Sanctuary is an annual<br />
publication about sustainable<br />
development in the Ministry of<br />
Defence (MOD) and the<br />
sustainable management of the<br />
natural and built assets across<br />
the Defence estate. It illustrates<br />
how the MOD is undertaking its<br />
responsibility for stewardship of<br />
the estate in the UK and<br />
overseas. It is designed for a<br />
wide audience, from the general<br />
public, to the people who work<br />
for us or volunteer as members of<br />
the MOD Conservation Groups.<br />
Sanctuary is produced for<br />
the MOD by the Defence<br />
Infrastructure Organisation.<br />

I am delighted to have the opportunity<br />
to provide the welcome to this year’s<br />
Sanctuary Magazine which illustrates the<br />
continuing commitment and innovation<br />
of the Ministry of Defence (MOD) with its<br />
partners to deliver meaningful and<br />
resilient outcomes for sustainability and<br />
conservation across the defence estate.<br />
The Strategic Defence and Security<br />
Review 2015 reinforced our intent to<br />
ensure that we have the infrastructure<br />
and estate we need to support current<br />
and future military capability. ‘A Better<br />
Defence Estate’ announced in November<br />
detailed our vision of how we intend to<br />
achieve this via the Estate Optimisation<br />
Programme. This programme will bring<br />
a number of changes and challenges to<br />
the estate both in terms of investment<br />
and divestment but the breadth of<br />
expertise within MOD and our partner<br />
organisations to take up this challenge<br />
is amply demonstrated in the<br />
following pages.<br />
It is striking that many of the features<br />
are narratives on the effective<br />
collaboration between MOD, Statutory<br />
Bodies, industry partners and nongovernmental<br />
organisations. This is a<br />
reflection of our approach to the<br />
continued sustainable management<br />
of the estate with much of what we<br />
deliver done in partnership with others<br />
within a robust legislative and defence<br />
policy framework.<br />
It is also good to see we are pursuing<br />
secondments such as the exchange<br />
between Natural England and the MOD<br />
and I hope to build on these foundations<br />
with similar arrangements in the future<br />
as well as realising opportunities under<br />
the Apprenticeship Scheme.<br />
The Sanctuary awards winners and<br />
runner ups demonstrates the<br />
international, national, regional and local<br />
reach of defence and I offer my warmest<br />
congratulations to all of this year’s<br />
winners especially the Silver Otter<br />
winner Bob Haycock. Bob in his role with<br />
the Countryside Council for Wales and<br />
his unstinting support and guidance to<br />
the Castlemartin Conservation Group, is<br />
a reflection of the many volunteers and<br />
stakeholders that belong to the 120+<br />
conservation groups whose members<br />
give up their time and expertise to assist<br />
in the conservation of the defence estate.<br />
Finally, thanks must go to all of the<br />
Sanctuary sponsors for their continued<br />
support and I hope you enjoy reading<br />
