br />

OLD BUSINESS<br />

Swim Team Request for Drilling Flag Support Holes in Pool Deck<br />

Martin Spears reported that he was now satisfied that the May 18<br />

proposal submitted by Bill Evans to drill the required pool deck holes<br />

is satisfactory. Martin therefore made a motion that the Board accept<br />

Bill’s proposal to complete this task for a price of $350. The motion was<br />

seconded by Dave Ellis and unanimously approved.<br />

NATIONAL NIGHT OUT<br />

Anitra Ondrush reported that everything is ready for the October 4 th<br />

National Night Out celebration. She would like assistance from the Board<br />

members in manning some of the stations that will be set up the night of<br />

the event. She asked if Board members could provide one to two coolers<br />

filled with ice. The Morton Ranch High School Booster Club will also be<br />

volunteering their time.<br />

CLUBHOUSE LANDSCAPING AND GUTTER REPLACEMENT<br />

Dave reported that the gutters were installed on September 19 th . A<br />

concern was raised about the water run-off from the two central drain<br />

spouts as to whether under heavy rain conditions this could wash away<br />

some of the mulch. Larry Crain took the action to have Texas Lawn Care<br />

channel this run-off appropriately while the landscaping along the front<br />

of the building is being replaced next week.<br />

OTHER OLD BUSINESS TO COME BEFORE THE BOARD<br />

There was no other old business to be discussed at this time.<br />

NEW BUSINESS<br />

Decisions Taken by Email Vote Since the Last Meeting<br />

Dave Ellis reported the email votes taken since the last meeting were as<br />

follows:<br />

• Approval of the 2017 Texas Lawn Care landscape contract for $27,908.24.<br />

This is the same price as we are paying in <strong>2016</strong>.<br />

• Approval of the 2017 A-Beautiful pool management contract for<br />

$39,976.16. The rates are the same as we are paying in <strong>2016</strong> but the total<br />

price is a little higher due to additional days that the pool will be open in<br />

2017 to accommodate the changes in the 2017 KISD schedule.<br />

• Approval of A-Beautiful’s replacement of a broken lifeguard footboard<br />

at a price of $788.87.<br />

• Approval of A-Beautiful’s repair of a damaged lane rope and two<br />

replacement floats for a price of $175.10<br />

• Approval of the renewal of the Security Contract for $100,464.00. This is<br />

the same price as we are paying in <strong>2016</strong>.<br />

• Approval of $175.00 to register the Association as a non-profit<br />

organization, a prerequisite for a possible future filing for 501(c)(4) status.<br />

