University. Following the Strategic Risk Assessment Workshop, an updated Strategic Risk Register was compiled. The management of the risks<br />

identified at the workshop is currently being integrated into the day-to-day activities of the University.<br />

Risk assessment and identification remain an on-going process within the university. These may be classified as “emerging risks” after the work<br />

of completing the risk register is done. Often these may go unnoticed as the leadership of the university focuses on mitigating risks on the register<br />

in their daily monitoring and execution of the university’s strategic plan. The University is putting in place mechanisms to capture emerging risks<br />

to bring to the attention of the university leadership for mitigation.<br />

Fraud risk management<br />

Any dishonesty, when detected, is taken seriously and dealt with on an ongoing basis. In response to the recommendations made in the <strong>2015</strong><br />

internal audit report on the management of fraud, improvements to the Framework for Fraud Risk Management will continue in 2016.<br />

Risk categories<br />

Management is continuously developing and enhancing its risk and control procedures to improve the mechanics for identifying and monitoring<br />

risks. Some of the top ten risks faced by the University in <strong>2015</strong> include:<br />

• resources to implement strategies;<br />

• policies and procedures; and<br />

• curricula and qualifications.<br />

Institutional risks<br />

Political, social and economic risks:<br />

• <strong>CUT</strong> students joined other South African universities in the #Fees-must-fall campaign. Students demanded a 0% increase in student fees for<br />

2016, to which the government agreed.<br />

Financial sustainability:<br />

• The implementation of the Resources Allocation Model was rolled out in 2014, and continued in <strong>2015</strong>.<br />

Operational risks<br />

• Fraud and theft:<br />

Theft from lecture halls and offices was problematic. In most cases, force was not used to gain access to buildings/offices. The following<br />

measures are being implemented to curb theft:<br />

• mag touché devices are installed at all points and buildings;<br />
