2017 BUDGET
Due to the October 1 st change in our management company from PCMI to
Crest, decisions on the 2017 budget and hence maintenance fee, which
in previous years have been set at the September Board meeting, have
this year been postponed until the October meeting and thus were not
available in time to be included in this newsletter. This information will
be included in the next edition.
OCTOBER YARD-OF-THE-MONTH
The Yard-of-The Month award for October goes to J and Marla Doehring of
22631 Bucktrout. J and Marla have lived in Williamsburg Settlement since
1989. They have 2 adult children, Jamison and Sarah. The Settlement
gives them a feeling of community and a family environment. The
Doehring’s yard is very colorful. The front flowerbeds have a wide variety
of plants. They have large photenias, Indian hawthorns, crepe myrtles,
large red leaf caladiums and flagstone outlines the front beds. The large
corner island plant bed has boxwoods, hibiscus, purple fountain grass,
geraniums, knockout roses and society garlic, in bloom. Thank you J and
Marla for adding so much color and beauty to our neighborhood.
UPDATE OF EMAIL ADDRESSES
This is just a reminder that the email addresses to which emails from
the WSMA Webmaster are broadcast are those that have been registered
on the www.WSMAonline.org website by the residents themselves. This
email distribution list is used to disseminate important announcements
to Settlement residents. However, email addresses do tend to be rather
dynamic as residents change their ISP for a variety of reasons and
when they do so, unless they re-register their new email addresses on
the Registration page of the website, they will no longer receive these
broadcast emails. So please, when conveying a new email address to
those in your address book, also update our mailing list by removing your
old email address and replacing it with your new one. This will ensure
that you continue to receive the timely announcements on important
Settlement activities.
And for those who have not yet registered, you are strongly urged to
do so as this is the best mechanism we have to quickly communicate
with our residents.

NEXT WSMA BOARD MEETING
The next meeting of the WSMA Board of Directors will be held in the
clubhouse on Hoyt Lane. The meeting will begin at 5:30 PM on Tuesday,

DRAFT MINUTES OF THE MEETING OF THE BOARD
OF DIRECTORS OF WILLIAMSBURG SETTLEMENT
MAINTENANCE ASSOCIATION, INC. SEPTEMBER 20, 2016
A meeting of the Board of Directors of the Williamsburg Settlement
Maintenance Association, Inc. was held on Tuesday, September 20, 2016
at 5:30 PM at the Williamsburg Settlement clubhouse, 1602 Hoyt, Katy,
Texas 77449.
ATTENDANCE
Board Members present were: Floyd Ball, Dave Ellis, Anitra Ondrush, Gail
Owens, Martin Spears and Larry Crain.
Also in attendance were Gloria C. Black and Tracie Andrade representing
Planned Community Management, Inc. (PCMI) and Sherriff Officer
Felchak.
With a quorum being established, the meeting was called to order at 5:30 PM.
MINUTES
A motion to approve the minutes of the August 16, 2016 Board Meeting
was made by Dave Ellis, seconded by Martin Spears and unanimously
approved.
HOMEOWNER CONCERNS
There was one (1) homeowner present at the meeting but did not have
any issues or concerns to bring before the Board.
SHERIFF PATROL REPORT
Officer Felchak reported that several speeding tickets have been given.
He did not have any information to offer on the home invasion.
FINANCIAL REVIEW
Dave Ellis presented a detailed report on the August financials. As of
August 31, 2016 the money in the bank totaled $520,722.19. This figure
includes checking, savings accounts and CD’s and is the money to cover
both operating expenses and the necessary reserve to fund maintenance
and replacement of the Association’s capital assets. The delinquency total
as of August 31, 2016 was $18,094.01. This amount includes maintenance
fees, accrued interest, the cost of force mows and legal fees.
OLD BUSINESS
Swim Team Request for Drilling Flag Support Holes in Pool Deck
Martin Spears reported that he was now satisfied that the May 18
proposal submitted by Bill Evans to drill the required pool deck holes
is satisfactory. Martin therefore made a motion that the Board accept
Bill’s proposal to complete this task for a price of $350. The motion was
seconded by Dave Ellis and unanimously approved.
NATIONAL NIGHT OUT
Anitra Ondrush reported that everything is ready for the October 4 th
National Night Out celebration. She would like assistance from the Board
members in manning some of the stations that will be set up the night of
the event. She asked if Board members could provide one to two coolers
filled with ice. The Morton Ranch High School Booster Club will also be
volunteering their time.
CLUBHOUSE LANDSCAPING AND GUTTER REPLACEMENT
Dave reported that the gutters were installed on September 19 th . A
concern was raised about the water run-off from the two central drain
spouts as to whether under heavy rain conditions this could wash away
some of the mulch. Larry Crain took the action to have Texas Lawn Care
channel this run-off appropriately while the landscaping along the front
of the building is being replaced next week.