Perimeter Fence - Phase II Replacement - West Side<br />

Larry Crain and Floyd Ball have inspected the West side perimeter<br />

fence and will be seeking proposals from contractors to replace those<br />

sections that are no longer viable. Larry and Floyd will also be visiting<br />

the commercial businesses that back up to the fence to determine if they<br />

would be prepared to share the cost of replacement.<br />

Application for 501(c)(4) status<br />

Dave Ellis asked if the Association is prepared to seek registration as a<br />

501(c)(4) non-profit entity. Application for registration would cost the<br />

Association in the order of $4,500, but if successful would exempt us from<br />

all future sales taxes. A motion to proceed with this application was made<br />

by Larry Crain, seconded by Anitra Ondrush and unanimously approved.<br />

Proposed changes to WSMA website<br />

Dave Ellis suggested that the Directory page of the website be retired.<br />

Firstly there is concern that having residents’ telephone numbers so<br />

readily accessible online has resulted in many crank calls, which have in<br />

turn caused a lot of residents to request that their numbers be deleted.<br />

This fear has also dissuaded new residents from registering. In addition,<br />

many residents are retiring their land lines or changing their cell phone<br />

numbers without updating the directory - a prerequisite for maintaining<br />

its currency.<br />

Dave had initially intended to also retire the website Guest Book as many<br />

residents now prefer to post missing or found pet notices on Facebook<br />

or Nextdoor. But as not all residents wish to use the closed membership<br />

Facebook site or provide the more detailed personal information<br />

required by Nextdoor, he expressed the opinion that it may be preferable<br />

to retain the Guest Book but to also monitor the Facebook and Nextdoor<br />

sites and forward pet related postings on either of these platforms as<br />

well as from any emails he receives, to those who have subscribed to the<br />

Petlovers email distribution list.<br />

A motion to grant Dave the discretion to make the website changes which<br />

he feels are appropriate to the evolving information environment was<br />

made by Larry Crain, seconded by Gail Owen and unanimously approved.<br />

Change in Management Company/New Address/New Contracts<br />

Crest Management Company will begin management of the community<br />

on October 1 st . Following the transfer the Board will provide homeowners<br />

with the new contact information, contact names and addresses and<br />

phone numbers. However the main mailing address is:<br />

Increase in Administrative Fees for payment plans 2017<br />

Floyd announced that under the Crest contract there will be a significant<br />

increase in the administrative fees associated with the payment plans.<br />

Current payment plans will be exempt. Property Owners may find that<br />

paying by check or charging their full maintenance fee to their credit card<br />

in January is a better option.<br />

October 18 th - Budget Meeting - Residents Welcome<br />

The budget meeting has been scheduled for October 18 th at the Crest<br />

Management office and will begin at 5:30 PM. The location of the Crest<br />

office is 17171 Park Row, Suite 310; Houston, Texas 77084.<br />

ANY NEW BUSINESS TO COME BEFORE THE BOARD<br />

Winborn Elementary SPARK Park<br />

Anitra Ondrush reported the Winborn Elementary SPARK Park is now<br />

fully funded and installation of new playground equipment will begin at<br />

the beginning of October. She will have the park plans available at the<br />

National Night Out.<br />

With no further business to come before the Board, the meeting was<br />

adjourned into executive session at 6:21 PM.<br />

Delinquencies<br />

Floyd Ball reported that the suspension of trash & recycle service<br />

to homes with delinquent accounts and not paying on an approved<br />

payment plan, is continuing and legal action is in progress on a number<br />

of accounts, including cases in which residents on payment plans have<br />

defaulted. The Board regrets that these actions are necessary.<br />

Deed Restriction Violations<br />

The homes that have received final demand letters prior to the initiation<br />

of legal action were reviewed and two of these will be referred to the<br />

Association attorney following the transfer of management companies<br />

on October 1 st .<br />

REQUEST FOR HOME IMPROVEMENT FORM<br />

To help maintain the character of our subdivision, residents intending<br />

to make any changes that will affect the exterior appearance of their<br />

property are required to submit a Request for Home Improvement form<br />

to seek Board approval. The form can be downloaded from the Forms<br />

page of our website. Requests can also be made via the Crest website<br />

or by contacting Jill Redmond - Assistant Manager, Kill.Redmond@crestmanagement.com,<br />

STREET LIGHT OUTAGES<br />

To report a burned out streetlight, any resident may call CenterPoint<br />

directly at 713-207-2222. However, for those with Internet access, you<br />

may also make this report on-line. For those interested, you can go to<br />

http://cnp.centerpointenergy.com/outage. Then enter your contact<br />

details so that they can get back to you if more information is required.<br />

On the following page enter the details of the light(s) with the problem.<br />

Just as you would if reporting the outage via the telephone, you will need<br />

to provide the street address where the light is located and the 6-digit<br />

number that is prominently displayed on the front of the pole. Under<br />

normal circumstances the crew will be out to fix the problem within 7<br />

working days. Anyone noticing a streetlight that is out or has some other<br />

malfunction is encouraged to report the problem to CenterPoint via<br />

either of these two methods without delay. Our Association is charged<br />

for every streetlight each month, irrespective of whether or not the light<br />

is functioning. So please help us get value for your hard earned money!<br />

• *Note that when alcohol is served, two security guards must also be on<br />

duty. The requirement for two is mandated by the Sheriff’s Department.<br />

When no alcohol is being served but the event is attended by 20 or more<br />

people between the ages of 13 and 21 unaccompanied by their family<br />

members, one security guard is required.<br />

• The charge for the security guards, which is paid directly to the officers,<br />

