who had outstanding debts, and, as a result, the majority of students were allowed to register in 2016. The outsourcing plans would be discussed<br />
at a later stage in 2016.<br />
Transformation<br />
The Ministerial Committee’s report on “Progress towards transformation and social cohesion and the elimination of discrimination in<br />
public higher education institutions”, also known as the Soudien <strong>Report</strong>, was released in 2008. At the time, <strong>CUT</strong> had already developed<br />
a Transformation Framework to address the matters raised in the White Paper 3. Therefore, in response to the Soudien <strong>Report</strong>, <strong>CUT</strong> made it<br />
known that University adopted a Transformation Framework Vision in 2008, namely Year 2020: Vision of the transformation agenda. The<br />
Transformation Framework provided a foundation to some ongoing developments within the University that were raised in the Soudien <strong>Report</strong>.<br />
Transformation initiatives<br />
In <strong>2015</strong>, the University undertook a review process of its Transformation Framework, taking the Soudien <strong>Report</strong> into consideration. The University<br />
decided to develop a Transformation Plan with objectives, performance indicators and targets linked to its revised Strategic Plan 2016–2020.<br />
The plan is being consulted with the various stakeholders, and takes into consideration resolutions of the Transformation Summit held in October<br />
<strong>2015</strong>.<br />

transformation goals should be strengthened. Transformation<br />
indicators should urgently be developed for the system to help<br />
steer transformation goals to support effective implementation of<br />
transformation imperatives.”<br />