OTHER OLD BUSINESS TO COME BEFORE THE BOARD
There was no other old business to be discussed at this time.
NEW BUSINESS
Decisions Taken by Email Vote Since the Last Meeting
Dave Ellis reported the email votes taken since the last meeting were as
follows:
• Approval of the 2017 Texas Lawn Care landscape contract for $27,908.24.
This is the same price as we are paying in 2016.
• Approval of the 2017 A-Beautiful pool management contract for
$39,976.16. The rates are the same as we are paying in 2016 but the total
price is a little higher due to additional days that the pool will be open in
2017 to accommodate the changes in the 2017 KISD schedule.
• Approval of A-Beautiful’s replacement of a broken lifeguard footboard
at a price of $788.87.
• Approval of A-Beautiful’s repair of a damaged lane rope and two
replacement floats for a price of $175.10
• Approval of the renewal of the Security Contract for $100,464.00. This is
the same price as we are paying in 2016.
• Approval of $175.00 to register the Association as a non-profit
organization, a prerequisite for a possible future filing for 501(c)(4) status.
Perimeter Fence - Phase II Replacement - West Side
Larry Crain and Floyd Ball have inspected the West side perimeter
fence and will be seeking proposals from contractors to replace those
sections that are no longer viable. Larry and Floyd will also be visiting
the commercial businesses that back up to the fence to determine if they
would be prepared to share the cost of replacement.
Application for 501(c)(4) status
Dave Ellis asked if the Association is prepared to seek registration as a
501(c)(4) non-profit entity. Application for registration would cost the
Association in the order of $4,500, but if successful would exempt us from
all future sales taxes. A motion to proceed with this application was made
by Larry Crain, seconded by Anitra Ondrush and unanimously approved.
Proposed changes to WSMA website
Dave Ellis suggested that the Directory page of the website be retired.
Firstly there is concern that having residents’ telephone numbers so
readily accessible online has resulted in many crank calls, which have in
turn caused a lot of residents to request that their numbers be deleted.
This fear has also dissuaded new residents from registering. In addition,
many residents are retiring their land lines or changing their cell phone
numbers without updating the directory - a prerequisite for maintaining
its currency.
Dave had initially intended to also retire the website Guest Book as many
residents now prefer to post missing or found pet notices on Facebook
or Nextdoor. But as not all residents wish to use the closed membership
Facebook site or provide the more detailed personal information
required by Nextdoor, he expressed the opinion that it may be preferable
to retain the Guest Book but to also monitor the Facebook and Nextdoor
sites and forward pet related postings on either of these platforms as
well as from any emails he receives, to those who have subscribed to the
Petlovers email distribution list.
A motion to grant Dave the discretion to make the website changes which
he feels are appropriate to the evolving information environment was
made by Larry Crain, seconded by Gail Owen and unanimously approved.
Change in Management Company/New Address/New Contracts
Crest Management Company will begin management of the community
on October 1 st . Following the transfer the Board will provide homeowners
with the new contact information, contact names and addresses and
phone numbers. However the main mailing address is:

Increase in Administrative Fees for payment plans 2017
Floyd announced that under the Crest contract there will be a significant
increase in the administrative fees associated with the payment plans.
Current payment plans will be exempt. Property Owners may find that
paying by check or charging their full maintenance fee to their credit card
in January is a better option.
October 18 th - Budget Meeting - Residents Welcome
The budget meeting has been scheduled for October 18 th at the Crest
Management office and will begin at 5:30 PM. The location of the Crest
office is 17171 Park Row, Suite 310; Houston, Texas 77084.
ANY NEW BUSINESS TO COME BEFORE THE BOARD
Winborn Elementary SPARK Park
Anitra Ondrush reported the Winborn Elementary SPARK Park is now
fully funded and installation of new playground equipment will begin at
the beginning of October. She will have the park plans available at the
National Night Out.

With no further business to come before the Board, the meeting was
adjourned into executive session at 6:21 PM.

Delinquencies
Floyd Ball reported that the suspension of trash & recycle service
to homes with delinquent accounts and not paying on an approved
payment plan, is continuing and legal action is in progress on a number
of accounts, including cases in which residents on payment plans have
defaulted. The Board regrets that these actions are necessary.
Deed Restriction Violations
The homes that have received final demand letters prior to the initiation
of legal action were reviewed and two of these will be referred to the
Association attorney following the transfer of management companies
on October 1 st .

REQUEST FOR HOME IMPROVEMENT FORM
To help maintain the character of our subdivision, residents intending
to make any changes that will affect the exterior appearance of their
property are required to submit a Request for Home Improvement form
to seek Board approval. The form can be downloaded from the Forms
page of our website. Requests can also be made via the Crest website

STREET LIGHT OUTAGES
To report a burned out streetlight, any resident may call CenterPoint
directly at 713-207-2222. However, for those with Internet access, you
may also make this report on-line. For those interested, you can go to
http://cnp.centerpointenergy.com/outage. Then enter your contact
details so that they can get back to you if more information is required.
On the following page enter the details of the light(s) with the problem.
Just as you would if reporting the outage via the telephone, you will need
to provide the street address where the light is located and the 6-digit
number that is prominently displayed on the front of the pole. Under
normal circumstances the crew will be out to fix the problem within 7
working days. Anyone noticing a streetlight that is out or has some other
malfunction is encouraged to report the problem to CenterPoint via
either of these two methods without delay. Our Association is charged
for every streetlight each month, irrespective of whether or not the light
is functioning. So please help us get value for your hard earned money!

When no alcohol is being served but the event is attended by 20 or more
people between the ages of 13 and 21 unaccompanied by their family
members, one security guard is required.
• The charge for the security guards, which is paid directly to the officers,
is the responsibility of the resident requesting the rental. Also, if there are
more than 20 young people between the ages of 13 and 21 unaccompanied
by their family members the Association requires one responsible adult
for every 10 of these young persons to act as chaperones.
• All deposits refundable upon passing the exit inspection.
POOL RENTAL
The pool is available for private parties during the swim season (only),
subject to the posted pool rules and the following restrictions.
During Pool Hours:
• Only 1 group at a time.
• Parties must be scheduled at least 2 weeks ahead of time.
• Parties held during open hours are restricted to 20 or fewer persons
(adults and children) who will be entering the pool and do not have their
own pool tags.
• In the event that the total number of persons in the pool (including
regular pool users who are not in the party) is likely to exceed the 50 that
can be handled by the 2 regular lifeguards, then two weeks prior to the
event, the renter may request that an additional lifeguard be added for
the duration of the party. The charge for this additional guard will be $26
per hour. If no provision has been made for an additional lifeguard, then
the number of party members entering the pool must be limited such
that the total number of people in the pool at any time (including regular
pool users who are not in the party) does not exceed 50.
• Two responsible adults must be in the pool area at all times, acting as
chaperones to ensure the good behavior of all members of the party.
• Party to be over and the area cleaned up by pool closing at 8:00 PM
After Hours:
• Parties must be scheduled at least 2 weeks ahead of time.
• Rental Fees: 1-49 people - $50; 50 plus - $75.
• Private pool parties may only be scheduled on days on which the pool