is the responsibility of the resident requesting the rental. Also, if there are<br />

more than 20 young people between the ages of 13 and 21 unaccompanied<br />

by their family members the Association requires one responsible adult<br />

for every 10 of these young persons to act as chaperones.<br />

• All deposits refundable upon passing the exit inspection.<br />

POOL RENTAL<br />

The pool is available for private parties during the swim season (only),<br />

subject to the posted pool rules and the following restrictions.<br />

During Pool Hours:<br />

• Only 1 group at a time.<br />

• Parties must be scheduled at least 2 weeks ahead of time.<br />

• Parties held during open hours are restricted to 20 or fewer persons<br />

(adults and children) who will be entering the pool and do not have their<br />

own pool tags.<br />

• In the event that the total number of persons in the pool (including<br />

regular pool users who are not in the party) is likely to exceed the 50 that<br />

can be handled by the 2 regular lifeguards, then two weeks prior to the<br />

event, the renter may request that an additional lifeguard be added for<br />

the duration of the party. The charge for this additional guard will be $26<br />

per hour. If no provision has been made for an additional lifeguard, then<br />

the number of party members entering the pool must be limited such<br />

that the total number of people in the pool at any time (including regular<br />

pool users who are not in the party) does not exceed 50.<br />

• Two responsible adults must be in the pool area at all times, acting as<br />

chaperones to ensure the good behavior of all members of the party.<br />

• Party to be over and the area cleaned up by pool closing at 8:00 PM<br />

After Hours:<br />

• Parties must be scheduled at least 2 weeks ahead of time.<br />

• Rental Fees: 1-49 people - $50; 50 plus - $75.<br />

​HENRY DIBRELL REELECTED TO THREE-YEAR TERM<br />

The Texas Association of School Boards (TASB) has reelected Henry<br />

Dibrell of Katy ISD to a three-year term on the TASB Board of Directors,<br />

representing TASB Region 4, Position E. Dibrell currently serves as<br />

sergeant-at-arms for the Katy ISD Board. He joined the Board in 2011 and<br />

has held the positions of vice-president, treasurer and secretary.<br />

A graduate of Leadership TASB and a current fellow with the Center for<br />

Reform of School Systems, he also invests time volunteering with the<br />

Katy High School Band Booster Club and mentoring and coaching flag<br />

football athletes. Dibrell is the owner of Campaign Crate, a political<br />

consulting firm.<br />

Dibrell is a licensed minister who holds a bachelor of science in marketing<br />

from Northwestern State University. He is also a member of the Blue Key<br />

National Honor Fraternity, where he received the Dean Nicolus Award<br />

and serves on the Board of the Katy Pachyderm Club.<br />

TASB is a nonprofit association established in 1949 to serve local public<br />

school Boards. School Board members are the largest group of publicly<br />

elected officials in the state. The districts they represent serve more than<br />

5.3 million students.<br />

about Hydrocephalus and encourage participation in the Greater<br />

Houston Hydrocephalus Association WALK on Saturday, <strong>November</strong><br />

Westheimer Parkway in Katy, Texas. Over one million Americans live<br />

with the challenges of hydrocephalus. While we often think of children<br />

Compassion Katy has partnered with Feed the Hunger, a faith based<br />

501c3 non-profit organization to coordinate an amazing city wide event<br />

where the Katy community of churches, businesses, organizations and<br />

individuals will come together with a goal of packing one million meal<br />

packages that will be distributed locally, nationally and internationally.<br />

What is a Pack-A-Thon? A food packing event where participants package<br />

thousands of nutritious meals (Rice, Dehydrated Veggies, Vitamin Powder<br />

and Beans). Distributed through Feed the Hunger partners to children and<br />

families in need locally, nationally and internationally. Who will receive the<br />

meal package? 25% to Katy area food pantries - Katy Christian Ministries,<br />

Eternal Food Ministries and Second Mile Ministries; 25% to National food<br />