​HENRY DIBRELL REELECTED TO THREE-YEAR TERM
The Texas Association of School Boards (TASB) has reelected Henry
Dibrell of Katy ISD to a three-year term on the TASB Board of Directors,
representing TASB Region 4, Position E. Dibrell currently serves as
sergeant-at-arms for the Katy ISD Board. He joined the Board in 2011 and
has held the positions of vice-president, treasurer and secretary.
A graduate of Leadership TASB and a current fellow with the Center for
Reform of School Systems, he also invests time volunteering with the
Katy High School Band Booster Club and mentoring and coaching flag
football athletes. Dibrell is the owner of Campaign Crate, a political
consulting firm.
Dibrell is a licensed minister who holds a bachelor of science in marketing
from Northwestern State University. He is also a member of the Blue Key
National Honor Fraternity, where he received the Dean Nicolus Award
and serves on the Board of the Katy Pachyderm Club.
TASB is a nonprofit association established in 1949 to serve local public
school Boards. School Board members are the largest group of publicly
elected officials in the state. The districts they represent serve more than
5.3 million students.

GREATER HOUSTON WALKS FOR
THE HYDROCEPHALUS ASSOCIATION (HA)
Leah and Dave Brown of Katy, are asking for help to spread awareness
about Hydrocephalus and encourage participation in the Greater
Houston Hydrocephalus Association WALK on Saturday, November
5, 2016 at 10 AM, at The Fellowship at Cinco Ranch located at 22765
Westheimer Parkway in Katy, Texas. Over one million Americans live
with the challenges of hydrocephalus. While we often think of children
being born with hydrocephalus, anyone can acquire the condition after a
stroke, head trauma or illness such as meningitis.
This year’s HA WALK in Katy will include food, local area mascots, a Kids’
Zone sponsored by Children’s Memorial Hermann Hospital with face
painting, balloon animal creations, special kid’s activities and a Best
Team T-shirt Design Contest. Participants raising $75 or more will receive

KATY MILLION MEAL PACK-A-THON
November 17 th -19 th
Compassion Katy has partnered with Feed the Hunger, a faith based
501c3 non-profit organization to coordinate an amazing city wide event
where the Katy community of churches, businesses, organizations and
individuals will come together with a goal of packing one million meal
packages that will be distributed locally, nationally and internationally.
What is a Pack-A-Thon? A food packing event where participants package
thousands of nutritious meals (Rice, Dehydrated Veggies, Vitamin Powder
and Beans). Distributed through Feed the Hunger partners to children and
families in need locally, nationally and internationally. Who will receive the
meal package? 25% to Katy area food pantries - Katy Christian Ministries,
Eternal Food Ministries and Second Mile Ministries; 25% to National food
pantries, including disaster recovery projects and, 50% to Haiti. For more

dates of the 13 th Annual Holiday Home Tour. Five fabulous families have
agreed to open their lovely homes in the Katy Community to raise funds
for Project Grad. The Katy community is invited to tour these homes filled
with holiday décor.

Each home will feature a different silent auction basket. Taylor High
School students and their parents will also decorate trees to be raffled
off on Friday night.

Houston attracts more than 60,000 quilt artists, lovers and collectors.

1,100 booths for quilts, fabrics, books, notions, patterns, machines and

November 5 th -6 th - The 25 th Houston Turkish Festival will celebrate
all things Turkish, including authentic Turkish food, coffee, music,
traditional folklore dancing including the famous whirling dervishes, a
kids’ corner filled with fun activities, arts & crafts, cultural exhibitions as
well as a very colorful Grand Bazaar. This year the festival will also feature
a mini world pavilion providing an overview to a mosaic of international
cultures Houston prides itself with. The Festival will be held downtown
Houston at the Jones Plaza and will feature award winning performances
as well as a collage of other music and dance shows. The doors open at
11 AM both days and close at 11 PM on Saturday and 10 PM on Sunday.
